bridge mall. >> bob redell live in san jose with what we know about the investigation. >> it appears we are having trouble with bob's audio out there. he spoke with family members of the victim. police remain at the scene. they took a car, part of the investigation as well. we'll try to clear up the audio issues we are having with bob and check back with him in moments. breaking this morning, at least 28 people killed in a coordinated attack by taliban fighters. more than 300 others injured. this started when a suicide car bomb targeted the gate of a national security office right in the heart of kabul. militants entered that building and a three hour-long gun battle ensued. the number of casualties will go

we'll drop back to 51 by the end of the game. we'll have more clouds. this may bring in a couple of sprinkles. the rest of us will be dry. that will be the case until friday when our next system moves in and brings in scattered showers. here we are already at saturday at 11:00. that rain is out of here. looking at the seven-day forecast. inland areas up to 83 today. 76 on tomorrow. then we see that rain in the forecast on friday that cools us down. for the weekend, feels nice. a mix of sun and clouds. especially in the tri-valley. as we head to the coast, san francisco today up to 76. then the showers once again on friday there, low 60s in the rest of the forecast. bay side, more of the same up to 78. a cool morning then sunshine for the next couple of days. friday is the only day we'll have a chance of showers.

san francisco has the city in hot water with religious groups. >> stephanie chuang at the park where the urinal is stationed. the religious group says it's a privacy violation. >> that's right. pretty much you've got some plants, greenery, a screen and that's about it in terms of privacy. muni on one side, the park on the other. popular in europe but new here. complaints from neighbors that people were urinating on bushes and buildings around here. the chinese christian union represented by a legal foundation calls the urinal disgusting and illegal use of public funds because it says the urinal violates funding code is not acceptable for people with disabilities, violates privacy and discriminates against women.

the city's attorney office says the pacific justice institute is identified by the southern poverty law center as an anti-lgbt hate group. on top of that, the recreation and parks department installed 2 dozen additional toilets adding to the three here as part of that $20.5 million park improvement project. these are the first improvements, renovations to this park in 60 years. still not good enough for this group of people. the president of the pacific justice institute is from orange county and is making his way up here this morning and will give a press conference 11:00 in the morning. any response from the city attorney's office was colorful. some of the roads around san francisco's famous twin peaks could be closed to traffic. >> roads on the eastern side of

neighborhood where this young man was shot and killed several hours ago. you can see the glass from his car and flowers family and neighborhoods left in his memory. his father and brother visited the spot where he was murdered. the brother said to us, he wants answers and justice now as he doesn't know why anyone would want to kill his brother 25-year-old carlos soto. he was driving back home with his puppy in his car. he was returning from a dog walk with a friend. in the road there was a confrontation. witnesses heard four to five gun shots. neighbors and police found so theo lying dead on the street with no sprayses of a suspect or getaway car. >> he was the best kid. >> can say nothing.

some relief to some san jose tenants. city leaders are expected to lower how much landlords can it's 5:44. relief to san jose tenants. city leaders are expected to lower how much landlord owners can raise prices on apartments. and the reason why some don't think it's enough. welcome back. >> good morning, laura. there have been no change to the city of san jose rent control ordinance in 37 years. consider everything that's happened in that time, reducing rent increases has not been among them. this has potential to affect about 44,000 units in san jose and has the potential to limit how much landlords can hike those rents down from 8% a year which is what is allowed now. one of the most vocal opponents are reserve apartments which plans to knock down about 216

rent control units and replace them with about 600 apartments that will rent at current prices. the developer is offering those tenants full return of security depos deposits. those making less than 80% of the average median income or less than $70,000, they would get three months rent plus an additional $3,000 in assistance. seniors, disabled or families with dependents. >> short term, i think it's going to give the kids some relief. >> take care of everybody here. not as units, but people with lives and concerns. >> those folks who live in the research apartments they have been among the most vocal because they stand to lose their homes immediately. rent control changes will affect about 44,000 units in the city of san jose and some of those

folks say they will have nowhere else to go if changes are not in favor of tenants. the discussion is expected to be lively. 11 women who say they were kicked off the napa valley wine train because of their race settled a discrimination lawsuit. they were told to leave the train last summer after they say they were simply laughing and having a good time. police took them back to napa. the group filed an $11 million federal lawsuit last october. attorneys yesterday announced an undisclosed amount of money. a follow up on that pepper spray incident at uc davis. they are trying to erase the painful memory but this morning the chancellor is defending her university's actions. several students were pepper sprayed by campus police officers in 2011. an investigation shows the university hired experts to erase those images from the web.

the chancellor said they were making sure the achievements would pop-up higher on web searches. there have been calls for her resignation. it appears the university of california leaders not yet satisfied with reforms being made in the wake of recent sexual harassment scandals. janet napolitano sent a letter yesterday suggesting the recent recommendations are a good start but says the committee needs to come up with a timeline putting the words into action and wants the committee to reconvene in three months. the wife of bill cosby will provide more testimony today in an ongoing defamation lawsuit. camille cosby had the first part of her deposition in february. today she will answer more questions under oath in boston. several women filed suit against cosby after he responded to their going public with sexual
