winds have been light. the pressure tracked to the east of the sierra will crank up wind gusts along the coast and the inner bay. in the mid to upper 60s and we'll see a slight chance of a few showers in the north bay as the system drops down east of the sierra. sierra snow and gusty winds lasting into monday. we head through the next 24 hours and then do have a better chance for some rain coming back to the bay area. our full forecast in 15 minutes. >> we will take any of those april showers that we get. rob, thanks. >> california! >> a historic flight lands in the bay area. the first fixed wing to fly over the pacific ocean. the two-man crew arrived at moffitt field just before midnight after leaving from hawaii thursday. the solar impulse two is on an

exciting journey to be the first aircraft of its kind to fly around the world. it soared over the golden gate bridge for more than two hours yesterday. the plane weighs more than 5,000 pounds, slightly larger than a pickup truck powered by 17,000 solar cells getting its energy only from the sun. the pilot bertrand piccardo talked about the meeting of this historic flight. >> when you find yourself over the ocean completely alone in the cockpit and have full confidence, you know that you're just accomplish something you love to do. >> the goal of the project is to show the world can be run on solar technology. they plan to make a few more stops in the u.s. before crossing the atlantic ocean. they hope to return to the middle east by late summer. this breathtaking photo of the plane over san francisco.

a dramatic scene in the south bay. take a look. this smoke could be seen for miles. it came from a three-alarm fire yesterday afternoon. it burned metal stacked outside the building. firefighters say they asked neighbors to shelter in place. >> they were using chemicals to separate out the hazardous components. we were afraid they contained cyanide. we created a hazardous materials event. >> crews had the fire under control by early evening. they tested the water run-off and smoke. the cause of the fire is under investigation but no one was hurt. a dangerous evening at the beach. firefighters say they had to rescue a man in distress at ocean beach. crews pulled the 25-year-old man out of the water around 6:00

last night. he was taken to the hospital for observation. two teens disappeared in the same area last weekend. they were in the water with friend when they were swept out to sea. their bodies have not been found. city leaders are looking into the conditions around ocean beach to see if anything can be done to improve safety. a san francisco street back open. the street shut down for days. fresh concrete covers the hole. they patched up the sinkhole. it opened up thursday night after a sewer pipe broke underground. now to continuing coverage on the death of prince. the late icon's inner circle gathered at his estate for a private memorial service. oakland native sheila e., famous in her own right, was once engaged to prince, was among the attendees at yesterday's memorial. prince's publicist confirmed his

remains were cremated. the result of the autopsy could take weeks. prince died thursday after he was found in an elevator at his paisley park elevator in minnesota. prince was 57. >> i know that prince made us all better musicians and we miss him deeply. >> fans got a special surprise. purple boxes with memorabilia inside were given out including a prince t-shirt and booklets. and fans can celebrate the life of prince here in the bay area. we've posted a list of tribute events including screenings of "purple rain."

like steph curry will play in today's pivotal game four in houston. he was on the court shooting for another half hour. curry is listed as probable. head coach steve kerr is not ready to say that curry will officially play. the warriors and rockets tip off at 12:30. coming up in about 30 minutes we'll hear from both steph and head coach steve kerr. second round playoff ticket for the san jose sharks are now on sale. now they will face either nashville or anaheim next week. you can still reserve your spot at the shark tooank.

on leash walking would be limited in many places. critics say that would lead to overcrowded dog parks. protesters say it's not fair they are being forced out. >> people have enjoyed areas here for at least 50, 60 years at crissy field. never serious problems. the park service wants to designate it as a no dog area. >> public comments are being accepted until may 25. an elderly woman has been saved from a housing crisis thanks to a well-known motivational speaker. she has been in the middle of a high profile battle since her roommate died last night. the death came before it could be resolved.

a chance of showers later? >> i have a lot of clouds in oakland but no showers. 56 degrees and cloud filled skies at 55. mid day we'll have sporting kc. winds picking up as that game continues. a windy day later. at&t park right now mostly sunny skies, 52 degrees. winds are light but that, too, will change. the wind advisory at 3:00. you'll see winds gusting and not too far away from at&t park right there san francisco county down the coast, some of the strongest winds. the great highway could get sand across it when the winds pick up

through midnight tonight and blustery into monday as well. the cause of all the wind is an area of low pressure dropping down the coast that will strengthen and deepen on the other side of the sierra contributing to the gusty winds for about 24 hours and you look right there you can see 1:00 until midafternoon a glancing blow of a chance of a few showers going on by as an area of low pressure moves over the sierra. we'll see winds of 20 to 35 miles hour with gusts closer to 45 out near the coast and our temperatures today mostly in the 60s. mid to upper 60s around san jose. low 60s closer to san francisco. for the north bay temperatures in the upper 60s and maybe stray showers. santa rosa to napa and over to concord and fairfield this afternoon. tri-valley temperature upper 60s to low 70s. as this low moves in towards the sierra, air cold enough to support snow showers and a earn that will continue off and on.

another system is due in wednesday. those snow levels drop and into wednesday the better chance for widespread rain wednesday. you can see it there on the seven-day forecast. about a tenth of an inch of rain out of the system and behind that if you have plans and want to see warmer weather, good news. those temperatures on the rise. maybe even 80s. we're going to be dealing with gusty winds. just in time for next weekend the final weekend of april looks like temperatures will be on the rise.

these 100 or so students were shooting for a good deed. >> maybe this could take off. >> reporter: welcome to the third annual bronco hack. a competition where teams compete to create from scratch the best computer program or application they can. this one had a twist. the finished product had to address a social need. >> all we need to do is swop out this file. >> a way for low income people to get directions or information sent to them. >> we had to set up a web server to do this. i had never done that before. >> reporter: working on a way to send message for a help to nearby friends in case of

areas that could see showers. partly cloudy skies. watch the short-term forecast. the north bay and solano county. you can see it right there midafternoon. sort of on the trailing edge of the system. the other part of the story not much wind in san francisco or ocean beach. locations that could see gusts. if you have stuff outside bring it in now as the winds will be picking up today. again the chance of a few showers and a pattern that is good enough for sierra snow. we wrap up the weekend. we'll talk about that and the seven-day forecast in about 12

materials event. >> they had it under control by early evening. the cause of the fire is under investigation. no one was hurt. a 15-year-old girl is back home after her disappearance launched a day long search by police. she left her home friday to walk her dog but didn't return home. the dog was found about seven miles away tied up to a tree in vacaville. she turned up at a gas station. she was with another individual but no crime was committed. the top cop in oakland sits down with an exclusive issue. they are turning off body cameras when they should be roll.

looking at how often officers' body cameras are recording use of force incidents. the chief agreed to talk policy. >> light on and light off. >> the size of a credit card. this camera is worn by oakland's 661 police officers. they have the highest number of cameras on the streets in the bay area and they made national headlines after the department released edited videos of two encounters. a rooftop foot chase ended when a man got stuck in between two buildings and died. >> we started our program real before anybody else. >> sean wentz says since 2011, they have seen a 6% reduction in force. 2011 officers used force in

nearly 1,500 incidents. last year 504. complaints are down, about 30%. >> we've seen that the video overwhelmingly supports police officers. not always but in the vast majority of cases. >> do you track officers? >> one of the steps is the supervisor has to watch the videos from every use of force that happens. not just the member but the others there as well. >> in the incidents last year 24 were not captured on camera. 20 were reprimanded by their supervisors. four cases went further to the internal affairs division for investigation and displain. what is your expectation when it comes to officers and when they

have their cameras on? what happens if they don't? >> if the officer has no prior history they will be dealt with informally. if there's a repet, it becomes a disciplinary action. >> morris said he's seeing more officers turning off their cameras. >> we have footage of an officer looking at another officer and pointing to their chest saying let's have this conversation in a moment. >> is that code? >> it is. it's an unwritten. >> what do you make that have? >> i can see why it may appear to be suspicious. officers have to have conversations that shouldn't be recorded. >> the chief says officers are allowed to stop reporting when they're talking tactics or strategy.

>> there's no purpose in parts of the criminal case. >> why isn't it reasonable to have a private conversation without the body camera on? >> it may be reasonable. what do we demand when they're working and on duty? the problem is it leaves space for interpretation. >> the chief says opd officers record and upload 12 terabyte of data every month, used as a study at stanford university. analyzinging the interaction that can be used how officers are trained not just here but agencies nationwide. >> we are capturing information between police officers than we've ever captured or provide

able to afford staying in their homes with that hike. the mayor said the city council will hear the issue on june 28 to try 20 come up with a solution. a story in ohio. eight family members killed and investigators don't know who could have done it. the 911 call came in early friday morning. eight victims all from the same extended family at four homes a few miles apart. some were killed execution style as they slept. >> we do not know whether we're talking about one individual or two or three or more. we do not know that at this point. >> a toddler, a 6-month-old and newborn were spared in the shooting. last stop in germany, where president obama will be with the goal of winning support. thousands of protesters swarmed the streets. critics say the deal would allow

corporations to cut labor and fear the erosion of environmental standards. the president will meet with the german chancellor to stus other issues. video of a recent exercise gone wrong in germany has gone viral. take a look. planes dropping humvees. one detaches and plummets to the ground. two others came crashing down. this happened earlier this month in southern germany. it has been viewed more than 1,000 times on social media. the giants looking to make it two in a row at at&t park while the a's try to stay the hottest.

speed rail program has taken a new turn. the first major stage wa california's ambitious high-speed rail program has taken a new turn. the first major was to provide service between bakersfield and los angeles. what other changes can we expect down t lhe line? larry, what does this mean if the bay area does connect first? >> you don't want to buy tickets because it's going to be a while before it's put together. from one reason, one major reason.

there's significant programs here and that is when there's a problem geographically it's political as well. the problem is this, southern california, perhaps building a big final that would go into southern california. and the problem here is that building those tunnels is going to be costly. will they build the tunnels? if they do it, which neighborhoods will be affected? >> are we over the hump in terms of obstacles in the bay area? >> it's not entirely established yet. there are a few things to work out and issues between san jose and san francisco but the issues here are pretty much solved.

what's going to happen as we get down to the peninsula area, but those issues will be solved. >> high-speed rail as many of us know is a thorny issues because of the rising costs. critics say be stuck with a train to nowhere because the project has been at so many points along the way stalled. >> my crystal ball is broken. we know this much, major infrastructure problems, vicky, are painful, difficult, whether they're roads, water systems, electricity grids, all of these things, they are very expensive investments. costs go up over time because of lawsuits.

all of these things make it much more complex. >> let's talk about funding. congress doesn't seem to be -- we're not getting indications congress is interested in funding the project. what is the financial plan to complete the high-speed rail? >> you don't want to count on congress with the republicans in charge. the rail agency is going to rely on cap and trade funds from the state. let's call it the cornerstone. more is expected to come. it's expected to grow to about a billion dollars or more every year. the rest of the funding, that won't be enough. it will come over time from the public sector and private sources. we're looking at another ten years here before anything is completed and 20 years before the entire project. there's a long time to fund

this. gosh, $60 million, $70 billion is over time. >> looking back some say we should have built more roads with this money. >> 20/20 hindsight. we know that california has twice as many people today as we had 40 years ago. and we haven't come close to building twice as many roads. we're not keeping up. we know it. we feel it. we would have to build another 12 additional lanes of highway 5. think of what that means, all these kinds of things so whether they're right, that remains to be seen.

francisco but still cloudy skies around the south bay. the flag showing you the wind. by midafternoon wind gusts up to 45 miles an hour. the inner bay could lead to downed trees and probably sand across the great highway. very likely will stay breezy into day. you can see the source of the clouds. providing for a chance of snow showers across the high country later today and for the bay area winds picking up. wind with gusts perhaps close to 45 out along the coast. mid afternoon into the evening. mid to upper 60s around san

jose. only low 60s for san francisco and once those winds pick up it will probably feel cooler than that. for the north bay a chance of showers around santa rosa and out to solano county. temperatures in the upper 60s for oakland and close to 71 degrees but in the 60s for the afternoon. that is the reason for the gusty winds. we will see blustery conditions. we could see snow totals approaching close to half foot south of highway 50 where a lot of the moisture will be. another chance for rain comes in. mostly through the day wednesday and skies clear as head into
