morning. step out the door and see how cloudy it is. make sure you head back in to grab the umbrella. although we are not seeing any rain just yet, there is still this area of low pressure in the storm system spinning across the region that will bring us more activity as we go through the day. temperatures are in the mid to upper 50s and low 60s in a few spots. today's forecast brings it up to 67 in the east bay and scattered rain possibly storms in parts of the bay area. i'll detail that in a few minutes. looks like it's starting to stack up at the bay bridge toll plaza. >> you can expect that. hire is a live shot. you have the expected pattern for most of your commute. there is one crash 880 at 237. i want to focus on this. the vta service disruption. light rail cannot travel through the area by our station. you see the slowing for the orange coming off highway 87.

kris sanchez is out there. we saw this coming into the station. it's been going on since 1:20 this morning. there is a person on top of that vta light railcar. there are high voltage lines in the area. >> the power has been shut down and we saw one of the bus bridges going by. that man is on top of that vta train. we talked to one of the negotiators who says they are not getting anywhere with him at this point. he seems to be erratic. they do know who he is and he is on probation for nonviolent offenses. they are trying to talk him down. this all started at 1:20 as the train operator was driving on the tracks and they saw this man on the track. the operator was able to stop the train before hitting him. then saw as he was trying to get access to the top of the train, the operator was able to cut the

power. it is because of that operator this man is not hurt. >> the operator had to act quickly. it's a matter of seconds before he was on top of the train. the operator did the right thing calling operation control and getting that power down. >> the power was cut to the tracks and the train is stopped. this is a very bad spot for it. this means vta cannot roll any train north of here. there are a lot of high density tech companies in the north san jose/north first street corridor this morning. we can tell you there are only bus bridges going through. that is very slow going this morning. the man is considered to be unarmed, but he is behaving erratically and not giving negotiators much to move with. we know he is wearing just shorts. he was shirtless when he climbed up on to the rails then on top of that train, and he remains

that way this morning. he is now wrapped in a yellow blanket from the sheriff's department. we did confirm all deputies do have 40 hours of crisis intervention training which should help in this situation. stay tuned here. this will impact the commute even if you don't work at one of those tech companies in north san jose. kris sanchez, "today in the bay." >> it has impacted the commute. 6:04 right now. breaking this morning, a head-on crash in oakland that leaves four people injured. that includes a baby. this happened off international boulevard and 60th avenue. as far as traffic element is concerned, the road since reopened. two of the three adults have suffered major injuries. we have no further information at this point on the child's condition. breaking news out of vallejo where a child is hurt after being burned in an early morning house fire. several other people are homeless. >> bob redell is live there.

the child is expected to be okay. [ no audio ] >> the fire captain said it was minor. fire breaking out on carl avenue 1:20 this morning. the fire department said when they arrived a quarter of the home was on fire. they realized they would need extra help and called for a second alarm. i did speak with a fire instructor on the scene waiting for the sun to come up to get an idea what caused this fire. he said mostly it was contained to the back. it started in a bedroom. he doesn't know what the cause is as of yet. that's where one of the children was asleep. the mother had to get the children out. there were three adults, four children inside. everyone was able to get out. the one child did get out but

first and second degree burns. cause unknown of this fire that destroyed the back of this house here on carl avenue in vallejo. bob redell, "today in the bay." >> 6:06. a wrong turn during a chp chase landed the driver of this infinity in big trouble. he crashed into polls at the popular cable car turnaround. four people were arrested. one managed to get away. the chase started after they tried to pull the driver of the car over in union square earlier because it had paper plates. the cable car should be up and running on schedule. antioch police officer recovering after he was shot by an alleged carjacker this story hasn't fully resolved when you went to bed late last night. it all started in bay point but ended in a crash in pittsburgh

at east leyland and loveridge road. somebody stole a bmw at gun point. authorities say after the crash suspect opened fire striking that officer. an officer quickly returned fire, missed the suspect, who eventually surrendered. >> we saw the police. you couldn't see the car because there were other police cars here and other people in vehicles had gotten out. >> the antioch police officer is okay. good news, he has been released from the hospital. several other people were also injured in that crash. we have no word right now on the extent of their injuries. 6:07. the two san jose brothers accused of killing their parents will face a judge today for a bail hearing. this is video of the 22-year-old during an arraignment last week. his 17-year-old brother will be tried as an adult. if convicted, both men face a life sentence.

6:07 on your thursday morning. we are expected to hear more about a gilroy high school teacher accused of having illegal relationships with minors online. this brought in high-profile attorney gloria allred who is representing a mother who warned the school district about this scientist teacher back in 2014. the woman says he sent her teenage daughter sexually explicit text messages. he was arrested last month for mo posing as a girl online. >> my heartbreaks for all of them. >> last night the board of education confirmed there was a complaint made about a text message that dates back to 2414 but it was not a criminal act and he was given a notice of unprofessional conduct. he is out of jail and resigned from the school district. allred is expected to release more details of her investigation into this matter later today. a mountain view church

volunteer who works with children is facing child molestation charges. now investigators want to know if there are other victims. police say he molested a boy for about eight years. his victim is now in his late 20s and recently contacted detectives. they found child porn in his home. he is being held without bail. he is a volunteer at abundant life christian fellowship. in california, you must be 21-year-old to buy tobacco products now governor jerry brown approved that law yesterday. this is part of a handful of bills that crack down on tobacco. he approved restrictions on e-cigarettes and building nonsmoking areas at public schools. >> hunger strike continues. yesterday one of the protesters wassen to to the hospital. he is one of the frisco five.

company will ramp up production ten times the current production. tesla will build 500,000 cars a year by 2018 that. would be ten times what the car builder makes now. he's set a goal of starting production of the tesla model x by the second half of next year. tesla opened all its books to investors last night answering questions from analysts and reporters. it did not explain why it's going to lease this massive facility in livermore. even if musk increased production ten times, it wouldn't need this plant. it continues to be a mystery as to what that's for. >> interesting. >> he said he is sleeping at the job in a sleeping bag. >> he will hire anybody in manufacturing that will help him reach that goal of 10 times production. it's a huge number. >> great forç jobs. the powerball jackpot continues to climb. 30-47-7:00-66-69 with a

drizzle. i've been watching this storm system sitting on the radar and satellite imagery producing lightning over the sierra. you can see there's quite a bit of energy with this. this is what will move into the bay area today. now it's 56 in concord, livermore, san jose and san francisco as well as santa rosa. pretty even temperatures as we get a look at the futurecast. it shows what the radar and satellite could look like. we start out this morning with once again mainly dry conditions. we start to see rain moving in as we go into the 11:00 or 12:00 hour in parts of the north bay and east bay hills. as we go through the rest of the day, storms begin to fire up. very hit or miss. we won't see that all across the bay area. this is the kind of activity we'll see not only today but tomorrow, as well, with scattered showers and storms. maybe a little bit wetter in parts of the bay area tomorrow. by the afternoon once again

spotty rain. something we'll watch as we continue to see this storm system spinning across the region. where we do see the rain shows there could be heavy amount of rain in the south bay, up to 0.75 inch. you head to areas where you may not see the rain and looking at nothing. it will be hit or miss. hard to get a timing on exact placement on where we will see that rain. be prepared for it all as temperatures reach into the mid to upper 60s and low 70s for those inland areas. fremont high of 71. the weekend forecast shows we will still have a chance of scattered showers friday as well as saturday. it looks like much of the rain does wrap up by saturday morning. sunday is looking all dry. the best day this weekend to get outside. let's head over to mike to see if this is the best time to get on the road. >> watching the san mateo bridge where a lot of folks are getting on the road. let's look over toward our

hayward camera. you see a disabled car there. looks like it just cleared. westbound folks are backing up here. there is a stalled vehicle in the center divide or access lane. it is not unexpected. a smooth dry. bay bridge toll meter lights are on. heading north of there we see the slow down toward the area. vta continues with delays because of a bus bridge in place here. they are uses buses because they can't use light rail trains. this train right here, there is a person on top of the train. this continued since 1:20 this morning they've been trying to talk this person down. no progress yet. we'll have the other top stories

lines. why all this activity? kris sanchez has been out there all morning. sheriff's department is out there, as well. there is someone on top of that light rail train? >> right. if you see behind me, you can see a man in a yellow blanket on top of that light rail train. he's been there since 1:30 this morning. we talked to the sheriff's department. he appears to be unarmed, we know he is on probation for nonviolent offenses and yelling at officers, spitting at them, trying to make demands. a few points he was swinging from the overhead wiring train top. this is not far from the highway 87 off ramp. he is behaving erratically. earlier we talked with someone from vta and the spokesperson said it's because of the quick action of that operator this man is unharmed at this point.

after that man scrambled to the top of the train, the operator was able to call the central station and cut the power. the man was not shocked nor electrocuted but lucky to be alive. >> they are making progress. he is not screaming and yelling. this is a process and hopefully we are closer to resolving this. he says the man is behaving erratically. they know who he is. they know he is in his 20s and from san jose and has been on probation for nonviolent offenses. it does not appear he is mentally ill though he is behaving erratically and refusing to come down.

we have asked whether family members might be coming out to persuade him to come down. that is not clear at this point. this is going to impact the commute through north san jose. whether you take mass transit, you won't be able to get through the north first street corridor because from this point north there are no trains going through. there is no power. there are bus bridges in place. those usually bring a delay. that means folks might opt to take their cars into work which could slow down your commute on the highway as well as 87 could be more congested. mike has been follow that this morning. he has been up there since 1:00 this morning. it is cold out here. he is shirtless and wearing shorts. 55. at some point he might want to come down for his own comfort. negotiators still here on scene. in san jose, kris sanchez, today in the bay. >> thank you for the latest there. more breaking news this morning. a child suffered minor burns and

six other people without a place to live this morning following an early morning house fire in vallejo. one firefighter tells us everyone was safely evacuated. the child is being treated for first and second degree burns at the hospital. no word on a cause. >> a chase comes to a crashing halt in the heart of san francisco. suspects were trying to get away from chp officer. they crashed their car at market and powell street. stephanie chuang joining us live from there. thankfully, no one was injured in that crash. >> you usually see a lot of tourists waiting to hop on to a car.

chp says that is where it tried to turn over the sedan after 11:50 last night. there was visible damage on the driver's side door. the driver and threeç passenge ran off. officers were able to find and arrest three of them. there was no prolong active search for that person. what makes this more bizarre is what police found, egg cartons around and under the car. it's unclear how the eggs ended up there. they might have been egging cars but that is unconfirmed. san francisco police are handling the investigation into the crash here. stephanie chuang, "today in the

bay." >> at 6:36 on your thursday, preying on patients. a dental assistant accused of molesting young people in his office is expected to enter a plea in court later today. he will be in a martinez courtroom. he was arrested in april after an 8-year-old girl accused him of molesting her inside concord dental clinic. they say he victimized several children and he recorded the crimes on video. >>. >> a pretrial hearing is expected to begin today for the livermore babysitter accused of smothering a young child. the child's family hiring 20-year-old maria gonzalez through care.com. she was arrested in february after a nanny cam allegedly showed her trying to silence that 13-month-old cry boig putting her hands on his face until he went limp for a few seconds. she denies harming that child. a mother has been arrested for abusing her 5-month-old baby boy. the child was having a seizure

last month. he was rushed to the hospital. doctors say the boy had a fractured skull. this week police arrested the mother for child abuse. the little boy remains in icu. the search on for twin brothers accused of terrorizing the east bay with a b.b. gun. those crimes escalated during a two-day shooting spree in san leandro back in march when several people became targets. fortunately, no one was seriously injured. three weeks ago the suspects struck again, firing at a car. that driver was on washington avenue when he managed to get the suspect's license plitt number and report it that. led police to the home of the 19-year-olds who live by that shooting scene. detectives found b.b. gun in the teenagers' car and another in their home. they allowed the twins to turn themselves in by none yesterday but the pair never showed up. >> the family assured us they would have them surrender. >> warrants have been issued for their arrest now and

investigators say it is possible the teens are also responsible for another incident caught on camera in march. 6:38. an intense scene inside a donut shop. an employee comes face-to-face with a man appearing to hold a gun. it happened at the royal donut shot. the gun turned out to be fake. the suspect grabbed an ice scooper as a weapon. police say the employee was not injured. the thieves managed to stake off with the store's atm machine. san jose city leaders are reportedly rethinking the timeline rolling in a new limit on rent hikes. they did approve maximum limit at 5% per year. that was supposed to take effect in the fall. "mercury news" is reporting there are concerns landlords will try to raise rents before the new limits take hold. council members will consider having that law take effect before july.

6:39. kari has a look at our forecast today. rain in the works. >> rain in the works and we've been tracking this storm system that didn't bring us heavy rain yesterday. that may not be the case today. as we take a look at the rain timeline when we could start to see more activity on the radar. it shows that over our higher terrain over the east bay hills and possibly over the south bay, we start to see rain developing by early afternoon. it does continue to rotate farther off toward the west into parts of the north bay and possibly into san francisco as well as we go into this evening, as we see more of that rain increasing in coverage. some more showers in the forecast today. also tomorrow and it finally wraps up on saturday. i'll detail all of that coming up in 10 minutes in the microclimate forecast. traffic is starting to build up in oakland. >> heading over to the san francisco side. this is not an unusual pattern. let's look at your map and see

lighting up. this storm system continues to bring in more active weather. a look at our calm weather for now. 56 in livermore, concord as well as san jose. the futurecast shows we will start to see more rain moving in as we go through the day. it starts out as spotty light rain this morning. then we start to see more activity around noon. starting in the higher terrain then it starts to drift farther off to the west and spots more populated. more active weather for the rest of the evening. then tapering off tonight. as we go into the day tomorrow, we start out with rain. here we are at 7:00 tomorrow morning. it shows some rain moving into parts of the east bay as well as the north bay. then it will continue to spin hit or miss activity the next couple of days as this storm system continues. as far as the rainfall potential, it shows we could in some spots have quite a bit of

rain. other spots measuring next to nothing. we'll be watching that as that rain will continue to move through. temperaturewise today, highs in the mid to upper 60s. 07 in san jose. 06 in the marina and looking at highs up to 69 in santa rosa and pittsburgh. san ramon at 70. seven-day forecast shows we will have more days of rain that continues into friday as well as saturday. sunday, it clears out with highs reaching into the low 70s for the south bay. some mid 60s for san francisco. sunday will be the best day to get outside. let's check in with mike to see what's happening on the roadways. >> we have this disabled vehicle on the san mateo bridge. this is the main traffic with the taillights and there is that

disabled vehicle. there is a distraction. the map will show what we are talking about. slowing from the toll plaza about midway across that flat section. dunbarton picks up volume. no real surprises. we'll zoom in toward the south bay. there is where you get off 87 and that is where we have that activity, the vta light rail train stopped there. there is a person on top of that train. kris sanchez will give you more details on that. vta service has a bus bridge. north bay looking at southbound 101, easy drive. picking up that volume. really slowing toward northbound pedro. not the hov lanes. the rest of the north bay looks good. take a good look here. hayward police are searching for this man.

top of a vta train. that caused serious traffic issues in that area. >> he is refusing to come down. he is spitting at officers and yelling at officers. at one point the sheriff's department tells us he was saying about wanting to mess up everyone's commute. whether or not that was his motivation is unclear. he got that desired effect. that man is on top of that vta train here at the component station on north first street. this is crippling the commute. no vta train can roll northbound into that high density tech corridor in north san jose. they are taking bus bridges and that is slowing things down on mass transit and the roadways as people are taking their own cars to work. that man has not said what he wanted. we do know it is because of the quick action of the operator of that train that he is alive because he was on the tracks as the train was approaching. the operator was able to stop in time and called to turn off the

power to that train so he would not be electrocuted. the man is still negotiating. we know he is in his 20s and from san jose and on probation for nonviolent offenses. the sheriff's department crisis negotiation team with 40 hours of training are trying to get him down. kris sanchez, today in the bay. >> thank you very much. also breaking this morning, a head-on crash in oakland that leaves four people injured. that includes a baby. this happened off international boulevard and 60th avenue. we are told two out of the three adults could have major injuries. you see the car completely overturned. as for traffic, southbound international is back open. new this morning, a wrong turn during a chp chase landed the driver of this infinity in big drubl. he crashed into poles at the

popular turnaround last night. the chase started after they tried to pull the driver of the car over. cable cars should be running on schedule this morning. we could be seeing splashes of rain on the roads. >> especially during this evening's commute. scattered hit or miss. we'll see that as we go through the day. right now just cloudy. highs reaching upper 60s to low 70s we could have thunderstorms. we have issues in the south bay. look at the map. vta as well as new crash for 101. look at the map. overall traffic is predictable. in san jose we have that crash just off 87. that's where the bus bridge is in place because of the person on top of that train. we hear about an overturned vehicle there blocking the lane.
