nbc's kerry sanders is in oklahoma city. good morning. >> good morning, savannah. it was another sleepless night for residents who live in this region of the country after being hammered by violent weather. just about 20 miles from here in oklahoma city, they clocked the winds at 69 miles an hour, and two suspected tornadoes touched down. one in felt. the other in durham where they're still assessing the damage. this morning, residents in texas and oklahoma are waking up knee deep in water after a severe weather system walloped parts of the southern plains states. in oklahoma, thunderstorms spawned several tornadoes reported in the oklahoma panhandle. in parts of texas, forecasters say more than 11 inches of rain fell in a 24-hour period in the corpus christi area. the oso creek cresting over 24 feet. more than four feet above the flood stage. police blocked off several major

roads, but despite repeated warnings, some stubborn drivers tried to make their way through, only to get swallowed up by rivers of water in the streets. >> the flooding does not end. >> reporter: in houston, after a days-long deluge of rain, residents stranded in their home posted videos on social media. >> no, i'm not on the bank of a river. i'm on the curb of my street. >> reporter: fighting hail and violent winds gusting up to 70 miles per hour, pounded residents in spearman, texas. back in oklahoma, heavy winds and rain kept many hunkered down in their homes, as the region braces for yet another cluster of storms today. it's been an especially violent hail season so far this year. insurance companies estimate there has been more than a billion dollars in damage to roofs and cars. and forecasters say more hail is forecast today. matt, savannah?

>> kerry sanders, thank you. >> we were talking, the people in that area that dealt with an awful lot in the last year or so. >> they're going to deal with more this week. we're looking at more strong storms along the texas/oklahoma border. it's going to continue today. we have 16 million people at risk for strong storms today, especially in the late afternoon into the evening hours. large hail, two inches in diameter, damaging winds. storm system after storm system moving across. the flood threat will increase over the next several days. tomorrow, we have a risk of severe storms. heavy rain for the hill country of texas. look what they've been dealing with. for example, houston in the last 12 months, almost 75 inches of rain. that's 24 inches more than they should see. since march 1st, dallas, 9 inches. almost 20 in houston. 15 in corpus christi. anywhere from 5 to 10 inches above normal. by the next three days, they're going to pick up another 3 to 5 inches. flooding is going to be a big problem, besides the severe weather threat. >> we won't be complaining about the chilly temperatures in the

wins by bernie sanders. clinton is looking pas primary in the bluegrass state. >> i am hoping and really looking forward to debating donald trump in the fall. >> does donald trump really speak for you? >> reporter: bracing for what donald trump has promised will be an onslaught of attacks, a pro-clinton super pac is set to release $6.5 million in ads hitting trump in key battleground states. as clinton tries to paint herself as the steady leader on the economy. >> it's heartbreaking that people running to be president today, most particularly the presumptive republican nominee, want to go back to those failed policies. >> reporter: touting her husband's policies from the '90s, clinton saying she'll put him in charge of revitalizing the economy. the former president telling nbc news -- >> i'll do whatever i'm asked. >> thank you. >> but i like this economic business. >> reporter: it's a strategy that's already opened her up to attacks. >> i think hillary is in an impossible box.

you know, you can't imagine bill over there in the east wing, in the spouse's quarters, licking stamps and addressing envelopes. what are you going to do with him? >> reporter: trump is previewing his strategy. top aides telling nbc news he plans to confront clinton on character issues, her e-mail issue and her husband's infidelity. he's opening up tonight on an interview on the fox broadcast network. >> i view myself as a messenger. this is a massive thing going on. these are millions and millions of people that have been disenfranchised from this country. >> reporter: meanwhile, with some republicans looking for a third party candidate, another brash billionaire, dallas mavericks owner mark cuban saying he's not interested. >> there's not enough time and it wouldn't work. >> and a majority of gop voters, according to our surveymonkey online poll, trust trump over house speaker paul ryan to lead the party.

take a look at these numbers. 58% to 39%. and we're learning this morning that trump is hiring a pollster, something he resisted during the primary and underscoring his shift to the general election. matt and savannah? >> thank you. let's bring in chuck todd. good to see you. >> good morning, matt. >> let's talk about hillary clinton's idea. if she's elected president, she'll bring in her husband, the former president, to revitalize the economy. it's that two for one deal that we've talked about in the past. when it comes to voters, is there an up side to this and a down side? >> i don't know what the upside is. i think for some, they have positive memories of the '90s. think about what the campaign has been about the last six months. bernie sanders and donald trump, in particular, have been running against the '90s on economic policy, those trade deals, nafta being the biggest one. including wall street deregulation, a major portion of that happened in the clinton

years. i think it is a double-edged sword. in talking to people close to the clinton campaign, she didn't mean she was going to hand off half the presidency to him and say, you have the economy. apparently, she was trying to say he was going to be focusing on distressed communities. in kentucky, that's coal country. places there have been a lot of distressed unemployment. >> let's talk about the clinton campaign, as well. donald trump plans to confront clinton on the debate stages on things such as her reaction to her husband's infidelity, the e-mail scandal, benghazi. is there any potential downside for him? >> look, there is. i mean, but this is what worked for him during the primary. i don't see why he would go any other way on this front. and if you look -- when you're going after her, character is her weak spot. that's her vulnerabilities. we know the way trump works. he looks for a vulnerability and tries to exploit, exploit,

exploit. i think he may succeed in, say, taking bill clinton and sidelining him a bit, but i think it raises the import anane of barack obama as a surrogate for hillary clinton. i think over the summer when she's looking for a character witness, she's not going to turn to bill, it'll be barack. >> let's continue with hillary for a second. though the numbers are clearly in her favor, she's still locked in a primary battle with bernie sanders. yet, she's starting to look and vet possible vice presidential running mates. a couple names have come up. sherrod brown, the senator from ohio. tim kaine, senator from virginia. are they the front runners? >> i think so. they're from the two most important states. you lock one of those down, the republican path isn't there. and they're do no harm candidates. they're disciplined and very good. from what i understand, hillary clinton is looking for a governing partner. not just somebody that will help her on the ticket, and both have a lot of experience.

sherrod brown can help with the bernie sanders voters. >> former massachusetts governor and senator cory booker. >> booker is somebody hillary clinton has become comfortable with. likes him. deval patrick, somebody she doesn't know well but close to obama world. don't be surprised if he gets a look. >> you're not done. what about elizabeth warren and julian castro? >> i think they get attention in social media and in the grassroots. i'll be shocked if they're among the final two or three. >> chuck, thank you very much. on monday, we talked about the scathing report from the "new york times" detailing donald trump's history with women. rowenne brewer, a former model who dated trump for several months in the 1990s and whose story was at the center of the article say her words were mischaracterized. she spoke about it to peter alexander. >> i was promised so many times

by them, and to my manager and myself, just over and over again, that it was a positive article that i was giving them, and that's how it was going to be depicted. it was not a hit piece. it was just each person's rendition of their experiences with donald trump. and mine was -- >> as you say, they spun it into a negative. >> they absolutely did. i don't have a negative story to give about donald trump because i don't have a negative, you know, account of anything. >> spokesperson for the "new york times" responded to the accusations saying she was quoted fairly, accurately and at length. the ntsb is holding a hearing today on last year's crash of an amtrak train outside of philadelphia. it killed eight people and injured more than 200 others. we've learned investigators believe the engineer became distracted and didn't realize he was approaching a dangerous curve. nbc's tom costello has been following this from the start. good morning.

>> they call it losing situational awareness. you may recall, this was amtrak train 188. it had just left a north philly train station when it went into a turn at double the posted speed limit and derailed. originally, the engineer said he didn't remember what happened. now, ntsb investigators say he was distracted by radio traffic from a regional train that had just reported being hit by some sort of an object. a rock or a bullet. much as a driver might be distracted by a phone call, the engineer forgot where he was and blew right through the signs warning him to slow down into the curve. the train was traveling at more than 100 miles per hour when it went off the tracks. eight people died. more than 200 people were injured. amtrak has since added automatic braking technology called positive train control to the northeast corridor, but it's not in place in much of the rest of the country. back to you. >> tom costello in washington,

thank you. the senate is expected to vote today on president obama's request for money to fight the zika virus. lawmakers are considering three different plans. the one with the greatest chance to pass is a bipartisan plan to cut the president's $1.9 billion request to $1.1 billion. separately, the house is expected to vote this week on a $622 million plan. zika can cause a serious birth defect. it is expected to spread more widely during the summer mosquito season. now to a developing story, a southwest airlines flight forced to return to boston early this morning due to severe turbulence. the flight was on its way to chicago when passengers say the plane started shaking. two flight attendants were injured and had to be taken to the hospital. two passengers also suffered minor injuries. eventually, the flight took off again and has landed safely in chicago. an upcoming meeting is getting a lot of attention. facebook founder mark zuckerberg will sit down with conservative leaders amid claims the social network excluded conservative news from its trending topics

of sexually assaulting a younger classmate will be released from jail this week. a judge decided to reinstate his bail after it was revoked in march over curfew violations. labrie will have to wear a monitor. now the update on the photo that quickly went viral. it shows a baby bison loaded in the back of a car by two tourists at yellowstone national park. tamron has the story behind that photo. >> good morning, everyone. park officials say that calf had to be euthanized after rejected from its herd. the tourists thought they were doing the right thing, trying to protect the young animal. their actions ignored the park rules, intending to keep wildlife and people safe. >> reporter: this picture snapped by a witness is not photoshopped and not something to laugh about, say officials at yellowstone national park. two tourists came across this bison calf on the road and brought it to a ranger station.

worried because the calf was near cars and looked cold. >> the rangers took the calf back where the tourists found it but the herd wouldn't accept it. >> we made numerous attempts to put it back with its herd, but the newborn calf kept coming back to the road, chasing cars, trying to get close to visitors. >> reporter: bison, also known as american buffalo, are a huge draw in yellowstone. last week, president obama signed a law making the bison the country's official mammal. park visitors are shown in pamphlet of a bison goring a person. not all tourists are getting the message. viral videos and social media showing people petting wild animals and posing for selfies. sometimes with near disastrous results. >> there you go. >> reporter: federal law prohibiting disturbing or petting animals in the national park. visitors are supposed to stay 25 yards away from all wildlife,

and 100 yards away from bears and wolves. >> yellowstone national park is not a zoo and not a petting zoo. it's a place for people to come and experience wild animals in their natural environment. >> reporter: the tourists in this case have not been identified, but they were fined and could still face more charges. >> park officials tell nbc they did not have any good options in this case. the calf could not be shipped out of the park because of an ongoing quarantine involving a contagious disease. the park doesn't have the resources to take care of a young calf that long. officials want to get the word out about not getting too close to bison, especially ahead of the summer tourist season, also bison mating season, when the animals are the most dangerous. >> so they tried to do something smart, but it would have been better if they'd picked up the phone, called a park ranger and said, we have concerned over this baby or calf. >> it's clear from the reports, it kept wandering away. it may have been already abandoned but you can't put it in the car. >> headline from tamron, can't

they're doing it along the border of oklahoma and texas. we're watching this very closely. we have a risk of strong storms today. corpus christi, midland, dallas, shreveport. we have 16 million people under the threat of large hail and a few tornadoes. rainfall amounts, generally 3 to 5 inches of rain throughout central texas. some places could pick up six inches or more before it's over. the rest of the country, we look for the wet weather extending to the mid-atlantic states. plenty of sunshine along the west coast. temperatures in the 70s and flirting with 80 degrees in our temperatures will be warming up quickly. in fact, we're already seeing that now. look at the north bay. it's 68 degrees at 8:00 in the morning. and we are in the lower 60s for san francisco. highs today reaching the low 90s. 92 in the north bay. san francisco 76 degrees and mid-80s for the peninsula as well as the east bay. south bay as well as the tri-valley looking at highs today in the lower 90s.

police are investigating a stabbing early this morning on very good morning to you. it's. >> caller: 26. i'm laura garcia-cannon. police are investigating an early-morning stabbing on one of the more popular san francisco bus lines. it happened at about 1:30 a.m. on the 14 line at mission and 9th streets. police say one man is now in the hospital after someone stabbed him in the torso. so far there's been no update on his condition, but police do say the victim's injuries are not considered life-threatening. according to investigators, the two passengers had some kind of altercation prior to the stabbing. the attacker ran from the bus after that. police so far have made no arrests. activity in the east bay with the commute, mike. >> it's tuesday, and it took a while, but we have a big build and problems in the east bay. there is the south bay build at the bottom of the screen, but

this guy here, bob bowman, is a legend in the world of swimming. he's coached olympic legend michael phelps into the record books. now he's taken the lessons he learned on the pool deck and put them in a new book, "the golden rules -- ten steps to world-class excellence in your life and work." good morning. >> morning, matt. >> will this work with average joes? you're used to dealing with elite athletes with enormous talent. does it translate to life and business? >> it does. that's why i wrote the book. through my career, i knew people who seemed to be stuck in the place they were. i think it didn't have anything

to do with their vision, but a plan of getting there. i think the tenets in the book give them a plan. >> you talk about it being a method and you suggest people follow the ten golden rules here. the first one is short-term goals lead to long-term success. give me an example. >> the most important decision you'll make is what you're doing right now. i think these great achievements you might see down the road are really just an addition of small decisions made every day. >> should people write goals down? michael phelps is famous for writing down goals, keeping them private but checking them often. you think people should do that? >> they ultimately should write them down so you commit to it and have a road map. >> the next one you have is adopt an all-in attitude, not a get out attitude. >> sure. attitude is probably the most important part of the process. a lot of the things you're going to do to achieve success are really mundane and ordinary

things. it's the attention to detail that's important. >> what about risk? people think the best way to be successful is slow and steady wins the race. other people take gambles, take risks. what are you a fan of? >> expanding comfort zone. no growth takes place in your comfort zone. when you're uncomfortable, it's when you'll grow the most. >> you talk about something i love. a lot of people in the work world are put through reviews. they do business or performance reviews. you don't like to look at it that way. >> yeah. >> when you talk to people, you like to do performance previews. explain the difference. >> preview is where you're looking at where you are and decide where you want to go together. that's the most important thing. you'll obviously learn from your past but really look ahead more. >> i sit down with you as an employee and say, where will we go from here? >> exactly. >> adversity will make you stronger.

give me an example of something you went through that made you stronger. >> no question, the best example we give, you know, is michael and the beijing olympic games. 200-meter butterfly, goggles fill up with water on the first lap, and he uses lessons we'd learned before, practicing without goggles or broken goggles, to count his strokes and finish on the right stroke. >> you've had a famous up and down relationship. you're a great team, but there have been some strained times. how is it standing right now? >> it's never been better. we have a new addition to the family, boomer. actually has my middle name. it's been exciting, and we're very, very close right now. >> lastly on this book and the lessons people in the average world can learn from it, what if they say, the rules sound great but michael phelps used these rules. he had a guy like bob bowman standing there, pushing him on. do people need someone to drive them? >> they need someone to mentor them. you can always find somebody in your life who can give you support or guidance when you need it. >> see you in rio, which we look forward to.

>> what was, paul, the magic of the show? it was the '90s. you, "seinfeld," and "will and grace." what was it about your show? >> something in the water at nbc that was powerful. it was an idea that was universal. everybody related to it, and people watched it because they went, oh, that's exactly what's going on in my house. helen hunt is fantastic. we just had -- from like the first time we met, we had this kind of -- we saw things the same way, same sense of humor. equally neurotic in different ways at different times. kind of looked like a perfectly married couple. >> you were co-creator but i didn't realize you co-wrote the theme song, as well. >> every other word. >> seems more difficult. >> he wrote that note, and i wrote this note. it's time consuming, don't kid yourself. >> you want to score a film? >> that drummer is jim keltner,

"mad about you," i was clever. let me write the character to be exactly like i am. >> genius. >> so i don't have to act in the part. >> that's how you made it. >> you're kind of like that guy. i go, isn't that funny? >> if you had to write the pilot episode now -- >> oh. >> -- in this time where facebook live, baby births and all of that -- >> you know what's funny, the show is '92 to '99. in some ways, it seems quaint. when you see a show that doesn't have cell phones. somebody knocks on the door. technology has changed in the way people write movies and tv. nobody comes -- you wouldn't show up at a door. you'd text. it looks antiquated. i don't know the answer. i'll get back to you.

taking a look at the headlines. the ntsb is holding a hearing today on last year's crash of an amtrak train outside philadelphia that killed eight people and injured more than 200 others. ntsb investigators say they believe the engineer was distracted by radio traffic from a regional train that had just reported being hit by some sort of object. they say the engineer forgot where he was and blew through the signs warning him to slow down into the curve. and your sunscreen might not be giving you as much protection as the label says it will. consumer reports tested dozens of water-resistant sunscreens with spfs of 30 or higher. it found nearly half did not meet natheir spf claims. 3/4 of natural sunscreens fell

short. consumer report says pick sunscreen with an spf of 40 or more, and you should get at least the minimum protection needed. more evidence this morning on the benefits of exercise. researchers from the national cancer institute say higher levels of leisure time, physical activity, can lower the risk of dying from 13 different cancers. the main exception is skin cancer. it's important to shield skin from the sun's uv rays as much as possible. the review is based on data from more than one million people. letting students use computers in school might hurt their test scores. for an experiment at west point, one group of cadets in an economics class was allowed to use tablets or laptops and the other group went technology free. those with devices had a two-point drop in test scores on a 100-point scale. researchers believe devices may cause too many distractions for some students. the world's largest cruise ship docked today after the
