the european union. on friday, it led to a 610-point loss on wall street. that's the eighth largest ever. two reports beginning with cnbc's jim kramer from the floor of the exchange. jim, what are we seeing? >> reporter: all right. we're seeing this be bought. it's related to the fact that uk is leaderless. that's like the brits have not made any statements to calm the market. we are importing their problems. i think it is more orderly than on friday. it's not as dire as it was at the close on friday. >> but jim, when you say orderly, there's still that word chaos that goes along with it and the global impact that could all eventually have. >> reporter: yes, but i think that there's the possibility that we will not be repeat session of friday. i see lots of buying in stocking that give you a good yield. why? because we are in a moment where the federal reserve can't raise rates. you have to find income

somewhere. those buyers were not around friday. they are lurking underneath so to speak to use the wall street words. people to want buy something. they're taking advantage today. >> jim kramer at the stock exchange, back later to talk about some specific ways you can protect your money right now. >> all right. let's turn to politics of the brexit vote. kyra simmons is in london, good morning to you there. >> reporter: good morning, with the dow dropping again, the british prime minister is set to address the nation from the house of commons behind me. within the hour. the uk and the eu are in a political standoff. british politics, america's closest ally is in meltdown and america is battling to defend its interesting in europe. secretary kerry in brussels today for emergency talks. >> so it is now incumbent on leaders to implement the will of the people and to do so in a way that is responsible, sensitive,

thoughtful, and i hope strategic. >> reporter: the man in charge of britain's finances addressing the crisis in an early morning news conference. attempting to calm the european markets. >> it will not be plain sailing in the days ahead. let me be clear, you should not underestimate our resolve. we were prepared for the unexpected, and we are equipped for whatever happens. >> reporter: britain will take its time before leaving the european union he said, but the united kingdom is deeply divided this morning. both main political parties heading for leadership elections. an online petition, now 3.6 million signatures, calling for a revote on the referendum. the dark mood made worse by racist threats across the uk. the pope urging unity and understanding. there is something not working in europe's union, he said. let's not throw the baby out with the bath water.

many of europe leaders seem in no mood to compromise. the united states has made clear it did not want britain to leave the eu. secretary kerry urging other nations not to follow britain out of the door. one british lawmaker saying today we need to replace hate with hope. tamron. >> thank you. there is another major story we're covering this morning. it's a heros scene on an airport runway in singapore. look at this, a plane's wing engulfed in flames moments after that flight made an emergency landing with 241 people on board. nbc's tom cost telecovers aviations. >> reporter: this was singapore airlines flight 368. leaving for italy. once in ground, engine and wing burst into flames. a terrifying sight. no airline passenger wants to see.

the engine, then the wing of a singapore airlines passenger jet on fire monday morning on the tarmac at singapore's china airport. the bowing 777 on its way to italy was forced to turn around the airline says, following an engine oil warning message. moments after making an emergency landing, the right engine caught fire. frightened passengers had to wait until firefighters could douse the flames. the woman who took these images writing on facebook, i just escaped death. i thank god i'm alive. i'm going to hug my kids. all 222 passengers and 19 crew members got off the plane safely. singapore airlines says it will cooperate fully with investigators to determine what went wrong. again, no injuries. one aviation expert suggests the plane was probably dumping fuel on the way back to the airport, some of that fuel may have clung to the wing, sparking the fire when the plane landed. thankfully fire rescue was on the ground quickly and prevented

something worse from happening. >> thankfully is right, thank you very much. we have breaking news from the supreme court, we're going to pause, get some other stations a chance to join us. here's matt lauer. >> good morning, everyone, this is an nbc special report, just moments ago, the supreme court handed down its decision on a challenge to one of the nation's toughest restrictions on abortion. nbc justice correspondent pete williams, people are calling this the most significant ruling on abortion in 25 years, pete, what happened? >> reporter: this is a very big win for advocates of abortion rights. the supreme court by a 5-3 vote has struck down what was arguably the toughest abortion law in the country. this was a texas law that said abortion clinics had to have

architectural standards that were the same as walk-in surgical centers and said that doctors had to have admitting privileges at nearby hospitals. when the law was passed, the number of abortion clinics in texas went from 42 to 19. a more than 50% reduction and the advocates said if this law remained on the books, the total number of clinics in the state would go to ten. it's a big deal for texas, but there are a dozen states, a dozen other states that had laws similar to this. so they are now in big legal jeopardy too. some of them were on hold waiting for the supreme court's decision. here is why this was a very big deal. after trying for years to figure out some way to roll back the abortion right in roe versus wade, the opponents of abortion came up with this new method, instead of restricting the options for the woman, for the patient on waiting periods or having to have counselling or limiting when it was available, they tried a new tack and

directed their attention instead at the clinics themselves. the state passed this law known as hb2 with a very controversial vote. the state said it was necessary to protect women's health. but the opponents of the law said it was a pretext, it was nothing more than an attempt to make abortion more difficult to get. and a decisive win, the supreme court by a 5-3 vote struck the law down. back to you. >> states can't put an undue burden on women seeking an abortion, but they hadn't defined what an undue burden was, they have now done that more carefully. >> reporter: well the appeal's teurt here set a very low bar.tl rethbortio long as it's not an undue burden on a woman's right to choose. what the appeal's court here said is, don't -- courts don't look closely at that, if the legislature comes up with a rational basis, that's good

late last week nearly ten inches of rain fell in just a 12-hour period. that caused devastating flash flooding across this area. you can see behind me what was two-lane road down to one lane. with the other lane having walked down into the creek below. they're in the process of rebuilding it right now. this is the scene we're seeing all across west virginia and president obama has declared a major disaster for this rain event that's expected only once every 1,000 years. across the state of west virginia this morning, the damage is plain to see. sections of roadway collapsed by overwhelming flood waters. many businesses, including this dairy queen, completely destroyed. thousands remain without power as residents throughout the state begin what's expected to be a long and expensive clean-up. >> somehow didn't get dirty. >> reporter: the national weather service is calling it 1,000-year event. massive flooding so wonderful that cars and even homes were swept away.

over the weekend, a controlled release of water from the summersville dam after rainfall caused lake water to rise 38 feet in one day. on sunday, president obama declared parts of the state a major disaster area. clearing can the way for federal funds. and in the aftermath, 300 national guard troops had been deployed, many of them trudging through mud trying to salvage what's left. >> i don't know where to start. i just sit and i cry. >> reporter: this storm leaving many residents shocked by the extent of the damage. >> it's hard. sometimes you just feel like giving up and quitting. >> reporter: but amid the devastation, signs of hope. >> all you can do is give people a hug, a shoulder to lean on and some food in their belly. >> reporter: members of churches attended a joint service in this parking lot. where relief efforts are under way. >> and i know that many people asked me, preacher, where was god in this? he's right here. >> reporter: now flash flood

watches are again in effect until this evening. more storms are expected later today and if the heaviest rain falls in some the of the hardest hit areas, then we could see that restart some of the flash flooding. so something to keep an eye out for. also fema is encouraging anyone who suffered losses in the designated areas s ts to regis online -- or call 1-800-621-fema. or it's disasterassistance.gov. >> all right dylan, thank you very much. crews in california are starting to gain some ground on a deadly wild fire that's destroyed hundreds of homes north of los angeles. nbc's god i did schwartz is live in south lake, good morning. >> reporter: good morning, matthew, calling this about 40% contained. right now we're in the evacuation zones technically. this is a restricted area, some residents are finding their way back here and discovering they have nothing left. during the first night of the

fire, dozens of homes exploded. roads covered in smoke and flames. five miles away, danny walker thought he was safe. >> real quick. real quick. >> reporter: on the second night, the fire storm that has now destroyed over 200 homes burned everything danny owns. >> i lost my work. >> reporter: we were there as he saw the smoldering remains. of his home for the first time. he was hugging his dog named bear who he thought was lost. >> everything i've got. but i got my dog. >> reporter: two of his other dogs haven't been seen since the fire. danny is one of hundreds who have lost everything in the fire, neighbors also sifting through the devastation. nearby, emergency crews use cadaver dogs to look for more casualties. during one of those searches, a tiny sound and signs of life in the rubble. >> i heard a little meow, i

picked up the roof and there he was. >> reporter: somehow, this kitten survived. so many people hoping their pets are still alive. today at 10:00, the sheriff will begin discussing plans to repop late these areas. let people back in their homes which means that a lot of people are going to be returning to scenes like this. several charities in the local community are accepting donations, including the red cross, matt, back to you. >> in south lake, california, thank you. now to the presidential race. donald trump has been under fire for his response to the brexit vote during his business trip to scotland. and this morning our new poll shows shint widening over him. peter alexander is in washington, peter, good morning. >> good morning, let's get to the poll numbers. the latest nbc/wall street journal national poll showing donald trump losing ground, now trailing hillary clinton by five points.

clinton's advantage ticking up only slightly as trump tries to get his campaign back on course. >> reporter: back with his promotional tour touting his scotland golf course. >> never been a backdrop like this. >> reporter: the campaign is still stuck in a bunker. falling fast, separate poll shows clinton up 12 points, the poll trump led just last month. >> they want to have their country back, and their took their country back, and i have great respect for that. >> reporter: the team is pushing back and the value of the pound. >> i don't to want have a plummeting pound, but if it does plummet, i do well, and if it does well, i do well. i do well in any case. >> reporter: the top advisor trying to tampa down concerns about the state of their campaign. >> going to have a good convention and we're confident that we are not behind the clinton campaign. >> reporter: still the first time politician faces an uphill climb. the senate stopped republican dodging questions about whether trump is qualified to president.

>> put the american people to the side. >> reporter: this morning, donald trump has one last republican to rely on, george will announcing that he has left the republican party after calling trump a counterfeit republican and telling republicans to make sure that trump loses. trump firing back, calling the pulzer prize winner, overrated. tamron, matt. >> peter, thank you very much. as for hillary clinton, she is campaigning in the battleground state of ohio today. she'll share the stage with elizabeth warren. nbc's andrea mitchell is in cincinnati for us, good morning to you. >> reporter: good morning, matt. and here in cincinnati it's going to be the first joint appearance of these two very wonderful democratic women. and in some ways, it could be a tryout to see if elizabeth warren could be a running mate. she has so far been the best democratic attacker of donald trump. she also is the best weapon that hillary clinton has to try to woo over bernie sanders supporters. sanders as you know has still

not endorsed hillary clinton. and is only grudgely said that yes, he would vote for her, but this the best bet she has to try to bring the sanders people in. and that remains to be seen though. she's not very compatible with hillary clinton and still the front runner for vice president is the virginia senator, tim king. matt. >> andrea covering the clinton campaign this morning in cincinnati, thank you very much. mr. roker. >> well unfortunately we wish we had better news for the folks out thereto in california. talking about this, these wild fires and searching from the plains right on into southern california. of course the fire, the big one we're concerned about. sunny and hot today, high of about 101, and all week it's going to stay really warm and locally gusty wind. the other big story, we just told you about, of course, the flooding in west virginia. we now have flash flood warnings up. stretching for that entire region and that's because we've got a couple of fronts that'll

hotel after burning her feet on hot coals. more than 30 people evaluated for possible burns. five taken to a hospital. a spokeswoman for robbins says there were trained medical staff to offer quick and easy remedies for any soreness and no neat for emergency personnel. only 5 of 7,000 participants requested additional examination beyond what was available on site. it's not the first time that robbins has been burned by his fire walk. >> while our goal is to have nobody that has issues after a fire walk, the truth is these coals are hot. likelihood you may get aftereffects is good. >> didn't happen the first time we did this. this is an anomaly and still a

recovering from last week's devastating floods. president obama has declared a major disaster in west virginia following what the national weather service called a thousand year event. the flooding claimed at least 25 lives, destroyed homes and businesses and has left thousands without power. white silver springs was amongst places hardest hit with more rain likely, a flash flood watch is in effect today. more 409 hot dry conditions will make this a tough day for firefighters struggling to contain a massive fire in central california. it has burned at least 200 homes. firefighters made some progress on sunday but still hundreds of people lost everything in that fire. and it was a case of road rage at the racetrack over the weekend after two drivers ran into each other at nascar's camping world truck series race in illinois. both drivers, spencer gallagher and john wes townley, getting into this epic fight. part boxing. part wrestling.
