look outside. nd all of our microclimates. it's 54 in san francisco. 61 degrees in the south bay. a nice clear start to the day. and then as we go into the afternoon, it will be up to 80 degrees in the peninsula. 87 in the north bay. we'll still have low 90s in the tri-valley. san francisco at 70 degrees. one lane blocked heading into livermore. >> let's give you a big look. speed sensors not a problem except for here. not a problem. a note out of the altamont pass. traditional slowing but a truck blocking your slow lane west 580 just about grant line road. clear towards livermore. not a concern as we take a live look at dublin. traffic is flowing westbound as you would imagine. back to you. >> all those people out there at 4:po in t 4:30 in the morning. federal agents reveal they are investigating a fatal crash

involving a self driving car. the fatal accident happened in florida back in may when the tesla model s was in autopilot mode. the national highway traffic safety administration opened up an investigation yesterday. investigators say the tesla did not brake when a big rig was crossing right in front of it. in fact, the car didn't recognize the big rig. experts believe that it's because the cars could not distinguish the white side of the truck from the bright sky behind it. consumer watchdog groups are calling for more regulation. >> when a car crashes because it can't tell a truck is there that's a serious problem and everybody needs to stop, take a pause, put the technology on hold until we figure out what went wrong. >> tesla noted the cars have driven 120 miles an autopilot but also reminds oenters that autopilot is, quote, an assist feature that requires you keep

your hands on the steering wheel at all times and you need to maintain control and responsibility for your vehicle while using it. closed quote. more to come on that story. new details on the brutal attack at a santa rosa movie theater. he stabbed an unsuspecting man watching a movie. 23-year-old hart was arrested after moviegoers told police they saw him stab adam several times with a kitchen knife. police believe that attack was random. his friends on facebook say he's recovering from surgery right now. in the meantime, residents tells us the incident has made them paranoid to go to the movies. >> it's really awful because you're totally vulnerable. you're in the dark. you've given up your trust to the rest of the people that are in the theater. >> authorities are also investigating hart for the stabbing death of a homeless man on monday. the two crimes might be

connected. it's an update to a shooting near san jose state. a second victim has died. shots were fired just two blocks from campus on tuesday. witnesses tell us they saw someone pull out a weapon and open fire at two men inside a minivan. one man died at the scene. the other we've just learned passed away from his jirps yesterday. the search for the gunman in the meantime continues. today more funerals are set for the victims of the deadly terror attack in istanbul and new developments. a u.s. congressman says the chechen extremist masterminded the triple suicide bombing in istanbul's busiest airport. 13 people suspected of having ties to isis are in custody after a series of raids in turkey. there's still no official claim of responsibility for the attack but turkish officials say it bears the hallmarks of isis. 44 people were killed tuesday. hundreds of others were injured. today marks the start of a new fiscal year for the state of california and many cities which

means lots and lots of new lays and new ordinances are taking effect right now. that includes california's new vaccine law. as of today, all children must get ten i'm knewizations to go to school or day care in this state. that means that parents can no longer refuse to vaccinate their children for personal or religious reasons. that law was passed last year after the measles outbreak at did any land that sickened more than 130 people in california. also today, some bay area cities are going to see their planned minimum wage increases take effect. in new minimum wage is $13 an hour, 75 cent increase. sunnyvale is increasing minimum wage by 70 cents to $11 an hour. happy friday story. a 2200 pound clydesdale that was rescued after he fell down 20-foot ravine is doing better. daniel, that's the horse, fell down that ravine in castro valley two weeks ago. we're just getting pictures of his rescue. it took six hours to get daniel

officer has been aced another shake-up in the growing police sex scandal. we have learned a livermore police officer has been placed on administrative leave. the officer allegedly had a sexual relationship with 18-year-old celeste guap. the same woman who claims she went with more tan two dozen officer, some when she was a min minor. it first involved the oakland

police department but since led to the down fall of multiple east bay departments. just yesterday the sex scandal led to another resignation. contra costa county sheriff's deputy perez quit with allegations he had sex with guap. he is still subject to a criminal investigation and that is where the sex scandal originated before spreading to other neighboring cities. judge aaron persky is back on the bench, still facing intense criticism for sentencing of brock turner, the former stanford swimmer. persky is once again presiding over a sex offender case. yesterday's hearing was just procedural. more than a million people have signed a petition for a judicial agency to officially investigate pers persky. the judge sentenced turner for six months in county jail. he could have been sentenced to up to ten years in state prison. survivor not a victim. 94-year-old woman honored by president obama continues to recover after a violent home

the bridge this fourth of ly holiday weekend - kee a live look at the golden gate bridge. if you have plans of visiting a bridge this fourth of july holiday weekend keep in mind many of the parking lots will be closed. the vista point parking lot on the north end will close from 11:00 in the morning to 5:00 tomorrow night. and on monday, the lot will remain closed until the end of the san francisco fireworks show. the welcome center at the south end of the bridge will also be closed through monday.

the closures are to try to cut down on some of the traffic congestion in the that area. by the way, the toll will go up on the bridge today. bring a quarter. it's going up by 25 cents. most cars are now have to pay $6.50. up to the fast track, it's a dollar more. >> don't forget to pay those, they'll get your lilicense. >> somehow. >> we are watching closely as we head into the weekend. it's been refreshing. >> it's been much nicer than the weigh we started the week. this weekend it continues on, especially along the coastline. we will have some cooler air moving in. inland areas are still heating up into the 80s and 90s. watch out for that. as we look live at the bay bridge you see the cars rolling on by. no low clouds. no issues so far this morning as far as the weather is concerned. right now, 61 in livermore. san jose is at 61 degrees. concord, 64. and napa is at 56 degrees. san francisco, 54.

as we go into the day we will see the highs reaching 70 degrees there in fairfield, 97. and 94 in livermore. while we will have upper 80s for parts of the south bay. our wind starts out coming in very light from the north and northwest. ships more onshore which helps bring in that natural air conditioning an cooler air for today. it will feel nice as the winds start to pick up today. we start out with some clouds that will be right along the coastline. and then starting to pull back along the coast and then we'll see it rolling right back in. i think this will be the trend as we go into the next several days. that will be something we'll be watching on the fireworks on the fourth of july. if you're heading out in reno, it will be up to 90 degrees tomorrow afternoon. right at noon in southlake tahoe at 80 degrees. yosemite at 75. we'll see hotter temperatures in reno, up to 93 degrees. if you're looking for something cooler, maybe head to the

coastline or maybe to yosemite as well. a look at the next three days heading into the holiday, we'll have some mid to upper 80s. peninsula into the mid 70s while san francisco stays in the upper 60s. a look at the north bay, the east day, and tri-valley not bad at all but it will be hot. still reaching 90 degrees by tomorrow afternoon. i'll have another look at the forecast coming up. let's head over to mike now to see what's happening as you hit the roads this morning. >> we'ring to start at the big look at the bay. smooth flow of traffic. lighter for friday. altamont and livermore is going to get crowder. folks making a get away, tahoe and reno. trying to get out of the city we do have slowing now. it got bad for a couple of minutes. now it's starting to move better. there was an earlier crash. sandbar rels around the seventh street off-ramp. we're looking at a clean-up that's going on seventh street off-ramp. that's why it's slow getting to the span. the bridge is fine.

look at the look from the oakland side and toll plaza. no backup and no problems on the span itself. kari showed you that earlier live look. foster side of the city side where flashing lights are clearing. this is the eastbound traffic from foster see up the high rise. still one lane block. account 4:48. much more than electing a president this november ballots will be jam packed. >> it's getting hard to keep track of the ballot measures. 13 state propositions now approved for the ballot with five more pending which means there could be 18. they include ending the death penalty, legalizing recreational marijuana and increasing taxes on cigarettes. these will be in addition to local and state races. of course, the presidential and congressional races. 4:48. nbc news is learning a house on the bill to stop suspected terrorists from buying guns. the gun provision will be part of a package voted on next week. specifics of the legislation were not given.

republicans have been under me sure by house democrats to take action on gun control. last week democrat lums staged a 25-hour sit-in on the house floor calling for gun policy reform. president obama is expected to reveal the number of civilians killed by drone attacks since 2009. these are attacks that were carried out by the military in pakistan, yemen, libya, and somalia. the number of deaths could be somewhere between 100 around 500. it does not cover drone strikes in afghanistan, iraq, or syria where the u.s. have carried out thousands of drone attacks while fighting isis. president obama signed a rescue package for puerto rico late last night. that island is facing more than $70 billion in debt. so this comes just as the u.s. territory faces a major payment. $2 billion that's due today. the president signed the bill hours after it won final passage in the senate. the bay area is weighing in on the pentagon's decision to

lift the ban on transgender people serving openly in the armed forces. defense secretary ash carter says transgender people who enlist will have to meet the necessary standards and will have to be stable in their identified gender. the move is being widely praised in the bay area. teresa sparks is a san francisco new senior adviser for transgender initiatives. >> served in the military for three years in the navy, during the vietnam years. and i can't even imagine trying to serve as an open anything. >> many people think this move goes well beyond the military and it could lead to other barriers coming down. volkswagen says it can fix some vehicles involved in the emissions cheating scandal. the law representing the german automaker made those comments to a judge in san francisco yesterday. vw believes it can fix cars with three liter engines and bring gas mileage back up to standard and it would not compromise
