traveling a nightmare this holiday weekend. this transportation woes you need to know about before you head out the door. "today in the bay" starts right now. >> good friday morning. thanks for joining us. i'm laura garcia-cannon. >> we were all saying whoa earlier in the week with all the temperatures but that's come around the last couple of days. >> it has. feels more like it should this time of year. still going to be warm but it's not going to be unbearable like we had on monday and tuesday. as we look outside, the microclimate showing temperatures in the 60s. 52 in the north bay. mostly clear to start. hot in spots in the east bay and tri-valley hitting the mid to upper 90s while san francisco today is up to 70 and 80 in the peninsula. let's head over to mike with the slow approach to the bridge. >> the only slowing we saw over on most of your bays' free

freeways. earlier crash had the off-ramp closed as they cleaned up sand and sand barrels busted up there. the off-ramp reopened at seventh. cleared in the last 90 seconds. easy drive approaching the drive from the city and on the span. live look. no problems whatsoever. back to you. mike, thank you. breaking over night. crime tape sprayed across the oak ridge mall the san jose after an accident. >> "today in the bay's" kris sanchez is live with what we know so far. did morning. >> good morning, laura. good morning, sam. the caution tape is still up here at westfield oak ridge shopping center. security guard remains here as well. they can't confirm what happened here which is we believe that a child was struck by a car. at least that's what witnesses are reporting this morning. you can see from a picture here there were folks responding, emergency crews responding here. we confirmed that paramedics did arrive with the san jose fire

department and responded to an accident here but they say this is now an investigation for the san jose police. san jose police have not confirmed that what that witness reported about the child being struck by a car here in the parking lot. we did reach out to westfield management and the pd, we have not gotten a response back yet but still working on it. this is for your reference, the parking lot on the blossom hill road part of the shopping center. the side with a number of restaura restaurants. very busy place around 9:30 at night in the summer. traffic though should not be impacted on blossom hill for on santa teresa. in san jose, kris sanchez, "today in the bay." >> thank you. >>new details on the attack at a santa rosa movie theater. police say he stabbed an unsuspecting man who was random and watching a movie.

hart was arrested after people saw him stab him with a kitchen knife. there was no target. the attack was random. his friends on facebook say he's recovering from surgery. in the meantime, residents tell us that incident has made them apprehensive about going to the movies. >> it's awful because you're vulnerable. you're in the dark, given up your trust to the rest of the people in the theater. >> authorities are also investigating hart for the stabbing death of a homeless man that took place on monday. police believe those two crimes might be connected. update to a shooting near san jose state. we now learned a second victim died. shots were fired two blocks from campus on tuesday. witnesses say they saw someone pull out a gun and open fire at two men in a minivan. one man died at the scene, the other passed away yesterday. the search for the gunman continues. in the east bay, this is the fourth suspect now identified in last month's gang murder in san leandro.

18-year-old martinez is already in custody on another crime. the murder in san leandro stems from a family celebration at a community center. at the time the getaway van sped off but crashed. the suspect got away chltsz on tuesday police announced three arrests including two minors in yesterday formal charges were filed against all four suspects. judge aaron persky is back on the bench after a vacation. persky is still facing intense criticism for sentencing of brock turner, former stanford swimmer who sexual assaulted an unconscious woman. persky is presiding over another sex offender case. yesterday's hearing was just procedural but at this point more than a million people have signed a petition for a judicial agency to officially investigate pers persky. the judge sentenced proximate cause turner to six months in county jail. turner could have been sentenced to up to ten dwraers many state prison. 5:04. another shake-up in the growing police sex scandal. a livermore police officer has been placed on leave.

the chief says the officer allegedly had a sexual relationship with 18-year-old celeste guap. the woman who claims she slept with more than two dozen officer, some when she was a min minor. the sex scandal came to light involving the observe land pris department but led to the down fall of several officers and deputies in multiple east bay departments. yesterday we learned the sex scandal led to another resignation. contra costa sheriff's deputy perez quit amid allegations he had sex with celeste guap. he's subject to a criminal investigation at the police department. new fallout regarding a former 49ers player and his well documented visit to an east bay high school. the hayward school board placed superintendent on paid administrative leave while investigates who invited ray mcdonald to talking about ten any son high school. mcdonald who stands accused of

rape spoke to students about self discipline. many parents were upset at the seeming contradiction. the principal didn't know about the visit and since apologized. if you have plans to visit golden gate bridge this holiday weekend, there will be a lot of parking lot closures. the vista point will close from 11:00 in the morning to 5:00 in the evening. on monday the lot will remain closed until the end of the san francisco fireworks show. the bridge will be closed three you monday to cut down on traffic congestion. just in time for the fourth of july holiday weekend toll increase of golden gate bridge. starting today drivers with fast track will pay extra 25 cents to cross the span. it's now $6.50. others will pay $7.50. it's increase for clipper card fares. the extra money earmarked to help balance the bridge's district budget. those are not the only

transportation changes going on. b.a.r.t. is launching a closure that will i pact riders in fremont. one service ends tonight the last two stations on the fremont line are going to be closed for track repairs. the union city and fremont stations are going to be closed through the fourth of july holiday. keep in mind if you're traveling on b.a.r.t. shuttle buses running between south hayward and fremont. b.a.r.t. tells riders to expect delays. for another part of the bay area that does not have b.a.r.t. service something you it moo call b.a.r.t. light is getting closer. >> b.a.r.t. calls the service e-bart and they are showing off the trains used along the ten-mile line. starting next winter e-bart's deesle trains will run between antioch and the pittsburgh bay point station. the e-bart will use the same fare collection students used at other b.a.r.t. stations. now to a happy story. 2200 pound clydesdale, the horse that was rescued after he fell down a 20-foot ravine? he's doing better. daniel the horse is cared for in

face of an armed robberthey've they say used a semi-aua the face of an armed robber. they have released surveillance images of a man who used semi automatic gun to rob the store clerk at a gas station on john daly boulevard. you can see his face there. this happened the night of june 21st a little bit after 8:00 p.m. the man is believe to be about 5'7". call daly city police if you know who he snchts purse snatching is on the rise in the east bay. police are looking for two people. >> two suspects were behind one purse theft two weeks ago. surveillance pictures were taken at a grocery store. purse thefts are increasing most have occurred at grocery stores. a cab driver is forced to hide in his taxi for safety. this after his passenger started to act violently. amir sakaev was arrested near al

camino real and palo alto. he pulled out a stun gun when the driver approached him about payment. the driver ran back to the cab, locked the door and called police. san francisco cyclists are getting cheers and some jeers for taking matters into his own hands in the name of what he calls bicycle safety. self proclaimed advocate says he got tired of near misses and collisions on busy section of golden gate avenue. he decided to illegally set up his oewn cones to ward off cars. then he sent the fsmta an e-mail indicating he's believed he fixed the problem. the cones however will have to go. they're not exactly mad about what he did though. >> it's not legal. but it is something that we certainly appreciate. >> this is a top-down leadership failure. we want to put pressure on those individuals to make rapid, rapid improvements.

temperatures now in the mid to upper 50s. a couple of spots have been hitting the low 60s but feels nice and comfortable as you head out the door. and we will see more of this weather once again for the next several days. so looking at some cool mornings and some mild warm afternoons for the inland areas. it's 64 now in concord and san jose at 58 degrees. looking at the highs this afternoon we'll still have that wide range in temperatures from 70 in san francisco. 87 in san jose. and 94 in livermore. just pick the weather you want and just go there. our beach forecast keeps it cool for all of our beaches. ocean beach at 60 degrees at 3:00 this afternoon. half-moon bay, 61. santa cruz, up to 57. highs briefly hitting 60s before it comes back to the 50 was the breezy wind. nice weather at the coliseum today as pirates come in to town and it will be 71 at first pitch. and 68 degrees by the end of the game. a few more clouds moving in. we will still have the high

westfield oak ridge mall in san jose and the security guards say they're waiting for a cleanup crew. what witnesses have reported is that they believe a child was struck by a car here in the parking lot and certainly that's what they posted on social media last night. we confirmed that paramedics from the san jose police department did respond to an accident here but they say that this is now an investigation for the san jose police. police have not confirmed what those witnesses reported about the child being struck by a car here and we reached out to westfield management and the p drks. we have not gotten a respond back yet. this is the poorking lot on the blossom hillside of the shopping center with a number of restaurants. this all happened around 9:30 yesterday. it would have been as folks were leaving their late night dinner. traffic by the way should not be impacted though because this is an event that happened on the parking lot grounds. in san jose, kris sanchez, "today in the bay." >> thank you, kris. first of its kind, federal

agents revealed they're investigating deadly crash solving a self-driving car. tesla's pricey model s is under fire. >> the deadly accident happened back in may in florida. that's when the tesla model s was in autopilot mode. the national highway traffic safety administration opened up an investigation yesterday. investigators say the tesla did not brake when a big rig was making a left-hand turn right in front of it. experts believe it's because the car could not distinguish if white side of the truck from the bright sky behind it. consumer watchdog groups are calling for more regulation. >> when a car crashes because it can't tell a truck is there, that's a serious problem and everybody needs to stop, take a pause, put the technology on hold until we figure out what went wrong. >> tesla did release a statement about the crash noting the cars have give ven an estimated 120 million miles on autopilot but it's also reminding owners autopilot is, quote, an assist

"today in the bay's" bob redell is live with what you need to know on this holiday weekend. bob, good morning. >> good morning to you, sam and laura. fares and tolls will be going up today, today being the first day of the month of july. you will have closures here on the golden gate bridge. now, the bridge district is going to be doing this to ease congestion across the bridge. shutting down the vista point parking lot. that's on the marin side between 11:00 and 5:00 today through

sunday. on monday they will hut shut it down at 11:00 but won't reopen until after the fireworks show. this is to ease the flow of krars trying to cross the binlg this easy holiday weekend. this being july 1st tolls are going up on the golden gate bridge. there will be an extra 25 cents for most drivers. the golden gate ferry and transit buses will enact 4% increase. this will help the district pay down a five-year budget deficit. san francisco bay ferry fares will go up by 3%. now, this today will be an increase in the price of parking at caltrain stations. daily parking. monthly go up five bucks. those parking at belmont caltrain will start paying for the privilege that used to be free. south hayward and fremont stations will be shut down so workers can perform vital

state. that means parents can no longer refuse to vaccinate their children for personal or religious reasons. that law was passed blast year after the measles outbreak in disneyland. 5:37. east bay animal shelter is blaming human error for the recent youth thanization of two dogs that had homes lined up for them. leaders at the contra costa animal service says a likely coding error led to the death of two dogs who recently found homes. one was a pit bull named barbie which two groups say was in the process of getting rescued. the agency is still trying to figure out how that error was made. but they're doing everything in their power to make sure it does not happen again. >> our priority is on saving lives. clearly wouldn't hit the bar with that this time. but we're going to use it as an opportunity to learn, get better. >> the agency says the other dog was euthanized because workers had no idea it had been placed in a home. >> that is sad.

along with newaws takingeffect a happening stod along with new laws taken effect along california. planned minimum wage increases will take effect in two bay area cities. san francisco is $13 an hour, 75 cent increase there. sunnyvale increasing minimum wage by 70 cents to $11 an hour. with an eye towards november decision 2016 and of course the presidential election is getting all the attention but this november our ballots will also be jammed packed with ballot measures and straight propositions. 13 of them now approved for the ballot with five more pending. those include the end of capital punishment, legalizing recreational marijuana and increasing tax on cigarettes. those will be in addition to the local canned state races and of course the presidential and congressional races.

president obama signed a rescue package for puerto rico late last night. the island is facing more than $70 billion in debt. this comes just as the u.s. territory faces the first major payment due today. the president signed the bill hours after it won final senate passage. nbc news is learning the house could vote on a bill that would stop suspected terrorists from buying guns. sources tell us the gun provision will be part of an anti-terrorism package that could be voted on next week. specifics of the legislation were not given. republicans have been under pressure by house democrats to take action on gun control. last week dem lawmakers staged a 25-hour sit-in on the house floor calling for gun policy reform. a new law that would have blocked public fund for abortion clinic was struck down. passed by the state's republicans called legislature and signed by governor rick scott. along with stopping funding the law also greetly increased inspections of clinics. the judge questioned the law saying state leaders were

voiding a contract with individuals because they spoke out against a political party. last week the supreme court struck down a texas law that many argued would have limited access to abortions. the bay area is weighing in on the pentagon's decision to lift the ban on transgender people serving openly in the arm armed forces. ash carter says transgender people who enlist will have to be stable in their identified gender. teresa sparks is the new senior adviser for transgender initiatives. >> i served in the military, three years in the navy during the vote noeet 23457ietnam year. and i can't even imagine trying to serve as an open anything. >> many people think this move goes well beyond the military and it could lead to other barriers coming down as well. all right. you might want to take a break from eating breakfast for a minute or two because we have a story that could turn your

stomach. look at this map. those red dots represent road kill hot spots. meaning those areas have unusually high number of wild animals struck by cars. this map is part of a new report from the uc davis road ecology center. the peninsula along highway 280 seems to be the most dangerous spot. >> i was driving on 280 and i saw a half of a coyote on the shoulder and i couldn't see the other half. i just thought, that's enough. >> the davis researchers saying out of 700,000 crashes 6,000 involve wildlife. the goal of the report is to encourage caltrans to build some fencing along some of the hot spots. lots of deer in that area. the beay area's booming population created a meg sga region. researchers say that more people than ever are living out of the of the bay area's nine counties

maybe a light jacket in some spots. especially in the north bay where we see the temperatures droming back into the 50s. and it's 60 degrees now in livermore, san jose, 58 degrees. 57 in palo alto. a look at the microclimates today expected to reach 90 in gilroy today. san mateo, 80 degrees. the embarcadero at 68 degrees. seven-day forecast also shows you that temperatures will be more comfortable than the way we started this week. santa rosa, 87. 72 in oakland. 94 today in livermore. high pressure still very strong just to the east of us carrie lee creating hot valleys. the low pressure slides in farther to the north and giving us a voostronger onshore flow a the morning clouds and afternoon sunshine that will help keep our temperatures in check. if you will be hitting the roads this weekend, a lot of people will, in reno it will be 90 degrees at again noon. yosemite at 72.

reaching into the low 90s in reno while we will have more comfortable weather in yosemite and lake tahoe. the weekend getaway forecast shows that we'll have highs over 100 degrees in palm springs. san diego, 69. and l.a. will be up to 71 degrees. we'll take a look ahead to the fourth of july coming up in just a few minutes. we're going to head over to mike too see what's happening as you head out to the commute on this friday night so far. >> overall the freeways are light. we do have an issue affecting hayward. we'll look over towards the maps. see the freeway sensors all green. looking over towards the area. cherry lab, hayward here around eight street and hathaway. hayward and hathaway. a crash north of that intersection and it's taking power out for this region. that will be an issue. also train track in the area so watch the crossings. we haven't heard about a problem for the b.a.r.t. station. b.a.r.t. on a different grid

usually but we'll get updates from b.a.r.t. if there is a problem. it's just a local surface streets where the power is out. about 4,000 customers. meanwhile, over toward the bay bridge, no problems for the maze. at the bridge itself there was a crash reported. we'll look at the toll plaza. we don't have any backups and no lanes blocked. golden gate bridge, we also have a smooth flow of traskd and you can see the north bay. great look over there. fire ravaged community in central valley receiving a helping man from two south bay stays. >> gilroy and morgan hill have been collecting tehings. yesterday two gilroy families hit the road to deliver the donations to the people devastated in the region. >> i really feel that if we're out of the effected area and can possibly help in any small way, that that is enormous. that's a big huge help for those folks have lost so much. >> it's not just a small effort.

after spending 16 years in prison the man at the center of the hit podcast serial in baltimore. he was. convicted of murdering his former high school girlfriend and then burying her body in a park back in 1999. he was sentenced to life in prison. yesterday a baltimore judge ruled he deserves another trial. the defense attorney failed to cross-examine a cell tower expert about the reliability of data that placed syed's cellphone near the bur yeial ci state attorney general harris has issued subpoenas to some of the may sure oil refiners that include chevron, valero. sources tell the ap harris wants to determine in a price manipulation might be going on here. so far the attorney general's office is not commenting on any of the specifics about this investigation. 5:57. follow-up and still no sign of

that blue whale entangled in fishing line off the coast of southern california. earlier this week rescue crews tried to free the whale but they couldn't. crews have been searching for the whale ever since both by boat and by air but the whale hasn't been seen since monday night near dana point. they hope to try again later this morning. if you're traveling be aware of this just as millions of people prepare to get some sand and sun this fourth of july weekend. florida's governor is declaring a state of emergency because of this. it's a massive invasion of toxic algae at rivers and beach necessary that state. local officials say the problem stems from a nearby lake where warmer temperatures and heavy rain triggered a large algae bloom. the army corps of engineers released the access water into neighboring rivers and as you might imagine that just spread the algae. one family found a manatee struggling in a canal behind their home. >> he was coming up from the water, the muck, having a hard
