oh, my god, please don't tell me he's dead. >> breaking news overnight. breaking news over night. protests erupt near minneapolis, minnesota, after a police officer shoots and kills a black man during a traffic stop. and the aftermath of that shooting is broadcast live on facebook. it was an hours long standoff that could have ended very differently. this morning police are crediting new life-saving strategies. i'm lili tan live in san francisco. those new tactics, coming up. the aftermath of this fire that was breaking news just yesterday. an apartment building destroyed. the six alarm fire burned for several hours. we'll show you what's happening today. i'm kris sanchez. >> i'm sam brock. we have a lot to get to but first, kari hall to look at your weather. 50s again to start your day? >> yes, we do have more of the fog and coastal mist and drizzle we start out with. as we look at our microclimates, 53 in the north bay and 59 and mostly clear today. low 70s for most. 60s along the coast. nsf and 77 in the south bay. i'll let you know what else to expect as we get closer to the weekend. it's almost here. let's go to mike to see what's happening on the roadways. >> so far, light volume. we're looking at the same. we expect the same. two incidents for the south bay. xwreen green all over the bay. tiny bit of slowing out of the altamont. wind today. looking over here toward northbound 101, oakland road. two crashes reported for san jose on either side of 880.

no slowing for either but i got them as well. back to you. breaking news this morning on a deadly police shooting in minnesota which is creating shockwaves coast to coast. it is tied to graphic video that we should warn you we're about to show you which was streamed live on social media. >> they killed my friend. he's licensed to carry. he was trying to get out his id and his wallet out. his pocket. and he let the officer know that he was -- he had a firearm and he was reaching for his wallet. >> the passenger in the car was not shot by police but she started her video shortly after officers fired. she describes that aftermath in great detail including the apparent death of her boyfriend. this all unfolded last night during a routine traffic stop in the daytime near the twin cities in minnesota. authorities confirm there was also a child in that car at the

time. the police officer who fired that weapon has been placed on administrative leave and the shooting was already sparking protests. our own bob redell is following the developments out of that and he will have a live report coming up at the top of the 5:00 hour. to another instance of lethal police force that's left a louisiana community reeling. in were overnight peaceful protests filled the streets in the wake of a shooting that left alton sterling, african-american man, dead. sterling was killed outside a convenience store after police responded to a call about a man threatening someone with a gun. video of the altercation appears to show officers shooting sterling after he was detained and held to the ground. the store's owner says that sterling sold cds outside the store, that he carried a gun for protection and was not aggressive with police. the department of justice's civil rights division is investigating that shooting. in san francisco you're looking at the gun and the ammunition that police

confiscated from the man at the center of a four-hour long standoff. that suspect finally subdued using nonlethal force. a credit to reform some say by the embattled sfp. >> more of the tactics the police officers use to diffuse the situation ands a scended very differently than it could have. >> reporter: police say the train that they've been working on for the last year and a half is what helped diffuse this situation backing up, taking their time, doing anything they can to prevent using lethal force. and that's, they say, these basic things made all the difference in preventing a death yesterday. the standoff lasted for about four hours as you said. a man with a gun on jones street near 7th and market in the tenderloin. he refused to drop the gun. and police say he was threatening to harm himself and wanted police to take his life. san francisco police diffused the situation by firing a bean bag at the man. he fell to the sidewalk and for nearly four hours the suspect

was facedown, refusing to show officers his hands to prove he wasn't holding a gun. >> the sanctity of human life above all, we would have stayed out here until tomorrow if we had to. >> reporter: acting chief tony chaplain credits the training that started under former police chief greg sir. sir resigned in may after shootings that ended differently. perhaps the most famous, shooting death of mario woods. he also issued a statement praising the new de-escalation tactics and police did take the suspect to the hospital for nonlife threatening injuries and psychiatric evaluation. and when we hear more on his condition we will have another update for you in our 2r5:00 ho. live in san francisco, i'm lili tan, "today in the bay." new details offen a fire that was breaking news today morning. what a fire it was. crews are still on scene in emeryville after flames gutted a five-story apartment building that was under construction and nearly complete.

the smoke is still smoldering now 24 hours later. even with that it is a very different scene from yesterday morning. dozens of people are still without power after that massive fire. hundreds of people had to evacuate from neighboring homes. and several town homes and cars went up in flames. >> i saw the flames. like twice taller than the building itself. scary. >> halfway to getting all of our stuff in and apparently there's no elevator. that's great. at least we didn't burn down. >> team of fire investigators are working to try to figure out a cause of that six alarm fire. at this point they tell us they're not ruling out illegal fireworks or arson as possible causes. 4:36. . seven san jose homes that were essentially greenhouses for growing pot have been busted. you're looking at pictures from one of those homes on dubansky drive in south san jose. they seized more than 1800

plants with the street value of $3.5 million. a couple who investigators say ran that operation was or rested as well as four other people. police say the landlord for one of the properties reported suspicious activity and that is what led to the sweep. as we talk about back to school, well, i'm going to tell you about back to school activities happening but eventually feels like fall right now, kari. >> it feels like fall. it continues into the weekend. and some nice weather as we feel the air coming down and cooling down. i'll have more on that coming up in the microclimate forecast. maybe a little mist on that wind shield as well. there's the look of the bay bridge. traffic flows smoothly. low clouds also want to get in on the bay bridge commute. we'll follow that, coming up. san francisco leaders are trying to collect data on the lgbtq community. we're going to tell you why they're doing it, coming up next.

4:40. some san francisco lawmakers want the city to collect data on lgbtq people. they say that information will help them to serve the community better. the ordinance would require city departments and contractors who provide health care and social services to collect sexual orientation and gender identity data from the clients they serve. supervisor scott wiener who is running for state senate came up with that ordinance. a supervisor's committee will hold a hearing on this legislation this morning.

educational landmark for many just another crooked sidewalk. but for geologists it is iconic giving us glimpse into the they ward fault at work. >> this is what the corner of rose and prospect in hayward used to look like. scientists studied and measured that curb for 40 years but recently there was a faulty mix-up. city of hayward started removing it and replacing the curb for pedestrian safety. so now all the history, all the measurements, they're gone. >> i sort of said, wow. i was surprised i had no idea it would be done. >> but if you look at the before photos it was pretty offset and so we wanted to make sure it's a safe intersection. >> kind of funny in most neighborhoods people would be happy for the repairs. city leaders say they might have left the corner alone if they knew how valuable it was to the scientists. geologists though say luckily there are many other spots in the east bay to move that fault

it is thursday. you might be planning a get away for the weekend but you still need to make it through week. >> another day or two but we will coast on into the weekend with this weather. it will be nice and cool. and as you head out this morning maybe a light jacket needed. you can see the low clouds and fog over san francisco right now. and earlier we could see there is mist hitting the camera lens from our live shot. so we are going to have this hanging and for a little while longer.

temperatures now there in the mid 50s. it's 52 degrees in napa and santa rosa, 53 degrees. livermore checking in at 54 degrees. as we break it down for oakland, clouds through lunchtimed. and then the sun comes out. we'll be in the mid 60s today with the breezy westerly wind, it will feel very nice and comfortable. especially in the south bay with the highs reaching into the upper 70s. morgan hill at 76 degrees. redwood city, 74. and lower 60s for san francisco with some mid 70s for santa rosa and oakland, 65 degrees. and right at about 77 to 78 degrees in the tri-valley. the seven-day forecast, bottom of the screen shows that our temperatures hold steady with this marine air continuing to move inland. it is keeping it nice and cool. and that once again will make it feel like it's cooler than average. kind of gets re-enforced by this area of low pressure. bringing us a strong onshore flow with this counter clock

wise wind direction. and also keeps the rain farther to the north. so we will start to see some showers on the radar but it will be over the far northwest. as we look into the next several days our temperatures trend below average in the tri-valley. hanging up to only 77 degrees on saturday. the average high is 86 degrees. we'll start to make it there early next week. it looks like we could be warming up. enjoy this weekend and the cool air while it lasts. we'll be in the 60s and low 70s for most of the bay area. some upper 50s in san francisco on saturday. morning clouds and fog will stay with us for the coastal areas. and it will be nice and sunny for the valleys. let's head over to mike now tracking the crash in the tri-valley. >> in addition to the tracking the south bay, 101 oakland, not a major issue. just on the center divide. 580, eastbound, counter commute. reports of a truck that broke

down but i'm saying it's a crash because it's in the center divide. they say it did go into the wall. also debris in the area which either is from the crash or might have caused the crash. still watch eastbound 580. westbound, looking at the smooth drive. look at the live camera off of the map and looking at west 580 for the headlights and tail lights show the direction of the slowing which is the incident, which is light traffic out of the area. back to you. >> all right, thank you very much, mike. now to the hillary clinton e-mail scandal. attorney general loretta lynch accepted the fbi's recommendation and will not charge any presumptive democratic nominee. >> the republicans are not planning on letting this issue go away. house republicans are demanding hearings on the investigation. fbi director james comey will testify this morning in front of an emergency congressional hearing. >> let's just deal in the facts and an a political way. we want to hear it from the person who led that gaegs and that's what i hope we accomplish.

>> attorney general loretta lynch will face the same committee for questioning next week. two decision 2016 now. and it's a new poll holds true hillary clinton will easily take california come november. a field poll repleasedly "the chronicle" shows that clinton is ahead by 30 percentage points. clinton at 58%, donald trump, 28%. donald trump said that he can compete with clinton for california but the last time california voted for a republican presidential candidate was back in 1988 and that was for george h.w. bush. going all of the way back to the presidential primary and bernie sanders won sonoma county in the democratic presidential primary back on june 7th. it took this long to count all of the ballots. official results were announced yesterday. sanders got 52% of the vote. clinton, 47% that brings clinton's overall lead in the state down by 3%. revised numbers now, clinton 53%

overall, sanders 46%. won all the other eight counties in the bay area. happening today shs president obama heads to poland. >> that's right. he's going to take part in his last nato summit. the summit is happening in warsaw and runs through the weekend. it comes in the wake though of the president's announcement yesterday to slow the withdrawal of american troops from afghanistan. the president's decision is a relief to nato which last month agreed to ebbs tend their own mission in afghanistan. some nato leaders had expressed concern about the u.s. commitment in afghanistan. in business news now it appears that investors could be shaken off the worries of the brexit vote. can wast stay in positive territory? >> it's not too early to start thinking about lunch either. buffalo wild wings has a challenge for you and if they lose, you get a free meal. for that and the rest of the news before the bell, we turn to susan li at cnbc headquarters.

you had us at free lunch, susan. >> i bet i did. sam and kris, good morning to you. wall street first of all is trying to keep up its recent winning ways. futures are pointing higher this morning and stocks bouncing back from early losses on wednesday as fears of the uk's brexit vote seem to be fading. stronger than expected reports on services and so we saw the dow reversing a triple sdin dig decline in the close. hiring in the private sector. the dow closing up 78 points, 17,918 is what we're trading off of. nasdaq getting 36 points, 4859. travel news, american airlines wants to help get you to your gate faster so teaming up with tsa this fall to test up the automatic security screenings and that includes the improvements like automatic conveyer belts, a way to isolate risky bags without disrupting the line and cameras that link outside photos of bags to x-ray. the biggest feature might be the

port of oakland. the project won't be done though for at least another two years. we have been counting down to rio for the last few weeks but before rio there's san jose, of course, the women's olympic gymnastics trials begins tomorrow. >> it's going to go down at the sap center and we know there's going to be a lot of activity there. they have taken out the ice at the shark tank and added the balance beams and the uneven bars. among the athletes who will compete tomorrow, sim mean biles and gabby douglas. they are expected to maybe the u.s. olympic team and they're expected to medal in rio as well. the two stars are important role models for little girls in the bay area who are inspiring them to be just as good as they are. >> they inspire me so much because they hook like me and they are like the best gymnasts in my opinion and they're just so awesome. >> she's so cute. maybe one day she will be where her idols are now headed to the
