many say changes are working from the police department. plus, 24 hours later and still smoldering. a live look at the scene of yesterday's massive department fire. and we talk to people this morning. "today in the bay" sthararts no >> thanks for joining us this morning. i'm kris sanchez. >> i'm sam brock joined by mike and kari. kari hall is going to run down your forecast right now. did we switch seasons and no one let us know about it? >> you know, this time of year you never know what you're going to get. it could be sizzling hot. it could feel like fall. we're going to have more of a fall like feel to the air. morning clouds, an sunshine, temperatures cooler than average. and as we get a live look outside now, all of our microclimate show temperatures now in the 50s. a nice cool start to the day. clear skies still in the south bay. it will be up to 77 degrees there also upper 70s for the

tri-valley. san francisco stays at a cool 60 degrees and 79 in the north bay. i'll talk more about what to expect as we head into the weekend and now mike's tracking two crash necessary san jose. >> they happened early morning but still at least one unit on scene for each of these. look, your speed sensors around the bay, no problem for folks. watching for anysh shus over here. this crash over here north 101 at oakland road on the right shoulder. one at brokaw, center divide. at some point they have to get off the roadway. may mean the traffic breaks. nothing called, nothing declared, no slowing. back to you. protests -- >> now we know we cannot trust the department. >> -- folks there talking about the news spreading like wildfire after a man was apparently shot and killed by police in front of his girlfriend and a child. and the video you see here is her broadcasting it on facebook live. >> "today in the bay's" bob redell is monitoring the

developments. he joins us from our newsroom right now and, bob, this man had told police that he had a weapon but reportedly was reaching for his license and registration at the time. >> reporter: yes. it was the girlfriend of this man who was shot and killed who started streaming the aftermath live on her cellphone. she explains that the police officer shot her boyfriend several times while, as you mentioned, reaching for his license. after they were pulled over for a broken taillight. this is outside of st. paul, minnesota. she says that her boyfriend also told the officer that he had a gun in the car. now, we're going to show you a snippet of this streaming event. we want to warn you this video is graphic and disturbing. >> we got pulled over for a busted taillight in the back. and the police just -- he's covered. he killed my friend. he's licensed. he's care -- licensed to carry. he was trying to get out his id and his wallet out of his pocket

and he let the officer know that he was -- he had a firearm and he was reaching for his wallet. and the officer just shot him in his arm. we're waiting for a -- >> i will, sir. no worries. >> he just shot his arm off. we got pulled over. >> i told him not to reach for it. i told him to get his hand off. >> you told him to get his id, sir. his driver's license. oh, my god, please don't tell me he's dead. >> that man was later pronounced dead. that video has already been viewed more than a million times online as prompted a small protest outside the governor's mansion in minnesota. this is new video into our newsroom. the sun is up there in that part of the united states. the st. anthony police department that was who the officer's department is with, has put that officer on administrative leave, this is standard protocol. sergeant tells us it's the first

officer-involved shooting in more than 30 years. >> it's not something that occurs, you know, in this area often and call the bca in here to investigate so we can learn what happened and it will be transpare transparent. >> reporter: the bca is minnesota's bureau of criminal apprehension. pro protests, this one in baton rouge, louisiana. a black man named alton sterling was shot and killed by two white baton rouge plifs. cellphone video captured the altercation outside a convenience store where sterling had been selling cds. police were responding to a call about a man threatening someone with a gun. the video appears to show two officers on top of sterling. one officer indicates sterling had a gun which sterling had recently started carrying for protection. the other officer shoots sterling several times in the chest. the baton rouge police department has requested the u.s. department of justice take over the investigation into what happened.

reporting live here in the newsroom, bob redell, "today in the bay." >> bob, thank you very much. we are also getting a look at photos of the gun and ammunition that police confiscated from the man at the center of a four-hour long standoff in san francisco yesterday. the suspect there was finally subdued without the use of lethal force, proof some say shows the department is changing for the better. >> the officers, we've been trying to do what we've been doing the last 18 months and that is they created a safety pocket. they backed up. they created time, elongated this whole situation to give us a little time to get the people to the scene that could de-escalate this thing. >> authorities say the suspect refused to show officers his hands, forcing them to knock him down using a bean bag gun and flash bangs. a far different outcome from previous incidents involving police officers. police say the suspect who has not been identified was eventually taken to a hospital with nonlife-threatening injuries. new details now on a fire

that we first reported yesterday at 4:30 as breaking news. crews are still on scene in emeryville after flames gutted a five-story building on a construction. >> it burned almost nearly to the ground. look at the aftermath this morning. this is one of our live cameras. smoke still smoldering now 24 hours later. it is a very different scene from yesterday morning. dozens of people though are still currently without power after that massive fire. hundreds of people were evacuated. and several town homes and cars just went up in flames. >> i saw the flames. it's like, twice taller than the building itself. so kind of scary. >> we were halfway to getting all of our stuff in and apparently there's noel investigate per. that's great. at least we didn't burn down. >> she just moved here from louisiana. a team of fire investigators are working to figure out the cause of that six alarm fire. at this point they're not ruling out illegal fireworks or arson as possible causes. a home burglary suspect is

behind bars after authorities saheh led police on a high speed chase that turned into a manhunt in fremont. all this started yesterday afternoon when police spotted the suspect in the car in nearby hayward. officers tried to pull the suspect over and say that he rammed their cruiser and then sped off. at one point swerving toward pedestrians. the suspect later got out of his car and evaded officers on foot before being arrested in a creek much to the relief of neighbors. >> i realized there was two dead ends and then bailed out and then started to fence hop and got back in the creek area. >> i think he got stuck down in this creek because the cop started circling around from the cemetery. >> authorities say it took several hours to track down that 20-year-old suspect and he is facing multiple charges including assault with a deadly weapon. a hit and run suspect is dead after a fiery crash in san francisco's sequest neighborhood yesterday. his suv burst into flames after it slammed into a multimillion

dollar home. witnesses say the driver was speeding down 32nd avenue and slammed into the side of that mansion. >> construction workers are rushing towards the car on fire and the guy inside the car still. so one of them tries to go near the car. i think it burns his hands and then he says, no, nothing to do. >> police say that the driver was the only person in the car and he was killed. part of the house also caught fire. two dogs were inside, they were rescued. no one was home though at the time. on a lighter note now and it's been a pretty light forecast all week long. >> we have gotten very spoiled, kari. we want more. >> we will get more. we'll have more cool air all across the bay area. and it's now in the 50s. upper 50s in some spots. as you head out the door, light jacket may be needed in san francisco as we go into the day, up to 60 degrees. 76 in palo alto. and upper 70s for most of the inland areas. so not bad at all as we head

into the weekend, this continues and you'll want to take it in. i'll talk more about that and what else to expect as we lead into the weekend. that's coming up in the microclimate forecast. now as we head over to mike, he's tracking what's happening with a couple of crashes and some slowdowns but fog may also be an issue. >> just a little issue as you've been talking about. mist, windshield wipes. two crashes in the south bay. they are on the shoulder but i'm still watching for follow-up activity. no traffic scheduled to get them all of the roadway. looking at eastbound 580 at airway, center divide. quick look at our shot from emeryville. low clouds hovering around that bay bridge. you might have to use the windshield wiper here or the golden gate bridge. back to you. coming up, for many it is just a crooked curb that needed repair but for geologists this was a gold mine for research. the reason scientists are shocked that city officials decided to fix it. plus, tesla under another

washington, d.c. with the hearing that's happening later today with the fbi director james comey. edward, house republicans, they still want answers and are not satisfied with what they got. >> exactly, sam and kris. the fbi director did not take questions when he made his announcement while the house republicans want answers, he will be there in about two hours from now to answer some of those questions. now, for hillary clinton this case is closed but because of the strong language from the fbi director it's not closed for republicans and donald trump. >> discussion of the -- >> reporter: attorney general loretta lynch met with fbi director james comey as well as the agents and prosecutors who worked on the e-mail investigation. she said in a statement she accepted their unanimous recommendation, not to charge hillary clinton for miss handling classified information. house republicans demanded hearings on the matter. >> we have seen nothing but stonewalling and dishonesty from secretary clinton on this issue

triggering the list of top five global economies. britain and france for years have been pretty much neck and neck as the world's fifth and sixth largest economies. and britain finally moved into the fifth spot two years ago. but researchers say that france has once again edged in front of britain based on the current exchange rate. the british pound has been getting pounded in a free-fall since brexit. of course california doesn't get to compete on that list because technically we're not a country. >> but if we were, scott mcgrew, we would be up there. >> look at the numbers. france able to bounce higher because the euro is stronger than the pound but californias that the dollar, stronger still. our economy is 1.9 trillion gdp. it's not as strong as france and britain but it's certainly better than italy. it puts us around eighth place right now if we were a country. there's another big investigation into the tesla crash this morning. this one a tesla model x on the pennsylvania turnpike.

the driver who is not badly hurt told police he was in autopilot mode at the time of the rollover crash. tesla doesn't think that's true. the company has been unable to get data and the driver won't return their phone calls. tesla says, as we go with all crash events, we immediately reached out to the customer to confirm they were okay and offer support but were unable to reach him. we have sense attempted to contact the customer three times by phone without success. elon musk has been talking about tesla stock and how he did not inform tesla shareholders that there had been that fatal crash, that one in florida. he's come under some fire for that but he says that information was, quote, immaterial to the stock price. let's check the rest of the news before the bell. we turn to susan li live at cnbc headquarters. susan? >> hi, good morning. so wall street is trying to keep up its recent winning ways. we do have futures pointing

higher at this hour. stocks pretty interesting session yesterday. bouncing back from earlier losses on wednesday as fears over the uk's brexit vote continue to fade apartment least for now. on the back of a stronger than expected report on the services sector. so we have a dow reversing triple digit decline to the close. new filings of unemployment and hiring in the private sector as we roll into the big nonfarm payroll on friday. closing up 78 points, trading off 17,918 this morning and the nasdaq sees gains rising 36 points up to 4859. back to you. >> all right. sam and krirks we were talking wednesday about that astronaut from napa. she's not in napa anymore. kate is in space. she launched last night from the cosmo drone in kazakhstan with two russian cosmonauts. i'll talk -- there it's going.

mix-up. the city of hayward started removing it and replacing the curb for pedestrian safety. in neighborhoods that would be a good thing but now all the history and measurements are gone. >> i sort of said, wow. i was surprised i had no idea it would be done. >> but if you look at the before photos it was pretty offset and so we wanted to make sure it's a safe intersection. >> city leaders say they might have left the corner alone if they knew how valuable it was to the scientists. sidewalk chalk or something. geologists though say luckily there are many other spots in the east bay to move that fault movement. >> first time probably in recorded history they complain about fixing the sidewalk. don't fix it. >> the city of center of san francisco they put a marker. they can do that. >> for reference. hard to find faults right now with this forecast. pretty much perfect. >> it is going to be nice.

in some spots will have to deal with low visibility and fog as we head out the door this morning, nice and cool. and we are seeing some sunshine. parts of the bay area whale others have clouds. you can see the clouds hovering over the skyline of san francisco. we will see this for give it another five or six hours over the city. it clears slowly along the coastline. it feels like temperatures now in the 50s. we have some low 50s for the north bay. even dropping down to now 50 degrees in napa. 55 in palo alto. as we break it down for san jose we will be in the up pir 50s for 8:00. and then by 12:00 at lunchtime, 71 dlees if warming into the mid to upper 70s today with that nice little breeze coming in from the ocean. it will be a very comfortable day. we'll be up to 78 in los galos. in fairfield today up to 78.

87 in brentwood. 77 today in san ramon. the marine air continues to move inland and keeps our temperatures and the heat in check. keemg it nice and cool heading into the weekend. there will be showers well to the north of us. but we will not see that moving into the bay area. and looking at san francisco staying well below average even into the start of next week. i'll have another look at the forecast coming up. but mike is saying there's no major concerns for early commuters. >> that's right. we are watching the crashes in san jose. one off the roadway on either side of 880 and eastbound disabled vehicle, center divide. look at the speed sensors. a thing of beauty. upper east shore freeway. bay bridge, no backup but starting to see more folks queue up in the cash lanes. no problems for the fast track lanes. low clouds may be a factor, mist across the span. golden gate bridge might be the same thing. down 101 from san rafael, easy

department -- >> that is breaking news overnight. protests erupting out of minneapolis, minnesota, after a man was shot and killed there by police during a daytime traffic stop over a broken taillight. the aftermath of the incident apparently shown in graphic detail as his girlfriend broadcast it on facebook live. a crowd was gathering after that and now the voices are rising. >> tonight's bob redell is monitoring that. bob, have police in minnesota addressed this shooting yet? >> they have briefly. good morning. the st. anthony police department said that the minnesota bureau of criminal apprehension will be investigating this officer-involved shooting. the girlfriend of the man who was shot and killed during this traffic stop streamed the aftermath of this via facebook live on her cellphone. we're going to show you a snippet of it but we want to warn you this video is graphic

acting police chief tony chaplain says that most of all time was on their side. the more officers drew things out the better the evening, clearly. the standoff lasted about four hours yesterday. there was a man on jones street near 7th and market in the tenderloin. he refused to drop the gun and police say he was threatening to harm himself and wanted police to take his life. the san francisco police diffused the situation. fired a bean bag at the man. he fell to the sidewalk. refused to show officers his hands to prove he wasn't holding a gun. >> the officers we've been training what we've been for the last 18 months and that is they created a safety pocket. they backed up. created time. they elongated this whole situation to give us time to get the people to the scene that could de-escalate this thing. >> reporter: acting chief tony chaplain said officers would have stayed out there until today if it would have saved the life and credits training stay

were arrested as well as nbfour other people. >> this is going to require follow-up investigation of who the owners were of these properties, if there was anybody else involved. >> police say the landlord for one of those properties reported suspicious activity which led to that sweep. the south bay limo driver is accused of molesting a child in los galos. 61-year-old alley shikori was arrested for molesting a child under the age of 10. the incident happened at their home nearly two weeks ago. shikori has driven limos in the south bay for several years. investigators are asking anyone with information on this case or any other involving this suspect to come forward. right now police in palo alto are looking for a man who exposed himself to a 12-year-old girl. it happened yesterday afternoon on lois road.

the flashers was in a car. pulled up next to the girl and then exposed himself. when the girl pulled out her cellphone to call for help the suspect took off. 5:38 on your thursday morning. san francisco lawmaker want the city to collect data on the lgbtq community. that will help them to serve the community better. the ordinance would require those providing health care and social services of gender identity of the clients they serve. supervisor scott wiener who is running for state senate came up with that ordinance. a supervisor's committee will hold a hearing on this legislation this morning. . now a look at the forecast. >> it's really nice. take a live look outside of pleasanton. you can see there, some clouds in the distance there but for the most part mostly clear skies for the valleys this morning. and as we look at all the highs today, in the 60s and 70s.

much cooler than average. this weather continues as we head into the weekend with some morning clouds near the coast and some fog, mist, and drizzle and some highs in the 70s and 80s. but then heading into next week we will be heating up and seeing more weather that will be a little bit more on the toasty side. i'll talk more about that in the next ten minutes coming up. let's head over to mike now tracking a crash and a bark up as you head out for this morning's commute. >> we're looking toward your commute. for the most part the traffic sensors are showing a good drive. green means you're at the speed limit. over here, south of the walnut creek interchange, a crash reported. sounds like one lane is blocked. we always see the big slow down. watch and see how this sorts out over the next few minutes. let's get a live camera,

going when i'm on a roller coaster. i like to know if we're about to go down a hill or what's about to come. >> just a fair warning before a huge dip. which our temperatures are already dipped. they're going to go back up. >> still on the weather roller coaster as we get ready for warmer air heading in nerk ingi. now can barely see the top of the golden gate bridge. this is has been pretty much the same picture we've seen all week long with some morning clouds and some mist and drizzle in san francisco. it clears out to give us a nice day and some cooler air. and it's in the low 50s as you head through napa. and 57 degrees in san jose and oakland. 56 degrees in san francisco. as we break it down hour by hour for san francisco, still some cloudiness all across the city. some upper 50s to at least lunchtime. the financial district and the mission district will be hitting the low 60s and maybe a couple of spots hitting 61 degrees.

i think that will be all we'll get as we go through the day and mostly cloudy skies. only clears out for a few hours there. we'll get a lot more sunshine in the south bay. palo alto at 76 degrees. and 75 today in santa rosa. upper 80s still in brentwood while oakland is at 65 and 70s for the tri-valley. the marine air continues to move inland and it keeps us nice and cool. that means the low clouds and the fog each and every morning. and then we'll get some sunshine. this area of low pressure as it digs in from the north keeps our temperatures cooler than average and as we get a view of what will happen in the fry valley over the next several days. average high, 86 degrees. we will not get there until the start of next week. once again, our temperatures are still going up and down. on this weather roller coaster and it looks like it's heading back up hill early next week. let's head over to mike updating us on the crashes in san jose. >> not quite the roller coaster for the speeds but we have changes. first, we'll talk about both.
