morning of a fire in the east foothills in san jose. as conditions are shaping up here, kari, is it windy? >> right now the winds are mostly calm and probably the best conditions we'll have all day before the winds pick up and those temperatures rise. go now at 64 degrees in the south bay. and it is a warmer start there. 53 degrees in the north bay with cool conditions. mostly clear skies. it heats up to 96 today in the north bay. also some upper 90s. triple digits in the tri-valley. 95 today in the south bay. so i'll give you an idea of what to expect as we head into the weekend with some slightly cooler temperatures. mike's tracking that fire in the south bay and the impact on the commute. >> that's right, kari. two issues to report in this early commute right now on thursday. speed sensors around the bay predictable. 880 northbound at 101, reports of a chumpg of concrete in the middle of the freeway so there may be a traffic heading through the air. traffic is light. it shouldn't be a problem. east of that incident, this is a bigger issue.

it's not on the freeway, it's about five miles, maybe more off the freeway in the east foothills. a big fire. visible from 680, 101. we've heard reports as far back as santa clara to see those fire. this is off the roadway but it will be a distraction. prepare for distracted drivers. we've got more details in the video of what's going on, guys, coming up fshlthsz. the breaking news out of the south bay. this is video from overnight. you're looking at a fire in the san jose east foothills which has now reached about ten acres in size. firefighters are on scene. the exact location is near sierra and piedmont roads. that is where the brush fire broke out. as mike and kari both mentioned, the visibility is high for lots of folks in that area. and again, sierra and piedmont is the location. it started to half an acre and is now ten acres. we'll keep an eye on this all morning.

kris sanchez will have a live report coming up this hour, another person is in jail this morning in connection with the shooting death of a man in hayward. that man was behind the wheel of his car waiting to make a turn at an intersection. that's when the shooting happened wednesday afternoon at the intersection of meekland road and blot some way. the shooter jumped out of the car, fired at the victim and took off running. the suspect was found later and arrested. then late last night police found an arrested the driver of the car the shooter was riding in. investigators are trying to determine a motive. >> whether this is random gang or gun violence, we don't know, or whether this was specifically targeted, we don't know. >> neither the identities of the victim nor the suspects have been released that the point. now to a developing story. hundreds, hundreds of stolen guns from the sacramento area could be in the bay area. >> security cameras captured a honda cr-v slamming into the rockland armory gun shop.

the group stole an ak-47 and earlier in the morning the same car was used in another gun store burglary in folsom where 15 weapons were taken. the fed surrounded a home at 68th avenue and macarthur boulevard. they made several arrests. the group could be connected to a strict of burglaries. >> vehicle drove into the front of the business. it is similar to what we had at norcal gun shop several months ago. >> the bureau of alcohol, tobacco, and firearms says over the past six months there have been several gun store robberies in the sacramento area. thieves have stole loan more than 240 firearms. fiery crash in vallejo on highway 37 around 6:30. all westbound lanes were shut down for hours. a woman and a child were injured

forcing emergency crews to airlift that child to the hospital. we're told the child suffered major injuries. the cause of that crash is still under investigation. two suspects facing charges in a brazen shooting and robbery in windsor are expected in court today. happened outside a busy chase bank tuesday afternoon. there are the bullet holes. two masked men robbed the guard, then officers tracked him down in calistoga where they say the man shot an officer. police finally captured the suspect in napa county. the bank is expected to reopen today despite some very rattled nerves. >> we realized that we got a shot right here. that's how i realized that i that could have been me, it could have been me, it could have been any of us. >> investigators say the guard is still recovering from gunshot wounds. a first for the san jose police department. some officers are now patrolling the streets with body cameras. for the first time yesterday 21 police officers were issued

those cameras following a four-hour long training session. eventually those devices are going to be standard equipment for the entire force. officers will be required to have them turned on for all active confrontations that do not have potential privacy conflicts. >> we tell our officers, you're not going to get in trouble for the videos you have. what's going to get you in trouble is when you're supposed to have a video and you don't. >> officers will only be allowed to turn cameras off for private conversations and strip searches. they will not be able to alter or delete that video or view it after violent confrontations without first providing a statement. the black minnesota man who was shot and killed by a police officer will be laid to rest today. philando castile was shot last week during a traffic stop. you may recall his girlfriend live streamed the aftermath of the shooting and led to outrage and protests. 4-year-old daughter was in the backseat. 32-year-old castile served

lunch at school for many years. students called him mr. phil. services will be held in st. paul, minnesota. donald trump says that he is going to say you're hired to someone tomorrow. he's going to introduce his running mate. sources tell nbc donald trump has not decided yet between new jersey governor chris christie, former house speaker newt gingrich, and indiana governor mike pence. pence could draw critical swing state voter where's trump is running neck and neck with clinton. >> republicans will want to dump it at the convention. much harder to do so when he shows he's competitive in the battleground state polls. >> today near washington, clinton is going to appear with one of her own top vp candidates, virginia senator tim kaine. agriculture secretary tom vilsack and labor secretary thomas perez are both believed to round out her top three vp picks. meantime, mrs. clinton is facing trouble in two critical battleground states. our new nbc news/"wall street

journal" marist poll shows clinton and trump are basically tied in ohio and virtual dead heat in iowa. mrs. clinton was in illinois yesterday calling for unity in the wake of the killings. let's take a break from the day's news and check in on that forecast right now with kari. >> we are heading toward the peak of the heat today and tomorrow. hot valley temperatures while the coastal areas will be nice and cool. it's 56 degrees now in san francisco and napa as well as santa rosa. we already have some low to mid 60s in the south by and east bay. as we look at all of those highs this afternoon reaching 97 degrees in concord, 100 degrees in livermore, and 101 in merryfiemarry fair held, san francisco pretty much the same as yesterday, reaching 75 degrees and some parts of the city, right along the coast upper 50s to lower 60s. we will talk about a slight cooldown in the forecast heading into the weekend. that's coming up in less than ten minutes. heading over to mike now with a few issues already on the

n foothills of san jose. a large fire is exploding in size. >> we think it's up to ten acres. kris sanchez is on the scene. kris, what are you seeing? >> it's ten acres for sure but now it's completely out. the firefighters made very fast work of this one. it was a bit of surprise to us as we got here. let me show you what's happening. you can see some of the fire crews there behind us there. they are still mopping up and doing some containment work but the fire is out. the fire was on both sides of the road, socal fire and san jose fire worked to the to put it out. but you can see why this was such a concern. the fire was raging for a moment there. and there were -- it was very visible because it was on the hillside. it was running up one side of sierra road and then down sierra road and toward allen rock park. that would have been very dangerous because that is a more populated area. the concern here is at night there is no air support so all the water for the firefight had

to be trucked in. the water tinders came in and brought in that water and that's how firefighters were able to make quick work of that. and because the wind conditions were very favorable. because it's out now, this is a good time to reminder that with the high temperatures we're expecting with the dry conditions that we are experiencing, this is really a cautionary tale. >> i just remind people it's hot, it's dry. even at night, fire risk is extreme. so we just ask people to be very careful with all ignition sources. >> reporter: the fire captain said that this is good evidence of why they train so hard together to make sure that when cal fire and san jose fire get together, that it is a unified front. again, it was a very fast firefight but the fire is now out. if you smelled fire earlier this morning this is probably why. we could smell it for miles away this morning. fire crews again, some of them are remaining here.

most of the 70 have gone back down the hill because they say they don't know what's going to happen next. >> thank you have been much, kris. 5:13. just released footage of a deadly police shooting in fresno is going viral. police say this body camera video was last month. the chief says even though it's gruesome he wants the public to see why his officers, he says, had no choice but to open fire on an unarmed white teenager. the chief claims the video shows the 19-year-old ignoring commands to show both of his hands. dozens of protesters gathered outside police headquarters yesterday demanding justice. the teenager's family is suing the city. remembered for their courage and dedication three of the five officers killed in the dallas ambush were laid to rest yesterday. the dallas community and cory is still realing from the recent violence across the united

states. after attending memorials president obama met with leaders in dallas yesterday talking about how to stop the violence. >> yesterday i do not want to go out with the fact that not only are there very real problems but there are still deep divisions about how to solve these problems. >> bay area police officers were also in dallas paying their respects. san jose, san rafael, and vallejo all sent uniformed officers to the memorial. san francisco police officers will be attending the remaining funerals later this week. it is 5:15. chp officers recovering this morning after crashing his motorcycle on 80 near vallejo. police say the officer was headed to a pursuit when he fell on the roadway near the american canyon exit. he was airlifted to the hospital. no other vehicles were involved. we're told the officer is expected to be okay. a new study may have you thinking twice about the person driving next to you.

nearly 80% of drivers expressed significant road rage at least once over the last year. that study was done by aaa foundation for traffic safety. here's what's considered to be significant. 24% of drivers admitted to block a vehicle from changing lanes. 12% said they cut someone off on purpose. 33% said they had made let's say angry gestures at another driver. >> let it go. let them merge. >> that's putting it nicely. probably a few tesla owners feeling angry. >> this company changed the policy that would have guaranteed drivers could sell their teslas at a set price. >> this is a worry for anyone who bias cutting edge car isn't going to be worth as much a few years down the road or the equivalent of iphone 4. tesla cut a guarantee that would set a set price for tesla ss, used tesla ss. what they've done is freeing up more money for the company. remember, tesla had a to go back

by hour will be in the upper 50s through the morning. and then into the low 70s as we get closer to lunchtime. upper 70s by 1:00 and 3:00 as you're looking out the window getting ready to head home from work, we'll be dropping it back into the mid 70s. all clear tonight and feeling nice with the windows open in the upper 50s. a look at all the microclimates, hot in spots. that will be the main thing today. 100 degrees in gilroy, half-moon bay, 70 degrees. 75 in the financial district. while fairfield tops out at 101, oakland will be at 83 and 101 also in dublin today. so we have our "spare the air" alert issued once again in the east bay and the south bay, especially air quality will be unhealthy especially if you have breathing problems. you want to limit your time outdoors. the then as we head into the rest of the forecast, some cooler air will be dropping in in time for the weekend and making it feel much nicer especially as we head into sunday. now let's head over to mike to see what's happening on the roadways.

right now encouraging report regarding the processing of rape kits in san mateo county. >> a grand jury finds the county's backlog has disappeared. the issue came up in to 20 14. wide spread problems with getting the rape kits processed. the kits can be instrumental in proving a rape case and getting an attacker off the streets. the grand jury report says san mateo is all caught up. it also recommends the county publish an annual report on the number of kilts collected. a daily pill to prevent hiv

infection could drastically reduce the number of cases among gay men over the next decade. that pill combines two hiv drugs and lowers the risk of sexually transmitted hiv by 90%. researchers estimate if 40% of gay men use it consistently new hiv infections would be cut by a third among vulnerable population. right now only 5% take that daily pill. in the meantime, prominent gay people and lbgt writes milestones for history books in sdools. that coming after delays over the last four years. >> a curriculum outline will be reviewed today. it includes teaching the concept of diverse families to second and fourth graders. also curriculum for fifth, eighth, and high school students. the federal government passed a law in 2012 requiring schools to teach gay history. coming up next, we are following breaking news out of san jose. the battle to extinguish this brush fire in the foothills.

a moment. good morning on this thursday. thank you for joining us. i'm sam brock. >> i'm laura garcia-cannon. we have the team all here. let's check in with kari. she's going to look at the forecast. >> it is starting out nice and cool for the r ffor most of they area. the heat peaks for today and tomorrow, effort inland valleys you will notice the difference as we have very light wind blowing. now it's 53 degrees in the north bay. look at the high though. 96 degrees. 95 in the south bay. also hitting the upper 90s and triple digit,s in the tri-valley. while the east bay in the peninsula will be in the 80s. we'll talk about that. what else to expect as we head into the weekend. right now mike has metering lights in his eyes now. >> they alternate green and red. mostly red at this time of morning. looking over here the metering lights are on so we see the headlights filling in the toll plaza and the approach. nice sun rise. look at your map. nice flow as well. we like to see this green everywhere except for right as you approach the metering lights and the toll plaza.

north bay easy drive as well. we're zooming out and soothe flow of traffic. small bit of slowing out altamont. that lane is helping out. distracting folks in the south but you have the latest on that. i'm hand it right back to you. >> that is our breaking news this morning, mike. firefighters are now watching for a hot spots after a brush fire broke out. it burned about ten acres. >> "today in the bay's" kris n sanchez is there with a fight to contain it. crews did a good job of making sure it was out. >> reporter: right, sam, you texted me and said that it went from the seventh circle of hell to contained within 30 minutes and that is how it went down. you can see behind me here. a few crews remain doing mop-up and containment this morning make sure that it does not spread. but the fire was out about an hour and a half after the first call came in. and the fire captain for san jose fire credits the good

partnership that they have between them and cal fire. both crews responded. there were about 70 people up here. and they got here fast because they know that fires at night have no air support and that means no water from the air. also the nearest fire hydrant is very far away so they got water tinders up here and doused the sflam flames and made sure the fire did have a containment line where it could not spread. it was sketchy for a minute because the fire was on both sides of the sierra road. up the hill on one side and down the hill down the other side toward allen rock park. the fire is now out. it is a good time to remind people the fire danger is extremely high. >> now we just remind people it's hot, it's dry. even at night, fire risk is extreme. so we just ask people to be very careful with all ignition sources. >> reporter: things are very dry up here. we've seen a lot of dry grass and brush and there are trees

that are not too healthy down the hill closer to allen rock park so there is a lot of tinder here in the area. the fire captain says it's impossible to know what the origin the fire was at this point but most of them rushed back down the hill because given these conditions and the hot temperatures that kari is forecasting who knows what could happen next. >> thank you very much, kris. we are also following breaking news out of the east bay this morning. crews on the scene of a homicide in oakland near the emeryville line. it happened just within the hour. this is video just into our newsroom where investigators are canvassing and processing the crime scene as we speak. bob redell is there. he says the shot spotter system alerted police to the shooting. when theyer arrived they found a man in his 30s or 40s dead on 35th street. bob will join was a live report after he gathers information coming up in our next half hour. laura, there are reports now coming out about the draymond green arrest.

indicating that it started with a spat that actually had been brewing for a couple of days. police in east lansing, michigan, arrested green early sunday morning after they say he slapped a michigan state student. green smiled for his mug shot. we're learn that student germane edmonson plays football for the spartans. they had a run-in the night before that rt started when green bumped into him and his girlfriend out outside a local bar. edmonson originally didn't want to press charges but later changed his mind. >> i don't think the league is going to be able to ignore this. >> that's st. mary's sports management professor. he believes green may eventually face some kind of fine or possibly game suspension for the behavior. firefighters don't get what caused a fire that damaged a novato home last night. it started on the second floor. the fire was quickly contained and limited to the one home on buchanan street near cambridge. we have new details this

morning in the breaks news we first brought to you yesterday morning. a fire that gutted a livermore warehouse is being called suspicious. miller's air conditioning and heating caught fire about midnight last night. the company is on research drive off south vasco road the time and origin of the fire are what makes it suspicious. no one was hurt in that fire. follow-up, new charges for the san jose man accused of stealing, torturing, and killing cats. robert farmer was in court yesterday. prosecutors added 11 felony counts to the 10 that he was already facing. the new charges stem from missing cats, dna from the cats was allegedly found in farmer's car and on his clothing. animal activists and cat lovers were at the san jose courthouse yesterday for farmer's arraig arraignme arraignment. >> i think it's understandable. pets are family members to many, many people. and i'm sure there's a sensement that animals don't get as much justice as people do in the criminal justice system, which

isn't true from our perspective. >> this video shows farmer trying to steal a cat last year. police say that a dead cat was found in his car when he was arrested. if farmer is convicted on all counts he could spend up to 16 years in prison. san leandro police are not going to pursue the case of the egging of a woman wearing a hijab. police then began an investigation. they met with whom and found out she's upset about what happened but did not want to press charges. they say she's more upset about all the press coverage the story has received. a bay area congresswoman is trying to make revenge pornography illegal across the country. it's when someone posts nude pictures or videos of other people such as their exes on the internet. today congresswoman jacqui spears will introduce

legislation on capitol hill. there are 26 states incruding california that have laws against revenge pornography on the books. the operator of that website was sentenced to eight years in prison in san diego last year. all the snow we got during the el nino storms fueled winter months. it all melted faster than ever before as well. and that's the case for the entire northern hemisphere. it's according to cli malt experts studying the environmental arctic change. historic snow meltoff happened in the first six months of 2016. scientists say human-caused global warming is to blame. lack of snow means less drinking water. the u.s. will continue to get hotter and for california that could mean more wildfires. global warming or not our temperatures are definitely going up right now. meteorologist kari hall has the peak heat. >> all that will lead to poor air quality today. and in east bay and the south bay we have a "spare the air" alert where the air will be most unhealthy. and just advise you to take

public transportation if you can or a bike or walk to work as you head into the rest of this afternoon. probably tomorrow as well. we're looking at some hot weather. highs reaching into the upper 90s and near 100 degrees. morgan hill, 98 degrees. and palo alto today up to 89. so we'll talk more about that, what to expect this weekend. mike is following a gentle build to your commute. >> nice and easy, kari. looking at the peninsula. commute has not reached that side yet. over here where we see that slight build south 880 through hayward and down in toward fremont. again, yesterday's pattern is heavier. volume of traffic in today. not so much. fremont and in through the south bay where northbound 101, the only slowing we see. the live camera will increase in volume. that first burst will clear up. back to you. big changes for one of san francisco's most scenic landmarks. the road to the twin peaks is being changed to separate bikes and pedestrians from cars.

quote here, i'm not guilty. i'm beautiful. >> and modest, too. cleveland, ohio, is changing bathroom policy just days before the gop kicks off their convention. transgender people can now use the public rest room that corresponds with the gender they identify with. city council approved it yesterday. city leaders say the measure respects the rights of all sides. cleveland's law comes as several cities and states with enacting laws that civil rights groups say are anti-transgender chlktsz the right to fight fires. utah lawmakers may have an answer to a problem of drones getting in the way during raging wildfires. the drones over fires may have cost the state millions of dollars. that is because they forced air tankers to be grounded during critical points of those battles. lawmakers have now fastraked a lou that allows firefighters to disable pesky drones. crews can jam up the signal or shoot down the drone. penalties for drone operators are being made harsher. this is the first of its kind

law in the country. another setback forve volkswagen. state regulators say vw plans for deesle vehicles is in complete and deficient. the german automaker wanted to recall certain diesel cars. california air resources board said yesterday recalling the cars does not let regulators fully evaluate whether emissions have been fixed. a federal court ruling may open general motors up to billions of dollars in death and injury claims. judges ruled that gm is still liable for faulty ignition switches even though it question de claired bankruptcy in 2009. the court ruled that gm knew about the problems before it declared bankrupt su by failed to disclose them. the new gm was protected from lawsuits predating the chapter 11 declaration. gm is accused of blocking up to $10 billion in claims.

another big tech debut on the stock market today. >> as scott mcgrew might say, excellent timing. >> everybody is in a good mood, sam. the stock market hit several records this week. good earnings reports. balance on the open. the company is called line out of korea. it makes chat software. just because you haven't heard of it does not mean it isn't going to be huge. it's bigger than twilio. it raised $150 million. line is seven times bigger. a bit of a surprise out of england this morning. the bank of england, their version of our fed, decided not to lower interest rates. this gives the central bank options in the future it copes the powder dry, so to speak. mortgage rates have plunged as money moved out of stock markets following the brexit. lots of people are refinancing. money has sense moved back into stocks. the dow hit an all-time high this week.

so these rates may not last. i know interest rates are not that interesting. they're no pokemon go but they may affect so many people in so many ways. what the bank of england does, what our fed does affects your bottom line. what you pay for your house, what you get from savings. there are young adults who have no idea people used to get a return on their savings accounts. you save money and the bank gives you more money just for keeping your money in the bank. that was a thing, young people, before you guys had bank accounts. i looked it up. wells fargo is paying .001% of interest. one other bit of xik international hughes, the issue of francois hollande. he pays his hairdresser $10,000 a month in government funds. >> get out. really? >> it's how much the secretary makes in france. i will point out he doesn't have much hair. >> i was going to say. >> if it was just like justin

to build suicide prevention nets may be postponed because of cost concerns. these are pictures of what the safety measures would look like. the bids were nearly double the estimated budget of $76 million. if engineers cannot find any cost savings in the current bid the bridge district will likely delay construction. >> our concern is to make sure we are getting excellent quality and using the money that is given us to wisely. >> there are a couple options moving forward. the bridge district can open up bidding again in hopes of getting lower offers or they can accept one of the higher offers and figure out later how to pay for it. a celebration, laura, of life service for legendary woman's basketball coach pat summitt will be held tonight at the thompson bowlingling arena. bill haslem is expected to be there along with several other high profile guest.
