friday, july 15th, 2016. >> announcer: from nbc news this is a special edition of "today." terror in france with matt lauer and savannah guthrie live from studio 1a in rockefeller plaza. good morning, everyone. welcome to "today" on this friday morning. we were just talking about what words we can use to set this day apart from so many other days that we've started the show by talking about a major terrorist attack somewhere around the world. >> when you think about what happened. this moment of celebration in france and then horror. it's unspeakable. there really are no words to measure what happened. >> here is where things stand this morning. the death toll rose overnight to at least 84. including a 51-year-old father from texas, and his 11-year-old son. just moments ago, after visiting a hospital in nice, france's president said around 50 people are in his words in absolute urgency between life and death.

>> president obama issued a statement condemning this attack. he offered the u.s.'s help with the investigation and this morning security is being stepped up across europe. german police have increased patrols along its border with france. and belgium is adding extra security ahead of its own national holiday celebrations next week. >> we have complete coverage beginning with nbc's chief global correspondent bill neely at the scene in nice. bill, good morning to you. >> reporter: good morning, matt. police sirens still going here. last night this street was filled with thousands of people gazing up at a fireworks display when a truck, and it is still there, plowed into them at high speed and kept going. the driver of that truck has just been named officially as mohamed lahouaiej bouhlel. what links he has we don't know. but this was an act of pure terror. a 20-ton truck, a driver on a killing spree. there were celebrations on this seafront. now there's terror as he drives

towards dozens of people. eyewitnesses said he zigzagged from the road to the board walk, plowing through men, women and children, for about a mile. there was panic. thousands scattering, running for their lives, including american taylor. >> we just booked it. i grabbed my fiancee and he started running. >> reporter: eyewitnesses recall bodies every ten feet beside dolls and strollers. as many as 200 were hit by the truck. dozens died. among them two americans, a father and son from texas sean copeland and his 11-year-old boy, brodie. the truck was finally stopped by police bullets. the windshield riddled. the driver killed. amid it all, a mother and daughter from california. >> maybe 20, maybe 30, all very close to each other. very, very fast. it was pop pop pop pop pop pop pop.

>> i was terrified. i put my hands on the baby's mouth so she wouldn't scream. >> reporter: officials say the driver fired shots from a pistol. he's been confirmed as a 31-year-old man from nice. a petty criminal known to police but not to french intelligence. for france's president, another day of terror. all of france, he said, is under the menace of islamic terrorism. president obama sent a message, we stand in solidarity with france, our oldest ally. france is reeling from another massacre. the streets early today almost deserted. >> doesn't seem safe anymore in france. >> reporter: there's no claim yet from any terror group. france mourning amid more horror. well french security forces have been on high alert yesterday, bastille day, and they were again this morning in this city.

at nice airport, the airport was evacuated. nothing suspicious, but it just shows the high state of tension in this city. as you say, matt, francois hollande the french president saying 50 people hovering between life and death. many, many of those are children. matt, savannah? >> bill neely in nice for us this morning. thank you. >> a little bit earlier this morning we talked to two americans who witnessed this horrific attack. bob franken, a long time television correspondent now works for nbc news and a doctor who is a physician from denver. we began by asking the doctor to describe what he witnessed. >> sure, so i was standing about 15 minutes to our immediate left or 15 feet, i'm sorry from our immediate left right here and i've been picking up wi-fi in this area for the past several days as i've been here. i remember looking up and seeing a wave of people with completely panic stricken faces running towards me at full steam,

screaming at the top of their lungs, trampling baby strollers and my first instinct was to run in that direction. as soon as he took off we started hearing the gunshots. that made me run even faster. i turned around to make sure i was with the person i was traveling with and luckily we got away safe. my instinct told me immediately something was terribly wrong. >> bob, some people at the scene thought that tragically this truck had simply lost control and veered into the crowd. you're a trained journalist and reporter. when did you realize this was something much more severe? >> well, as a matter of fact, most people who were witnesses to all this would immediately jump to the conclusion that this was not some sort of horrific accident. they say that the driver very obviously hit the gas. it was not something that he did involuntarily and he seemed to

aim according to many, many witnesses for people walking around after the bastille day fireworks display, it was immediately after it was over. he took off and had his deadly run up the promenade des anglais. >> doctor, what did you see in the aftermath? we've been looking at some of these images and they are almost too much to bear when you look at the human carnage just lying there on the streets. >> sure. yeah, it was a very confusing process for most people. we were part of that first wave of people running forward through the streets and everyone was kind of looking back trying to figure out what was going on. we were literally having to grab people, run, go home, get out of here, because they had no idea what was happening. when i got back to the residence i was staying at, they thought maybe it was a car accident, not a big deal. and then slowly the news started trickling in and we realized something terrible had happened.

>> bob, what was security like prior to this? obviously the promenade was closed off, the fireworks show drew thousands of people. what was it like? >> well, there was a heavy police presence anywhere in the world these days you have gotten used to that whether it's the united states, whether it's france, whatever country you're in, that's become part of our normal lives. it's been that way certainly since 9/11. so the heavy police presence this time was not something that we particularly noticed. the promenade was shut down. as it often is for this kind of event. but still, when it hit, there was the element of surprise. as heavy as the police presence was, they weren't ready for this. >> how could you be? in a way. bob franken, dr. mccannady two americans who were there last night. thank you for sharing your time with us. >> michael leiter is the former director of the national

counterterrorism center. good morning to you. i want to talk about security. bastille day. it's a national holiday. thousands gathered along the promenade. we know there were barricades that were supposed to stop vehicles from getting on. clearly they did not do that. and then this truck went for more than a mile. as people get in their cars this morning, they should think how far a mile actually is. how could no security stop it before that? >> it's very difficult, matt. the french are very experienced in dealing with large scale events like this. they were just prepared and really overwhelmed by threats during the european soccer tournament that just finished there. i think in this case what we really see is the difficulty for any, even the best prepared security services, to stop a committed individual when you have these enormous crowds of people. it creates a huge vulnerability. the french will certainly look at this as they have in paris

and charlie hebdo to see what think missed. but this sort of event creates a vulnerability that's hard for anyone in paris, london or even washington to stop. >> so many people wake up and see this has happened again and they ask themselves, what is a solution here? you're talking about an ideology that's like a cancer that is spreading and how are you supposed to rectify that now? now that that cat is out of the bag. >> savannah, your analogy to kansaser i think is an apt one. regretly cancer continues to kill people. we don't give up. so we can't despair and say we can't stop it. it requires really targeted treatment in some cases and that means offense, whether it's overseas or in french neighborhoods. it requires defense, better security at events like this. it requires really good education and engagement. that's something the french have struggled with more so than the british or certainly here in the u.s. the french have a disenfranchised muslim population.

and the efforts have produced more isolation and more radicalization. we in the u.s. have tried to learn from that. the french face a very uphill battle right now. >> all the steps you talk about and others talked about to prevent sophisticated attacks like people hijacking airplanes or creating an explosive device, this is a guy with a gun and a truck. >> this is no doubt. this is where isis has surpassed al qaeda in its brilliant simplicity. al qaeda went for that big and that gave intelligence services the opportunity to detect them and defend against them. this is much, much harder. that's why isis' change from an organization with a hierarchy and planning to a movement that

has spread through the virulent use of social kheed yeah and encrypted communications makes it an enormous challenge. it will require even deeper engagement with the muslim communities because those are the only communities that will be able to detect that and get early intervention of the cancer before truly -- >> michael leiter, thank you very much as always. thanks. >> thanks, guys. the attack in nice prompted donald trump to postpone this morning's official announcement of his vice presidential pick. but nbc news has learned it will be indiana's governor mike pence. we're going to break down that selection in a moment. but first nbc national correspondent peter alexander is at trump tower this morning. he's got more on all of this. peter, good morning. >> reporter: good morning. donald trump ever the showman now saying he's still undecided on who the pick will be in the wake of the terror attack. he did postpone that official vp reveal. but his son, donald trump jr., says it's likely to happen this weekend. with french authorities still attending to the dead and injured in nice, donald trump

an effort to regain trump's favor, took the candidate's proposed muslim ban one step further. >> we should frankly test every person here who is of a muslim background and if they believe in sharia, they should be deported. >> reporter: trump and pence disagree on the proposed ban. >> muslims should be banned from the united states are offensive and unconstitutional. >> reporter: pence a former congressman, radio host and favorite among social krnzs, praised trump this week. >> you know donald trump understands the frustrations and hopes of the american people like no other american leader in my lifetime since ronald reagan. >> reporter: the campaign tried to disguise pence's departure, deploying decoy motorcades to throw reporters off the trail. and just days before the start of the republican convention, a political fumble. despite trump campaign staffers touting tim tebow as one of the marquee speakers, the popular evangelical former heisman trophy winner says not happening. >> it's amazing how fast rumors

fly. that's exactly what it is, a rumor. >> reporter: of course there's always a chance that at the last minute donald trump changes his mind. but it would be highly unusual to bring a sitting governor here to new york, have him cool his heels in a hotel and then dump him at the altar. and adding to the urgency, mike pence now has exactly an hour and 45 minutes from right now to officially withdraw his name from a re-election bid in indiana to make himself available to share the ticket with trump. matt, savannah? >> thank you very much. >> let's bring in nbc political analyst nicole wallace and bloomberg politics managing editor mark halperin. good morning to you. if trump does change his mind it would be awkward. >> like the rest of the trump campaign. >> let's assume it is mike pence. people called this an adult choice. a reasonable choice. a safe choice. what does it tell us about the state of the trump campaign on july 15th, 2016? >> he wants the campaign to be about hillary clinton and to some extent about himself and

not about his running mate and his other two options, chris christie and newt gingrich as we've seen in the last 24 hours on any given day either of them can make this campaign about them and what they say and what they do. i think he was persuaded that going with a safe, responsible choice that also a lot of republicans and conservatives like a lot was the way to help himself win and missing the opportunity to tap two really talented guys who can get a lot of attention. >> i do want to talk more about pence and this choice because it's interesting. can we go back to the process for just a moment. you're a former campaign staffer. what do you make of this? he has a delay. there is a terror attack in nice. we can take him at his word that that's why. then he goes on and does a mini dale-a-thon on the shows last night and says i haven't made up my mind and he mentions these other candidates by name. what gives? >> i was told that as of 5:00 last night, he hadn't made a final, final decision. if you watch "the apprentice" it comes down to the final-final minutes of the show that he sort of makes his final -- >> is he trying to preserve drama?

>> i don't know if he's trying to preserve drama. i take him at his word. it wouldn't be the first time in the aftermath of a terror attack he altered his campaign course. the day after orlando, an attack here in this country, he gave a -- he really ripped into hillary clinton's record on foreign policy in a speech in new hampshire the next afternoon. so i accept that he wanted more focus on this. i think he also welcomed another minute to think this through. >> let's go to this issue we're dealing with this terror attack in nice that underscores a difference between mike pence and donald trump on the muslim ban alone. mike pence says it's unconstitutional and offensive. donald trump has pushed for it. how does this campaign deal with that difference of opinion moving forward? >> there's always difference of opinion when you pick a running mate. >> that's a big one. >> it's a big one. but there were big ones between reagan and george herbert walker bush. there are big ones often between the top and bottom of the ticket.

mike pence is adopting donald trump's opinions -- >> they're going to have to talk about it after every terror attack. >> i think you're on to something that to me i describe as off bronze. pence is so off bronze. pence endorsed cruz a couple days before the indiana primary, which was the final primary where trump racked up enough delegates to clinch the nomination. pence is so off the trump brand of really saying you know, keep your conservative movement to yourself. i support planned parenthood. i'm going to campaign for voters -- trump's whole brand is that he's going to make the republican party attractive to people who have never voted republican before. and pence is as traditional republican as you can get. >> pence's brand is also as is trump's washington is messed up. washington isn't doing what the people want. that's the main message. >> one of the first to embrace the tea party. >> that's right. so there are differences between them. but i think if it is pence, the anti-washington message will unite them. >> mike pence is sitting in a hotel in new york saying waiting.

july, 2016. these are just a few of the chilling images from the south of france. the images we can show you. a truck plowed through a crowd at a holiday fireworks display in the resort town of nice. >> among the more than 80 people who died a father and son from texas. and sadly, this is just the most recent in a string of terror attacks in france. i think something like seven in the last 18 months. three of those were with massive loss of life and this morning french officials are declaring three days of national mourning starting tomorrow. >> nbc's janet shamlian is at the scene. she's in nice this morning.

janet, good morning to you. >> reporter: such a tragedy for france this morning, and for the city of nice. people are walking around shell shocked. the death toll stands at 84 right now and we know that two texans are among the dead. they are sean copeland and his 11-year-old son, brodie. they were here on vacation as so many families were enjoying the fireworks. what has become a tradition here on the french riviera, families, tens of thousands come to watch the fireworks and they were caught in the stampede last night. right after the fireworks ended. the family of brodie copeland posted a message on its facebook page expressing its regret saying we're heartbroken and in shock over the loss of brodie copeland, an amazing son and brother who lit up our lives, and sean copeland, wonderful husband and father. they are so loved. as were all of the victims

caught in the fire last night. as people gather here for the fireworks celebration, in what has been a very safe tradition. i've been here with my family many times. people gather and there is music and entertainment. many families still waiting for word this morning. matt and savannah, back to you. >> heartbreaking. janet shamlian at the scene, thank you. >> we have shawn henry here the former executive assistant director of the fbi. good morning. nice to see you. >> good morning. >> we don't have a claim of responsibility right now. although isis sometimes waits several days. but this does fit in with some of the things we've been seeing and hearing from isis online. >> it certainly does. what we hear from isis is fight where you stand. you don't necessarily have to come to syria or iraq to learn to train there because you might be detected. wherever you are, inflict harm on nonbelievers and promote the cause. >> haven't they been called to run down the nonbelievers. >> they have. this happened previously not only in france but here in the united states.

>> so many times after something like this happens, people turn inward and say how should intelligence adjust? how should it be better? with all due respect to intelligence officials doing the best they can under extraordinary circumstances, what does need to improve? how do we need to change our policies to deal with this evolving threat? >> you know, over the last decade, savannah, we were focused on al qaeda, which was always looking for those sensational attacks against iconic targets. targeting the embassies, the trade center, the cole navy ship, now we have a new mindset with isis and others are talking about these attacks and radicalizing people online and it's very difficult for intelligence agencies to intercept communications because they're not involved with a wide ranging conspiracy. >> we limp in an instant world and seconds after that attack started and these images from it started showing up online. and while most civilized people see those images and we recoil

in horror, others, who are sympathizers of isis, see them, they're incited and inspired. >> well, that's right. isis and others will use this for propaganda and use it to recruit people and use it to raise funds. one of the other things it does is help to bring resolve to the western world and those that are civilized to come together, recognize what the threat is, and find ways to try to mitigate it. >> so often when something like this happens far away, we think could it happen here? we know the answer. we saw what happened in orlando. is there any good news in terms of this country, in terms of whether the threat is not as great as it is, for example, in a country like france? >> i think when we look at france and other parts of western europe, we've seen a lot of fighters that have come back and been trained, et cetera. here in the united states, we are always concerned about these so-called soft targets and what do we do to mitigate these threats? there may be changes in heightened security, increased police presence, increased

magnetometers and security checks at certain venues. and there might also be changes in law. because right now under constituti constitutionally protected activities, it's very, very difficult to stop those who are radicalized lone wofls, if you will. >> shawn, thank you very much. good to see you. let's get a check of the weather now. al is over at the weather monitor. >> in the northeast and the east coast, we're looking at a lot of heat. we have heat advisories, heat warnings stretching from north carolina all of the way on up into the new york metropolitan area including philadelphia. 15 million people under advisories. heat indexes could be 95 to 100 degrees as we get into the weekend. so for today, it's going to feel like 94 in boston. 95 in philly. 105 in norfolk. that continues into saturday with temperatures anywhere from 5 to 10 degrees above average and sunday from atlanta to new york city out to nashville, temperatures way above average and in fact, we're going to be looking at excessive heat right into next week. big dome of high pressure.

we're back now at 7:41. we have more on the terror attack in france and potential fallout here at home. >> obviously this was aimed at a huge gathering of people in france on a national holiday. there are many gatherings expected in the coming weeks in this country. two national political conventions. one just three days away in cleveland and that is where nbc's hallie jackson is. hallie, good morning to you. >> reporter: good morning, matt and savannah. you talk about security preparations here in cleveland, they've been going on for months. at least 3,000 law enforcement officers from all over the country on state and federal

levels will be descending here for next week's convention. as for whether anything has changed after the attacks that we saw overnight, i just got off the phone with a local source here who says it's just too soon to say cautioning that police are prepared for anything. that like after dallas when this question came up previously, law enforcement officers have a heightened sense of awareness. we know that jeh johnson will be here in cleveland today touring the facilities, making sure that everything is in place for next week. again, heightened sense of awareness. ready for what could happen here in cleveland. >> that's the security side of things. let's go to the political side of things. everyone seems to expect that mike pence, the indiana vernor, will be tapped by donald trump as a running mate. what more can you tell us? >> reporter: governor pence is well known in indiana conservative circles and tea party circles but maybe less so on that national stage. that's now changing as he is this morning the man in the

spotlight. governor mike pence waking up in new york after a dramatic day in the running mate race. that wild ride introducing him to america with many now asking who exactly is mike pence? >> i'm supporting donald trump because we need change in this country. >> reporter: the indiana governor, a former congressman, who rose to a top house leadership role before winning the hoosier state's top job in 2013. he backed senator ted cruz, not trump, in the gop primary. even while insisting back in may, he would support the republican nominee. are you hedging your bets? >> not in the least. i'm proud to stand with ted cruz in the indiana primary. >> reporter: it's that support for cruz that could help pence convince conservatives to turn out for trump a christian with strong ties to the evangelical

group. his support of a controversial religious freedom law. >> one of the great pieces of the legislative history of the religious freedom restoration act is that it's been a way of bringing people together. >> reporter: while pence and trump are just starting to get to know each other, they haven't always seen eye to eye. pence call the candidate's proposed temporary muslim ban offensive and unconstitutional. and on trade, a split, too. politically not always on the same page but on the personal side, both men appearing often with their families. pence with his three kids and wife, karen, a school teacher. the two married for more than 30 years. pence grew up in rural indiana, went to college in the hoosier state and facing a tough reelection fight at home, the national stage perhaps more appealing with pence stepping into trump's very bright spotlight. and this morning we are hearing from trump's top aide. his chief strategist who just a

>> reporter: yeah, good morning, savannah. last night this street was filled with thousands of people looking up at the fireworks when a truck that's still back there behind the white screen plowed into them at high speed killing dozens. we now know that the driver is of tunisian descent. we don't know who he has links with. this was an act of pure terror. a driver on a killing spree. there were celebrations on this sea front. terror as he drives toward dozens of people. eyewitnesses say he zigzagged from the road to the boardwalk plowing through men, women and children for about a mile. there was panic. thousands scattering running for their lives. >> seen people screaming and shouting. it was horrendous. >> reporter: eyewitnesses recall bodies every ten feet beside

dolls and strollers. as many as 200 were hit by the truck. dozens died. among them, two americans, a father and son from texas, sean copeland and his 11-year-old boy, brodie. the truck was finally stopped by police bullets. the windshield riddled. the driver killed. amid it all, a mother and daughter from california. >> we saw people with blood and realized oh my god. >> they were terrified. we had no idea how close. we didn't know if it was a shooter or multiple people. >> reporter: officials say the driver fired shots from a pistol. he's confirmed as a 31-year-old man from nice, a petty criminal known to police but not to french intelligence. for france's people and its prime minister, a troubling future. we have moved into a new era, he

we had guns and pence as my running mate. we expected him to make this announcement at the very moment but because of the events he decided to delay it. as i turn to peter alexander that's following the ups and downs and it's not a surprise mike pence has been sitting in the hotel room since last night. >> well, it would have been

outrageous to have him sit and then cool his heels and say no to him at the alter. trump is focused on the last couple of days. he brings political, legislative and has a dozen years in washington. he is not that poplar as a governor in indiana and the approval rating is only 43 percent and favorite among socialists. what is shocking right now is the disagreements on issues like free trade and perhaps on the muslim band that mike pence referred to as defensive and unconstitution unconstitutional. this is a man when indiana had the primary endorsed ted cruz and still had praise for donald trump. what it does for newt gingrich and chris christie is that it focuses on the candidate donald trump himself. >> let's go to chuck todd and chuck there are a few big

moments in a presidential campaign and the choice of a vice president is one of those. people say it's the first presidential level decision. so with that, what do you think of mike pence and does this show up the trump conservative voting days? >> well, it sends the message that the professional political in trump world wanted to send to the republican party that donald trump will plague the politics when necessary. this is a political pick for a nominee that's struggling to have the party united. mike pence is someone that can campaign with anyone in the country in any district. donald trump is not going to be invited to campaign with every senator that's up for re-election. mike pence is someone that can. it's a way of showing the leadership. i have to say that i'm surprise in the respect because the most successful vp pick are those that seem to help and animate or

reinforce the larger message and a meaning to the campaign. what is amazing about this pick is that mike pence represents everything that donald trump ran against. both as the conservative and leadership, long time and people that have been there and solved the problems on the issue disagreements as well. he went this direction. i am curious to see how comfortable he is with pence's running mate in two months. >> get out your imaginary map that's in your head here because pence is from indiana and he is not or the bli poplar rigpoplar the strategy runs through the heart land. could he be strong and help shore up the vote in the industrial midwest? >> look, he could have been. the best midwest earn governor that he could have picked is john kasich. he was not available. when you look at the republican

real relationship. i lived a gypsy life. every night a different city. it's really hard to keep a relationship together in that respect. >> but you have now, which is so great. >> i do. i am so appreciative. i think now, better late than never. >> she's been married to john mccaul for seven years. she has one daughter who is now 27 years old. did you ever push her out on the ice and say go to it? >> i never encouraged that. i didn't want her to. >> in 2007, hamill wrote a memoir opening up about her life including her battle with depressi depression. she's shared her battle with breast cancer. speaking of your health, in 2008 you had a scare with breast cancer. you're healthy now? >> i'm healthy now. so far so good.

good morning. 8:56. i'm kris sanchez. in the south bay, things are getting back to normal ones byies busy alan rock avenue. pg&e crews started to cap a leak around 2:00 yesterday afternoon and it took them until just after 3:00 this morning to get a handle on it. all westbound lanes have been open since about 7:00. the off ramp from interstate 680

is now open. crews have been slower to reopen eastbound lanes. a natural gas line was damaged during routine maintenance. no one was injured. pg&e says no homes were in danger. happening now, talking with pg&e trying to get a better sense of why it took so long to stabilize the situation. you can find more on our facebook page. developments on several fronts in last night's deadly truck attack and rampage in nice, france. authorities are getting a firsthand account of the suspect's identity. we're learning more about some of the victims as well and new information pouring into our foreign desk. get the latest updates in our twitter feed. we'll be back with you in 30 minutes.

♪ welcome to today for . welcome to "today kwoitsds for friday morning, july 15. chilling images out of france. it seems like every other week or so we're reporting on something like that. another devastating terror attack in france, this one happening in the southern coastal town of nice. thousands of suspect tators

outside celebrating bastille day. janet sham lynn has the latest. good morning, janet. >> it is just heart breaking here this morning. still in a state of shock, some 18 or so hours after this attack happened, people are gathering back here at the promenade des anglais. some of them having been here last night, some of them just coming out of curiosity. this is the third major attack to happen in france in the last 18 months. here's what we know right now. the latest, 84 people dead, 18 are in critical condition. 50 between life and death, we are told, and among the dead, when we learn the names we are expecting to hear the names of children and teenagers. it was a large gathering for families last night. i'm here with my own family on vacation. did not just fly in to cover the story. we have come down so many times in the past for this celebration

and whatever reason we decided not to attend. we could see the fireworks from where we were. carnage happened here. we have the name of the man who was killed, the shooter, confirmed by the mayor of nice, mohamed lahouaiej bouhlel. he has a string of petty crimes, known to police in nice. he was not on any terrorist list of my kind. he came baurlg through this street which was closed off for pedestrians to enjoy not just the fireworks but it's a day of celebration. bastille day, our version of the fourth of july. they shut these roads down early. he came barreling through a block aid, zigzagging through and took so many lives. three days of mourning here in

nice. three-month state of emergency has been extended from all the attacks they've been having here, and people here in nice, they say they don't examine it here. there was a lot of concern over last week in paris, that was the final of the euro cup, france versus portugal, tanned city was on high alert. despite the fact there's a laid backes going crowd. yet it was a easy target. thousands of people would be here and he knew it. today what we're seeing at this hour, people behind me just kind of a mournfulness, a sadness in this city or just curious. some of them were here, many of them not, but there is just -- for such a beautiful day, just a dark cloud, if you will, of sadness hanging over the south of france, this most beautiful area right now as this city is

just learning the full scope of this tragedy. still an active crime investigation behind me. it will be for a long time to come. back to you. >> janet, thank you so much. prayerrybody out there. >> absolutely. the reaction from world leaders has been swift as you can imagine. france's president francois hollande spoke to the french people last night calling the attack an act of terror. there have been talk by the president he would perhaps look into lifting the state of emergency before the attack in nice. here at home, president obama issued a statement in part saying on behalf of the american people, i condemn in the strongest terms what appears to be a horrific terrorist attack. our thoughts and praise ayers a

with the loved ones and those killed. we stand in solidarity and partnership with france, our oldest ally as they respond to and recover from this attack. as far as the presidential candidates, donald trump postponed a planned news conference about his vice presidential announcement. trump tweeting my prayers and condolences to the victims and families of the terrible tragedy in nice, france. we're with you in every way. hillary clinton said every american stands in strong solidarity with the people of france and we say with one voice, we will not be intimidated. for a deeper understanding of the events that unfolded in nice, natalie is with evan coleman. >> thank you. evan joins us now. former fbi terrorism consultant and terrorism analyst for us here at nbc. let's talk first about what we know in this investigation and where it stands. are there claims of responsibility yet?

an understanding as to who may be responsible? >> people think about isis but truth is so far we've seen no claim of responsibility from isis. we've seen no claim of responsibility from al qaeda and no claim of responsibility from anyone. in fact, this morning isis issued their usual morning news brief and they made no mention whatsoever of the attack. they didn't claim it. they didn't even say anything about it. does that mean they weren't behind it? we don't know. it's too early to say. you look at the individual who carried this out. individual of tunisian origin from southern france. this certainly does fit the profile of individuals that have been recruited by isis gone over to syria and iraq for training. one person who apparently carried this out. on the other hand, he had access to explosives. that's rare. that's not something you usually see in homegrown terrorist cells. if this was a homegrown terrorist, he was fairly sophisticated about it. we're waiting to see right now if there's anymore information. in terms of the attack itself, both isis and al qaeda have

encouraged their followers to carry out attacks like this specifically within the last two years in propaganda aimed at westerners. we have to see now what comes out in the next 24 hours. >> what's unbelievable is that france for the last 18 months as janet mentioned three attacks and high high alert because the european cup championship just ended there so how can somebody drive down a busy, crowded street and carry out an attack of this nature with just a truck and loaded with weapons to bear. >> it's very difficult to understand. i can tell you from personal experience my father is from nice, i spent a lot of time in this area, i attended these firework demonstrations, there is security there but you have to understand there are thousands of people there. mostly children and old people because fireworks and music display, it's very, very difficult to secure this. it's an enormous soft target. it's not something that i believe would be apparent to someone in syria or iraq but

very apparent to anyone from this area. this is a major community social event that takes place during the summer. every week they have these fireworks displays. they shut down the area in front of the beach. they have thousands of people crowded and they're on the streets sitting in chairs and it's like bowling pins. i hate to say that but that's what it is. this is an individual who knew this area well and knew this target well and given what he did, we can't foreclose the possibility that he did this on his own. it would be unlikely but we can't foreclose that possibility? >> of course you see something like this carried out there and we immediately think that could easily be times square here in new york. crowded with tons of people. a perfect soft target. what do you know about the security situation and is there anything that is of concern right now? >> i can tell you the security in times square is far tighter than anywhere in this area. nice is not considered a terrorist target. it's a resort town.

in new york, the security is far tighter. i think what we have going for us is there are far less american nationals or people living in the u.s. that have been radicalized than in a country like france. we don't know whether the individual who carried out this attack went to syria or iraq. there are a large number of individuals inside france that have been radicalized and some have gone there. some have been radicalized by clerics. some by the internet. the bottom line is that there's a pool of recruits for groups like isis and al qaeda to recruit from both directly and indirectly. so whether or not this was inspired by them directly or whether it was indirectly over the internet or what not, the problem is there are plenty of people for them to latch onto. this is a social problem within france and something that has to be addressed. it's a statement the fact that if you look at all of these attacks, they've all been taking place in two countries which are right next to each other. belgium and france. there's got to be a reason for that. >> what needs to happen to

change that situation? what more can the french government possibly do? as francois hollande talked about lifting the state of heightened security but clearly that's going to stay in place. >> i think number one, i think this threat is not over. i think that we really have to figure out how this individual was radicalized. an issue he went to syria and iraq and came back into the country undetected. that's would not be good or that this person would have been recruited over the internet. it's not an easy battle. ask the u.s. state department. every effort the u.s. state department has undertaken to fight online terrorist radicalization has blown up in their face. we haven't figured out a great solution for that. i don't think they have. we have to see how this plays out. it's not clear yet whether or not this is an individual who is part of a much larger network, a very small network, on his own or a lone wolf. no one has claimed credit. important to emphasize.

it looks like isis or al qaeda but nobody has claimed responsibility. no statement even indicated this is isis inspired. we have to see what comes out in the next 12 to 24 hours. >> evan coleman, thank you for putting it into perspective for us. al is in the orange room with more. >> people have been using social media to express grief and believe it or not also offer help, which is really amazing. basically translated open doors nice offering homes to people needing them somewhere where they need shelter and folks posting pictures of loved ones missing on social media. an account calle called @nicefindpeople. one woman posted about an 8-month-old baby separated from his family in the chaos. she posted a facebook message that said in part, we lost our 8

month old baby in nice. if you have seen him, if you were there, if you picked him up, please contact me. it's not clear what her relationship to the baby was. the post was shared thousands of times. good news, woman later posting they found the baby and a member of the baby's family told media a young woman found him and took him home with her. nbc news has not independently verified this story but if it's true, it's a heartwarming end to what could have been a horrible part to this story. as we look at our weather, another hot day in the east. we have heat warnings, heat advisories from the carolinas up into philadelphia. even new york city and parts of new jersey, 15 million people under some sort of advisory. it's going to be a warm weekend here in the east. temperatures will feel like anywhere from 90 to 105 degrees. same on saturday. continues that way from boston all of the way out to atlanta.
