northbound and tipped over and that's what led to this big fiery crash. at this time they're treating this as a hazmat situation. investigators on the ground are speculating this may be mineral oil, it is a fatal crash. as far as traffic goes the 880 northbound on-ramp to davis street is shut down as they conduct this investigation. right now we're going to toss it to mike for more information on the morning commute. >> good morning, folks. take you out to what pete is talking about. the rest of the bay. talking a the south bay in one second. pete is talking about here san leandro and the northbound off-ramp at davis is closed because of that deadly crash. and the investigation. the coroner just arrived on scene. that means the investigation is continuing but there's almost the issue of the fuel and the possible mineral oil and whatever was being carried by that tanker truck. that's all possibly a hazmat situation as well. likely all morning. look at the backup starts way back here at washington avenue

where that's an off-ramp option for you. if you need to get to the san leandro b.a.r.t. station, up he here, washington. take you up to davis as well. the on-ramp is open to the freeway itself. slowing as welcoming out of oakland and on in through san leandros well. that's a note for folks traveling through that corridor. as we move out, we see traffic in the south bay as a problem. it's northbound 101 jamming up toward a crash at oakland road. let me give you the live look out there as well when northbound 101 really jammed up right here. the rest of your freeways is showing a normal commute but here the bay shore freeway is jammed up again toward 880 because of a crash at oakland road. follow this on our app all day. for now, back to you guys. >> very busy morning. thank you, mike. moving on to decision 2016, america's waking up to first female presidential candidate from a major political party. last night democrats picked hillary clinton as their leader to help them hold on to the white house and they made so --

president joe biden will take the stage in philadelphia. so many more big names on tap for wednesday. another live look inside of the wells fargo center. our coverage of this historic dnc continues with the live report from philadelphia. that will be coming up in our next half hour. it is 6:03. authorities in the east bay investigating the death of a convicted felon who died in police custody after a car chase. police in pittsburg said yesterday afternoon officers were pursuing the man on hill view drive on buchanan park. he ran into a nearby home and bit one of the officers during a struggle. officers used a tazer to subdue him but he later lost consciousness and died at the hospital. police say the man was wanted on a felony warrant for drug charges. right now to the latest developments out of monterrey county where 2,000 homes are threatened by the soberanes fire still raging out of control not far from salinas. the firefight is far from over.

"today in the bay's" sharon katsuda is live in salinas of video of not only the flames but dramatic rescue of stranded hikers. sharon? >> reporter: sam, good morning. yes, we just had to move our live shot a little bit because there was so much activity of trucking coming in and out of this area of the command post. you can see some fire trucks showing up here, some personnel from the fire department. there's going to be a debriefing at 7:00 this morning. so all crews are waking up and heading out again right now. they're going to relieve firefighters who worked through the night. firefighters were extremely busy yesterday. it was rescued eight hikers out of the smoke and flames on the south side of the soberanes fire. the hiker said they were stranded for five days and ran out of food and water. the blaze consumed more than 23,500 acres between carmel and big sur and that number will go up because the fire is making a good run up the hilton southeast corner of the blaze.

the fire destroyed 20 homes and threatened 2,000 more homes. >> they will be allowed to go back in the home once the hazard has been mitigated. the fire is active in the south part of the fire like we're talking about now. one of the concerns is that we still injured new hampshifirefi rolling debris, ash pockets, things like that and we have safety equipment. and fortunately there have been no major injuries. minor injuries to a handful of firefighters so that is the good news. back here live today as i said, there will be a debriefing at 7:00 this morning. the cause of the fire is still under investigation. reporting live in salinas, sharon katsuda, "today in the bay." the hikers glad to just be alive. on a sadder note as families evacuate there are some pets who are left behind. specially trained workers with the spca have gone behind the fire lines to rescue foreman 20 animals. those pets are staying at a

shelter while their owners wait for word about their homes. firefighters near los angeles are still trying to get the upper hand on the sand fire. so far 37,000 acres are scorched and 18 homes are destroyed. there is some progress being made. here's the upside. thousands evacuees have been allowed to return to their homes but sadly some found really nothing but ashes remained. >> it's so sad. i just don't know what's going to happen from here. >> just a couple of items that my son michael had made that we had hung on to. >> hard for them to sift through what remains are there. one man was found dead in the fire area. his body discovered in a burned out car. that fire now 25% contained. back here in the bay area, today is the third "spare the air" day in a row. the extreme heat plus all the smoke from the soberanes fire is making some pretty poor air quality. especially in the south bay. >> kari, you were talking about the fact that the winds aren't that strong but they are going

south to north pulling some of that smoke into our area. >> that will be the problem today, sam and laura. as we start to see more smoke drifting in. and not much way in the way of a strong wind to help clear out the air and help mix things out. we are tracking some fog and low clouds along the coastline. you can see the direction of those wind speeds, the numbers in miles per hour. it will pick up as we go into tomorrow. at least for the east bay. but still not really that strong as our winds for most of the bay area will be about five to six miles an hour. the air quality today will be unhealthy in the east bay and the south bay and moderate for the north bay as well as the peninsula, a "spare the air" alert in effect once again. and also some oppressive heat. in gilroy today, 102 degrees. palo alto will be up to 93 degrees. and the castro seeing a high of 78. upper 90s for santa rosa. oakland, 86. 105 in walnut creek. it will be as hot as 107 degrees in the tri-valley. i'll let you know when it starts

to come back down. that's coming up in the microclimate forecast in less than ten minutes. mike is tracking crashes in both san jose and san leandro. >> that's right, kari. we have two issues. as far as the slowing down, better news for san jose. that crash north 101 at oakland road has cleared from lanes. so we have your morning commute and residual slowing from that crash. we'll take you up to much more serious incident and much more serious backup. incident, a deadly crash. big rig caught on fire after that crash and someone died as a result. there's also a possible fuel spill, other fluids remaining in the area. possible hazmat situation remains to be cleaned for much of the morning and possibly in the afternoon. leaving the off-ramp closed back here in washington avenue. get up through the area and davis street and that can be your alternate or stick out the slow down because it's a straight shot. it's two miles as far as that backup extends. look at the southbound side coming into the area. south talking about that crash

in san jose and oakland road that is starting to clear up as the crash happened and cleared a few minutes ago but the rest kul slowing is the problem. take you back out there. sorry. skipped the live camera we have. pete is reporting live all morning and this is the overturned tanker, truck. this is originally thought to be fuel. now we're huge problem with that fire. but now they're saying, no, maybe some mineral oil, baby oil, something of that sort but have to analyze that and experts are going to head out to check that thing out as well. and then we'll get a look at the bay bridge toll plaza. typical backup. remember this may be lighter today because of two things. that crash meeting traffic and jamming up in san leandro coming into the area and the metering lights on the east shore freeway moving smoothly might slow you down getting on to westbound 80 in the morning starting yesterday but hopefully will keep things moving smoothly and that's what we've seen so far. track that as well. back to you. >> thank you, mike. coming up next on "today in the bay," red, white, and blue with gold in their sights. reaction from team usa from kevin durant as he makes his

dangerous because he carries a gun and twice has committed takeover style robberies. they walked off the job yesterday. 330 members of the superior court professional employees association was authorizing a strike after contract talks broke down. workers which include clerks said they haven't gotten a raise in years and there are reports that experienced clerks make about $55,000 a year. many say that is not enough money to live in one of the most expensive counties in the country. >> i putting my home in jeopardy. i putting my ability to eat, to survive in jep dard by. >> the court right now is facing a $5 million deficit but the court is offering clerks a 4% raise in the first year of the two-year long contract. some clerks tell us that it's simply not enough for the amount of work that they do.

contra costa county want to put a program in place to send low-level misdemeanor offenders texts to remind them of their court appointments. it's a pilot program and the county is working with antioch police right now. officers have already started handing out public defender business cards hoping to link people with attorneys. this morning fbi director james comey is going to deliver the key note address on cyber security. today is the third and final day of that conference. it takes mace in new york city. the first three days featured lectures and panels with cyber security experts from around the globe. comey said that siper security is also a national security issue which seems fitting as we talk about security because in the meantime more and more evidence keeps mounting showing russia as the culprit behind the latest attack of the democratic committee. >> not the first time russia has been accused of interfering with america politics. >> they exposed the democrats

opposition files on donald trump. now several intelligence agencies are telling the "new york times" evidence points to the kremlin as the actor behind the e-mail hack showing the dnc treated bernie sanders unfairly. our savannah guthrie asked president obama what he thought and he said, quote, anything is possible. as you pointed out, vladimir putin has shown an affection for trump. secretary of state john kerry met with russian foreign minister sergei lavrov. he only said he didn't want to use four letter words, which is not technically a no. what's confusing here, of course, is what the strategy would be if you're exposing embarrassing things about trump you pmust be on the side of democrats but the same hackers apparently embarrassed the democrats which helps donald trump. sobering numbers from cupertino's apple. the companies once again sold fewer iphones. 15% fewer than this time last year. ipads down 9%. computers down 11%.

valleys. air quality stays down as that heat sticks around the bay area. but this weekend, that heat will slowly back off and we'll have highs in the mid 80s. right now it's 63 degrees in concord. oakland at 57. and napa starts out the day at 52 degrees with those highs this afternoon once again just sizzling for parts of the east bay as well as the north bay into the south bay. 102 degrees for morgan hill. while livermore today sees a high of 107. at least in san francisco it will be nice and kol for theable. we have a midday game, 12:45. temperatures anywhere from 72 to 76 degrees. clear and mostly warm there. heading over to oakland it will be much warmer. a lot of sunshine. 86 degrees at 4:00 in the afternoon. turning cooler later on this evening dropping back to 67 as that westerly wind starts to kick in just a bit. most wind coming in from the south. that will carry that smoke from the wildfire that's in monterrey

county as the heat and the high pressure continues to move slowly off to the east by this weekend we'll have 60s at the coast and 80s for those inland areas. looking at that seven-day forecast for san francisco, in the upper 70s for the next few days. it will still be nice and warm down at 65 degrees on sunday with some early fog. and we'll also see some -- a little bit of cooling for the valleys as well. but still 100 degrees today. 99 tomorrow. still some mid to upper 90s through the first part of the weekend. now as we head over to mike, another update on what's happening as you head through the east bay. >> that's right, kari. big slow downs for the nimitz freeway. follow that because of a deadly crash. that's just tragedy of course. we're look over here toward 880 northbound where we still have a jam up from 238 now. look at that. just saw the sensors turn from yellow to orc and that means even slower speeds as you travel north of 238 up to davis street where one lane and the off-ramp are closed. look at the slowing in

washington avenue. i want to point out that's an option for you getting over towards that san leandro b.a.r.t. station. that will get you route of most of that backup and city streets. davis, the on rach is still open there. we'll give you a look as the live camera from pete who is out there and he's following this, the cleanup. looks like they have moved the rig for much of the rig, i should say, from the area. this, what the rig was pulling, the trailer, we still have to clean it up from the area. they're measuring things and checking for any hazardous wastes that might have seeped down into the soil. because of this they're going to keep the off-ramp and lane closed until that cleanup is continued and may extend throughout the morning. that's an inconvenience. the tragedy is the death as a result of this crash and dramatic fire at the scene. petes a an update coming up. but back to the traffic. we zoom out to the rest of the bay. we see a slow pattern developing for hayward and southbound through pleasanton. fremont and the south bay. the biggest slow down we have is san jose's northbound 101. this portion from approaching up

==laura/2shot== to a santa rosa man who found 6:25 right now. nbc bay area responds to a santa rosa man who found $32,000 with his name on it. >> but the bank wouldn't give him the money so he called consumer investigator chris chmura with more. >> what we learned here is that banks don't keep records forever. craig haskell discovered $32,000 certificate of deposit his grandmother bought in 1997 just before her death. craig's name is on it so he tried to cash it. but wells fargo denied him. >> she's gone now. i have the death certificate to prove it. my name is on the check. and wells fargo can't tell me what happened to the money. >> wells far cotold us it doesn't have records for a 19-year-old cd because state law

forecast. >> at least it is nice and comfortable. 59 degrees in the peninsula. already 65 degrees in the tri-valley and san francisco. starts out at 56 degrees. those highs today reaching 78 degrees with some clearing skies in the city and the tri-valley up to 102 degrees. and the peninsula will be heating up, up to 88 degrees and 98 in the south bay. still some triple digit temperatures today and the next couple days. i'll detail that coming up in a few minutes. let's head over to mike now tracking the key spots in san jose and san leandro. >> that's right. improvement overall for 101 in san jose. but that's as the build happens as well. let's look at the bay earshot. san leandro is more dramatic. but up to the earlier crash scene in oakland road. that has cleared and some recovery. things are smoothing out here. 87 starts to build. mild for the silicon valley though. much bigger issue over here. we have a jam-up traffic from

238 on 880 all of the way up to davis street because of that deadly crash. we have an alternate for you. washington avenue gets you off the freeway. 14 will take you up through city streets or tough it out. up to three miles northbound jammed. this is a typical stretch. it will cause complications coming off the castro valley as well. for the latest or what caused it, speculation there, pete, what's going on for the nimitz. >> you know what, mike, we spoke to chp and they tell us the big rig was traveling northbound, lost control. there's no indication if the driver hit the brakes. we know that it is fatal. hit the embankment and overturns. that's when you see the big flames you see in n. that video next to me. they're treating this as a hazmat situation. there's speculation from investigators that we're talking about mineral oil in that tanker. and as far as traffic here, if you're traveling 880 northbound on the on-ramp or off-ramp, chp says this will be closed at

minority leader nancy pelosi spoke. in the meantime governor brown pledged california's delegates during the nomination process. as tracie just mentioned president obama is going to be headlining the convention tonight. but before he takes the stage, he sat down with "today" show's savannah guthrie. they discussed hillary clinton, the future of the democratic party, and the possibility of donald trump being elect we as the next president of the united states. >> yes or no. is it possible that donald trump wins the presidency? >> anything is possible. it is the nature of democracy that until those votes are cast and the american people, you know, have their say, we don't know. >> are you worried? >> you know, as somebody who has now been in elected office at various levels for about 20 years, i've seen all kinds of crazy stuff happen. and i think anybody who goes

into campaigns not running scared can end up lose glg this entire election season has been unpredictable. again, issavannah's full interviews is coming up on the "today" show at 7:00 right after "today in the bay." a san francisco police officer has been arrested for possession of an illegal assault rifle. fspd says 50-year-old thomas abrahamsen has been under investigation. he's a berkeley resident charge with manufacturing his own ar-15 assault rifle and other accessories. both are felonies in california. 18-year veteran has been put on unpaid administrative leave. who is holding a police department plagued by criminal investigations accountable? that was the question that was raised last night at oakland city hall. the council was discussing whether or not to form a police commission that would help oversee the department that still finds itself mired in the midst of a sex scandal. during the night filled with emotional testimony members

voted last night to approve a charter amendment that voters would then decide upon in the november election. the seven-member commission would review and change police policy, weigh in on officer discipline, and that commission would have the power to fire the chief of police. members of the community would be appointed to the commission but here's where the disagreements start. who would do the appointing, the community or the politicians? xwl until we get a citizens police commission that has oversight to bring about justice there will be no quietness, there will be no peace in the city as long as we have command staff who will cover up corruption. >> there's been serious misconduct both recently and in years past and we know, we all know we are still under our federal oversight and it's been over 13 years. so we have work to do. >> the council did consider an amendment put on the table to take appointment powers away from the mayor. that effort however failed.

san francisco's supervisors are considering two measures to ensure police accountability. supervisors plan to vote on those measures during a special meeting tomorrow. the decision was made during yesterday's regular meeting. the first measure would rename the office of citizen complaints to the department of police accountability and expand its role. the second measure would create the office of public advocate which would i vest gate issues surrounding law enforcement agencies. there is a peaceful ending to a 17-hour standoff between san francisco police officers and a 13-year-old boy with autism. it happened monday night at a home near deloris park. police say the teen had an argument with his family, then barricaded himself in the garage with a knife. more than 20 officers stayed up all night trying to help the boy. finally a robot was sent in. the boy then came out but refused to drop the knife. a bean bag gun was used twice on the boy to bring the ordeal to an end. neighbors we spoke to were glad it ended peacefully.

station parking lot. it's a quarter to 7:00 on your wednesday morning. vandals went on a tire slashing spree in the rock ridge b.a.r.t. station parking lot. somebody slashed the tires on seven different cars sometime monday between 8:00 a.m. and 5:30 p.m. now b.a.r.t. police hais steppi up patrol and reviewing footage from surveillance cameras. b.a.r.t. riders who use the parking lot are concerned about this. >> not nice to come home late at night and find your car with a problem like that. >> you expect to come home and your car to be intact the way you left it. the way you would leave other people's property alone. >> b.a.r.t. officials insist that tire slashing at its parking lots is very unusual. the agency says in general overall crime at b.a.r.t. is

production quotas. ntsb has new details about the crash in florida. they call it speeding. >> new development. scott mcgrew, what else do we know? >> not much because the ntsb does not release a full report until a year after this preliminary report we just got. so we may not have more detail until july of 2017. we do know that tesla, which was on so-called autopilot at the time, was traveling 74 miles an hour faster than the 65-mile-an-hour speed limit when it hit that truck. we also learned through financial filings that tesla is ending the relationship with one of the sensor manufacturers it uses for that autopilot. facebook opens books to investors this afternoon. one of the long stretch of companies that are doing so. the company is tripled in size since the ipo. investors love facebook so much so that any bad news today could be tough on the stock. the fed concludes a two-day interest rate meeting today. first meeting since the brexit.

degrees. here's what to expect as the skies clear we will be mild. and over the next few days it will be a mostly warm with some sunshine, some great beach weather. we see those coastal 27 aal temperatures making it in the 70s. it will feel much more comfortable. this weekend, cooler and breezy with fog returning with highs in the 60s. we've been talking about the smoke from the wildfire in monterrey county. with the winds coming in from the south, that will carry that smoke into the bay area. and it will just get trapped in the valley. poor air quality can be expected for today as well as tomorrow. and the winds aren't as strong. so it will be a very hot and hazy and unhealthy, especially in the east bay, as well as the south bay. so a "spare the air" alert means that you should try to reduce the ozone levels in the atmosphere by catching public transportation. less car on the roadway, less ozone. in gilroy, high of 102 degrees.

pacifi pacifica, 74 up to 78 degrees in the castro. 99 in santa rosa. livermore today, 107 degrees. we could be setting some new records today. this is the forecast for the cities. and what the records are. so concord, we're forecasting 102 degrees. the record was 99. santa rosa, 99 for the high today. expect it to get that hot and the record is 92. we also in san jose, may be tieing a record while napa and hayward will be a couple of degrees above that old record high temperature. as we go into the next several days in san francisco we'll go from the 70s, dropping back to the 60s by sunday and we will stay there through early next week. we're also going to have closer than normal temperatures but it takes until sunday until it gets here and the next few days we still have to deal with this intense heat and some dangerous levels of ozone in the atmosphere. so we'll be talking more about that. let's head over to mike now with a look at what's happening a the

san mateo bridge. >> that's right, kari. show the you the san mateo bridge and what's going on toward the bay bridge. show you the speed sensors and problem that you have for san leandro. that's the biggest problem of the day. the rest of the build what you would expect. over here in the south bay northbound 101 and 87 have been showing a slow down. 85 just kicked in. i want to reassure folk it is we have that build. i don't know if reassurance is what you call it. this is unusually slow drive. northbound 880 before you get to 238, all of the way up to davis street. that crash blocks one lane and the off-ramp at davis street. a will continue for at least a couple of hours. we have that overturned rig and the crash, the fire, and the cleanup of potentially hazmat situation. pete is on scene. he'll give us more updates throughout on in the morning. more toward the san mateo bridge because the strong no we there may affect folks heading down. if you want to head to the bay bridge through that jam you might maid across south to the san mateo bridge and again all that backup.

that will be a problem because the volume will increase across toward the peninsula. right now we're looking at a standard build and so we're hoping to hold steady. berkeley 880 moves well through the east shore freeway, westbound 880. the metering lights getting on the freeway have turned on this morning on some of the on-ramps. you're talking more about that. i'll hand it off to you. more work is being done in the east bay to make interstate 80 a smarter freeway. that means more road closures. the ramp from 80 will be closed from 1:00 in the morning to 1:00 in the afternoon. overhead signs to control the traffic flow. speeds on that portion of i-80 will be adjusted depending on the congestion. probably smart to grab your lotto tickets while you can. another drawing for the powerball jackpot that has gone three months without a winner. >> must be hard to get those numbers. but listen to this, if you win, that jackpot is $422 million. it is the eighth largest in the

m. welcome back to you. before you head out the door an update to breaking news we've been following all morning long. >> pete is at the scene of a deadly big rig crash in 880 in san leandro. one lane is still close at this hour. >> reporter: it's still closed. the driver of the big rig has passed away as a result and behind me is what's left of that big rig. according to chp they say the driver lost control heading on 880 northbound toward davis street. hit the embankment and overturns. show you some of that video of the flames as a result of that crash.
