i'm sam brock. >> i'm laura garcia-cannon. is rio ready? we certainly are. we're all wearing red this morning. >> yeah. >> i got white and blue on, also. >> all patriotic today. >> thanks for joining us. i'm laura garcia-cannon. >> i'm sam brock. is it a forecast fit for champions with kari hall? >> as you head out the door, cloudy, misty, drizzling. it will be a much cooler day than we've had in quite a while. as we get a live look outside, san francisco, you can barely see anything there as you get a view of the bay bridge. you can see the clouds, even over the tri-valley and the coastal fog over the peninsula. as we head into the day, topping out in the 70s in the peninsula. 81 in the tri-valley. feeling nice and cool in san francisco. 61 degrees. we'll look at the rest of the forecast coming up. mike has a good start for the b.a.r.t. line. >> the reason i point that out is because there was overnight train rail work between hayward and fremont. that has been reinstated this

morning. we have at least 15 trains on time. we should see more over the next few minutes. roads look fine. we'll talk about fremont, smooth drive. there was a note, chp said there was gusty winds over there at the altamont pass but that's not unexpected and no problems. show you 580 through dublin. that's what you see. westbound. good volume of traffic. no surprises at the dublin interchange. it is 4:32. two babies have been born in california with zika related birth defects. according to the state health department. nbc bay area confirmed one of the births took place locally. >> "today in the bay's" bob redell is live right now in berkeley. bob, what are you learning? >> reporter: well, good morning, sam and laura. sources tell nbc bay area one of the babies were born here in berkeley within the past six months. the california department of health saying that there were two babies born statewide with

zika-related microcephaly. it's undeveloped brains and smaller heads than normal. the department says in both cases the moths contracted the virus while travel abroad, either through mosquito bite or sexual contact with someone else carrying the zika virus. it's a sobering reminder that zika can cause serious harm to a developing fetus. there is no evidence that someone has contracted the zika virus from a mosquito bite in california. even though those kinds of mosquitos capable of carrying the virus have been found in 12 counties throughout the state including alameda and san mateo. within the past 24 hours president barack obama criticized congress for heading off on a seven-week vacation without first funding efforts to fight zika. >> and meanwhile congress is on a summer recess. a lot of folks talk about protecting americans from threats. well, zika is a serious threat to americans.

especially babies. right now. so once again i want to urge the american people to call their members of congress and tell them to do their job. >> reporter: the president has requested $1.9 billion to fight zika. congress republicans agreed to $1.1 billion. but over the summer democrats blocked the bill because republicans added other provisions unrelated to zika. reporting live here in berkeley, bob redell, nbc bay area. disturbing find at a b.a.r.t. station. an employee found a rifle on a platform at the macarthur station. it turned up in a case under a bench at 9:00 yesterday morning. the big concern for investigators is if someone planned to use it. investigators aren't saying whether the rifle was loaded or not. the owner has not been identified. police hope someone comes forward to explain why it was there. new this morning, two former pittsburg police officers are suing the department and it is just the latest twist in that

department's growing controversy surrounding the crime statistics if suits claim the department obscured violent crime rate, then forced out the two officers for blowing the whistle. the officer say higher ups in the department told officers to falsify crime reports by not documenting cases involving the use of force and underreporting the seriousness of some crimes. those lawsuits seek unspecified damages including lost wages. work crews this morning break ground on a long awaited project to improve flood protection along the creek. the creek filled banks several times during winter storming. last winter several homes were damaged when mud and debris overflowed into woodland avenue. phase i focuses on the area between san francisco bay and highway 101. the end go el is to provide more than 5700 homes in the east palo alto, palo alto and menlo park with 100-year creek flood protection. the moment that we've all

been wait for now just hours away. our countdown to the opening ceremony is almost there. we take a live look right now. that is from a beautiful landscape in rio. of course nbc bay area is your home for all the games and all things olympics related. >> will not only tonight be a special moment for thousand of olympians in rio but memorable for olympians who have represented america in the past. we spoke with ann kribs of palo alto. she won a gold medal in swimming in the 1960 games in rome. she says athletes never forget marching in the opening ceremony like she did in italy. >> you burst out into the crowd of the stadium. 110,000 people. and they saw the united states delegation and there was a big cheer that went up. and it was so magnificent. i can still -- i can still hear that. >> cribbs adds tonight is a chance for people in rio and here at home to join in the olympic spirit and to focus on what brings the world together rather than tear it apart.

francisco's dogpatch moments in san francisco's dogpatch neighborhood. firefighters used a rope to pull a dock worker from a confined space on a u.s. naval ship and tweeted out video of the rescue. firefighters had to monitor the oxygen level since the space had no window or ventilation. they say the worker fell about 15 feet after losing his footing. the worker was eventually pulled to safety and was hurt but was conscious and breathing. and investigative unit exclusive this morning. lost and stolen guns are a big

problem for law enforcement. now an unprecedented team investigation involved nearly every nbc station in california, has uncovered thousands of lost and stolen guns later used to commit other crimes. >> the problem directly impacted larry and ann's family in sonoma county. their sister 84-year-old olga was shot to death in her home in 2015. the couple suspected in her murder was found to have had at least three stolen guns with them when police caught up to them. we found at least 35 other murders and attempted murders where stolen gun was used across the state. >> whenever i see a stolen gun i see a future robbery, i see a future homicide, i see a future assault. >> tonight our investigative unit traces these guns from where they were stolen to where they were later used to commit a crime. we'll breakdown the numbers and talk to people directly effected by this pervasive problem. that's tonight after the olympics opening ceremony on nbc bay area. and if you have a story for

even costumes included. >> nice. >> at least it wasn't like the nba player where's they're all singing on the plane and then there's one laying in the corner like, oh, my gosh. >> i don't want to be a part of it. >> looks like it was pretty well choreographed, both teams, men's and women's. >> multiple cameras. >> ready tort olympics. >> we are. here we're going to enjoy nice weather in time for the opening ceremony this evening and it will be nice and cool. you may want to open up the doors and windows as you take in that cool air. live look outside now. we see that we do have low clouds. temperatures now over san jose at 61 degrees. it's 60 in concord. and napa at 57 degrees. santa rosa, now at 53. so looking at today's high temperatures, up to 67 degrees in oakland. 76 in concord. and 80 in livermore. and morgan hill one of the warmer spots reaching 82 degrees. it will be nice. onshore flow kicks in. we'll have a lot of clouds throughout the morning. it will be windy, too. even for the east bay.

we'll have those winds kicking up that to 15 to 10. look what happens tomorrow, the entire bay area will get under gusty winds, blowing onshore. it will bring in some very chilly temperatures especially near the coastline. a look at all the microclimates today, 76 in los gatos. san mateo, 70 degrees. 60 in the mission district. and santa rosa, 73. oakland, only 67 degrees. and livermore today, eighty degrees. so high pressure continues to move away from us. once again that onshore flow has real lit kicked in. and expect more morning clouds. we'll have a hard time shaking that mist and drizzle in san francisco. all because of the cool air being blown inland. and there will be a breeze even for those inland spots. as we go into the day in san francisco expect the high of 61 and 65 degrees by the end of the weekend. it will be a little bit warmer as we go into next week and that will also be the trend for the valleys as we see those highs reaching into the low 80s today as well as tomorrow.

very nice cool weather as well as some breezy winds. but then we'll be back into the upper 80s to low 90s. just briefly for the start of next week. it doesn't look like that heat sticks around for long. now let's head over to mike to see if that mist and drizzle may affect the commute. >> good note for folks. we've seen that. we're going to show a camera you showed earlier. looking toward the bay. the speed sensors. show a great flow of traffic as you would expect. no problems for the upper east shore freeway. bender fender reported over here at the top of the screen. highway 4 westbound right around willow pass road. no slowing there. or the a bay bridge toll plaza. kari showed this earlier. i want to show it full screen. we have this mist in the air. that might be an issue for drivers across the bay bridge or the golden gate bridge where we also saw sheen on the roadway. no problems as far as traction reported. i'm going to give that note, moisture is out there, could be a little slick. decision 2016 right now looking at several new polls released in the last 24 hours.

for us and, pete, we're expecting thousands of people which means security is a big concern. >> no question about it. with any big event in san francisco you can expect a lot of security in and around the venue, especially here at golden gate park as we kick off the three-day festival. we have some video we can show you guys. we got a sneak peek of that main stage yesterday afternoon. now to get into the event it will cost you about 140 bucks per day to get into this festival. now, artists performing this weekend include jay cole, radiohead, and lionel richie to name a view. organizers tell us it's the diversity of music that makes outside lands stand out from other festivals. >> we have a very eclectic lineup. we're concerned about having. different genres of music. music that appeals to 18 to 65. >> reporter: the festival opens once again today at 11:00 a.m.

that's what we're expecting here in the bay area. it will be cooler but also have a hard time shake that fog near the coastline today. temperatures will be much cooler. and it's drizzly in san francisco now. streets are wet. make sure you have on nice warm clothes. as we go into the day it only makes it up to 61 there. 81 in the tri-valley. lots of sunshine in the north bay with a high of 73 degrees. we'll take a look ahead to the weekend. even check out rio's forecast coming up in a few minutes. mike has an up date on the crash now in concord. >> highway 4, i'll give you the update. right around willow pass road. we'll show you the rest of the bay first, green. that's what we have for the most part. up here highway 4 is not the problem. it is just off -- it is willow pass road just off of the freeway, there is a crash there. the on and off-ramps are not affected there. watch that as you get on surface streets. over here a new crash in the richmond area. chp will arrive and give more information. i'll pass it along. bay bridge, no problems passing i didn't becausehe
