take a live look outside...... san jose - communications good sunday morning to you. it is 7:00. we're taking a live look outside at the sun shines in a glowing manner over san jose from communications hill. a cooler morning out there as we start your day. good morning. thanks for joining us. let's check your microclimate forecast with anthony slaughter. as always, we're looking at a roller coaster of temperatures. >> temperatures go up today, a little bit from where they were yesterday. then we peak monday and tuesday. then back down. we are looking at fog and clouds in san francisco. you saw earlier from the shot in san jose, we have clouds and fog that have made their way to our inland valleys once again.

it's not as widespread and the marine layer is not as quick. the clouds will burn off quicker. 52 in santa cruz. 57 in san francisco. later on, sf at 65. santa cruz, up to 73. inland valleys, notice the 80s are back. temperatures will warm a little bit for san jose as 80. so it will get warm later this afternoon. no big surprise there. temperatures get warmer tomorrow. we may be pushing 90 in some places by tuesday and then we cool off. we will talk about that coming up. >> we will stay tuned for that. thanks. the first full day of competition is in the books down in rio. some bay area athletes played a starring role. it was a strong showing by team usa early on in the olympic games. we have a live look for you right now at the olympic flame. several events are off and running this morning. it's 11:00 a.m. there in rio. how are the americans doing as

they go into this second day of competition? here is a look at the current medal count. the united states is tied for the most medals. but we're trailing australia and hungary when it comes to gold medals. it's not just the athletes who had a successful day yesterday. >> the real winner are organizers. despite all the speculation that the games wouldn't be ready, they started on time and they are getting rave reviews. >> usa! usa! >> the first night of competition scored big with olympic fans who say rio pulled off a win. >> my god, the game was great. the crowds was sensational. >> watching the usa, it's almost unfair to the other teams on the planet. >> the park is huge. it's on par with china and also london. >> even if it was a nail biter until the end. >> brazil!

freestyle. she gave birth to her first child last year. she's ready to show she's still one of the best in the world. our olympics coverage is just getting started. jessica will report throughout the games. you can be slure to follow her n twitter. i saw posts from her new instagram account. turning to other news now. a developing story in san francisco. a 9-year-old girl is in critical condition. she's one of eight people being treated in the hospital after getting sick at a party. firefighters were called out to a celebration at the women's building around 10:15 last night because someone was having an allergic reaction. when responders arrived, the number of patients kept going up to 14 people sick. children and adults complained of heart palpitations, swollen tongues and rashes. investigators say candy may be the cause. >> they all ate a gummy

ring-style candy. and that is what we're looking at at this time. >> investigates are working to learn more about this gummy candy. san francisco police want to hear from anyone who may know about where that candy came from. we are following another story out of san francisco. last night police put out a plea for help if finding the person who shot and killed someone at aquatic park. investigators are only telling us that officers responded to a report of a shooting just before 10:00. they discovered a victim who had been shot in the torso. that victim died at the scene. it's 7:08 right now. we have more ahead on today in the bay. coming up, the thrill of a lifetime turns tragic for a skydiving student and his instructor here in northern california. what investigators say might have happened during that jump. plus a long road to rio for a rugby star who showed her olympic spirit by overcoming a

(adlib) ==kira/top vo== nine people are out of their homes this morning, after welcome back to you. we're looking at the sun shining on this sunday morning. anthony slaughter says it will be cooler today before a warm-up. so enjoy it. nine people are out of their homes this morning after an apartment fire. it happened at woodcreek town homes. the flames ignited around 5:00 p.m. and completely destroyed one unit. a couple and their two children lived in the apartment. fortunately, no one was injured. two connected apartments also were damaged and that damage is estimated up to $150,000.

what should have been a thrilling experience turned into a horrifying tragedy yesterday. two young men were killed when their parachute failed to open. the bodies of the instructor in his 20s and his 18-year-old customer were discovered in a vineyard. investigators worked to find out what went wrong as sky divers continued to drop over the course of the day. the owner says the instructor was an independent contractor but was very experienced. >> the parachute failed to function properly. we have no explanation why. the only thing looks like something may have gone out of sequence that may have caused the problem. >> the faa is now investigating. there have been more than a dozen deaths in that zone since it opened in it the 1980s. just shy of 7:13. more ahead on today in the bay. coming up, the inspiring story about a rugby player who tackled

onslaughter, thrasher. i couldn't pick my last name. >> hello, klapper. >> last names are like family members, you can't pick them. stuck with what you got. >> that's true. >> they are pulling up the skycam. you can see good morning bay area. they are waking up to clouds. here is san jose. you can see sunshine trying to get through the clouds. that's indicative of a shallow marine layer. that's going to burn off quicker for our inland valleys. that's a warmer day tomorrow and temperatures continue to climb over the next couple of days. highs today in san jose, close to 80. really the morning clouds will be the story for the first half of the day today and again for tomorrow. we're not going to see as many clouds for tomorrow. that's going to mean for a warmer day even tomorrow and tuesday and then the heat peaks and then slightly backs off as we head towards the upcoming week. fog is in place across the bay area, even for san francisco and

the north bay really looking at low visibility. the tri-valley, not as many clouds as we saw yesterday. we are still looking at a warm day. 84 for the tri-valley. the south bay, low 80s. but everywhere else it will be comfortable. 60s for san francisco and 70s for places like the peninsula and inner bay. the fog is going to push back to the coastline today as it did yesterday. we will see tonight is not as much clouds and not as widespread. not as thick. mat recent laythe marine layer off quicker. our winds will continue out of the northwest. we have been getting e-mails and text from folks in gilroy concerned about the fire and smoke blowing that way. what will happen over the next 24 to 48 hours, our winds will continue to stay out of the northwest. that will blow the smoke down towards the central valley. our winds are calm. look at the numbers. only two miles per hour, 11

miles per hour. really when you have calm winds like this, the smoke as it rises just kind of variably drifts from location to location. when we get gusty winds by monday afternoon, that's really going to push that smoke farther south. our air quality will increase once we hit monday into tuesday. we have an area of low pressure to our north. that's going to eventually sag south as we head towards the middle part of the week. in the meantime, the heat is really going to build. not only for today, but through the next couple of days. look at danville, 83 for today. for tomorrow, up to 87 degrees, even places in the north bay in the mid 80s. look at the heat through monday. triple digits for fresno, bakersfield through tuesday. then once we hit wednesday, temperatures will start to come down. here is a look at your highs for today. not as hot as it is going to be monday and tuesday.concord.

great to overcome. solving the issue of homelessness in a city like san francisco can seem like a problem too great to overcome. what if you could solve the problem for just one person? one woman is doing just that. we have her act of kindness one year in the making in this morning's bay area proud. >> reporter: it's moving day on brandywine road in san mateo. the entire house at 1548 is going. no, not that one. this one. >> it's not perfect but -- >> reporter: the one lisa -- >> it doesn't have to be perfect. >> reporter: built for a friend. >> a roof over his head and put his feet down. speaking of which, i have to finish the roof. >> reporter: for the past ten months, lisa has been buildin a tiny home in her driveway. just so she can give it to steve. her friend who has been living on the streets in san francisco

for the past three years. >> he needs a place to live. he is under a cardboard box. >> reporter: she knew next to nothing about construction when she started the project. but has learned enough through trial and error to get the job done. or at least done enough to deliver. lisa says the home is honestly just as much for her as it is for steve. she, you see, got tired of crying on the drive home after visiting him. >> it's sad. i go to visit him and all he has -- everything he owns is a shopping cart. it's a bunch of junk. i can't imagine living like that. >> reporter: thanks to lisa now steve won't be living that way tonight. >> i'm speechless about it. it will take me a while to absorb it all. >> your doorbell. >> reporter: she knows this home

essentially allows restaurant owners to wipe their dirty records clean. when we brought our findings to san francisco's department of health back in may, it told us state laws actually prevent the city from doing anything about it. now we're fining out that's just not true. >> this is alex. i'm going to bring water over. >> alex opened the seven hills restaurant in san francisco nearly six years ago. while he is proud of his italian menu, he is even prouder of his restaurant's near perfect health inspection record. >> we have people's lives in our hands. >> you take it that seriously? >> it's absolutely that serious. >> which is why he was upset to learn about a loop hope thhole allows restaurant owners in san francisco to wipe away old health scores from the website.

>> there's no reason why anybody should hide their health inspection score or want to wipe it clean unless there's something that they are trying to hide. >> popular websites take scores from the database and post them for easy access. the city deletes those online records any time a restaurant pays nearly $600 in fees to file a change of ownership. we discovered restaurants that apply for an ownership change are still allowed to have the same owners. so long as they change the corporation name. even when new people do take over, the restaurant can still be owned by the same corporation. take this dim sum spot. the sign says all season restaurant but it's officially known as harbor villa and has a history of unsanitary conditions, including cockroach

infest ta infestations. they found dead cockroaches. those violations were wiped clean after the restaurant lifted new owners working for the same corporation. do you have any idea how many other restaurants may be taking advantage of this loophole? >> many restaurants do. >> this woman heads san francisco's department of environmental health. which oversees inspections for roughly 7,400 restaurants and caterers in san francisco. back in may, we asked her why the city allows certain restaurants to get a clean slate. even in cases where the city knows the same owners are still running the place. does that make sense to you? >> it's not for me to make sense of it. it is what the law requires us to do. >> what is essentially tieing your hands? is it city code or is it state? >> it's both. >> we checked with california's department of health and found out there are absolutely no state laws or regulations

forcing cities to remove the records. >> the law doesn't specify with whether a historical record associated with a prior owner of a business goes with a new company or doesn't. the law is silent on the issue. >> ten years ago, san francisco made the decision to stop including a restaurant's previous ownership records online. a spokeswoman for the city's department of public health told us consumers only wanted to see the most current score. says posting that information online now would make it very difficult for people to navigate. do you buy that? >> saying a san francisco diner is not savvy enough to digest that information is incorrect. >> in santa clara county, changes in restaurant ownership are posted directly on the website. customers can check a restaurant's old health records under previous owners. >> it's so important for us to be clean. >> he wonders why san francisco

isn't doing the same. >> just to think that somebody can come and change the nape and get anything squashed is scary. >> since we broke this story, a san francisco lawmaker has asked the city's attorney office to research a potential legislative fix to close the loophole. there's another way consumers can get ahold of the deleted inspection reports. file what's called a public records request with the city. to get last five years worth of health records for any restaurant regardless of ownership changes. that process can take days. back to you. in other news, many bay area communities use surveillance cameras to keep people safe. our investigative unit found in one east bay city anyone can get their hands on pictures taken by those cameras. the city considers the photos public records that anyone can access. if they ask. one man says with the right

tools, anyone can find out more about the people in those photos. he says the information can be used to learn people's travel patterns and warns that could lead to an abuse of privacy. the police chief disagrees and tells us the cameras are effective crime fighting tools. >> if i can go ahead and search on anybody's license plate number and see their commuting schedule and who travels in their vehicle and see their children walking to school, that is an invasion of pry areivacy? >> is this an invasion? >> no. the courts have determined there's no expectation of privacy in public. >> our veinvestigative unit ask for photos taken by those cameras. you won't believe just how many millions of pictures they got back and what a critic says anyone can do with those photos. you will see tonight after the olympics. be sure to tune in. now to the city of loss gatos taking steps to keep beach

traffic out of their town. billboards are up on blossom hill road warning drivers the on ramp to southbound highway 17 off santa cruz avenue is closed. the idea is to discourage drivers heading to santa cruz from clogging the downtown retail district. in addition, tape and masal avenues are blocked off at highway 9. it will be in place from 9:00 in the morning until 3:00 in the afternoon on the weekends. if you are driving north on highway 17, you will be glad to know you can still exit on to south santa cruz avenue. 7:41, much more ahead. coming up, two local football legends are immoralized. we will hear from one as he entered the hall of fame. it's the most prestigious honor

congressional district seat continues in a sea of ceainty. honda defeatednn the battle between mike handa and joe ronda continues in uncertainty. handa defeated him. larry is here. we have been following this for a few years. we said it happened in 2014. it has been going on for months. is there any sign of a front runner in november? >> you know, i wish i could tell you. matters -- >> i was hoping you had a crystal ball. >> it's broken. matters are as confusing as ever. the fact is, there's a lot the of uncertainty out there. recently, just to nail this down and show you how confusing it is, they released separate

surveys of the voters in the 17th district. okay. by the way, i checked them out. they are done well. it's not as if somebody is leading somebody along. no. they are done right. they were taken just two weeks apart these two surveys. what are we going to get? they produced different results. how much? watch this. each survey showed a six-point lead for the candidate sponsoring it. the first one, handa's survey, he has a six point lead over khanna. then you look at the other one. look at khanna's survey, what do you see? 42%, 36%. not only did each survey show a different lead for each candidate, but the percentages of undecideds were identical. go figure. >> interesting. we know honda has been in his seat for a while, 16 years now. what are the differences if any

between honda and khanna policy-wise? >> there aren't real substantive differences. honda and khanna, they are both liberal. honda is a shade or two more so. they have got no significant differences, however, on the issues. they do have some difference styles. honda, a 16-year veteran as you noted, is soft spoken, a member of the party leadership in the house and as such when you are in that kind of position you don't author a lot of legislation. too busy rallying people in your party to vote. he points out the district is -- could ill afford an inexperienced candidate. then you have khanna, a young, dynamic lawyer, former department of commerce official in the obama administration, who argues that silicon valley needs to take advantage of 21st century technology. he claims honda has lost touch with the district. it's more symbolic stuff going on, style, if you will, than

substance. >> well, i know we touched on your crystal ball being broken. if you were to give us any hints, you can give us any on what might determine the outcome? >> you know, the elections are a fe affected by all kinds of things. i think there are a couple of things that come to mind. first, honda is stuck. he is stuck with this ethics charge that has been sitting in the house ethics committee for a year. frankly, i think they are irresponsible not to deal with it. that's become in its own way an important argument for khanna. this is important, turnout always an important factor, always an important factor, will loom large in this election in a strange way. remember, this is a contest between two democrats. where will the republicans go? because khanna is a bit more to the right, it would seem logical that he would receive more republican votes than honda would. if republicans are turned off by the trump presidential candidacy

welcome back. 7:53 the time on your sunday. start off with this shot from ocean beach. you can see that we are looking at some fog right now. and some low clouds along the coastline. that's the same deal across our inland valleys. here is a shot from san jose. you can see the sunshine starting to break through. the clouds are not as thick across the inland valleys as yesterday. we will see clearing sooner. 80 is where we are headed in san jose. at 56 right now. today, the morning clouds will clear early. temperatures tomorrow into the mid 80s. a little warmer tomorrow and tuesday. by the middle part of the week, we will see a gradual decline in the temperatures, actually below average for the inland valleys. back into the 50s for the most part. 59 in palo alto. later this afternoon, santa cruz, 73. san francisco, still hanging out in the 60s. inner bay, mix of 70s for

oakland. 84 for santa rosa. 80 for san jose. mid 80s for the inland valleys. the fog will peel back to the coastline today. this evening it rolls back on in. it's not as thick tomorrow. it probably won't make its way all the way through the entire area of the south bay but over towards the tri-valley and the delta as well. the fog eventually will become a thing of the past once we hit tuesday and wednesday as temperatures soar. then we will see temperatures come down. the fire burning to our south is going to continue to leave the smoke in place across the air. keep in mind, our winds today very calm for places like san jose. even five to ten miles an hour for the rest of the bay area. that's through the day today and for tomorrow. even though the winds will be out of the northwest, since they are calm, a lot of the smoke that rises into the air has a chance of kind of going back and north until we get stronger winds, gustier winds, we will see winds up to 15 miles per

hour monday. that should clear out some of the air in the bay area. we're not seeing any rain in sight. of course, it's the heart of fire season. we still are talking about very warm temperatures, even for today. 83 for danville. look what happens tomorrow, a little closer to 90 and same day for tuesday. it looks like by tuesday, we may hit 90. triple digits across the central valley. here at home, another comfortable day on the way. mid 80s for the inland valleys. 70s around the inner bay and 60s at the coastline. high pressure towards the east the next couple of days. that will allow for low pressure up towards the north to slide down the coastline and it's going to really bring in cooler air and along with the morning fog, we will see temperatures fall below average as we head towards the upcoming week. inland valleys climb to near 90 tuesday. wednesday, thursday, that's when temperatures come down a little bit. then we're right back up close to 90 for our inland valleys
