thank you so much for joining us on this monday. i'm sam brock. >> i'm laura garcia-cannon. there's a warm up on the way. >> yes. it's looking like a hot week. we'll start out with low clouds this morning. some cool temperatures. and then warming up in the next several days. we'll talk about that. let's get a look outside now in the tri-valley it's 55 degrees. 49 in the north bay. nice and cool there. and 59 degrees in the south bay. highs up to 87 in the peninsula. 78 while we'll have upper 80s in the tri-valley and the north bay. and we'll be hitting the 90s before you know it. i'll detail that. it's coming up in a few minutes. mike has a traffic alert for the tri-valley. >> that's right. it's a tree we've been following. we haven't been following the tree. we've been following the saga of the tree. the crash is off 101. i'll make sure it's not affecting any off ramps but we have a tree down here and cars reportedly hit that tree that is

blocking the far right lane. stay in the left two lanes. it's slow in the area. just pass stone ridge is where the reported tree is. it may be causing slowing off west 580. we'll show you the traffic toward the interchange and a live shot shows you a steady flow of traffic. >> all right. with updates on several breaking news stories. first, out of oakland two people are dead and the hunt for a killer is on. >> "today in the bay" joinsing joinsing -- joining us live from the scene. what can you tell us, bob? >> reporter: we know according to oakland police, sam and laura, they haven't taken anyone into custody. this was a last report based on a conversation we had with the sergeant not too long ago. we're on empire road taking place on the 9900 block of empire road. if you're not familiar with the neighborhood, it's a small neighborhood sandwiched between 880, 98, and the san leandro

creek. it's taking place around 1:45 this morning. you'll see in the video there was a car on fire. it's not clear what role or what caused the car to catch fire. we know that two people were dead on the scene. a third person taken to the hospital. again, police are looking for at least one person if not more responsible for what they're calling a double homicide. saying two people were murdered. not clear what lead up to this. again, taking place overnight in this neighborhood. not far from oakland international airport. reporting live in oakland "today in the bay." >> thank you very much. it's been a busy morning in oakland. also, breaking this morning two opd officers are recovering after their cruiser crashed into a another car. it happened early this morning in the area of 14th and foothill boulevard. the other car involved smashd -- smashed entire a nearby

building. none of the injuries are considered to be life threatening. one person hospitalized after a south of market nightclub. one person hospitalized. san francisco police aren't saying what lead up to the incident. crews on the scene report a large police presence at the crime scene at 2nd and mission street. we're on the phone working to get you more information. breaking news impacting travelers across the globe. we take a live look at sshs fo this morning. you see folks checking in now getting their tickets. it's been a slow go for delta passengers. many have been stranded because of a computer glitch that grounded all planes. flights already in the air are operating normally. the airlines tweeting information because even with the website it shut down by i.t. problems. rob stephenson of ann arbor, michigan showed this photo of a handwritten pass.

"today in the bay" kris sanchez will have a live update from sfo in a half hour. make our way to south america and the rio olympics it's now day three of the games. we take a live look at the olympics flame after a historic day for bay area olympians. >> nbc bay area jessica aguirre is with us. it's been a thrilling couple of days for the athletes, jess. >> reporter: it has. and today it was a day started a little over cast and drizzling a little bit. it looks like the weather is about to clear up. nothing like what we saw yesterday with some of the events in rowing had to be cancelled and others in tennis delayed. today it looks like it's going to be a great day for bay area athletes. among those is san jose's marty malloy. she won gold in london in judo in 2012. she wants to come back and take another medal.

now it's going to be a tough competition for her. she's actually up against the same women that she competed against in london. those women winning the gold and the silver. but there's a good chance that malloy is going to medal. if she does, she would be the first u.s. athlete to bring home back-to-back medals if for the u.s. in back-to-back olympics. it was a wonderful day yesterday for san francisco native alex massialas. he brought home the silver yesterday, and that was such a proud moment for him. not only for him but his dad, who is his coach, and father greg massialas. >> obviously i wish i could have gotten a gold but i made my family proud. especially my dad who is my coach. >> very proud of him. he's very sad, of course, but you always have -- you think about it you got a silver medal.

>> reporter: he was sad because it turns out he has never lost to that opponent in all the years of fencing. never once lost to daniel g. he came back as the u.s. men's athlete to bring home a medal in fencing. there's a lot of stuff on deck tonight. we'll have cal's ryan murphy in the tonight. and stanford's katie ledecky i can in the pool tonight. tonight we're going see michael fell. s in the pool for his first individual event. it's going to be a jam-packed day here in rio, for sure. sam and laura. >> no doubt. we'll look towaforward to it. u.s. women's gymnastic team on track to bring home gold. the team didn't disappoint yesterday. everyone on team usa performed

someone shot him at the poplar aqu aquatic park. the friends saw they saw a suspicious man on a hill but they brushed it off. >> calvin got a few steps ahead of his buddy. calvin went around the corner and his buddy heard gunshots. >> police right now are trying to figure out if that man in the hill was involved on the shooting. if it was a random attack. >> very tragic. let's switch gears and get a look at the forecast. >> let's check out rio. we've been watching the olympics. yesterday we saw the showers coming down. it made it dangerous during cycling. there will be a chance of rain in the forecast for them today. keep in mind, this is pacific time. they're four hours ahead of us.

70s in the forecast today. for us warmer. especially toward the inland areas. reaching into the low 90s for fairfield and concord. san francisco at a nice 68 degrees with 70s and 80s for the inner bay. through the next couple of days our temperatures cool down and warm up again. i'll detail all of that coming up in the next microclimate forecast. mike has an alternate for drivers in pleasanton. >> 680. that's where we see the slowing around the bay. very light commute, for the most part. for the tri-valley we know the cars coming in out of the altamont pass. the folks for pleasanton we talk about the trees blocking the slow lane. only the left two lanes are open. it's jamming up traffic. foothill road is an alternate through the area. if you can delay getting on the freeway, you're in a better situation. bay bridge toll plaza no back ups or problems.

potts live in washington, d.c., with the latest from the campaign trail. good morning. >> hey, good morning. >> reporter: the bush family has been pretty quiet when it comes to donald trump, except for jeb bush who got into it with him during the primary. one family member said it's time to bite the bullet. the first bush, jeb's son, is going public to support donald trump. trump goes to the heart of american manufacturing today, droi detroit, to lay out his economic plan. >> our country is losing its opportunities. our country is losing its jobs. our trade deficits are massive around the world. >> reporter: trump expected to focus on taxes, regulation, and trade. hillary clinton's running mate said he'll vote against the tpp. >> we can't have a deal that cannot be enforced.

their protest against the new county courthouse, which is expected to open this week. here is the back story. clerks walked off the job on wednesday. the union believes that money that could have gone to a better deal for clerks instead went to a new building. the county said that state money covers the costs. contract talks are in a stand still. the ftc is cracking down on celebrities who advertise on social media. >> it's not obvious they're getting paid. >> right. that's all that the federal trade commission wants. advertise all you want. just say you're getting paid for it. now, to most people something like this an instagram posting from fashion blogger karla lauren van brockman she's advertising sunscreen.

she's added #ad. but this is not enough. celebrities need to be more straightforward. it's going to crack down. let's check the rest of the news before the bell. landon dowdy is live at cnbc headquarters. good morning. >> good morning. we'll try to start the week off on a positive note. stocks are coming off a higher week thanks to july's better than expected job report. the nasdaq on friday closing at all-time highs. look for import prices and retail sales. the retail earnings such coach, michael kors, and macy's. the dow climbing. the nasdaq up 54. back over to you. >> thank you. and great jobs report she was talking about even greater when you add in the month previous. two months together in the american economy added nearly a half million jobs. you saw donald trump a second saying we're losing our jobs. no, we're not. nearly 11 million jobs have been added in the last eight years.

but not as much as the end of the last week. we had a nice cool down. a look at san jose. mostly clear to start out the morning. here is what to expect at $59 degrees. whatever clouds we have it's clearing out early in time for warmer temperatures this afternoon. for tomorrow we won't have as many clouds as we would have a warm day. highs in the upper 80s inland. and by the middle of the week our temperatures back off slightly becoming a little bit more comfortable with 70s and 80s. as far as right now it's 578 degrees in oakland as well as napa. san jose 59 degrees. as we break it down and go through the daily planner for san francisco it will be in the upper 50s at 8:00 and then 66 degrees at noon. nice clearing and a nice warm afternoon as well with some breezy winds. and speaking of the winds. it's coming in from a different direction. we've seen westerly winds that

made it nice and cool. now the winds shifted from the northwest. for the inland it means not as much cooling and gusty. up to about 10 to 15 miles per hour. expect more of the same tomorrow but we notice a little bit of a shift coming in more on shore at about 15 to 20 miles per hour. looking at all of the microclimates today. a high of 89 can be expected in morgan hill. san mateo 77. 83 in napa. 88 in walnut creek, and upper 80s for spots like liver more. i'll have another look at the forecast coming up. has the focus on the tri-valley. >> we know we'll have a build there first on a monday or any day of the week. we're looking a the slow down and we did confirmation from chp. it's not just a branch but a full fledged tree across the slow lane. no word when they hope to clear the tree. i think landscape crews are out

no one is claiming responsibility. russia's para olympics team is dealing with the own massive doping scandal that may shut the entire team out of the upcoming summer games. they announced across the board ban preventing from all russian para olympians from competing. teams being tied to the doping scandal. about half of russia's olympics team is not being allowed to compete. russia plans to appeal the ban. student athletes call it a crisis in college sports. the mental health of young people competing at an elite level. senior investigative reporter traveled to to talk with dr. brian hanline.

i'm laura garcia-cannon. =sam/4shot= and i'm sam brock. good monday morning to you. thank you for joining us. i'm laura garcia-cannon. >> sam brock. multiple developing stories out of oakland. first, a quick peek of the weather. >> good morning. we will have some few clouds starting to move in as we start out this morning, but very warm day. we're in for that. temperatures heat up this week. a live look outside now all of our microclimate showing it's in the upper 40s in the north bay. 57 in san francisco. cloudy skies and 55 in the tri-valley. highs today reaching into the upper 80s for the north bay, south bay, and the tri-valley.

san francisco will be at 68 and 78 in the know peninsula. we'll talk about this, the ware air heading our way copping up in a few minutes. mike has an alternate for the tri-valley slowing. >> it's to avoid southbound 680. toward the tri-valley and the tree is down blocking that right lane. chp doesn't have an estimated time when they move the tree. we see slowing in the area. sand -- two left lanes get by. out of 10 or 15 minutes added to be safe. the bay bridge toll plaza is slowing as the metering lights have been turned on. breaking news this morning out of oakland. police are at the scene of an overnight shooting that left two people dead, as you see, a nearby car on fire as well.

it happened a little bit before 2:00 a.m. on 98th street. a third person was injured and in the hospital. when officers arrived they saw a car fully engulfed in flames. they're trying to figure out if the car is connected to the shooting. bob redell is on scene talking with police now. we'll have a live update in the half hour. a nightmare at airports across the globe this morning. a system-wide out age continues to cause problems for delta airlines customers. delta has a second large fleet in the world. >> this is a story we've been following since we came on-air at 4:this morning. we are live at sfo with kris sanch sanchez. people are feeling the impact. >> reporter: what a way to wake up this morning. a lot of these folks have been here since 4:00 this morning. the like is moving but very slowly. you can see the line snaking all the way around. and the ticket agents are busy. they're issuing tickets at this point. if you look at the board, the

departures board it looks lying everything is back to normal. that's part of the problem. the computer glitch is affecting the information that is going to the computer systems. so it looks like it's okay but everything is not back to normal just yet. delta is updating passengers and us via social media because the i.t. problem is even impacting their websites. also, their phone lines. here at sfo hundreds of travelers are in line. some of them have been in line since 4:00 this morning. a few of them since last night. some of them didn't know about the delta computer glitch until they got here. delta is advising travelers to call ahead before coming to the airport. one travellers tells us it's not working either. some of the folks we talked with did check their bags. they have printed boarding passes, they're hoping for the best. >> if they can't communicate we can't call into the system at all. we can't call into the line. there's nothing we can do. >> very surprised.

people camped out on the floors everywhere. >> here is one of the more interesting things we've seen so far this morning. one passenger rob stephenson of ann arbor, michigan showed the photo of a handwritten boarding pass he got in london. we should mention the flights already in the air are traveling normally. passengers have rights here. folks who are unreasonably delayed here or flights cancelled outright are entitled to get a refund from the airline. this is not an act of god. it's a computer glitch on behalf of the airline. so you do have rights. you are entitled to some competition. find information about that on our website nbc bay.com. we'll be sticking around with some of the folks waiting in line here and who will be here for some time. they're going through airport security. they have boarding passes. they're hoping for the best. but as far as we can tell, the system is not a go.

usa has been showing the mite across olympics park. >> team usa making waves at the pool. katie ledecky shattered her world record winning gold in the 400 free. nathan adrian the cocaptain of the men's swim secured the gold in the men's 4 x 100. a spot michael phelps is used to is the top adding another gold. uc berkeley grad dana wouldn't bronze in the 100 meter butterfly as part of her come back after having a baby. >> i'm so happy with it. time wise maybe not so much. to get -- to be in that field to be racing sara. to be at the olympics again. it's amazing. and all i wanted to get a medal. i'm extremely happy. >> it's her second medal in rio.

she won the silver in the women's 4 x 100 freestyle meter relay. the u.s. women lead every event in the gymnastic qualifications for the first time in history. the american women looked almost unstoppable nearly sweeping the qualifying efblts as a team with simone biles and ally reisman securing the spot in the individual all around competition. >> i think we're ready to go out for the finals already. >> reporter: they were just awesome. i mean, they are ahead of the chinese team by ten points. unbelievable. the ladies will have a chance to show off their skills again tomorrow on tuesday. now, tonight it's men's gymnastics. they'll have their chance. right now the u.s. men's team is in second place. also, tonight back in the pool lots of action ryan murphy will be swimming. former cal student missy franklin will make her first appearance. katie ledecky will be back in the pool today. we'll see michael phelps in his first individual event.

so that's going to be good. we can't also forget that our own san jose state marty malloy, who got bronze in 2012 will be back on the mat today in judo. she's trying to medal again. if she does, she'll be the first u.s. athlete to bring home back to back medals in judo in history! >> so many bay area athletes making us proud. thank you for covering the action. jessica will be with us from start to forbe from the olympics. we'll be hearing from her in the next half hour. here is a look at the big events tonight during the prime time olympics coverage. we have the men's gymnastic team final, as jessica mentioned. the women's beach volleyball with april jennings and april ross. and t all of this action starts at 8:00 tonight right here on nbc bay area.

we're learning new details about the case of 19 people sickened at the birthday celebration in san francisco. a queen say area took a frightening turn on saturday night. after the people at the party ate candy similar to gummy bears. three children remain in intensive care. a security guard called 9-1-1 as soon as he noticed people becoming violently ill. >> the gentleman was holding his chest. the young lady gasping for air. >> san francisco's public health department is interviewing those who were rushed to the hospital and doing tests on the food and candy served while police say there's nothing to indicate that someone purposely tainted the food, that the point they're not ruling anything out. richmond's chief of police does not expect criminal charges to be filed against the officers in his department. now tied to the sex scandal engulfing several east bay agencies. five richmond police officers are being tied to this ongoing

criminal investigation involving a woman who says she had sex with many law enforcement officers including some when she was under age. in a letter to richmond leading, the interim police chief does not believe his officers broke any laws. he does say say that violated department policies. let's get a look at the forecast for today. a little bit beyond as well. >> yes, it welcome nice and warm this afternoon. nice and cool to start out the morning. mostly clear skies for many inland areas. cloud and fog along the coastline. it's 59 now in concord. 450i in palo aloe -- alto. highs in the north bay reaching up to 89 degrees. upper 80s for the tri-valley. 89 for san jose an palo alto. the warm up is coming up in the next couple of days.

shock and sadness for friends and family on the peninsula after a young bay area athlete is killed at a popular tourist destination. >> "today in the bay" is joining us live in san francisco with details on what lead up to his death. what have you learned so far, pete? >> reporter: you know, the family friend of 20-year-old calvin riley believes it was a random act of violence and riley was playing pokemon go near aquatic park where he was shot and killed. he graduated in san mateo and was in college in stockton.

mainly some clouds. as we've seen our marine layer getting a little bit thinner and not producing the mist and drizzle we had from the past week. temperatures in the upper 50s. 58 in napa and oakland. it's 55 if palo alto. morgan hill a cool 49 degrees. the day planner in san jose mostly clear to start. 60 degrees by 8:00. at noontime we're at 74 degrees. seeing the temperatures warming up into the low 80s. 69 with clear skies later this evening. our winds have shifted direction. we have once again the morning clouds not as many. it's not as deep as last week. our inland areas will be warming up quite a bit. winds coming in more from the northwest about 15 to 20 miles per hour. we won't have the strong on shore flow until about wednesday. we will see a little bit of a dip in thoses. meantime today we're up to 86 degrees in los gatos.

90 at fairfield. walnut creek 88 degrees. upper 80s for the tri-valley today. heat is building across the southwest but once again on wednesday we catch a little bit of break as cool air moves in. we'll have less marine air by friday until the weekend. that means temperatures will be warming up. this is the way it looks for san francisco. upper 60s for most of the week. lower 60s on wednesday and thursday. and 70s for the weekend. we'll start out in the upper 80s today for the inland valleys. up to 90 tomorrow. once again we'll dip back a couple of degrees on wednesday. this weekend is looking hot with the 90s in the tri-valley. i'll have another look at the forecast coming up. mike has a new crash in san hoe. >> as the traffic volume picks up. we have one here mostly green around the bay but we'll point out northbound 87 and the alameda expressway onramp. we have the crash.

we're learning new details about a deadly sky diving accident over the weekend. an 18-year-old died while tandem jumping with an instructor who also died. authorities say the teenager was from another country and jumping

for the first time. they say family members on the ground watched in horror as the parachutes failed to deploy and the pair plummeted into a vineyard. the instructor was very experienced with about 700 previous jumps. authorities have suspended their search for a man who vanished while backpacking. he disappeared southeast of portland on july 27th. he was a student at lewis and clark college in portland. almost 350 people have been searching for him covering hundreds of miles of snowy areas and rugged terrain. but found no signs of him. authorities say at this point they have exhausted all leads. an investigative unit exclusive. on the streets criminals consider stole guns more valuable than gold. in an unprecedented statewide
