police chase under way right now through several bay area cities. we're just getting our first video in of the slow speed pursuit. the search is on for a serial south bay shooter that is striking in the cover of darkness. we'll bring you a live report. and a live look at rio where heavy rain this morning may dampen the spirits of bay area athletes on their quest for olympic gold. "today in the bay" starts right now. a skvery good wednesday morning. i'm laura garcia-cannon. >> i'm sam brock. we get right to breaking news this morning. laura mentioned it, let's go straight to mike inouye watching this slow speed pursuit. >> right behind me. this is video one of our photographers got. there's the black car. it's on 880.

this video starts around 880 by the coliseum. the person is waving something outside the car. it looks like a golf club. we don't know what it is. we don't know what's going on. the person slow he driving north closer toward fifth getting off the embarcadero off-ramp. they got off on the city streets. got back on to southbound 880 just a few minutes ago and the pursuit continued south of there. i'll tell you what's going on as it hits city streets. embarcadero area off of fifth is the last place i heard they were on the roadway. started about 2:45 on the peninsula on men ro park. up, across 92 and up 880 past the coliseum. as you see it slowing down southbound 880 there was a traffic holding 1500 feet behind that car to keep that buffer that chp had been pursuing them through city streets. back on the freeway. the latest it was in embarcadero near fifth on the western side of 880. 880 has reopened. i'll get the latest update from

chp. we're following this pursuit throughout city streets. chp is handling this situation. we'll get you the latest update on this. meanwhile, kari, you have the weather. >> it will be a touch cooler than it was yesterday. this will be our only break as our temperatures will be going up over the next few days and as we head into the weekend. right now it's 57 degrees in the tri-valley and 53 degrees in the north bay. we start out with 50s but then see those temperatures spread out into the upper 60s for san francisco. but lower 80s for the north bay/south bay, and tri-valley 87 degrees. i'll have a look at the complete microclimate forecast coming up. we will look forward to that. here we go. day five of the rio olympics as we take a live look at the olympic torch this morning. >> very early in the summer games but so far team usa has not just been cleaning up, turning in historic performances. >> the americans continue to collect medals and that trend is expected to continue today.

coming up in the next half hour. big story recovering and car shooting. >> a developing story in the south bay, laura. more scary moments in the south bay neighborhood. as you see on your map off of blossom hill road as a serial shooter is striking again. now a total of ten unoccupied vehicles have been hit on or near blossom hill road. near monterrey road. all that in the last three months. >> some people have been hit as well. it's a busy thor refair there. we know it well. kris sanchez is live there within an update. quite frightening for people, kris. >> reporter: it's really frightening. in the, it's a little bit confusing. you mentioned these were unoccupied vehicles. ok actually they were occupied, people were driving along the blossom hill corridor and were perhaps out of the area before they knew what hit them because it's happening in the darkness of night. this is the. tenth shooting. police have discovered. they have been trying to gather clue, track down potential

sniper. as they're gathering clues they've also realized that there were more cases than initially thought. the latest one happening just on thursday. there have been ten shootings in total since may 4th. again, the most recent just happened on friday, i should say, all but two of them have happened between 12:00 and 1:00 in the morning. now, the shooter is firing a single shot at moving cars. no one's been shot but two people have been injured by flying glass or metal. police in the area and people hope that they track the shooter down soon. >> that's a coward. that's a coward out there doing something they ain't supposed to be doing. whoever he is, he's going to get caught. >> avoid the situation. >> reporter: now, if you want to avoid the situation as that person does, the area that we're talking about is blossom hill

road between monterrey and poughkeepsie. again, it is a high-traveled area. there are three lanes in each direction. so a lot of folks make their way through here. by the way, police have been canvassing the area. they've been going into neighborhoods trying to find more information about who this person may be. that's how they discovered there were more cases. one of which is being handled by the chp. not revealing what kind of weapon they're talking about. so that is a bit of a mystery. perhaps a clue that might lead them to that shooter. in san jose, kris sanchez, "today in the bay." >> awfully dangerous. kris, thank you. we're expecting reaction later this morning from san bruno city leaders to pg&e being found guilty of criminal charges tied to the 2010 pipeline explosion. jurors found them guilty of six criminal charges that included obstruction of justice during the san bruno investigation. other counts were tied to pipeline safety violations. critics are angry, infuriated

because pg&e is only paying, at most, a $3 million fine. >> we hope the judge sends pg&e a message that it's not okay to risk people's lives by having inadequate records, manipulating the data, and misleading federal investigations. >> during jury deliberations prosecutors drastically reduced penalties from a possible $500 million. pg&e did pay a separate $1.5 billion fine issued by california regulators. that was a record. but no employees ever faced criminal charges. 4:37. coming up, we're going to get a look at the forecast. >> it will be a slightly cooler day as the winds kick up this afternoon. right now it's in the 50s. and we are having a cool start. we'll talk about how hot it gets coming up in the microclimate forecast. and although the nimitz at the coliseum shows a good flow of traffic you see the headlight, they were head up behind a rolling traffic break

exclusive. new concerns this morning that california's record drought is taking its toll on the poor and disadvantaged. >> nowhere is that issue more at crisis point than east palo alto. our senior investigator reporter steven stock joins us to explain. >> good morning. you know this new report by the pacific institute backs up what we discovered during our investigation, that when it comes to water here and who gets it, all is not equal in the bay area. east palo alto is now using 100% of its water alolment from the san francisco public you theities commission. that means that east palo alto has to put a freeze on all future development even though the city right now needs more jobs, more opportunity, and more industry in order to grow its economic base. right now east palo alto gets about 7 1/2 times less water than palo alto. nearby six times less than mountain view and about half as much as santa clara and stanford university.

quarter to 5:00 on your wednesday morning and kari says you have someone day this week for a break. one day. >> is that today? >> that is today. it will be a little bit cooler inland. after that our temperatures start to heat up again. so we're talking some 90s as we head into the weekend. looks like it does stick around for quite a while. here's a live look outside now from emeryville. looking at the bay bridge you can see we have low clouds to start out this morning. and here's what to expect, 57 degrees there heading up to 67 degrees. and we will have a windy and cool start with some cloudy skies. but it becomes mostly sunny, breezy. and comfortable. and then for the rest of the week. we talk about that warming trend, especially for the inland spots. this weekend the coast stays cool while the valleys will sizzle with the highs reaching

into the mid 90s. as you head out the door now in napa, it is 58 degrees. 59 in oakland. not a bad start and this is what we are used to. and as we go into the rest of the day, it will be fairly nice with a strong breeze coming in onshore. in concord today, 87 degrees. 87 if fairfield as well as livermore and oakland today reaching 71 degrees with some lower 80s for the north bay. so the hot air stays just to the east of us. and some cool airdrops in to the pacific northwest. once again, it causes our winds to pick up. that cooling returns. but unfortunately it doesn't last long. heading into the weekend there will be less marine air as this high pressure moves in. and the valleys will once again be one of the hot spots. you won't notice much of a difference in san francisco and along the coastline. it stays in the 60s there. and for the inland areas, we go from the mid 80s today to the upper 80s tomorrow. and then the mid 90s for the weekend. and it looks like the that continues as we go into early

next week. now with an update on what's happening with that pursuit, let's head back to mike. >> this is the video over here, started out 880 at hegenberger by the coliseum and downtown oakland. this person waving something outside the vehicle. looks like a golf club. i don't know. this is not the issue wherever they're going. from time to time pulling that back in the car. fifth and embarcadero. northbound 880. let's look at your map. all the activity is in oakland but it started out on the peninsula just about 2:45 this morning. came across the san mateo bridge. chp has tried spike strips a couple of times but have not succeeded in stopping the car although pieces are reportedly coming off of that car at various points. 23rd and 980 over the last 20 minutes. the latest is they are following the car across 980 and i guess over toward 580 and 24. this could be moving around

through this entire area very slow traffic. rolling brake, i guess, by chp is what you call it as they travel behind p car. 1500 foot break between the activity and the rest of the traffic. wherever you're going they're having to slow down. following this as it continues on the freeway and city streets throughout oakland. be prepared for slowing but so far no full stop for the traffic and no word on why this pursuit started in the first place. >> it's been an interesting one to watch across the bay area. 4:48. the zika outbreak in florida doesn't appear to have an impact on disney's theme parks in orlando. >> for that before the bell we turn to landon dowdy live from cnbc's world headquarters. landon, good morning. >> reporter: hi there. good morning to you. the markets will build on tuesday's gains after a higher trading day on wall street. the nasdaq and s&p 500 were still able to lock in milestones by setting new intraday highs. look to da to today on job openings and labor turnover

survey which gives information on jobs report like how many people are quitting their jobs. earnings from michael kors and ralph loren. three points to 18532. nasdaq up 12. consumer review yelp raising revenue forecast after better than expected profit. investments in sales and marketing led to more businesses and consumers signing up for services. shares of yelp gaining 8% and hit a 52-week high earlier in the day. and disney ceo bob iger saying the zika outbreak in florida has not had an impact on the park. the comments coming after the company's quarterly results beat wall street estimates yesterday for this department of health identified four more people who likely contracted zika through mosquito in the state. sam and laura, back over to you. >> still a health care coast to coast. thank you, landon. scary story. missouri man crediting his

self-driving car for saving his life. joshua neely has owned his tesla model x for a week but already become hooked on the car's self driving feature. suddenly became critical when neely felt a sudden chest pain driving on a highway near his home in branson. joshua's condition was so severe he couldn't drive. what he didn't know is that he had suffered a blockage of an artery in his lungs. >> it was kind of getting scary. i called my wife and just said, something's wrong. you know, and i couldn't breathe. i was gasping. going to hyper ventilate. >> neely says the tesla's autopilot feature kept his car steady and on the road getting him close enough to a hospital where he drive the final few blocks. he believes the self driving technology is going to save more lives. some are calling this the counter balance to a recent story out of florida where it's believe that self driving technology may have failed when a tesla crashed into a big rig killing the car's driver. 4:50. palo alto leaders are calling it

a miracle no one was hurt when a large piece of concrete fell 30 feet off a building on to busy university avenue. happened over the weekend when a decorative cornice fell off. years of water seepage may have been the culprit. engineers are keeping a close eye on the structure which first opened in 1906. >> the building owner is working with a team to make sure that they are re-enforcing any of the concrete so that we don't have this situation like this in the future. >> beautiful old building. engineers indicate the building is still structurally sound even though you can see cracks in other areas of the facade. they believe the piece that fell was in far worse conditions than other cornices on that very same building. the battle now between small town on one hand and big development on the other continues to take center stage in los gatos with the plan north 40 project. last night the council held another debate. the developers want to build on 44 acres between highway 17 and los gatos boulevard just south

of highway 85. the plan calls for tearing out an orchard and building 320 homes and 66,000 square feet of retail space. many are concerned about the traffic that would come along with that. others fret the big box stores are going to hurt small business owners. >> i think we're going to be gridlocked. i think we're going to become like los angeles. >> we can't afford to have the loss of even three or 400 people, say, in a weekes time to our downtown. it's significant to them. they are doing all they can to hold on. >> business owners near the north 40 support the development because it's likely going to increase foot traffic on the whole in that area. in a letter sent to the town manager attorneys for the developer claim that reducing the approved number of housing units would be a legal violation and they threaten to sue if those plans are now overturned. 4:52. community is banding together to save an award winning restaurant. why the builder owner says

burglary of a electronics store in fisherman's wharf. they used the van and long pole to take out the front of the digital center. the thieves then entered the store, grabbed electronics around took off. damage left behind there. so far, no arrests have been made. a popular east bay restaurant known for award winning food may soon have to close its door the owner has been slapped with a 30-day eviction notice for 20 years the marina bay eatery has served fine food to customers and too people in need. now the owner claims the restaurant's plumbing has not been properly maintained so a notice was served. >> there's a men's rest room and the toilet has been leaking for years. you see the picture of dry rot there. there's human wastes underneath the restaurant. >> the owner says that it recently passed a health inspection. the community including the city's mayor is vowing to fight that eviction.

news-- a fluid situation underway in the east bay as a man a busy morning. a breaking news and a very fluid situation that we're closely watching in the east bay as a man continues to lead police on an hour's long slow speed chase causing traffic problems for many. now we're getting world of a crash. we have live coverage. and striking gold. team usa racking up the hardware as we enter day five of the summer games. we're live in rio with what you expect for today. vehicle right art fifth. it's gotten back on and off the freeway. the latest is over in the oakland hills. let's show you the map. also talking about a crash. there was a car that was hit by that vehicle being pursued around fifth. no major injuries. and pursuit continues so it came across the peninsula, originating in menlo park at 2:45. making its way up up and down 880 and 24 and highway 13. may be another fender bender over there as well. hitting on the city streets in oakland and oakland hills. track that and getting the latest update. chp continues this pursuit. that is the big issue. the rest of traffic moves smoothly. very clear at the bay bridge. kari, how do those skies look today? >> the skies look good as of now. we have some clouds along the coastline and some clear skies for the inland areas. temperaturewise it's been in the 50s and it will warm up as we go into the day but not as warm as we've seen recently. it's 51 degrees now in the north bay. 57 degrees in san fis
