the agreement. >> and anything but quiet down in rio. a live look at rio de janeiro this morning. we're in store for yet another day of high drama and jam-packed competition as the olympics enters the second week. we'll go there live when "today in the bay" continues now. a very good monday morning to you. thank you so much for joining us. i'm laura garcia-cannon. >> i'm sam brock. we start with a look at your traffic patterns. mike said a typical monday. >> good morning. it's typical monday but things will change over the next few weeks as schools come back online. and the few weeks we're looking toward the bay. a pretty typical build. we have more slowing here for 84 coming off 580 toward isabel. and 680 south from 580 and then things are clearing up. the rest of the bay typical as

well. the approach no problems toward the bay bridge plaza. we take a look at the toll plaza and live camera from emoriville shows you the back up because the meetering lights. we have a more serious and more recent development. >> look at this. this is a clayton fire. it's an update to breaking news we've been tracking all morning. we'll continue to track for some time. in is the clayton fire completely burning out of control to the north in lake county. here is the latest numbers we received overnight. at least 10 homes and businesses are completely destroyed. more than 3,000 acres have burned. and that number is actually expected to jump drastically. some 6,000 people have been evacuated so far. those numbers could go up as well. and actually strike teams from the bay area are there on the front lines. we have multiple reports this morning. kari hall joins us in one minute with how the winds can impact

this fire. let's begin with pete. live here in the near the fire lines. how is it looking now? >> reporter: we're here on main street. you see several businesses in the lower lake area. you can see the aftermath. you have flames burning. you got a number of cars burnt out as a result of the fire. we're waiting to confirm what type of business we're talking about. off there in the distance that's the habitat for humanity building, which has been burned down as a result of this fire. now the fire originally began on saturday off highway 29 near clayton creek. late yesterday afternoon the strong winds combined with high temperatures lead to big time spot fires. i showed you in lower lake near main street a post office, winery, and several businesses burned down. lake county was recovering from the valley fire which burned more than 76,000 acres. here is cal fire explaining the

challenges firefighters face just yesterday while trying to contain the blaze. >> it was burning in all different directions. it literally like it had multiple heads. we were putting resources all over lower lake and clear lake. >> reporter: more than a fire personnel battling the clayton fire, as we speak. including several local strike teams, as you mentioned. and about 15 minutes more updates from cal fire. we'll bring the details as they come in. live in lower lake. >> thank you. that's main street. right through the center of town that happened. thank you. >> tough fight there. let's check in with kari hall for more on the weather conditions rousurrounding the f today. there it's going to be a tough day. we look at the all levels of the atmosphere. as we go a little bit lower in the atmosphere the winds blowing in from the east. here is clear lake. it's to the south of there where wild fire is now currently. and our high temperature todayed

to top out at 97 degree. winds blowing in from the west and the humidity during the hottest time of the day will drop down to 14%. so very hot, dry, as well as variable wind. which could make it a tough fire for those wild fires to get an upper hand on. we'll talk about that and i'll have a look at the complete microclimate forecast coming up a little bit later. laura and sam. >> thank you. both kari and pete will updates throughout the morning as the situation develops. we're sending more news teams up there now. we'll get updates by the minute across our digital platforms. new this morning u more violence on the streets of hayward. police say a man was stabbed to death about 7:00 last night. police investigating a homicide that happened on cottonwood avenue. when they arrived they found a man stuffering from apparent stab wounds. he was later pronounced dead. witnesses tell police the victim had a run in with two other men

earlier from the night. the suspects were seen getting away in a white vehicle. a developing story we're watching closely in wisconsin. a state of emergency is in effect for the city of milwaukee. coming after a violent weekend following the fatal police shooting of a man who had a gun in his hand and trying to flee from a traffic stop. the sherman park area of town exploded in anger, fire, and looting on saturday after a black police officer fatally shot a 23-year-old black manned. the confrontation was caught on a police body camera. the yesterday o the video is yet to be released. the sheriff calls it a silent video. there's a demand to release the video to verify what police is saying is accurate. >> every moment it's not released milwaukee is teetering

and tottering between does it explode or continue to wait until the next police shooting? >> as milwaukee tries to restore order on the streets, officials are tallying up the damage. they say a gas station, auto supply store, and bank were burned. many businesses were looted. you saw a police cruiser with a shattered windshield. seven police cruisers were destroyed. menlo park police are trying to track down two men who targeted a trader joe's saturday night. after the store closed two men with guns came in and forced employees to lie face down while demanding money. it happen at the trader joe's on menlo avenue. the two were described as polynesian, wearing hooded sweat shirts, sweat pants, and white face masks. after plenty of tension and picketing, back on the job. in about two hours santa clara court clerks are heading back to work after two weeks of strikes. kris sanchez is live in san jose.

while the strike is over, the courthouses are feeling the impact. >> reporter: right. it's going to be a nice, quiet morning outside in front of the hall of justice. inside i would imagine a flurry of activity as chloric clerks log of eight days. they finally came to an agreement their union and with the court administration. they'll be back on the job at 8:00 this morning. the 300 or so workers on the picket line for the last eight workdays. they spent sunday morning and afternoon in an auditorium at the sheriff's department voting on the agreement their union reached with the court administration. though the court is facing a $5 million deficit, it agreed to give them a raise this year and next and a shorter contract so those clerks can renegotiate in 18 months instead two of years. what the union did not get is the back pay for the eight days the workers were on strike.

the union will try to help them through a go fund me account at $44,000. the union president sent me a statement saying, quote, "our members spoke loud and clear that the contract will begin to help them to afford to live and work in the most expensive area in the country. with ratification of the contract, the reconciliation process with the court administration must begin. we're committed to doing our part to make it occur." the court's statement is, the court is eager to move forward together and welcomes the returning of employees tomorrow and the resuming of our regular operations" that sent to mercury news. there's an eight day backlog. if you have traffic court or a traffic ticket you're dealing with, it's going to take time to get it taken care of. all court business except for essential business has been on hold for the last eight days. so the line out here they may not beholding picket signs but i expect the line will be just as

long as during the strike. kris sanchez. >> thank you so much. >> let's jump back to our coverage from rio as the olympics games enter their second week of competition. as you can see, usa is dominating. leading the overall medal count with 69 totals. that number is only expected to grow. >> our own jessica aguirre has been working hard in rio tracking the local olympians and usain bolt on the track. she joins us live from rio. plane of fun but dangerous moments for a well-known olympics swimmer. >> reporter: yeah. that is right. going into these games rio's mayor said these were going to be the safest olympics games in history. certainly it was not the case for some members of cal's swimming team including ryan lochte. ryan lochte and three other swimmers were out after a night of partying a the france house and heading back to the athlete's village in the taxi when they were stopped by what they thought was police

officers. it turned out they were bandits. armed bandits who had the men get on the ground, except for lochte. lochte who refused. >> i was like we didn't do anything wrong. so i'm not getting down on the ground. and this guy pulled out his gun and he cocked it, put it to my forehead and said get down. i put my hands up like whatever. took our money, he took my wallet. >> so all four men were robbed, but no one hurt, which is such a good thing. can manage how the specter of these games would have changed if lochte and any of those cal swimmers had been hurt. you can see more of lock's interview coming up on the "today" show. let's go inside and talk about gymnastics. she did it again! simone biles yesterday winning her third gold medal on the vault taking it for the first time for the u.s. women. now today simone biles will be on the balance beam.

international airport in new york city. last night, panicked traveler a serious scare at jfk international airport in new york city last night panicked travelers ran through the airport after reports of gunshot in one of the terminals there. police evacuated parts of the airport but eventually gave the all clear saying there was no threat. some flights were cancelled. time to fly into the digital world. the faa will announce the switch to digital radio communication. comptrollers and pilots communicate verbally using analog radios which is labor intensive and time consumers. with a push of a button controllers will be able to send routine instructions to the flight deck.

another start to the day. similar to what you've seen for the past several days. 55 now. mist and drizzle for another hour or two. upper 50s and we'll see the temperaturesing out anywhere from 67 degrees in san francisco up to 102 today in fairfield. and livermore today a high of degrees. air quality will also be moderate coming down from the good weather conditions and the good ozone levels we have recently. but as that heat continues to build, we're not going to have some good air quality over the next few days. from the north bay, east, as well as the south bay. but it is good still in the peninsula. so that's something we'll be watching as that heat continues to build. high pressure to the west of us. and fighting back that on shore flow. we won't have much of a marine layer. that will once again keep us from having our natural air-conditioning as the temperatures get hotter each day this week. and the hottest day of the week

will be on wednesday. even in san francisco. it will be up to 67 degrees for today. 74 degrees on wednesday. and low 70s for the weekend. as the valleys will be up to 99 on wednesday. you see a dropping about 10 degrees in time for saturday. so we'll be looking just a little bit better. heading over to mike now. picking out a couple of new slow spots. >> that's right. i'm watching for new patterns. the public schools are starting to come online. so we'll see how it shapes up. every school year we've been seeing more traffic and slightly different pattern. over here a pretty smooth drive in the south bay no surprise. same thing for the peninsula. in the tri-valley southbound slow for 680. the crash northbound for now. and may be another crash around simone boulevard. over here 880 slows from about 238 to a street and right around industrial. nothing big but more volume

80-million dollar upgrade. it's all about modernizing its trains. ==take vo== the transit agency is signing of. cal tran is celebrating an $80 million update. the transit agency signed a contract today with two firms that will deliver high performance electrics. the san francisco board of supervisors recently approved $80 million toward the electrification project. 29 of cal train's diesel locomotives will be switched out to electric. it's expected to reduce train-related emissions by some 90%. it's 6:24. nbc bay area responds to a

newlywed couple. >> our consumer investigator joins us to explain how the team helped out. >> diane and ricardo bought a refrigerator two years ago as a wedding gift to each other. they bought an extended warranty. they were glad they were. technicians tried to fix a noisy fan motor five different times. she said she repeatedly requested a replacement fridge, but home depot said no. diane reached out to us. the fine print in the service protection plan is pretty clear. it outlines a no-lemon policy. after four attempts to fix a recuring issue in an aplins, home depot said, quote, "we will replace it." when we contacted the store, they swiftly refunded diane $2800 for the cost of the refrigerator and gave her a $100 gift card. depot apologized but didn't explain why her claim was initially denied. a spokesman said our extended

>> we have a major -- san francisco, i think, started today. san jose is starting soon. they're popping up. we'll see a shift to the traffic flow. right now we're okay. zoom in toward the tri-valley. there's slowing off walnut creek. southbound 680 and the bay bridge toll plaza has the back up. we'll move toward slowing. both directions. no crashes just that construction and slowing as well as the crash there. not a second crash. it was one northbound for 680 but southbound past the scene is where we have the slowing. the whole area was hot over the weekend. we have a consider for weather because we have fires developing. the temperature a big concern. >> it will be hot we go into the north bay. later on this afternoon. looking at a breezy westerlily wind at 10,000 feet above the atmosphere. we're getting a look at where

the perspective of where the wild fire is. north of santa rosa. there's clear lake and it's just to the south of clear lake. our winds today coming in about 10 to 15 miles per hour. as we take you down in the atmosphere at 5,000 feet, winds blowing in from the east and surface winds are also going to be a light and variable turning more northwesterly into the evening. humidity is high at this point. it will be dropping down to about 14% during the hottest time of the day when those high temperatures reach into the upper 90s. we'll continue to track this and get an idea of what those conditions will be like for the wild fires. for more let's head over to sam. >> yeah. to continue the conversation we're closely watching the wild fire that kari was talking about. breaking news we've been covering all weekend long. so the-called clayton fire is occurring in an area in lake county that has been ravaged by two instructive fires last year. we have the rocky fire here east of clear lake as well as the

deadly valley fire. we continue to check in with fire crews. at least ten homes and businesses destroyed. 3,000 acres burned. but firefighters say that right now is a very conservative estimate as the flames are only 5% contained. "today in the bay" is live near the fromnt lines. thousands of people live in the pathway of the flames and where you're standing is downtown lower lake. >> reporter: that's right. right there on main street. we're getting more daylight. we're next to an auto repair shot. you see the burnt out cars and off in the distance you see fire crews there. that was a habitat for humanity building. as a result of the clayton fire has burned down. i did get an update about cal fire. we know the clayton fire, again, on saturday off highway 29 near clayton creek and late yesterday afternoon the strong winds, high

temperatures lead to spot fires in the area. here in lower lake on main street we had a post office, a winery, and several businesses that were burned down as a result of that fire. and as is the case with a lot of wild fires, the weather can make things unpredictable. i spoke with cal fire about the specific issue. >> we don't have control of is our biggest nemesis and that's the weather. that's exactly what happened yesterday. i'm waiting to get a weather report about could it reoccur again today. the fire, obviously, is still an active fire. it's nothing like we saw yesterday afternoon. >> no updates at this time. cal fire expects the numbers to change as they get new information hopefully later this morning. >> thank you so much. and several strike teams from the bay area have been deployed to help fight the clayton fire. including san francisco firefighters. when the call came for help, the

heard from police at police headquarters. you're getting new information. >> reporter: we do. good morning to you, sam. a police officer indicated to us they have not charged or connected anyone with the serial shootings that have been taking place the last few months. they're asking for the publics' help inning to find a suspect. now yesterday morning pd did arrest a man after a high-speed chase. it happened around 2:30 in the morning. they tried to pull the man over on blossom hill. he wouldn't stop. police were finally able to stop him on bass come. he faces a charge of evading arrest. investigators interviewed him whether he was the same person shooting at cars in the south bay specifically on or near monterrey. it's not clear whether or not police have ruled him in or out. since may a ten vehicles have been shot at. two have been hurt by shrapnel

scranton, pennsylvania later today. biden is expected to say that clinton is the candidate focussed on jobs and education. they're in scranton today which is typically a democratic stronghold. it's in pennsylvania which is a big battle ground state. >> tracie potts live from washington. thank you. a south bay firefighter injured on the job is now out of the hospital and recovering this morning. he was hurt battling this fire in the bay area neighborhood of san jose saturday night. the fire burned two homes, but everyone else made it out safely. a developing story now in the deep south where thousands of people were rescued over the weekend. president obama has declared a major state of emergency in louisiana as historic rain and heavy flooding have paralyzed that state. four people died in more than 10,000 are in shelters as of this morning. state police helicopters are sweeping through the region now bringing food and water to drivers who have been stuck for more than a dayed in of their

cars. parts of that state have been blasted by up to 25 inches of rain since friday. >> even dogs on the roofs of cars. everyone heading to higher ground. it's been tough to see that. 6:40 now. we want to check forecast with kari. coming off a warm weekend inland. >> it will be hot and dry throughout the day. a wide range in temperatures. right now it's 57 degrees in the tri-valley and 60 in the south. san francisco will be up to 67 degrees. you the low clouds and the fog, at least to start out the day. that will be clearing out as we go into the afternoon. we'll be up to 95 degrees in the tri-valley. while the peninsula has a pleasant 77 degrees and 98 in the south bay. more hot weather this week. i'll talk about that coming up in less than ten minutes. mike is taking us to san francisco. >> right. a new crash heading toward the bay bridge heading out of the city. into the city nice smooth flow.

s&p 500 and the nasdaq at new records this morning. a story meat way to facebook over the weekend. a silicon valley executive made a post describing an incident where he was pulled over in his rental car by the arizona state trooper. the family was on the way to the grand canyon. ken wahlton said wasn't speeding. he snapped the picture. according to wallton the highway patrolman threatened to shoot him telling the family he would blow two holes in him. one super showed up and calmed things down and it was a misunderstooding. the car rental company earlier reported one of the car's plates had been stolen. the trooper apparently misunderstood the report. wallton said, quote, the only run reason i think i was alive

because i'm a scrawny 48-year-old white man wearing a mickey house t-shirt and cargo shorts. not a person of color." we have contacted the arizona highway patrol over the weekend. we have not heard back. this has gone viral on facebook. we should point out wallton is known around silicon valley for a book in which he recounts his own criminal case involving art fraud many years ago. we will continue to track the case. obviously it's important to get the highway patrol's account. what was -- he was released and he and his daughter continued on to the grand canyon. >> interesting, thank you very much. right now back to our coverage of the olympics games from rio. the sure to be another day of fierce kpe for several bay area olympians. jessica aguirre has been tracking the action nonstop for the last week. jess, we've witnessed plenty of historic performances with many more likely to come.

an update to breaking news we've been following all morning and throughout the weekend. a wild fire ripping through communities north of the bay area. >> today in the bay is live in lake county near the front lines. we're getting word that hundreds of structures have been destroyed. >> reporter: yes, corral fire sending the tweet out. we've been on main street in the downtown area. you see the damage as a result of the fire. that's the habitat for humanity building that was destroyed as a result of that fire that started on saturday near clayton creek. you had the strong winds combined with the high temperatures leading to big-time spot fiers. here in lower lake taking a look at the damage. there was a post office, a winery, and the habitat for humanity building burned down. to name a few. the weather can make things unpredictable as far as where the fire can jump to next.
