now. a very good thursday morning to you. thanks for joining us. i am laura garcia-cannon. >> i'm sam brock. how about the future of the next few hours for you as you wake up on this thursday morning. anthony is in today for kari. >> it's looking good. we're going to cool off so that's a nice treat for us, especially in the dead of summer when we're used to seeing triple digits. we've got fog this morning. that's going to lead to cooling. not only at the coastline but also for inland valleys. right now temperatures are where they usually are, 50s and 60s. waking up with areas of low clouds. later on this afternoon we'll get rid of the clouds. although it will stay cloudy and mostly cloddy in san francisco. 63 there. 70s around the bay. 80 for our inland valleys. we'll talk about that cooldown headed our way. mike is tracking the morning commute. >> we're looking at a pretty smooth drive around the bay as we look at the speed sensors. want to call your attention over toward the area where we had slowing. there was closures and construction right here affecting the dumbarton bridge transition to 880. that looks like everything is

cleared on schedule. i saw slowing as crews moved out of the roadway a ju fin under the circumstances ago. over here, in the roadway, bricks reported on northbound 101 right around mckee and may have been a crash related to this debris. i'll follow up. back to you. new this morning, authorities in oakland investigating a late night san mateoing about 10:30 last night at lake mar rick boulevard. the victim suffered gunshot wounds and is listed in stable condition. police say up to five people may have been involved in that shooting. so far, no arrests have been made. lawyer racks homes and businesses obviously reduced to simply rubble. this morning we're getting a glimpse at the aftermath following the massive earthquake in italy. "today in the bay's" kris sanchez is tracking the developments. the damage is wide spread and the death toll continuing to rise. good morning. >> good morning. we knew the death toll would go up as rescuers made their way into the areas hardest hit. but at this time yesterday, the

death toll was not what it is now. it's now nearly ten times what it was when we first started reporting this story yesterday. now, it is eerily quiet as rescue workers use dogs and audio equipment to find survivors under all of that rubble. since that quake about a day and a half ago. 247 people are now confirmed dead but the hardest hit towns are vacation spots and so it's difficult to know how many people were in fact there and who might still be missing. now, this is the moment the quake hit as captured by traffic cameras. nearly wiping those three central italian towns right off the map. >> it's horrible because it's like a bomb fell down on it. there's nothing there anymore. >> reporter: here's what amatrice looked like before and now after that magnitude 6.2 quake. even more powerful. this rescue a couple miles away

as rescuers freed a 10-year-old girl named julia from the rubble, cheering and a of relief for rescuers before they got right back to work. shell shocked survivors in these three towns though are sleeping outside for fear that more aftershocks will continue and indeed the usgs expects they will continue for at least a week. sam and laura? >> something those people have to get used to. thank you, kris. b.a.r.t. trains had to bypass the civic center stop for much of the night last night. the station was closed down after a person was found suffering from stab wounds. happened about 10:00 last night. police say it's unclear when or where that victim was stabbed. the person is in critical but stable conditions. no arrests have been made. the b.a.r.t. station is back up and running this morning. two more people have been arrested in the beating death of a homeless man. investigators say steven williams was found floating in a pond in san francisco's golden gate park three months ago. police believe he was brutally

assaulted for three days. a woman was arrested in arizona yesterday. so was a man from san francisco. two transients have already been charged in that killing. more on the hunt for two homicide suspects in hayward. police have just released these sketches in the hope of nabbing the men who stabbed a 42-year-old man to death earlier this morning. attack happened on cottonwood avenue back on august 14th. witnesses told police they saw the two suspects take off in a white car after that stabbing. if you have any information you're urged to please contact high ward police. it was a brutal unprovoked attack on a woman and all of it was caught on camera. san francisco police is asking for you help to catch the person responsible. this attack happened in the pacific heights neighborhood on saturday. here is video. investigatoring tell us the man walked up to the victim, punched her repeatedly and then just walked away. police believe it was a random attack and tell us the suspect didn't take anything from the

woman. you see her grabbing her there. hoping that someone sees this video and recognizes him. friends and family are remembering the 18-year-old woman who died after being involved in a car crash in san jose. she was seven months pregnant. her baby lived. his condition is improving this morning. ♪ dozens of loved ones climbed to the rooftop of the parking far with raj across the street from valley medical center to remember dulce capetillo hernand hernand hernandez. she died in that crash last week near tully road. friends and family prayed for her newborn that survived. >> actually are allowed to take the baby and carry the son and feed him with a bottle. so that we just heard that earlier today. so that for us is very emotional. >> the car crash happened just wednesday when dulce's brother was driving her to her fiance's work in san jose.

her brother swerved off the road for an unknown reason and slammed into a parked bmw. police say the driver of that bmw appeared to be intoxicated. but dulce's brother had no drugs or alcohol in his system. dulce's funeral is planned for next week. calls to improve safety on the stretch of highway 116 next to the russian river after two little girls died in a terrible accident this week. sara marcus lost control of her pickup truck tuesday morning. the truck went off the roadway and plummeted into the river. marcus tried to reach 6-year-old caitlyn and 4-year-old haley marcus but couldn't save them the p family was from jenner. now some sonoma county leaders areal aing the state to make safety improvements on the highway such as guardrails and flashing lights. we have new details on san jose plan to shift police detectives to street patrol. the emergency plan that's going to go before the city council for a vote. last night a council committee a

unanimously agreed to allow that vote to happen which is now going to take place next tuesday. the police union says it needs to have at least 500 officers patrolling the streets. right now they have just over 400. it is 5:07. a bill inspired by last year's deadly shooting of kate steinly is sitting on the governor's desk. the state senate yesterday approved a bill requiring all federal and state officers in california to lock up any firearms they leave in unattended vehicles. san jose state senator jerry hill authored that measure. hundreds of gups have been stolen or lost by members of state or federaling a is it nsz california. many were taken from personal vehicles. we've been talking about this for so long that it didn't seem like it may ever materialize. right now there's real progress when it comes to building a new stadium for the as. this is as we look live at the coliseum. the team's current digs in oakland. today a ease co-owner john fisher will tour howard

terminal, a cargo loading area at the port of oakland. this is the water front site that mayor libby schaaf and other city leaders have long been pushing for. >> this is really encouraging for as fans and oaklanders because the as are getting serious about building a new ball park. they are definitely exploring options. but only options in oakland. >> it's a very encouraging for as fans. you may remember the team had previously explored stadium sites in both san jose and in fremont. building at the current stadium location also remains a possibility. more activity in the east bay now. starting today the commute through one very busy stretch of the east bay supposed to be get smarter. >> that's what caltrans is prom missing with today's launch of the new smart corridor along interstate 80 stretching from the bay bridge to the carquinez bridge. just a new network of more than 100 state-of-the-art advisory signs meant to inform motorists about potential commute problems. welcome back. new details now on this frightening crash in san francisco. investigators say the taxi cab driver was not driving impaired when he slammed into a shoe shine vendor on tuesday. that crash seriously injured the owner and an employee. all of this was on market street and sutter. the driver stayed at the scene and we're told is cooperating with police. he told us over the phone that

he's limited as to what he can say. >> i'm not allowed to comment, okay? i'm sorry. i'm hoping they will be okay. i hope they will be fine. i wish them the best recovery. >> investigators are looking at possible mechanical issues with that taxi and also potential medical conditions with the driver. they're also reviewing surveillance video. muni operator is recovering this morning after being struck in the head with a skateboard. this happened tuesday evening at van ness and bush. the operator was attacked by a man on inbound van ness line. the operator was injured and hospitalized. a female operator was allegedly beaten by a man earlier this month. sam, it is a twist in the vallejo woman's bizarre kidnapping for ransom case. new documents prove her case is not a hoax.

those documents come from the huntington beach police department. officer there's interviewed huskins last year soon after she was released by her alleged kidnapper matthew muller. they say huskins account was clear she and her boyfriend had been drugged by often intruder who kidnapped huskins. according to the report huskins was never evasive during questioning. that's the opposite of how vallejo police described her. initially called the case a hoax saying huskins denied being a victim. >> these documents are the beginning of a cascade of evidence in the real world that the vallejo police department not only didn't do its job but it made things up about the way it did its job. >> value joe police are not commenting on the new report citing a pending lawsuit. all right. changing topics. it's a super sale on uber. and also a retirement fund for drivers. >> that's right. something new. scott mcgrew joins us this morning. >> let's start with the drivers. uber says it's going to start offering a 401(k) system to its drivers in select cities. not san francisco.

red arrows. futures are lower in the early going. the markets did fall wednesday dragged down by health care stocks, specifically by mylan. this after hillary clinton tweeted about the controversy involving the company's sharp price increases for epipen product. that's going of a huge talk per. that ceo of mylan is going to talk to reporters all day today justifying that particular move. look for data today also on unemployment and demand for tour rabble goods. the dow falling 65 points to 1841 yesterday. the nasdaq losing 42 to 5217. but certainly that mylan story, scott, is going to be a big, big focus for a lot of people out there today. >> for chsure. thank you. we will have information from the mylan ceo coming up at 6:15. sam and laura, i don't know if you use it but amazon has a service where you can have stuff delivered regularly, cofee and shampoo and it just shows up. turns out it may not be such a

suffer. so you will notice the haze, especially by the afternoon on saturday and sunday. and the next week, little to know change is expected. continue to stay dry with our temperatures near average. 56 in san francisco. you wake up tri-valley looking at temperatures near 60 degrees. same deal for the south bay. this afternoon it will be comfortable for the coastline. 63 in san francisco. 73 for the peninsula. 88 for the tri-valley and 83 for the south bay. our winds are directly out of the west northwest. so that's going to bring in that cool ocean air through the day. look what happens tomorrow. our winds begin to shift out of the south and that's going to bring in a lot of smoke i was telling you ability from soberanes fire that is still burning at this hour and is not expected to be fully contained until the end of next month. so that's going to be something we will continue to watch. here is your air quality forecast for the peninsula looking at moderate conditions today and tomorrow. and effort south bay as we get into saturday and sunday. highs today again comfortable for most of the bay area. warm for places inland.

86 for concord. 85 for livermore. 76 in palo alto. and 63 for san francisco. there's the cooldown headed our way for this weekend. staying cool and comfortable in san francisco with 60s all of the way through next seven days. let's talk to mike. tracking the three bridges? >> that's right. tracking the bridges that show up on the screen. also want to give you the quick update in san jose. southbound 101 reports are now up to five vehicles that have put over in this area. southbound right around alum rock. reports of debris in the roadway. bricks. so hopefully they will clear those bricks before you hit the bricks. that means get out of the house. plenty of time to get out of the area though. smooth drive across the dumbarton bridge despite the fact there's a fender bender around the toll plaza and construction crews clearing. no major problems. stall across the san mateo bridge does look like folks are able to get by. i don't see any slowing on our live cameras or sensors. bay bridge toll plaza is the third bridge we're checking. it's starting to build just a tad bit. back to you. >> all right, we'll check.

an update on potential designs for the net barrier. bids came in earlier this summer at about double the original estimate which was $76 million. that prompted new discussions about delaying the barrier. since then committee member vbs looking more closely at the bids to see why costs are coming in so much higher. some drug companies are believed to be getting close to developing a vaccine for the zika virus now comes the hard part finding someone willing to be infected. >> researchers this winter are planning to conduct the first clinical trials. that's when mosquitos won't be biting. experts say can help speed up development of a vaccine. one company looking for volunteers. they're hoping to find 40 people to take part in the study. one expert believes when it comes to studies like these people are usually willing to take the risk. >> it has to be fully informed consent, they are told about all the potential side effects. >> once the vaccine clears human testing hurdles it is lookly to be fastraked to the market.

>> a couple until the weekend. i'm laura garcia-cannon. in fact, let's check the forecast for today. not a bad way to start our morning. >> no, clouds this morning. that's going to mean a cooler day in the afternoon hours. same deal for the weekend. temperatures not as hot, this weekend is just for you. you can see right now waking up the cloudy conditions in san francisco. the fog is starting to lower just a little bit. especially our visibility in the coastline. 50s and 60s for most part. there you can see visibility down to five miles in half moon bay and four miles in santa rosa. coming in from the north bay taking highway one keep in mind you may encounter fog. 60s in the coastline. 80s for inland valleys. we'll talk about the cooldown. in the meantime, mike the tracking the morning commute. >> you know, right now, anthony. the incident we're talking about but no slowing throughout the area. san jose and across the bridge. we'll track a new incident just off the castro valley y, northbound 238 just off the split with 580. reports of a pickup truck that went into the center divider. scrape the center divide.

may be a little stretch going on there. no lanes blocked. over toward the bay bridge toll plaza. east shore freeway and off the east shore freeway. pete, there are some changes hopefully -- >> reporter: good morning, mike. it could be good news for folks who use the 80 especially here off the emeryville exit. behind me, are these overhead signs that are being introduced by caltrans. they are dark right now which means that things are in the clear. but this is all a part of what caltrans is calling the i-80 smart corridor. the project broke ground in 2011 and meant to relieve the traffic congestion that we see along the 80 west corridor for the nearly 300,000 drivers who use it between the carquinez and bay bridges. here's how it's going to work. if there's a green exit over the lane it means you're in the clear. if it's yellow, there's some sort of issue ahead. if it's red, it means you getter get over to a clear lane because

the lane is blocked up ahead. now, the signs will not light up at all as we see right now. if things are all clear. now, all together, 100 signs will be activated today. according to caltrans, there are 25 lane blocking incidents per day. hoping the overhead signs will fix that problem. live in emeryville, pete suratos for "today in the bay." >> thanks for the latest there, pete. 5:32. take a look at this. all the people looking for people right now as the death toll continues to rise by the day in italy after that massive earthquake we told you about yesterday morning. really rocked the area. now drone footage, in fact, released this morning gives us an up close look at the damage left behind. right now rescue crews continue to race against time to find any survivors. many seen just using their bare hands to pull chunks of cement and rock and medal from the mounds of rubble. that were once homes. all in hopes of finding someone, anyone, still alive. at least 247 people are dead.

many ancient towns are now reduced to rubble. the hardest hit area is the town of amatrice. the mayor says half of that city is just leveled. one local police official told nbc news he estimates at least 50 people may have been killed in that city alone. now, here in the bay area san francisco's italian community is stepping up to help the victims of the earthquake. they're trying to help all these people by sending both financial and of course spiritual aid. last night song and prayers filled st. peter and paul church in north beach. >> we pray that the organizations, the government, the people of good will will come to the rescue and have power to the victims of the earthquake. >> just around the corner the flag of italy is at half-staff at the italian athletic club. there will be a fund-raiser held next week for the victims. >> we're looking at making sure

it gets to the organization that it will get directly in as opposed to having money siphoned off along the way. we want the people to get the money. >> donations can be made to the italian red cross. >> thank you very much. also dramatic rescues here at home, too. this one in pittsburg. a police officer saves a blind man from his burning house last night to the top of that house you can see heavy smoke billowing out of it. the fire started just before 7:30. that was near west 11th and york streets. not very far away from the pittsburg post office. by the time the fire crews arrived a police officer was already pulling that blind man to safety. now the homeowner is being treated for mosmoke inhalation. the officer is also in the hospital. >> we also had one police officer who injured his arm during the course of the rescue. he was transported with a serious arm injury from falling glass. >> it took about 20 minutes to

get that fire under control and there's still no word on what sparked the flames. the man accused of killing hayward police sergeant scott lunger is expected to enter a plea later today. mark anthony estrada will appear in a hayward court this afternoon. investigators say estrada shot sergeant lunger last summer during a traffic stop. lunger was a 15-year veteran of the hayward police department who lived in brentwood and leaves behind two children rchltsz new details in the operation known as gang of throwns. this morning we're learning that us aers found during that massive sweep is also ended with a police officer's arrest. 23 suspected gang members now facing charges. officers also found nearly 70 gaming machines. san jose police officer derrick antonio was also arrested. he's accused of giving the gang confidential police information. >> his acts were deplorable and in no way represent the character of the remaining members of this department who

under extraordinary circumstances protect and serve the city with great honor. >> investigators also carried out a similar sweep last year at vietnamese cafe. well, it's been in talks for years but today the oakland athletics could soon be closer to getting a new stadium. as we take a live look at the coliseum, the as' current home. >> sharon katsuda is live in oakland with details here. sharon, the progress, the co-owner is going to tour a new possible spot for a ballpark today. good morning. >> reporter: good morning, sam and laura. yes, you know, i think as fans have comfortable with the stadium behind us but imagine a new ballpark along the bay. that would be pretty cool. now, the as owner john fisher is expected to be at today's tour along with engineers and port officials. the howard terminal is located at the port of oakland at jack london square. it's not as close to b.a.r.t. but mayor libby schaaf said she

could work out transportation issues. this tour won't be open to the immediate wra but mayor schaaf says this will be a very technical tour. the site is currently owned by the state. >> it is a beautiful site. it has gorgeous views. it is close to the amenities of jack london square. it's close to where a lot of our daytime population is. so we think it's worth some of the extra work to brild a stadium there. >> reporter: mayor schaaf says the good news is it looks like the as will stay in oakland and if the as build a new ballpark at the howard terminal, then that would allow the raiders to have a football only stadium here and that could mean both teams would stay in oakland. this is definitely as you said, not the first time this terminal, this howard terminal site has been looked at but definitely new key players will be on this tour we're told. and that might make the difference. reporting live in oakland, i'm sharon katsuda, "today in the bay."

illegal drug sales and instead waiting until after a conviction. also now on the governor's desk a bill requiring the state to keep closer watch over efforts to combat gloerm warming including adding two state legislatures to the resources board. separately state lawmakers approved a bill allowing san francisco schools to develop employee housing on district property. soaring rel estate prices have been a barrier in attracting top talent. the new legislation would allow at least 100 households along with rental assistance for educators. the city has already set up $2 million development fund. that measure now needs governor brown's signature. gouging inmates forlts phone calls made two and from county jails. attorneys say inmates who have no choice must pay outrageous prices for phone calls. it can be more than $3 for the first minute and then more than 50 cents per minute after that. this month san mateo, santa clara, alameda, and contra costa

counties were hit with lawsuits. some of those counties say they're already working to lower the phone rates. the saga continues for voegs wagon after the automaker admitted last year to rigging certain vehicles to pass emission tests by cheating. in june volkswagen reached a settlement to head off civil claims against the company. there's going to be a court hear to think settlement agreements. among the points being discussed that volkswagen agreed to they will offer to buy back any of the effected vehicle or develop a fix to get that vehicle repaired. amazon offering a subscription service that delivers things you need regularly on a schedule, things like shampoo or coffee. >> but is it a good deal? how much am i going to pay, scott mcgrew? >> it's not a good deal and it's for a simple reason. the price. it's weird. right? you subscribe to sunset magazine or something. the magazine will cost the same

"new york times" reporter brian chen attracted a whole lot of different subscription producting coming out of amazon and found their price can vary wildly month to month. so for instance a 30 1/2 ounce container of foljer's coffee, $6.64 in june. great deal. next shipment costs twice that. that doesn't make any sense. right? and then if the coffee came today it suddenly gets cheaper again. amazon does warn you before it ships your subscription and it tells you the price ahead of time, but the point of the subscription is to be able to ignore it. speaking of online commerce, verge senator bob goodlatte proposed a new nationwide system of sales taxes that would allow companies in one state to tax purchases made in another. the house already approved the plan but goodlatte has been holding it up in the senate. now that he's onboard you may end up paying more for online

finally going to break that. yes. even here in the bay area we're looking at temperatures coming out of the 90s into the 80s finally and even some 70s as we get into the next week. here's a look at our temperatures. 56 degrees in san francisco. 55 in half moon bay. 61 degrees right now in san jose. the other thing to keep in mind this morning we've got fog starting to lower. creating visibility problems especially along highway one. half moon bay over towards daly city. you get up towards the northern part of the bay area, santa rosa looking at visit down to four miles. up in the north bay later on this afternoon. 78 degrees. fairfield, 85. cool and comfortable along the coastline. 63 for san francisco. 73 today for santa cruz. 71 for oakland today and 83 for san jose. now, our winds today will be directly out of the west northwest. that's going to bring the cool ocean air. look what happens as we get into the evening hours. winds start to shift out of the southwest and for tomorrow we'll be looking at winds directly out of the south and that's going to bring in a lot of smoke from those fires burning to our south. so our air quality forecast for

the next 24 hours does bring the haze and smoke back in the bay area especially across the peninsula, the south bay, and east bay as we get into the next 24 hours. temperatures do cool off as i mentioned. into the low 80s by saturday and sunday. and in the coastline, san francisco is going to stay comfortable. looking at 60s all of the way through the next seven days. let's talk to mike and track that morning commute. >> it's looking great until word of a motorcycle crash in sunol. majority of the bay's roads are looking as they would expect. a problem over here in 680 southbound. now slowing from south down toward highway 84. i told you about the earlier issue with a car that hit debris and andrade. approaching the area and perhaps that scene is where the they're cycle crashed and the driver reported sitting down on the shoulder there and folks are getting by. big distraction. one lane blocked and crews should arrive shortly. that's a problem for the tri-valley as more folks coming off the dublin interchange. let me show you the live camera on the approach. steady stream going all morning.

people there are just beginning to assess the damage as dozens of homes and businesses are now just completely gone. so far, there are no deaths or serious injuries. one of the neighborhoods hit hardest was the city of kokomo. the same area was severely damaged just two years ago. laura, a horrifying ten-hour-long attack on the american university in kabul yesterday ends with 14 people dead. six students, one professor, and five security officers were all killed in that attack yesterday. a caretaker at a nearby school for the blind was also killed. two heavily armed militants made it past tight security after a suicide bomber blew up a car at the entrance. all three suspects are also dead. the university is afghanistan's most prestigious college offering liberal arts courses and popular for diplomats and extremely high profile university. the mother of a public health nurse says the workers comp sam failed her daughter.

>> after trying unsuccessfully to appeal denial over medical treatment the woman took her own life. the investigative unit liz wagner explains. >> good morning. this story is extreme but injured workers say it highlights major problems with the way the workers comp system resolves disputes about medical care. lori mace was receiving on going treatment for pain and depression after an on-the-job injury when he treatment was denied in 2014, lori asked for a second look at her case. an independent medical reviewer decided to uphold the denial. within a week, lori committed suicide. now a new law in 201 created the independent medical review process. we looked at state data, reviewers uphold denials nearly 90% of the time. critics say this proves the system is one-sided. but supporters of the system say it shows a consensus after many levels of review that some medal care is not necessary. the state says reviewers make
