better flow toward the dumbarton bridge now. still tracking the only issue aside of the bay bridge metering lights. it's the treasure island off-ramp. the off-ramp still closed from a mud spill. it's not muddy because it's raining but we are worried about the weather because of the holiday weekend. >> not looking at any rain. could use it but it is the first of september as we get into fall. september 22nd. official start of it. we'll hopefully be tracking rainfall. clear skies in the south bay. few thin clouds. fog is across the powell and san francisco and even across the north bay where visibility is down to less than a mile in santa rosa. 65 is where you're headed in san francisco. 70s and 80s for inland valleys. comfortable day. stellar weather. back into the weekend, warmer weather as the unofficial close of summer wraps up with labor day. see you in a bit. >> it's not so stellar for other parts of the country. it's really a developing story we're following this morning in several powerful storms are churning right now in the

tropics. we're keeping a close eye on the gulf of mexico and the pacific. this is the path of the tropical storm hermine which is strengthening as it approaches florida. we are already seeing heavy rain and wide spread street flooding there. 51 of the state's 67 counties are under a state of emergency. in the meantime, in the pacific, the big island of hawaii avoided a direct hit from madeline. the state isn't in the clear just yet. hurricane lester is making its way toward the island. that storm is expected to weaken by the time it reaches lantd this weekend. some disturbing surveillance video out of fremont this morning. you're looking at several armed burglars crouching there, sneaking around inside of a home. all this happening while the homeowners were also watching it in realtime on their phones as they were at dinner. >> "today in the bay's" kris sanchez is live in fremont this morning. kris, this isn't the only incident we're talking about here. at least three bay area communities are now on alert.

>> reporter: right. in all these stories sound remarkably similar. armed men going into a house. often though police say they think the families are at home and that that is how they will be led to the more valuable items in that home. so it is no accident. let's take a look at that surveillance video once again. you can see five men crouched down with serious firepower. fremont police tell us those guns had extended magazines, that is extra bullets. the thieves grabbed what they wanted and left the before police arrived. police belief that same gang of thieves showed up at another fremont home specifically when the family was there. listen to how similar that description is from fremont police with what people saw in piedmont. >> suspects game through the open garage door. went straight to where the family was at. controlled them at gun point. controlled their locations. asked about where things were. >> three people walked in.

asked them for if they had a safe at home, asked them for their cash and valuables. >> reporter: that family was held at gun point in the same neighborhood where three construction workers were also held up at gun point. and there was a similar robbery in the oakland hills as well. and now police say they could all be connected to the same band of thieves. now, at least one or two of those home invasion style robberies happened when thieves made their way into the homes through an unlocked door. so that is a message for the rest of us, make sure the doors are locked, make sure the windows are closed before you go to bed. in fremont, kris sanchez, "today in the bay." >> kris, thank you very much. we turn to decision 2016. and who would pay for a hypothetical wall? donald trump says he did not talk specifically about that with the president of mexico when the two met. but president enrique pena nieto said he did tell trump mexico will not pay for a wall. after that meeting trump gave much anticipated speech on

immigration in arizona. >> they don't know it yet but they're going to pay for the wall. and they're great people and great leaders, but they're going to pay for the wall. >> that's trump sticking to his primary promises, building the am and deporting millions of undocumented immigrants. he says as president he would create a special task force to deport criminals. hillary clinton earlier yesterday said that trump cantor race things that he said in his past. >> certainly takes more than trying to make up for a year of insults and insinuations by dropping in on our neighbors for a few hours and then flowing home again. that is not how it works. >> right now there are reports that several of trump's latino surrogates quit after last night's speech. one tweeted out that he feels disappointed and misled. meantime, hillary clinton will be back in the bay area soon. the democratic presidential nominee will be in san francisco

on september 12th for another fund-raiser. tickets cost as much as $50,000. clinton was just in town last week. as the election inches closer, stay with "today in the bay" for in-depth coverage throughout the race for the white house. right now we have more local reaction to trump's speech on our website nbcbayarea.com. at 6:06 on thursday morning, the san jose father accused of abusing his 6-week-old daughter to death will be back in court today. matthew zabala could enter a plea in that case. prosecutors say baby mila suffered a skull fracture and wasn't breathing when deputies arrived. doctors found broken ribs and fractures to her arms and legs in different stages of healing. she was taken off life support on friday. southbound la zabala is being charged with murder. two young girls who loved to sing and dance according to friends an family members are remembered at their elementary school at rohnert park. the gonzales sisters 7-year-old

sayra and 9-year-old delilah died yesterday morning on their way to school. their motter in lost control of her car and drove into the petaluma river. 26-year-old hernandez survived but was not able to rescue her daughters. parents at waldo rohnert elementary school are having an emotional talk with their kids about losing two classmates. >> he was asking questions. we explained and -- but he was sad. >> family members say that delilah and sayra's parents are devastated. the chp says hernandez told investigators someone cut her off on the road and she was over correcting when she drove off the road. hernandez reportedly did not have a driver's license. investigators are urging witnesses to come forward. after serving 90 days in jail just half of his sentence for three felony counts of sexual assault, former stanford swimmer brock turner will be released tomorrow. early for good me haif your. right now the sheriff's department is preparing and taking extra precautions.

numerous groups plan to protest turner's release. so the sheriff is set to be beefing up her staff. >> he will be leaving the jail exactly as everyone else does, through these doors, at a normal release time. >> will you have to take extra security? >> you know, we're going to have law enforcement here because we're hearing of protests. there's some angry protesters. we'll just be here keeping the peace merely. >> turner is expected to be released sometime tomorrow morning. we'll bring you live team coverage of the release on "today in the bay." some weekend plans could be ruined in the east bay after a popular park lake is closed due to a toxic algae bloom. it is closed to swimming until further notice. the algae found in the lake can cause rashes, skin and eye irritation and allergic rep actions and can be fate to for your dogs. the rest of tilden park will remain open. anthony is in for kari on maternity leave. >> we've got clouds in san jose.

6:13 on thursday morning. when i sigh it i believe it but they say child safety seats are becoming a bit easier to use. automakers are getting praises for making those improvements. for a lot of parents finding the right latch or anchor to safety secure child restraint seat, it's pretty tough. the insurance institute for highway safety even found parents using adult seat belts because they couldn't locate latches or anchors.

so a year ago new standards were set making it easier to find the latches. several automakers are already made those changes. >> part of the improvement is that the tether anchors are higher up and are now in the middle of the seat back easy to find location and clearly labeled. >> that's good. the institute just concluded tests on 170 vehicle models most of which earned a good or acceptable rating. the audi q7, lexus rx and toyota prius are getting the highest marks of a good plus. >> child safety seats one thing parents worry about, also congestion, trying to get to work and school. big tech companies creating too much of that in palo alto? the mayor of the peninsula city says yes and he hopes to do something about it. mayor patrick burke is looking into revamping a decade's old zoning ordinance that would force tech company those move out when they get too big. the goal is to make more room for start-ups. in many cases large companies in this instance have office space

in 20 downtown buildings that comprises about 12% of all commercial space in downtown palo alto. the mayor is also concerned with the lack of housing. business news now. the battery on samsung's new smartphone galaxy note 7 is exploding while being charged. that's what many people are claiming this morning. now samsung is delaying shipments of the phone in south korea which happens to be the company's home. samsu samsung's market value dropped $7 billion after that news broke. the new galaxy note 7 has a lot of buzz and the company was hoping to keep that excitement going by delivering the phone on time. samsung says the problem will soon be fictioned. more concern this morning, the russians are trying to effect our election. >> scott mcgrew, earlier this week the fbi said they may be hacking our voting machines. >> we've seen lots of secrets and hillary clinton leaked online that could be traced back to russia. the worry is spreading this morning. there are more secrets out there and they will be published by julian assange and wikileaks.

"the new york times" analyzed the secrets. s a sang has release and found in most cases that timing of those releases directly benefited russia though the "times" says it could be coincidence. but they're asking the question. and of course you have edward snowden who is in russia. snowden will be the subject of a movie coming out two weeks from now written by oliver stone, often a fan of conspiracies. snowden of course the nsa analysts who leaked secrets. speaking of the russian, russian scientist os who said they might have detected a signal from outer space says it's possible it came from earth. still trying to figure that out pmplths and back here at home, electronic arts in redwood city is going to try to pull in kaepernick's refusal to stand for the national anthem into the game. it doesn't show the national anthem but the voices talk about kaepernick in the play by play. talking about how realistic the

82 in the tri-valley. 78 in the south bay. good range in temperatures like we usually do. 57 in half moon bay. later an this afternoon we will see the fog clear out. see visibility down one mile in santa rosa and even four miles in half moon bay. take it easy if you're traveling along high wau one. 60s and 70s for most of us this afternoon. still manage a few 80s in livermore up to 82. 81 for concord. i want to switch gears and talk about what's happening in the tropics. two systems in hawaii. madeline is south of the big island but lester now a category two hurricane. winds up to 110 miles per hour but you will notice the path of it takes you just north of the island chain as we head towards this weekend. if you're traveling that direction keep in mind you may encounter tropical weather as well. look at the seven-day forecast. temperatures do stay where they're at. upper 70s to low 80s for inland valleys through the holiday weekend. tuesday and wednesday, temperatures start to get a little bit warm as we close out the unofficial round out the

unofficial close of summer. san francisco, temperature in the 60s with 70s by tuesday and wednesday. mike, are you tracking a couch in san jose right now? >> yeah, think about doing something with the home so a couch is on the mind. couch is on the roadway. looking at san jose for that issue. reported right around 101/680 interchange. i took a look. i don't see disturbance. note chp around that area. we do have slowing as the build starts. 680 up towards the airport in san jose. 87 and 85 show little signs of speeds just below the speed limit. build is -- just changed that. speed sensors showing more slowing as we would expect. rest of the bay moves well. tri-valley, east bay now recovered. slower drive from 238 down in toward fremont. reports of a stall around the dumbarton bridge toll plaza. i'll get you lane information. sounds like the toll plaza is clear itself. this toll plaza, bay bridge is backed up. looking at an issue on the treasure island off-ramp from eastbound 80 out of san

francisco. getting into san francisco we deal with this, low clouds hovering around. yes, a building volume of traffic. more slowly traveling across the bridge. still you're able to manage just fine. watch that north bay anthony told you about in santa rosa. you've given us warnings about this, mike. a lot of construction on willow road at highway 101 in menlo park. things will get worse before they get better. $70 million to replace the interchange with the new wider bridge. construction is set to begin in early 2017. right now there's construction going on on the third southbound lane on willow road at new bridge street. facebook which is just about a mile from there is paying for that extra lane. coming up next, we are talking about a first of its kind program in california that makes it easier for domestic violence and sexual assault victims to get the help they need. plus -- >> banking is easier than ever. but it's a sore spot where problems can cost us dearly. i'm consumer investigator chris chmura. nbc bay area responds, next.

drawn by donald trump. the gop presidential candidate laid out his immigration plan making it's very clear he does want to deport some 11 million undocumented immigrants. >> "today in the bay's" tracie potts is live in washington, d.c. this morning with more on the plan. plus, reaction from trump's rival hillary clinton. good morning, tracie. >> good morning. so right now trump is speaking at the american legion where clinton was yesterday. but it was his speech last night in arizona getting a lot of attention, trump saying that there needs to be mass deportation here in the united states. and conflicting with the mexican president on what was said between them behind closed doors. donald trump in arizona last night. >> mexico will pay for the wall. up with 00%. >> reporter: and trump hours earlier in mexico with the country's president. >> we didn't discuss who pays for the wall. we didn't discuss it. >> he later explained. >> they don't know it yet but

they're going to pay for the wall. >> reporter: but clinton campaign's already out with a new web video this morning claiming the great negotiator choked. then lied about it. the mexican government tweets, they did discuss who pays for the wall, that mexico won't do it and that's not negotiable. tim cane this morning called a diplomatic amateur hour. >> it shows that he sort of folded under pressure and didn't have the backbone to say to the mexican president what he's been saying over and over again. >> reporter: in the arizona trump lays out his immigration plans. immediately deporting 2 million criminal immigrants. verifying that workers are legal, cracking down on those who overstay visas. the focus, trump says, should be on americans not immigrant families. >> no one will be immune or exempt from enforcement. >> reporter: now, after hearing that, several of the people who had been advising trump on latinos and latino community have decided to quit the

campaign. they don't want to work with him anymore. saying they feel betrayed and misled by what he came out and said last night. >> controversy continues. tracie potts live in washington. much closer to home. following breaking news out of oakland where police are investigating a double stabbing at an apartment building. this is video just into our newsroom from the scene. police were called in just before 4:00 to harrison street fear 580. when they arrived they found two men stabbed inside the building. officers were eventually able to track down the suspect and use a taser to bring him into custody. the two victims were taken to the hospital. grief counselors will be on hand at a north way elementary school to help children cope with the tragic loss of two gla classmates. their mother reportedly lost control of her car and crashed into the petaluma river. "today in the bay's" pete suratos live in petaluma where this tragic crash happened. pete, we understand the mother did not have a driver's license.

>> reporter: good morning to you, laura. that is correct. according to chp this mother did not have a driver's license when she lost control. driving along this road. petaluma boulevard north in petaluma. she lost control and drove into the petaluma river down there which resulted in the deaths of her two daughters. now, i want to show you new video we got this morning of that growing memorial right off this road where this all took place. according to chp 26-year-old ali hernandez just dropped off her husband at work yesterday roughry around 8:00 a.m. yesterday morning and was then taking her daughter, 7-year-old sayra and 9-year-old delilah, to their school in rohnert park. she tells investigators someone cut her off and that's when she over corrected and drove into the river. now, this is a week after a similar car incident took place in jenner right here in sonoma county when a pair of young sisters died when their mother lost control of a pickup truck and drove into the russian river. now, in both cases the mother

survived and also in both cases you have the same first responders trying to save the lives of both of these girls. >> weighs heavily on a lot of people here, especially the officers that arrived first and tried to assist them. >> reporter: now, grief counselors will be on-site at waldo rohnert elementary. this is still an on going investigation. if you have any information, contact chp. >> certainly some tough conversations. pete, thank you very much. a follow-up now on the berkeley balcony collapse. state legislation to increase oversight of contractors is passed through the legislature. it's now sit to think governor's desk. that bill is a direct response to the fatal balcony collapse that killed six people and injured seven others last year. if governor brown signs the bill into law it would ensure state agencies oversee construction and industry standards for

buildings. both the state senate and assembly unanimously approved that legislation yesterday. 6:36. also heading to governor's desk. multiple bills to reform the state's public utility's commission. many say the failure to oversee pg&e led to the deadly san bruno explosion in 20 10. lawmakers passed those bills late last night. the legislation calls for more transparency and would fine commissioners if they failed to disclose private communications. one of the bills would strip the puc of its authority to regulate transportation services like railroads and ride share companies. >> a scary moment for a rider. another attack on a muni bus in san francisco. this time a man was hit on the head with a bottle and cellphone was stolen. it happened tuesday morning about 10:30 on a 14-line outbound bus going through the outer mission. the victim was approached by two men, one who distracted him while the other attacked him. no arrests have been made. police are combing through video from that bus. now in recent weeks a couple of muni drivers have also said they

were attacked. sam, more san francisco police officers are getting body cameras today. more than 150 officers are already wearing them. the department began issuing those devices back in july. their goal is to equip all officers from lieutenant down with cameras by january. today officers in the ingleside station will receive the devices. the department has been under intense scrutiny lately to reform following multiple shootings of suspects by officers. vandals are striking again in san jose in a bizarre way. someone keeps splashing white primer paint on utility boxes coughed by these colorful murals. the boxes are located all over san jose willow gren glen neighborhood. vandalism showed up in january and didn't happen again until this past sunday when police say a box on the corner of meridian avenue and dry creek road was hit. the artist has since repainted the mural. this vandalism is just yards from a grove of trees that were cut down by vandals last month. here's music to your ears on

understanding, the spacex falcon rocket. it was supposed to launch on saturday. now, keep in mind the falcon is unmanned. there are no astronauts onboard. certainly lots of people around that rocket. we understand there was what was to be called a hot fire test. spacex was to launch a satellite for the country of israel. we will continue to monitor this. one of our reporters in florida is saying now that there are no injuries. we have not been able to confirm that very same thing. talking literally to the people on the ground. and now again, laura, we're watching live pictures. again, you can see that thin stream of smoke. this rocket was supposed to launch on saturday. >> and people in several buildings far away said they felt the force of that explosion. >> i talked to one guy in a hotel down there along the seashore. he said he had definitely felt it but he had no idea what it was. of course, this adds to a lot of the trouble that can, remember, spacex and tesla and solar city

next seven -- a little bit warmer for tuesday and wednesday. let's talk to mike route now. tracking through sunol? >> a little improvement. we had a tough drive there because of a crash which has cleared from highway 84. at 680 at highway 84. let's look and we will see a standard commute. 680 was slower than we would like. northbound routsd building through silicon valley. that's standard when you start to see more transportation throughout there now. meanwhile, 680 southbound because it's thursday we're seeing a lot less traffic than monday through wednesday. so we're getting a little bit of recovery, down toward about sunol boulevard for the slowest stretch in the tri-valley. moving up through the area we see a smooth drive over toward the san mateo bridge. we do have our camera in sunol. look, one set of flashing lights. over on the shoulder. still a little distraction adding to that slower drive and slowing down that recovery. over at golden gate bridge we have low clouds. fog on the north side. patches of fog especially in santa rosa. anthony has warned us about that. speed is not a real problem. visibility may be.

an explosion at the spacex launch site in florida. live pictures from the scene but the smoke has dissipated. they were conducting a test firing at unmanned rocket when the blast happened. there was thick black smoke billowing into the sky at one point. you can barely see the plume of smoke in the distance. now we understand that people in biddings several miles away felt that blast. "today" show will have much more on this story coming up. nbc news report nothing injuries so far. this is what i was telling you about earlier, that this is a thick black smoke we saw right after the explosion. we will continue to follow it. this was a test firing of the rocket in advance of saturday's launch expected from cape canaveral this weekend, on saturday. other top stories we're following on "today in the bay," a rash of brazen break-ins spanning three different bay

area cities could all be linked. this is surveillance video showing a group of armed robbers waiting, lurking thereafter they broke into a fremont home. turns out the homeowners were not there at the time. police say the suspects are hoping to confront the homeowners so they can lead them to valuables and jewelry. similar break-inning have recently taken place in piedmont and the oakland hill which have authorities investigating whether there's a common tie. >> you have five armed individuals and they're not just armed with anything. in the video you can see some of the guns are armed with extended magazines. >> thankfully, nobody has been injured yet in any of those three reported break-ins. 6:58. after serving 90 days in jail just half of his sentence for three felony counts of sexual assault, former stanford swimmer brock turner will be released tomorrow for good behavior. right now the sheriff's department is preparing and taking extra precautions. numerous groups plan to protest turner's release. so the sheriff is beefing up her staff.
