"today in the bay" starts right now. a very good now thursday morning to you. thanks for joining us. i'm laura garcia-cannon. >> i'm sam brock. we have a developing situation that has been going on four four or five hours at this point on the bay bridge. mike inouye joining us now. several lanes closed as a result, mike. >> that's right. the issue is the commute is starting to build. it hasn't been a problem for an hour. as far as the speeds go as we look at your map we don't have in any issue except for that bay bridge. that's the lower deck on the divided side, san francisco side, approaching treasure island. three left lanes are closed there. lanes one, two, and three coming over from the left side. as you get out of oakland we do have your right lane closed goating out of the treasure island tunnel. that will be an issue starting now because the commute starts to build. we'll give you the live look from emeryville. slowing on the sensors although

i did see some sougout of san francisco. as you pass through the tunnel getting over towards san francisco you will have your right lane closed. pete, you were just on a lower deck but you have the latest. you've been moved from the scene. what's been going on? >> reporter: hey, mike, how is it going? we're we're on the bay bridge heading towards treasure island. the guy at 11:00 p.m. got in a fight at the trans bay terminal and then walking across the ledge and then went over into one of those hol blow beams. that's where he is right now. he movtd us because he's quacking towards the treasure yeah land area and that's where you see this big police presence. last time we talked to them they said they're negotiating with this man, saying he's a younger man. we don't know if he's a transient but they are negotiating with him. for the time being, with this traffic, mike, you've got three of these lanes that are shut down right now. you can imagine when folks start driving this area you're going

to start see that traffic but you're not seeing it right now. but when you're coming down towards treasure island, re-enforce that you are going to have these lanes blocked as they continue to negotiate with this man that's presumably stuck in one of those hollow beams. back to you guys in the newsroom. >> active scene. thank you very much. all right. new this morning there's also a scare right now at a shopping center where hundreds of families go shopping every day. the first incident started at 9:00. the other happened just a short time later a block away. one of the alleged victims called nbc bay area overnight and said she was one of victims held at gun point. she says a suspect took her friend's cash. nbc bay area's kris sanchez will bring us a live report in our next half hour. developing right now, underground explosion so strong it destroyed a manhole cover leaving it in pieces in castro valley.

these pictures are from the alameda county fire department. firefighters say an underground electrical vault exploded last night. you see it steaming there. ability 10:00. it happened at center street in grove way. luckily no one was hurt but hundreds of homes and businesses lost power. it's all been restored. pg&e is working on what caused that explosion. police say they caught the man accuse of shooting at drivers on blossom hill road. >> as you said, something that went on for months. "today in the bay's" sharon katsuda is live with what led police to that arrest. sharon, good morning. >> reporter: good morning, sam and laura. the suspect is here behind bars here at the santa clara county main jail being held without bail. he's accuse of terrorizing drivers, shooting at them in the dark. police say 30-year-old michael lewis is behind the shootings along blossom hill road between monterrey and kollow roads. some neighbors said they stopped going out at night out of fear but now neighbors are relieved.

>> because my wife and myself travel through this area quite frequently, like i say we live less than three minutes away from here. >> now people can live in peace. you know, they don't have to worry about getting shot. >> reporter: in the ten shootings the suspect fired only one shot each time. two people were wounded by shrapnel or flying glass. san jose police say lewis was arrested last month on an unrelated charge but detectives say during an investigation at his house they found a handgun that matched the one connected to the shootings. back here live. lewis faces four counts of attempted murder. reporting live in san jose, i'm sharon katsuda, "today in the bay." >> thank you, sharon. it is 0g 54. no police chief, now two less officers on the streets as well. oakland mayor libby schaaf says 12 officers are being disciplined and four fired after internal investigation. the mayor says the officers were let go for attempted sexual assault, lewd conduct, and

assisting in the crime of prostitution. the woman at the center of the investigation self proclaimed proos tut says she left with more than a dozen police officers, some while she was under age. >> aim deeply sorry to the harm that this scandal has caused, particularly to community trust. >> i'm hopeful that there come more charges because they should be prosecuted. >> the now 19-year-old at the center of the controversy is currently in florida at a rehabilitation center. she was recently put in jail for biting a guard at the center. two attorneys from the bay area are heading to florida to represent her. later today the mayor of antioch is expected to address an alleged hate crime, specifically targeting a black family. here's what the family saw the morning after. family members found the home on fire about 3:00 yesterday morning. all of this happening on mccormack court in antioch. the threethree two at dudults a

children were able to get outside. >> the "n" word and the swastika on the front. >> which is why we're treating this as a hate crime. >> whoever did this could be facing attempted murder charges because that fire was strategically set to trap the people i side. the homeowner says that surveillance video did capture an image of the suspect but so far no arrests. new charges for the man ause of starting the devastating clayton fire. he's now accused of starting four additional fires. damon pashilk pleaded not guilty yesterday to four new charges of arson which attorneys say are related to various grass and brush fires. pashilk who was once trained as an inmate firefighter is accuse of intentionally starting the clayton fire last month along with half a dozen other fires. this is video from his -- you saw it there briefly. his first court appearance. weeks ago. this is video of some of the destruction and the loss that happened. 200 homes in lake county were

destroyed by that fire along with more than 200 other structures. >> that community still trying to recover. we're seeing smoke from a large wildfire burning near the california/oregon border drifting in the bay area and expected to linger around today. it's coming from the 29,000 acre gap fire burning. that's going to make the air quality unhealthy. another "spare the air" alert is in effect today. if you can avoid driving you definitely should. can't avoid being out though at some point. >> we hope so. the bay area has nice weather and we're cooling down today, right? >> in fact, looks like air quality will improve compared to yesterday. not going to be as bad although still in the moderate category. we don't have as many low clouds at the coastline. in fact, clear conditions leading to another bright warm day. temperatures not going to be as hot later on this afternoon. especially for those inland valleys. you will notice that once we get going this afternoon. right now back in the 50s and 60s for the most part. 60 in san jose.

63 in livermore. later on this afternoon you will notice the high temperatures again. not as hot for inland valleys. back in the atitys for livermore, concord, over towards fairfield. good mix of 70s and 80s around the inner bay. palo alto and 60s at the coastline today. it will stay cool even at the coast. places like santa cruz may get back up to 72. but again, staying cool and ten degrees keerl as we head towards the next couple of days into next week. talk about that cooldown headed our way. mike, you're tracking police activity. >> it's been a problem for hours. look at the rest of the bay. zooming in crossing between san francisco and oakland, both directions will have an issue. eastbound getting out of san francisco we have your three left lanes closed. that's the lanes over off to the north side of the bridge. and so you will have to shift over to your right as you're passing by. all police activity on that lower deck. pete suratos is out there. he in fact is talking to folks at the scene. there's been a person on that bridge. they're trying to talk that

yesterday in the 80s. temperatures today topping out close to 70 degrees. up to 69 as we head towards 4:00. high pressure stays in control. jet stream towards the north for the time being. that shifts as we head towards next week. in fact, the jet stream sags over the bay area, an area of low pressure is going to dive down south and that could mean for some showers and thunderstorms for places like reno, lake tahoe, down towards yosemite as of the latest check it keeps the bay area dry but the thing gets close. we'll be tracking it. here's our forecast for today. back in the 60s and 70s. for most of us, inland valleys 80s. as we head towards the next seven days. that trough builds in. talking 70s for daytime highs for inland valleys. mid 60s hang out all the way through the next seven in san francisco. mike, what are you tracking? >> i'm concerned about bay bridge. the south bay, peninsula, not a problem. pretty standard schedule all around the bay just getting started with that east bay commute. that is the reason why we are concerned. look at this. we do have your three eastbound

lanes at treasure island closed for police activity. westbound we have one. your right lane on the north side of the bridge. all the activity out there, in fact, i think let's show you live cameras. we have the bay bridge toll plaza where we're starting to build. that's why i'm concerned with one lane out of treasure island closed. that is your right lane. shifting left through treasure island for the police activity and the build is on here. we may see the metering lights turn on slow. so far standard there. this is the lower deck. chp activity. only two right lanes open. these three left lanes are closed because just off of the railing right over here we have someone that is over the edge. they've been talking to that person since about 11:00 when the activity started over on the bridge. this may be a factor as the volume starts to build. we will track that as well. so far no major delays out of san francisco. tri-valley, dublin, standard flow. back to you. >> all right, mike, thank you. 5:22. coming up, san jose state university is under fire. the allegations against campus

a san jose state fro fesser accuse of sexually harassing a student was investigate, suspended, but allowed to keep his job. now growing anger on campus is forcing the university to reopen that issue.

last year a student accused professor lewis aptikar of repeatedly asking if she were single and saying he wanted to date her. the university investigated him and found he was inappropriate. he was suspended for ten days but not fired. all this was brought to light by a mercury news investigation. >> makes me question like what other things have they just pushed under the rug. >> i mean, it's pretty shocking. i haven't heard anything of it besides right now, so it makes me uncomfortable. >> this week the new university president said the allegations are troubling and aptikar will be investigated again. the professor is now on paid leave. the way california schools are graded is changing. new school report cards are about to be a lot more detailed. state board of education is going to consider the new grading system today and tomorrow during a meeting in sacramento. the last grading system was

suspended three years ago. officials and teachers say that report card which graded schools by three-digit number called api scores was just too simplistic. critics say the new grading plan officials are considering is actually confusing. coming up, a neighborhood living in fear may have some relief. the alleged serial gunman in san jose now behind bars. we're looking out here at the bay bridge. treasure island tunnel. lit up area there, westbound with those taillights we're looking for one lane closed there. more lanes closed getting out of san francisco. all this police activity and commute kicking in. we'll track the latest coming up.

5:30 on the dot on your thursday morning. thank you for joining us. i'm sam brock. >> i'm laura garcia-cannon. we want to get right to mike inouye this morning. busy morning when it comes to that morning commute. >> only at the bay bridge. major concern. look, south bay peninsula, standard flow. the bay bridge right as things are starting to build getting into and out of san francisco, we have this police activity continui continuing. the latest was we have three eastbound lansz close and one westbound lane close tond san francisco side of treasure island. the bay bridge toll plaza shows you the metering lights have been turned on on schedule. we have this backup quickly filling in the oakland side. pete suratos is on the lower deck getting out of san francisco where there's been police activity for hours. pete, it sounds like we may have

some changes over there. what do you have for the latest? >> reporter: good morning, mike. yes, we're going to have changes because that bay bridge we've been talking about just walked up on his own. i want to show you guys the scene we have. chp is there. all morning long negotiating with this man that we just found out from chp was actually an assault suspect in that altercation i mentioned earlier this morning that took place at the trans bay terminal. they tell me that when this altercation happened that's when he ended up on the bridge, walking along this ledge. and that's when chp was called in because he was acting very strangely. actually hopping in to different lanes. and here's chp telling us what happened when they showed up. they have the four officer surrounding the suspect. here's what they said the drivers were telling them when they showed up what this guy was doing. >> they were called first that they were just walking on the -- in the lane of traffic. not on the side. there was calls that he was jumping towards cars.

obviously very dangerous situation. and then he was throwing cones at, i guess, located on the bridge rail into the lanes of traffic. and then there were further calls that they thought he appeared to be on drugs. >> reporter: since he is an assault suspect he has been taken into custody. but first things first, chp says he's been taken to sf general for mental evaluation. the traffic will soon be picking up. but they tell us this area should clear out in the next 15 to 20 minutes. we're live on the bay bridge, pete suratos for "today in the bay." >> good to see that was resolved safely. thank you. new this morning, some scarry homes outside a busy shopping center in the south bay. armed robbery at santana row. >> "today in the bay's" kris sanchez is live there with what we've learned overnight. so many people head to santana row. kris? >> reporter: right. there are lots of folks out here and even at 9:00 it's still bus ling when the stores and re restaurants are closing.

sometime in the 9:00 hour between this intersection where we are here near the valencia hotel there's h and m store, tommy bahama. this is santana road. somewhere between here is where a woman told police that she and a friend were robbed by an armed robber, a man who made off with some cash. let's take a look at the map of the area that we're talking about so you can see what we are talking about. initially it seemed like they were perhaps two different armed robberies. it turns out that one was a duplicated report and so there was only one. but still, a very rattling situation for the people who come here, especially at night. the victim did contact us because after reporting to police she wanted to make sure that the public knew so that as they are out and about here, they know to be aware of their surroundings. we will post the map of where this is located on twitter so that you can see it for yourself if you are a customer here at santana row or you work here.

clara county jail without bail. in a jailhouse interview with nbc bay area the sex offender accuse of trying to kidnap and sexual assault two south bay women says he didn't do it. >> you have to physically take them. then you did so. that's kidnapping. right? if you go to talk to somebody and walk away, that's not kidnapping. that's not even attempt. >> david lee russell said he had no idea that he was a wanted man after the two alleged attempted kidnappings. san jose police finally tracked him down near oakland road tuesday. when asked if he shaved his facial hair to avoid detection he offered this explanation to our reporter robert honda. >> i don't have gray hair. >> you didn't do any of that to change your appearance? >> no. i didn't even know none of this was happening. >> the prosecutor in the this case says he is seeking a life sentence. russell is being held without bail. he returns to court in one week. 5:35. new details on a fire we first brought to you yesterday

morning. palo alto police say they have a suspect in custody for purposely starting a fire at an iconic inn. flames race through a second floor room of the glass slipper inn about 9:00 tuesday night. glass slipper inn of course saw an el kcamino real. he confronted his estranged wife in that room. police later tracked him down in mountain view. officers say he threatened them with a knife but took him into custody safely. a man arrested more than 300 miles away. he was arrested yesterday near the oregon border for burglary and assaulting a local sheriff's deputy. millbrae police say they have surveillance video showing him breaking into a home back in august. stolen property from the home were found at his home at the time of his arrest. 5:36 on your thursday. new this morning, violence on the roads. convicted gang member from santa

rosa is in jail this morning for allegedly pulling out a gun on a woman in the middle of a road rage incident. these are the weapons that police confiscated afterwards. it happened yesterday near a food for less grocery store. a woman says the man jumped out of another car and approached her twice, threatening her with a gun before finally driving off. the woman then called police and officers found and arrested the suspect and an accomplice of his. officers say they found marijuana in the suspect's car. spending a lot of time driving? sitting in traffic? you're not alone. aaa survey finds americans spend an average of more than 17,000 minutes behind the wheel every year. research shows nearly 88% of people 16 and older reported driving last year. drivers traveled nearly 11,000 miles on ank and spent more than 290 hour on the road every year. by the way, men drive more than women. more than 2,000 miles per year even more. >> sounds like a good ad for a biking activity. get outside more.

bridge. >> a lot of police activity. we're tracking those changes as we also see the build for san jose and over there on the tri-valley. pretty standard for those commutes. the bay bridge is a concern right now. we still have slowing showing up right on the san francisco side of treasure island. both decks, eastbound we still have three lanes blocked by police activity. better news is the police have gotten that person from the edge of the freeway and they have not got them in custody from what i understand. the upper deck has one lane closed as that volume builds and the metering lights are turned on over at the bay bridge. we don't have pete's shot. he's been on the bridge. we're hoping the lanes to reopen. it's possible that pete may be being cleared from the scene. i don't want to commit. we're looking for the lanes to reopen just before 6:00. so far a little more slowing at treasure island. coming up, controversy community. california college that's causing an uproar this morning. why did apple take the iphone jack, the headphone jack out of iphone? we'll look coming up in business and tech. plus, scott, not getting off

more fallout fryan lochte. now the olympic chit fee and usa swimming will suspend him for ten months. this coming after the medal winner along with three other usa swimmers initially told police and also told nbc news they had been held up by armed men posing as rio police officers. it was later revealed that lochte made up large portion of that story. the other three swimmers will be also punished but not as severely as lochte. a new student living learning community is cause an uproar in southern california. they have some campus housing set aside for students with similar interests. when cal state l.a. opened a new black living learning community some were taken back.
