good sunday morning to you. it's 7:00. here is a live look towards san francisco from emoriville. cloudy skies on a cool sunday morning. we appreciate you joining us. i'm kira klapper. meteorologist anthony slaughter has a look at our forecast. still a little warm in san jose. cool in san francisco. much the same today. >> yes. it's going to cool off more today. want to show you a beautiful sunrise this morning. just gorgeous here. we have a good mix of sun and clouds. it's not completely foggy everywhere. the cloud cover is going to be the the story, at least for first half of today. 60 is where we are at across most of the bay area or close to that. 58 in san jose.

moment of silence at 8:47 a.m. eastern time to observe when first plane hit the north tower at the world trade center. a second moment of silence was observed at 9:03 when the south tower was struck. all the names of the twin tower victims were read after those moments of silence. as jay gray mentioned, republican presidential nominee donald trump is at ground zero this morning. he is accompanied by former new york mayor rudy giuliani. he was the mayor at the time of the attacks. hillary clinton is honoring the victims at this morning's ceremony. and this is a live look now at first responders plaza in san francisco where a ceremony to remember those two died is currently taking place. a piece of the world trade center is part of the ceremony. the fire department and the family of betty ong brought the piece to san francisco. ong was from san francisco and she died working as a flight

her three children but ran out of gas on 680. we first told about you this accident yesterday morning. she pulled over her camry to a wide shoulder of 680 out of the way of traffic. that's where the chp says a female driver in a white suv hit them. >> people say it's nobody's fault. but it's the person's fault who god behind the wheel driving under the influence. >> the chp arrested 39-year-old yarnett malahan on suspicion of driving under the influence and gross vehicular manslaughter. a search indicates she's related to a county sheriffs deputy. the two other children in the car suffered minor injuries and their mother was hospitalized for broken ribs and a fracture in her back. new details now in a 20-year-old cold case. investigators say they found what could be human remains in the search for a missing cal-poly student this week. 19-year-old kristin smart disappeared without a trace on

memorial day weekend in 1996. over the last week, two dozen fbi agents and sheriffs deputies focused their search digging in an area overlooking campus. they say they found personal items, including remains, during the excavation. it could take the fbi months to find out whether those remains are human and if so who they belong to. this was the scene in downtown san carlos yesterday afternoon when a car plowed into a building. it happened on laurel street near san carlos avenue around 1:30 in the afternoon. police tell us the 78-year-old driver accidentally hit the gas pedal instead of the brake. the building, it's vacant. luckily no one was hurt. urban shields continues this weekend despite demonstrations against the law enforcement training on friday. throughout the bay area this weekend, first responders are being tested in tactical operations.

teams will respond to mock fires, ems scenarios and fake bomb threats. the training, of course, falls on this weekend of the 15th anniversary of 9/11. organizers say it's a grim but realistic reminder of what first responders can face on the job. >> we can be better prepared and better trained as first responders for an incident like 9/11 or anything else like we have seen in the country this last year if we train right. we need our first responders trained. >> friday, hundreds protested against what they call the militarization of police at the fairgrounds where much of the training is taking place. 20 of the protesters were arrested. a developing story overnight in the south bay. security cameras capture a person in a hooded sweatshirt on the left of your screen lighting that car on fire and then jumping into the passenger seat of a waiting car and driving off. this happened just before 3:00 this morning near the

san jose welcome back. it's 7:15 on your sunny sunday morning. cooler temperatures today. just like we saw yesterday. anthony slaughter has a tease that apparently rain is on the way for some of us tuesday. the 49ers rivals seattle seahawks say they are going to unite with kaepernick today. the team plans to stand and link arms during the national anthem. this comes after a growing movement started by kaepernick. he is no longer standing during the national anthem in protest of what he says is unfair treatment to blacks and other minorities.

just shy of 7:18 on sunday morning. let's check in with anthony slaughter with a look at our forecast. we have clouds out there this morning. that will lead to a cool day. the clouds that have been with us over the past couple of mornings, the marine layer starting to push back. that's leading to cooler natural ac. that's going to be with us as we head through the afternoon today. a cool breeze. many of us in the 50s. 54 in the north bay. 55 in san francisco. 59 right now in the tri-valley. 58 in the south bay and peninsula. look at the highs this afternoon. 73 for the peninsula. 79 for south bay. 84 for the tri-valley. san francisco will see another cool day with temperatures near 62. the fog is with us this morning. that will peel back by noon. i put this into motion, we will get a little bit of cloud cover for tonight as the fog starts to push back in. a trough that will dig into the western part of the country. that's going to move over us as we head towards tuesday. that's going to mix out our air.

we will not see as much cloud cover at the coastline. the next couple of days we will see clouds. tuesday, more in terms of cloud coverage. this will be our system we will track. we will talk about that in a little bit. good news as the natural ac blows through, the air quality does return back into the good k category everywhere. here is the setup. we have high pressure that's sitting out across the pacific. our storm track to our north -- the storm is lined up across the pacific northwest and gulf of alas alaska. that's the trough i was talking about that's going to move this way monday and tuesday. not a huge storm system by any means. not going to produce a lot of rain. most of us won't notice it. it's going to be isolated to the coastline and higher elevations. the santa cruz mountains from highway 17 up towards san francisco, that's where we will have the best chance of seeing showers. you will notice what i'm talking about. a lot of the activity, even

every morning through tuesday, will be at the coastline, drizzle, mist. look what happens tuesday morning. we get an enhanced lift with this trough that moves through. we will have more spotty showers tuesday morning, anywhere from the santa cruz mountains over towards san francisco and even over near places like mill valley, over towards the higher elevati elevations. most of us won't see the rain unless you are traveling through some of the higher elevations. or if you are venturing into san francisco tuesday morning. keep that in mind. you may run into slick roads. you know how it gets when we get the first rain of the season. the oil on the roadways comes up to the surface and creates slick roads. it's not going to be much rain. we're talking about a couple hundredths of an inch. a lot of this activity will be concentrated to the santa cruz mountains. higher elevations. if you live in the valley, don't expect much from this. we are just getting started with the rain season.

>> reporter: these were no small collection bills. we're talking charges between 1700 and $3300. all received collection notices for something that happened nearly two years ago. in some cases, too late to file for insurance. >> we get this bill in the mail. it was from a collection agency. i said, what is this? >> reporter: kenneth howard couldn't figure out why he was getting a collection bill from an ambulance ride he needed two years ago for chest pain. >> very strange to receive a bill two years later when you have had no communication with that company at all. >> reporter: never got a bill? >> never got a bill. >> reporter: ellen got a similar collections bill for her husband's ambulance service. >> it was very irritating, because i try to make sure all the bills are paid for my parents. that's my job. >> reporter: a collections notice arrives. this time in steven's mailbox for his elderly father's ambulance service in 2015.

kenneth, ellen and steven have one thing in common, they say they never got a bill from the rural metro ambulance service prior to a texas-based collections notice arriving in their mailboxes two years later. >> rural metro said they can't talk to me because everything is with the collection agency. >> reporter: steven inquired about the bill by calling rural metro directly. ellen is a retired schoolteacher and kept detailed records of the family's medical bills. nowhere in her files is a bill for the ambulance ride. >> i didn't see an ambulance bill. i didn't give it a second thought. i figured it was in somewhere in there and taken care of. >> reporter: they said getting details from rural metro was impossible. when they called the collection agency, all that was offered was a payment plan. >> i can give you 20% off today of the total bill. i said, i'm not going to pay this. why? >> reporter: all three laid out their medical payment history.

flew into the north tower. >> thinking about it is an emotional thing for me. i think there will be a lot of different reactions. but i think it will be somewhat of a somber moment. >> reporter: the battalion chief says the heros left behind lessons for all. they now use satellite phones for emergencies. >> not enough cell sites. they are overwhelmed by people trying to call for information. we find out in every major emergency, cell sites can't handle the overload. if that were to happen today, firefighters will funnel into the building to try to save lives. this is a live look at that memorial in san francisco. it just rwrapped up minutes ago. this remnant from one of the world trade center towers will permanently be installed at

a follow-up on a paddle wheel boat that capsized last weekend in the sacramento delta. about 600 gallons of diesel spilled when the boat tipped over. state and federal environmental agencies are now moving forward with plans to clean it up. after the owner failed to submit a plan in time. the job is expected to take several weeks and during that time other boaters are required to stay at least 75 feet away and to pass by the accident slowly. how about a glass of bubbly while getting your hair colored or a beer with your buzz cut? a bill sitting on the governor's desk would legalize what many salons and barber shops already do. serve alcohol. not everyone is on board. >> reporter: with signs that say no buzzed cuts and if you serve cars will swerve, members of alcohol justice rally outside an ate teeightteen eight barber sh.

alcohol justice says it doesn't belong in barber shops or salons. they want governor brown to veto the bill that would legalize the common practice of serving alcohol with a cut. more than 41,000 salons would be l allows to serve customers one glass of wine or beer to customers 21 or older. >> there would be no monitoring, no responsible beverage service training. >> reporter: the california board of barbering opposes the bill. stylists support the bill here. the owner says customers should be able to unwind with a beverage of their choice. >> this is a place where people come to relax and have fun and be pretty. why can't they have a glass of wine? >> reporter: some say it's a perk they expect. >> we as women spend a lot of money on our hair. if you are going to offer a

glass of wine, why not have that glass of wine to make the bill seem a little bit better? >> reporter: governor brown has until september 30th to sign or veto the bill. a setback for a local endurance swimmer determined to set a state record. 39-year-old kim chambers set off on a swim on friday. 30 mile per hour winds forced her to climb out of the water 24 hours into her journey. her swim began at the sacra mmeo yacht club. it was expected to take about two days for her to complete. you may remember last year, chambers became the first woman to swim the 30 miles. she is originally from new zealand but now lives in san francisco. 7:39. more ahead on "today in the bay." the nfl season has arrived. both bay area teams are ready to

the giants are showing signs of picking themselves back up -- af the giants are showing signs of picking themselves back up after a very rough second half of the season. the team was in good spirits after friday night's 12 inning win against the diamondbacks. their play on the field showed it. they had 19 hits and 11 runs. they steamrolled the d-backs 11-1. the giants remain four games behind the dodgers in the west and one game ahead in the wild card standings. last year anthony davis took a year off from football. he contemplated retirement but decided to come back this year. once again, one day before the season opener, sources tell us that davis is considering hanging up his cleats once

larry is here. isn't this an unusual route to election? but with trump it seems nothing is unusual. >> that's right. just about everything with trump has been enconventional and different from anything we have seen in the past. not only has he repeatedly offended huge segments of the voting population, he needs to win, but had virtually had no ground game in battleground states and almost no campaign advertising. he has thrived on the unconventional. implying that more of the same old just won't work in america anymore. then we can't overlook his incredibly loyal base, which is dispr disproporti disproportionately made up of white males. his base loves it. >> i must have missed that quote.

yes, there are obviously people who love him. what is it that makes him so popular with his followers? >> he strikes his supporters as authentic. his answers -- he answers complex problems with simple solutions that people understand and embrace. he doesn't sound like a politician. his base doesn't mind offensive remarks or coarse language. finally, he is able to dodge questions by changing the topic or denying his own previous statements. until recently, reporters just didn't press trump. why? because many couldn't separate trump the celebrity from trump the presidential candidate. now, people are acting differently. >> yeah. here we are, we are eight weeks out from election day, eight weeks tuesday. most shows anything from a slight clinton lead to a dead heat. it depends what poll you are looking at. given trump's unorthodox approach, why would you say this is so close? >> there are lots of reasons.

here are three that hit it hard. first, trump as we know has tapped into an alienated s e ed of society. people who feel left out from the economic recovery and who are angered by immigration. they feel that the system, if you will, has let them down. and that trump represents real change. second factor, clinton has been a weak campaigner. despite her vast experience, she's had a hard time pulling away the e-mail issue, which has led her detractors to accuse clinton of being deceptive and inauthentic. third, there's the matter of alternating power over the past 50 years, only once has a candidate from the political party ending two terms of the presidency been able to secure election. that was george h.w. bush who by the way lasted only a single term after ronald reagan. the fact is, americans like change. they like change after two

terms. clinton is bucking that incredibly important tradition. >> what kind of events or developments -- this is a loaded question -- could tip the election one way or other? >> it's an important question. here is where there are conventional answers to a highly unconventional campaign. we want to watch for too many outrageous statements by trump or a claim that goes well beyond reason, anything so far. some people thought the comments about the putin might drive away support. any dramatic change may still come. watch to see whether there's an e-mail discovery that clearly -- not just a smo is that clearly implicates her. of course, the debates loom large in this campaign. more so than ever. the performances of either candidate could break open the race. finally, there's always the unknown.

welcome back here on this sunday. 7:53 the time. start off with our shot from our live camera network. san francisco through the tri-valley and the peninsula, clouds. the clouds not everywhere. we are looking at sunshine across the tri-valley and same deal for the south bay. as we get going into the afternoon, a good mix of sun and clouds at the coastline. staying cool in san francisco today. only 62 degrees there. the tri-valley will see temperatures in the 80s. 73 for the peninsula. 79 today for the south bay. the fog will peel back to the coastline as we head towards noon. you will notice this evening, cloud cover does move right back on into the inland valley.

tomorrow when you wake up, we will have patchy cloud cover and some drizzle at the coastline. that peels back as we head towards early morning hours. we will see a sunny day monday. tuesday, that's when things get interesting. we are watching a trough that will bring more clouds but also clear out the coastline so we're not looking at the marine layer that's overly extensive. the good news over the next 24 hours, our air quality does improve back into the good category across every location. that's good news. we have high pressure in control. you get the clockwise rotation. we have a northerly dip in the jet stream. that's what we're expecting the trough to move in over the next couple of days. notice the futurecast, by tuesday that thing will sit right over the bay area. into wednesday, it starts to push off towards the east. before it moves out, we could be tracking the potential of showers and maybe even thunderstorms. i think the thunderstorms will be across the mountains. showers across the bay area. this is tuesday morning what i'm talking about. a lot of this activity will be

concentrated to the coastline, higher elevations and across the north bay mountains in you live in the valley, not much in terms of rain fall. tuesday afternoon, clouds clear out. then our attention turns to the sierra. we will track the potential of thunderstorms tuesday night. tuesday is the day to watch for any wet activity. again, don't think it's much. in fact, you will notice estimated rainfall, only a few hundredth of an inch, from san francisco, down through santa cruz. everyone where else looks like we will stay dry. if you live in the inland valley, like san jose, and you do any compumuting into san francisco tuesday morning, you may run into wet roads. keep that in mind for the morning commute. sunday looking good. 60s and 70s for most of the us. a few places top out near 80, like san jose. into the low 80s for the tri-valley. the next seven days does tell a

cooler story. tuesday, the coolest day. that's when the trough will move overhead and bring more cloud cover and san francisco i think we will get morning showeres. once this moves out, we're back to dry skies. keep in mind, tuesday morning the commute could be very dicey, especially if you travel through the santa cruz mountains, highway 1 or any of the bay bridges. the golden gate bridge, san mateo bridge could be slick. >> people have to reremember how to drive in the rain. >> big time. >> thanks. before we go, a few more stories. we have a look for you -- a new look at mars. take a look. nasa's curiosity rover sent back these new color photos of the red planet. the images show in detail rocky terrain on mars' surface. it's expected to give researchers a better understanding of how the current landscape of mars came to be. back here on earth, a puppy abandoned in the south bay gets a permanent home.

mounta mountain view police say they found the dog yesterday. they brought him to the police department to be cleaned up. lucky for him, he captured the heart of one the dispatchers who is in the process of adopting him. officers are reminding everyone that if you can no longer take care of your pet, please call animal control. don't just abandon the animal. we recognize that guy. an ice cream scooper at the a & w root beer float night. each year the san jose earthquakes raise money for a local charity. this year, $5,000 was raised for the positive coach alliance. >> wow. >> good news to end an otherwise grim day on this september 11th. we really thank you for making us a part of your morning. we want to remind you, no 5:00 or 6:00 news. it's sunday night football.
