we'll start with weather. we'll show you the sky cam this morning. we have fog and clouds that made a return back into the bay area. temperatures will be cooling off as you get going into the afternoon. so that's some good news. in fact, you may need to bring the jacket with the little ones this morning. we're looking at 50s even in san francisco. you can see the golden gate bridge. fog there. not that bad. visibility still at about ten miles. hasn't lowered all that much because we're looking at visibility down in santa rosa. same deal in half moon bay. if you're taking highway 1, you may run into clouds there. temperatures a little cooler than the last kourm mornings. that's going to be the trend for the next couple mornings. don't put away the jackets just yet. fall starts on thursday. you may need them as we head towards the first full day of fall. temperatures warm for the inland valleys, cooler at the coastline, 71 for san francisco, 74 for santa cruz. oakland at 80, san jose up to 87 degrees. as we mention, mike has the morning off. want to take you to traffic.

we have lots of green on the map that denotes smooth sailing, lots of open roads but we do have a couple of incidents, a stall on the plant hill on-ramp partially blocking the on-ramp to 24 westbound getting to the caldecott tunnel. 880 southbound at the 238 connector, a stall on the on-ramp there. if you're ap etch proing that scene, take it easy. the bay bridge toll plaza is looking good. >> nice and clear, thank you very much. a tower of flames and black smoke shooting over a san jose neighborhood. this is new video that shows a gas-fueled blaze that prompted an entire neighborhood to be evacuated. >> "today in the bay's" bob redell live at that san jose home this morning. bob, do we know how it started? >> reporter: we have heard this morning. good morning, laura and sam. the san jose fire department says it was someone on the back patio of this home at lee court and white road who was barbecuing or frying chicken.

for whatever they were doing, they started the fire. you can look at in the back yard, there's washers and dryers, small add ply anss, a lot of items. and then cabinetry and metal sheeting in the back. it all went up in flames. when this fire started, unfortunately it spread to the gas meter that feeds the natural gas to this home. as you look at this video, that's why the flames shot so high into the air because it's gas fed. that represented a huge challenge for the fire department. when they did arrive, they had to call for a second al loorm, reinforce. because you had this gas-fed situation. the other problem, power lines running to the property, those caught fire as well. a risk of electrocution. a very difficult job for the fire department. we understood it took over 70 minutes to turn off that gas. there was four people who lived here. they all got out okay. unfortunately they can't live in this house right now because

it's been so badly damaged, and also because of the gas situation. there were over 350 people in this neighborhood and on the business cross streets who also had to be evacuated until they were able to declare the scene safe. as you can see behind me, the fire department has since left and they've got this area fenced off. you know have this burned-out mess in the yard. four people without a home with a gas-fed fire caused by somebody frying chicken on the patio in the back. live in san jose, bob redell, "today in the bay." >> bob, thank you very much. a student sickened by tuberculosis has parents and other students concerned at an oakland high school. last night health leaders held an informational meeting at skyline high. the health department plans to test up to 300 students and others who may have been close to the infected student. health experts say it's pretty hard to spread tb and there are a number of effective drugs that treat it. most people who are infected

never show symptoms. friends and families are morning the death of a san jose state student. it happened after he drown on a trip. 19-year-old billy nguyen, a kin nieceology major was swimming on saturday afternoon. nguyen's friends and family say they're in disbelief. >> it was complete shock. 19 years old, he's one of the nicest kids i've ever met. it was complete shock. >> billy nguyen was a member of san jose state's outdoor adventures recreation program. >> new developments in new york and new jersey in the bombings there. augt thoits say they're not looking for more suspects. the fbi does not believe this was representative of the work of a larger terror cell. 28-year-old ahmad rahami is being held on $5 million bail. new jersey police shot him

several times during a gunfight yesterday after he was spotted in the vestibule of a restaurant there. he was conscious as he was loaded into an ambulance. investigators believe he was seen on surveillance video near where explosives were recovered and dealt nated. >> we will continue the investigation to make sure we completely understand rahami's social network. >> the fbi says investigators have already identified the suspect's fingerprints of an unexploded pressure cooker uncovered near the manhattan blast in chelsea. rahami has been charged in connection with the police gun battle. federal charges are pending. >> the san francisco man shot in the head with a paint ball gun is in stable condition. police say the victim is a homeless man, was shot in the head twice late sunday night in the outer mission. the man suffered brain injury. police say it appears there may have been an altercation between the speck and the victim that

led to that attack. no arrest has been made. the man accused of beating an 88-year-old woman nearly to death faced a judge for the first time yesterday. zachary cuen is charged with attempted murder and robbery. investigators san jose he beat and robbed flo douglas in her san jose home. she's better known to the community as miss flo. she's still in critical condition in the hospital's intensive care unit. 5:06 right now. new details on a wildfire that's been burning for almost two months now near monterey. that now makes it the costliest fire nr u.s. history. the soeb ran necessary fire has destroyed 57 homes and 11 buildings. more than 400 structures are still threatened. the fire started from an illegal campfire and made its way south. it's charred 113,000 acres. two months later, still only 60% contained. full containment is expected by the end of the month.

let's check the forecast right now. it's been feeling like summer. we know fall is just around the corner. >> in fact, temperatures will be cooling off. we'll be looking at fog this morning, you can see from san francisco, there's the golden gate bridge. we've got fog there. across the rest of the bay area, not seeing the fog everywhere, but temperatures have come down from where they were the past couple mornings. 59 in the peninsula, 69 in the south bay. temperatures not as hot. for places like the tri-valley that were near 100 degrees for the past three days. even san francisco back into the 80s, 71 for your high temperature today and even in the south bay you'll notice cooling. >> mike has the morning off. let's take you to the traffic maps. we have lots of green to talk about. so we don't have any huge issues. that's good news. i want to take you on a quick tour around the bay. lots of green in the south bay. no huge incidents here or accidents. so good news, smooth sailing there. across the east bay, looking good from the tri-valley, no huge issues here, but we do have

responsibility off the top, we have a copy of what he plans to say. wells fargo says the tellers created nearly 2 million unwanted accounts for customers who didn't want them. wells fargo fired more than 5,000 people. at first the ceo called them bad apples. this morning in his opening statement stumf will say i accept responsibility for unethical sales practices and am doing everything to fix the issue. stumpf told jim cramer he will not step down, wants to lead the bank back into respectability. up until now wells fargo was one of the only banks that got through the housing crisis unscathed, avoided poor decisions and questionable behavior that we saw at other banks. for the rest of the news before the bell, let's check in with landon dowdy live at cnbc world headquarters.

are rare but lately there have been more sightings. scientists think they may have been displaced b i the recent fires nearby probably looking for some water, maybe some picnic baskets. >> boo-boo. we've been talking about this fire at soberanes. >> we did see rain this past winter, we haven't been in the all-clear. we are still looking at severe and exceptional drought conditions, even across most of california. i want to start you off with good news. we have fog returning this morning. so it's not going to be all that hot later on this afternoon. and in fact, this is the beginning of a cooling trend that's going to be happening over the next couple days as we welcome in the first full day on thursday. the fog is dense in some parts of the north bay down to about five miles, six miles in some

locations, san rafael, once you get into the north bay, things improve. temperatures not all that bad. still mild in most locations, 69 in livermore, 64 in san jose. 50s creeping in. temperatures cooling off. that's going to be a sign of what's to come. 88 your expected high. 80 today for oakland. upper 80s for walnut creek, mere pleasanton and same with gilroy. there will be hot spots today as high pressure starts to inch farther away from us. we have tropical moisture in southern california. san diego, phoenix, flagstaff waking up to showers from hurricane payne that's going to make its way that direction. the wind pattern just doesn't align. we're watching a trough to our north and the counterclockwise rotation will bring in that ocean air over the next couple days and cool us off by

now to an vittive unit exclusive. they're most to enforce the law and make sure our elections are fair. >> our investigative unit found the agency that oversees campaign law finds itself stuck in gridlock doing essentially nothing. stephen stock joins us now to explain. >> good morning, guys. we looked at thousands of complaints that came um before the federal election commission, the fec dating back to the year 2000. we found complaints that hinger in the system for years, sometimes many years with no action. we analyzed the fec's own calenders and vote records. in the last six years ag loalon discovered it can take a year and ten months just to bring a complaint up tore a vote. when they did vote, they voted as a block, republicans versus democrats, splitting three to three and deadlocking, meaning nothing gets done at all. critics say that means candidates and campaigns who break election laws get away

>> if you were stuck yesterday at 280 and los altos hills, this big rig carrying gravel flipped over. it happened near the magdalena exit. traffic backed up all the way to sand hill road. one person was hurt. nbc bay area responds to several residents having trouble right now after receiving an ambulance service. they never received a bill but recently got a letter from a debt collector. >> here is an update. >> good morning. two weeks ago we ran a story about three people who received collection notices from a debt company collecting on behalf of rural metro ambulance. as soon as we got off the air, calls from around the bay area started pouring in. we heard from 12 more consumers who told us the same story. each received a surprise debt

tunnel. there may be a slower go there. here is the bay bridge commute, metering lights just got turned on. >> thanks a lot anthony. school health officials on alert this morning after hundreds of students at a bay area high school were exposed to a dangerous disease. >> "today in the bay's" pete suratos live at skyline high school. the concern here is tuberculosis? >> reporter: good morning. when it comes to tb, it can be as easy as breathing in the contagious particles from the person infected with tb. here at skyline high, 200 to 300 students that may have been in contact westbound this infected student. last night they held an informational meeting to talk about this topic. according to the centers for disease control, tb is an infection in the body that typically affects the lungs, but can also attack the kidney, spine or brain. it can be spread through the air if a person with tb coughs or

speaks on another person. while the transfer of tb may sound like it's pretty easy to catch, county health officials say it takes prolonged exposure for it to be passed from one person to another. for one of the parents at last night's meeting whose kid is in a relationship with this infected student, it's nerve-racking. >> the person, as my daughter told me, was coughing up blood. so he's in the hospital. he's been in the hospital for several weeks. >> they can do testing to see if there may have been exposure and provide medication to help prevent what we call disease, when you actually have symptoms, you're coughing and have the lung infection or pneumonia. >> reporter: those 200 to 300 students will be tested next week. alameda county has a program. if you have questions or concerns, we have more information on our website, nbcbayarea.com. pete suratos for "today in the

bay." we just learned that someone frying chicken in a back yard, that's what started this fire that destroyed a san jose home in east san jose. that started a little after 7:00 on lead court near story and white roads. a gas meter feeding the fire made it worse for fire crews. eight neighbors homes all evacuated. >> when the first engine got here, they called for a second alarm because we had a gas-fed fire. the meter was on fire and the flames were jetting out and burning under pressure. >> it took about an hour for the gas to be shut down. a san jose sophomore drown in the sequoia national forest. friends tried to save him. they say he was a young man dedicated to the outdoors and to fitness. this happen. good morning, kris. >> reporter: good morning, laura. that is the question. by all accounts william wen was in great shape. not only did he enjoy working out. he worked to inspire other people to also get fit. his friends called him billy. he was on a trip this weekend. while he was here at san jose state he described kin kneesology described as the art and science of human movement. he trained this year to be a student leader of san jose state's outdoor adventures recreation program. he was swimming in eagle lake in the sequoia national park on saturday when something went terribly wrong. the university president said in a statement, billy reportedly struggled and sank beneath the water surface. the group tried unsuccessfully to rescue him. our students and staff reacted with incredible encourage, composure and thoughtfulness. on behalf of the entire university community, i want them to know how proud we are

for them. >> everybody liked this kid. always had a smile on his face. he was fun to be around. liked to learn, just a good kid. >> reporter: nguyen was a san jose native and graduate of prospect high school. his drowning is under investigation by the national park service. eagle lake is so far in, rescuers had to hike 3 1/2 miles to reach the lake. there are counselors for anybody who needs to talk. in san jose, kris sanchez, "today in the bay." it's 5:36 right now. authorities now say the suss smekt in the new york and new jersey bombings acted alone, and the fbi does not believe it is the work of a larger terror cell. 28-year-old ahmed rahami is being held on $5 million bail.

new jersey police shot himself times yesterday. he was conscious and he was loaded into an ambulance. investigators believe he was seen on surveillance video near where the explosive devices were recovered. they've identified his fing fingerprints on an unex-ploeted pressure cooker bomb. he's been charged in a police gun battle that left two officers injured. federal charges are still pending. new data suggests the surge in anti muslim political rhetoric may be contributing to more violent backlash. a hate crime expert at cal state bernardino is out with a study indicating hate crimes against muslim americans were up 78% last year. they more than doubled in california to their highest levels since 9/11. the study's author, professor brian levin says the recent uptick started following last year's shooting rampage in san bernardino. donald trump's call to ban muslims likely added fuel to the

two. a notorious list continues to grow. three more police officers have been accused of sexual misconduct in an investigation that ensnaring a 1/2 dozen law enforcement officers. felony charges against former contra costa sheriff's deputy ricardo perez. according to court documents, jasmine, who used to go by celeste guap, had sex when she was just 17 years old. an oakland police officer also faces charges related to sex with a minor. opd officer brian button is charged with tipping the teenager off about undercover prostitution stings in exchange for police. petaluma police are hoping someone can identify this woman, accused of nearly striking an officer as she and her male companion took off in their car from a gas station. it happened two fridays ago on lakeville street.

camp. the syrian civil war alone has displaced millions of people and created a humanitarian crisis. today president obama will urge world leaders to take action on the refugee crisis. he's set to speak at the united nations general assembly making his final remarks at the u.n. as president. the u.n. called on countries capable of accepting more refugees to do so and for wealth year countries to spend more on humanitarian aid. it sounds absurd, but is someone intentionally poisoning dogs in the east bay? that's the suspicion after several dogs have gotten extremely sick. >> dog owners believe someone is putting poison on the grass in martinez. at least six dogs have gotten sick after being walked there. parents are also worried children who play in the grass may also become ill. >> we have animal control right

inch away, we'll see more clouds move in. this is all rainfall associated with what was a hurricane, now a tropical storm down across the baja of california. that will continue to bring rain. to our north, we have a trough over the next couple days bringing in cooler weather. unfortunately no rain this go-around. temperatures will cool about 20 degrees from where they were just yesterday. as the trough moves in, temperatures cool for the first day of fall which is thursday. here is a look at the seven-day forecast. 89 for today. invanned lvalleys still warm. temperatures gradually climb as we head towards the weekend. for san francisco, same thing. temperatures a little warm for today, but not all that bad, 71. then back into the 60s. we'll definitely notice more cloud cover as the trough moves in, cooler weather. by this weekend temperatures do rebound even in san francisco. let's switch gears and talk about traffic this morning. lots of green still on the maps

to ensure the law making sure our elections are fair. >> it finds itself in political gridlock doing nothing. senior investigative reporter stephen stock joins us to explain. >> good morning, guys. we looked at thousands of complaints that came um before the federal election commission, the fec dating back to the year 2000. we found complaints that linger in the system for years, sometimes many years with no action. we analyzed the fec's own calenders and vote records. in the last six years alone, we discovered it can take a year and ten months just to bring a complaint up for a vote. when they did vote, they voted as a block, republicans versus democrats, splitting three to three and deadlocking, meaning nothing gets done at all. critics say that means candidates and campaigns who break election laws get away with it because there's simply no punishment when the fec doesn't consider cases for years after the election is over.
