"today in the bay" continues right now. >> good morning and thanks so much for joining us on this tuesday morning. i'm laura garcia-cannon. >> i'm sam brock. we are only a few days away from the official start of fall and it's kind of starting to feel like we're getting there. >> little by little. we have to take it a day at a time. each and every day temperatures cooling off. by thursday we'll bottom out in the 70s. how is that for your cool down. right now, fog and clouds building at the coastline. not all that bad. not going to be overly cloudy or sunny. we have a good mix of cloud cover. you can see from the castro visibility is limited as you take a look at the buildings in the distance. 60 in palo alto, 62 in san jose. livermore at 66 degrees. later this afternoon, without a doubt, we'll see temperatures warm for our inland valleys back into the mid to upper 80s pour the tri-valley. same for the south bay. gilroy and fairfield may hit 90 degrees today. at the coastline, notice we're

talking major cooling, 71 for san francisco even after yesterday getting back into the 80s. let's talk about the traffic report this morning and switch gears. you can see we've still got green on the map, but starting to see incidents pop up in san francisco and approaching the bay bridge. 101 starts to slow as you get towards 87. 880 an earlier accident northbound at the 237 connector. from the tri-valley, starting to see red and orange on the map showing slowing in 60 and pleasanton and slowing on 880 in oakland. here is a shot in dublin, things looking good, but the roadways are jam packed. good news. dublin, no problems there. 6:01. now to an inferno seen from blocks away. that thick smoke and fierp shooting through the sky in east san jose last night as gas fueled a house fire near james lick high school. >> bob, firefighters managed to stop the flames quickly.

still a dangerous situation for crews and neighbors there. >> reporter: it was. what's remarkable, laura and sam, is no one was hurt in spite of what happened here behind me. it was about an hour ago that san jose fire department confirmed to us, somebody who lives in this home on lee court and white road, in this house, they were flying some chicken in the back yard and whatever happened, that fire started from that. you can see it burned a lot of metal structure here, metal sheeting. there's metal cabinetry, metal appliances, washer and drier. unfortunately it spread to the gas meter. that's why we had the flames shooting so high up into the air because of this gas-fed fire. this started around 7:20 last night. when the fire department arrived, they had to call for backup, reenforcement, a second alarm to get help because this was a gas-fueled fire. they also had the challenge of

the overhead fire line that was across the property. that caught fire as well. as a result, they had the risk of electrocution. so they had to take their time to get this out. it took about 70 minutes to finally turn off the gas and get ahead on this fire. again, this fire starting around 7:20 last night. they had to evacuate nearby homes, businesses across the street, and like i said, the four people who lived here, they got out okay. they are, of course, now finding a temporary home because this place right here, their house is severely damaged if it's not destroyed, it's hard to tell the extent of the damage inside the home. again, it was somebody frying chicken in the back yard that the san jose fire department believes was the cause of the fire. live in east san jose, bob redell, "today in the bay." >> bob, thank you very much. friends and family right now mourning the death of a san jose state student. this happened over the weekend at sequoia national park east of fresno. he drown during a trip with other students and staff members

who tried to save him. 19-year-old billy nguyen's friends and family say they're still in disbelief. >> complete shock. he's 19 years old, one of the nyest kids i've ever met. it was just complete shock. >> billy nguyen was a member of san jose state's outdoor adventures recreation program. at 6:04. a student sickened by tuberculosis has parents and other students concerned at one oakland high school. last night health leaders held an informational meeting at skyline high. the health department plans to test up to 300 students. one man who attended the meeting says his daughter actually dates the boy now being treated for tb. >> the person, as my daughter told me, was coughing up blood.

so he's in the hospital, been in the hospital for several weeks. >> health experts say it's hard to spread tb and there are a number of effective drugs to treat it. most people who are infected never show any symptoms. >> there are new developments in the bombings that led to a manhunt across several states. authorities now say they're not looking for anymore suspects. the fbi does not believe it's the work of a larger terror cell. 28-year-old ahmad rahami is being held on $5 million bail. he was shot several times during a gunfight yesterday in new jersey. he was conscious and he was handcuffed to a gurney and loaded into an ambulance. investigators believe rahami is the man seen on surveillance video near where the explosion took place in chelsea and where the undetonated explosives were recovered nearby. his online activity is being scrutinized. >> we will continue to conduct investigative activity to make sure we completely understand

rahami's social network. the fbi says investigators have already identified the suspect's fingerprints on an unexploded pressure cooker uncovered near the manhattan blast. he's been charged in connection with the police gun battle. federal charges are pending. we'll follow the investigation minute by minute and continue to bring you the latest information on air and online. on our website you can look at an interactive timeline of the attacks. that's at nbcbayarea.com. it's 6:06 right now. bike theft at b.a.r.t. stations are down overall. some tried and true locking devices more of a target. east bay times reports b.a.r.t. bike thefts are down more than 20% this year. thieves are getting a little more savvy at cracking the usually sturdy u locks which are cord more secure than cable locks. through july the dublin pleasanton station has reported the most bike thefts followed by

fremont. yesterday a big rig carrying gravel flipped over and all sb lanes finally reopened after several hours. it happened near the manage lena exit. traffic backed up all the way back to sand hill road. one person was hurt. a lot of people waiting to get through that yesterday. a lot of people waiting trying to find parking at a popular park. now a long discussed plan to add a new parking lot near that open space is getting its first real test. east bay regional park board members are voting on a $6 million plan to add a 300-space parking lot near the mission peak regional preserve in fremont. now the existing lot only has room for about 40 cars. the place gets packed especially on weekends, leaving many people to park along homes on neighboring streets. we've been following this for some time. the wildfire burning for two months near monterey.

it's now cost more than $200 million. the costliest fire fight in united states history. the soberanes fire started from an illegal campfire. it just made its way south. it's char -- full containment expected by the end of the month. >> the speight of fires have affected our air quality today. we had a spare-the-air yesterday. anthony slaughter joining us to look at the forecast. >> we had three spare-the-air alerts, one yesterday and over the weekend as well. if you take the soberanes fire and overlay it in the bay area, it would cover the entire peninsula. that gives you an idea of how large the fire is. right now looking at frog in san francisco, building at the coastline. once the sun does come up, we'll see a bright sunrise.

later this afternoon, you won't notice major cooling inland. we'll still see a warm day at the coastline. 71 droegrees in san francisco. still 91 in the tri-valley. the cooling is all relative. yesterday, tri-valley, we were close to 100 degrees. yes, things will be cooling down, especially over the next couple days. i'll switch gears and talk about traffic. we have accidents starting to pile up. things look good across the south bay. if you're leaving out of san jose and across silicone valley. no huge convince there. our concerns are across the east bay coming from the tri-valley near dublin. if you're leaving out of castro valley, about a four-car accident at the 238 connector near the 880 on-ramp, but doesn't look like it's affecting traffic all that month. i'll continue to watch it. 6:09. happening today, san francisco transportation leaders debate a major overhaul to one of the city's busiest mun any lines.

attorney filed charges against former deputy ricardo perez. according to court documents, is jasmine, who used to go by celeste guap says the two had sex about ten times when she was just 17 years old. oakland police officer giovanni also faces felony charges related to sex with a minor. court documents claim he engaged in sex acts with her in a public area near lake merritt. >> there absolutely does need to be accountability. my concern is both about the individual accountability but making sure we fix this broken system. >> the d.a. also filed charges against oakland police officer brian bunton for allegedly tipping the teenager off about undercover prostitution rings in exchange for sex. gaps in fingerprinting records resulted in 900 people receiving citizenship who shouldn't have received it. some were granted citizenship

better than the other. >> the iphone 7 plus. consumer reports figures you're buying the 7 because you think it's an upgrade from the 6. it says really the only thing that counts is the camera. consumer reports says the iphone 7 plus which has two catch rahs on the back is definitely an improvement. but the iphone 7 with just one camera is pretty much the same as an iphone 6. >> new financial filings from solar city show the company is worried about lawsuits brought by its own investors trying to stop the mergeer between solar city and tesla. the company says the lawsuits may delay that merger. wall street probably going to wait until we hear from the fed about interest rates. you can look at those numbers. they bay lir moved on monday. the fed starts the two-day meeting today. this week is the last week of september. it's traditionally the worst for stocks. the head of walls fargo will be before a senate committee today investigating what happened at the bank to cause so many fake or suspicious accounts.

wells fargo says tellers created a million and a half accounts that customers didn't want or know about. the bank fired more than 5,000 people. the bank created an incentive system to create those accounts. one former temer told "fortune" magazine that bankers became so desperate to reach sales goals to avoid being terminated, they would churn accounts. basically close down one account, reopen it under a different account number, give the person some reason as to why they did it. they got credit for that. wells fargo calls its banks stores. i think that's instructive. when you walk into a bank, you need to treat it like a car dealer. they're trying to sell you something. that's their business, wells fargo or any other bank tries to make money. >> exactly. all those incentive or credit card offers that you get. >> think of it as a doctor's office, hey, we're in this

together? >> not anymore. sea ot terse in california are making a comeback. new numbers show there are more of them than ever before. that is a very good thing. the southern sea otter has been on the endangered species list for years. that could change. scientists say the record high population could be because they have more food to eat. they span the coast from monterey to just north of santa barbara. they also help all levels of the food chain. >> p.s., they're adorable. they're just fun to watch. they always make you smile. >> i head out to the beach just to see them. >> they swim on their backs which is what a lot of us wanted to be doing this weekend, so hot outside. >> if you want to head to the beach later this weekend, you'll have a chance to do that as well. temperatures will cool off over the next couple days. the weekend, we'll warm right back up to where we were just yesterday. a little roller coaster ride as we start to switch seasons. that's how it goes as the seasons change. here is our sunrise over san

jose. you can see we've got clear skies for our inland valleys. at the coastline we have clouds out there. skies are still dark across parts of the coastline because we've got some clouds and fog. 61 degrees right now in san francisco, 62 in san jose, 55 in morgan hill and 52 in napa. things are cooling off in some spots. you'll notice this afternoon, not as hot. we'll still have warm spots like pleasanton up to 89 degrees, same deal for walnut creek. san jose up to 87 degrees after getting into the 90s yesterday. we'll still have a few places like gilroy and fairfield that will reach 90 bass. back into the 70s -- all in all high pressure moves away over the next couple days. we've got rain, tropical weather across parts of southern california near phoenix and flagstaff, dealing with the remnants of hurricane payne that's going to continue to move that direction. we'll see the cooler weather move in as a trough digs into the west coast so the jet stream dips as the cold air starts to

dive south which happens this time of year. for us, no rain out of the system. temperatures will cool off. you'll see them on the seven-day forecast in the inland valleys, back into the 70s by the time we hit thursday. we go right back up for the weekend. even in san francisco and the coastline alike, temperatures in the 70s today. back into the 60s tomorrow with more cloud cover especially for thursday. as we head towards the weekend, temperatures go right back up into the 70s. beach weather and pool weather looks good if you're trying to get out and enjoy some of those final warm days that we have here over the next couple days. switching gears, talking traffic, looking at slowing starting to build across 101 northbound approaching 87, very typical, but no huge issues there. across the east bay, starting to see slowing on the southbound routes. also 880 southbound, slows approaching the 238 connector. earlier i showed you an accident on the 238 connector, that's westbound headed to the northbound side of 238.

refuses to register a car because it doesn't meet emission standards, even though it's brand new. have a great day. more than a dozen children have died from heat stroke this year after being left in a car. now carmakers and others are working on ways to remind parents to check the back seat. general motors and buick have rolled out a 2017 vehicle that includes a rear seat reminder. there's a product called sense a life. it was created by two dads, a two-part wireless system that sees when your door is open and senses the weight in your child's car seat. >> this reads the presence of the child. all it requires is two pounds of pressure, goes right underneath the child. the bear is our child today. >> sense a life is expected to be available starting next summer, and the 2017 vehicles with the rear reminder feature, the buick lacrosse and the gmc

let's switch gears and talk about your traffic. things are looking good. we are starting to see traffic build across 85 northbound, same for 101 northbound. there was an earlier accident at 880 northbound at the connector. across the east bay, slowing on the southbound routes from the tri-valley and near 880 as well. we did have an earlier accident involving three or four cars at the 238 connector off 580. doesn't look like traffic is being slowed by our sensor. still good news there. as we take you outside to the bay bridge toll plaza, you can see things are jam. the sunrise coming up, best time of the day. >> 6:31. it is also a sad time for people in the bay area remembering a young life cut short. friends and family morning the death of the san jose student who drawn during a school trip over the weekend. >> "today in the bay's" kris sanchez is live from the university. kris, such grief this morning and questions about how this could happen. friends say he was in great

shape. >> reporter: right. this is a young man who by all accounts was very fit, loved fitness and loved to inspire other people to get fit as well. in fact, william nguyen was a student of kin kin kneesology which is the science and art of human movement. he was part of the outdoor adventures recreation program. that is the group he was with when he died. according to the national park service, he was swimming at eagle lake when something went terribly wrong. it's a difficult 3.5 mile trek anywhere the water temps are between 56 and 65 degrees. billy reportedly struggled and sank beneath the surface. the group tried unsuccessfully to rescue him. students and staff with him

exemplified courage and composure and thoughtfulness. on behalf of the entire university, i want people to know how proud we are. for people who knew him, it doesn't make sense. >> everybody liked this kid. he always had a smile on his face. he was fun to be around, liked to learn. just good kid. >> reporter: nguyen was a san jose native and graduate of prospect high school. the group he was hiking with returned to san jose on sunday. the university has counselors for any student who needs to talk. we don't know exactly what his swimming ability was, but we do know that according to the cdc ten people drown every day not related to being in a boat. so even good swimmers can find themselves in trouble from time to time. in san jose, kris sanchez, "today in the bay." 6:33 right now. someone frying chicken in the back yard started this destructive fire at a house in

san jose, just burned that home to the ground. the fire started a little after 7:00 p.m. luckily no one was injured. a gas meter feeding that fire made problems even worse for crews. as a result eight neighboring homes were evacuated. >> when the first engine got here, they called for a second alarm because we had a gas-fed fire. they had gas jetting out. >> took about an hour for the gas to be cut off which then allowed crews to put out the fire. firefighters say four people living in that home have nowhere to go. >> a san francisco man shot in the head with a paint ball gun at point-blank range is recovering. police say the victim, a homeless man shot twice, is hospitalized in stable condition. he's imd proving. his attackers still on the lose this morning. we spoke to a manager o of the nearby gas station who shows his camera footage shows people running around the time of the

attack. >> i'm sorry for the guy. really sorry for him. he's lucky that happened at the gas station where people are coming and going. >> police say it appears there may have been an altercation between the suspect and the victim that led to that attack. this is the second reported paint ball gun attack in the city this year. >> 6:35 right now. new developments in the new york and new jersey bombings. the fbi believes they have the man seen on this surveillance video near the blast in custody. authorities do not believe this is the work of a larger terror cell. no doubt those explosions have started a political debate about national security in our country. "today in the bay's" tracie potts live in washington with reaction from both presidential candidates this morning. good morning, tracie. >> good morning. the fact that this suspect -- this 28-year-old was a u.s. citizen, naturalized but born in afghanistan and suspected of being radicalized is raising

questions on the campaign trail. more discussion now about immigration, who should be allowed in this country. >> let me begin -- >> reporter: president obama speaks at the united nations today just days after explosions in new jersey and new york. cell phones and fingerprints helped authorities quickly catch the suspect in the shootout. >> for us to be able to apprehend a suspect in just a little over 24 hours after an event takes place like this is outstanding police work. >> reporter: ahmad rahami is a naturalized u.s. citizen born in afghanistan. his father spoke to nbc. >> did you know your son was doing this? >> no. >> you had no idea? >> no idea. >> reporter: authorities say rahami and his father traveled to pakistan and afghanistan multiple times and the suspect may have become radicalized. he was not on the terror watch list. >> these are enemies, these are combatants. >> reporter: donald trump says we're too soft on immigration.

played gelity to second degree murder in e change for a 15-year-to-life sentence. as a result lawyers say he'll testify against the other two, morris son lampley. is someone intentionally poisoning dogs in the east bay? dog owners say someone is putting poison on the grass at a park in martinez. at least six dogs have gotten sick after being walked there. parents are worried that kids who play in the grass might also start becoming ill. >> we have animal control right here in town. you would hope is somebody would do something about it. >> contra costa county animal services are investigating. they haven't made any arrests yesterday. to a followup on a story we told you about last week. someone left this vdogalit at a last tuesday with a badly

injured leg. now they say the dog went to a foster home. the 9-month-old german shepherd mix recovered well, getting around, too. investigators are trying to find out who shot him. >> no doubt someone will adopt bullet and maybe change his name. >> in the bay area, we love our pets. 6:39 right now. beautiful sunrise going on behind us, achbt any. >> sun coming up over the bay area. clouds at the coastline. you can see walnut creek looking at the gorgeous diablo. just a few high thin clouds out there. at the coastline, there's the golden gate bridge. no sun for you there. our clouds are in full effect at the coastline this morning. that will lead to a cooler day. you can see from tiburon as we step back a bit, there's the wide array of cloud cover. you can see the blue sky starting to peek out. marine layer about 1500 feet this morning. that will take a little while to fade away.

last night they had a meeting between parents and alameda county health officials. according to the centers for disease control tb is an indiana feks that attacks the lung but ks also attack the kidney, spine or brain. it can be spread if a person with tb coughs or speaks on another person. county health officials say it takes prolonged exposure for it to be passed from one person to another. for one of the parents at last nat's meeting whose kid is in a relationship where that infected student, the whole situation is nerve-racking. >> theperson, as my daughter told me, was coughing up blood. so he's in the hospital. he's been in the hospital for several weeks. >> we can do testing to see if there may have been exposure and provide medication to help prevent what we call disease. disease is when you have symptoms. when you're coughing and have

crews to put out that fire. friends and family are mourning the death of a san jose student. this happened over the weekend at sequoia international park east of fresno. he drown during a trip with other students and staff members. 19-year-old billy nguyen began struggling in eagle lake. the other members of the group there tried to rescue him but were unsuccessful. his friends and family say they're in disbelief. >> complete shock. he's 19 years old, one of the nicest kids i've ever met. it was complete shock. >> a lot of hugs and consolation on campus. bike thefts at b.a.r.t. stations are reportedly down overall, but some tried and true locking devices are apparently becoming a target. east bay times reports overall b.a.r.t. bike thefts are down more than 20%, but thieves are getting savvy at cracking that
