"today in the bay" continues right now. thanks for joining us on this wednesday. i'm kris sanchez in for laura garcia-cannon. >> i'm sam brock. the forecast for the last couple days were a little tough to take. you promised we'd get cooler temperatures and now you're delivering. >> temperatures cooled more yesterday and will continue to cool today. looking at 70s replacing those 80s like we saw just yesterday. a couple days ago we were dealing with 90s. we've got light showers on the radar. a lot of the stuff not reaching the ground. keep in mind you may encounter a few sprinkles as you get going. a lot of that is crossing the east bay and south bay in san jose foothills and near the fremont foothills. everywhere else filled with

mostly cloudy skies. temperatures 46 in santa rosa, 50s and 60s everywhere else. you'll notice the cooldown. 60s and 70s widespread across the area. in the meantime, mike, what's happening. >> the peninsula and south bay look good. the south bay starts the typical pattern there. mentioned a little radar activity in the south bay and the e froo month hills. looking over here to fremont as well for a crash southbound 880 at mowery. three vehicles are involved in the crash and in one of your middle lanes at mowery. we see the backup forming in the last three or four men us. 680 running smooth out of the tri-valley and the south bay. the bay bridge toll plaza has the standard backups. the metering lights are on. back to you. we have breaking news we've been following since we came on air at 4:30 this morning. mystery continues to loom over

the community of vallejo after a strong odor sent dozen of people to the hospital and has prompted a shelter in place for people living there. a story we've been breaking since 11:00 last night. >> "today in the bay's" bob redell is live with what we know right now. there's been a varying description of the smell from asphalt to gas to natural gas. what are you hearing so far this morning? >> reporter: kris and sam, the city of vallejo has still not been able to identify the source of the smell. they had a recommended shelter in place in effect, but it is our understanding -- waiting for official word from the emergency operations center here at fire station 21, that that shelter ns place is going to be lifted around now. this is according to a conversation we had with the vallejo fire department. it was around 7:30 that many people in the southern part of vallejo, specifically glen cove and beverly hills park started smelling this strong odor.

the it city says they received about 800 complaint calls. a number went to the sutter solano medical center with symptoms raenging from nausea to problems breathing. >> when we smelled it, i thought they were doing -- laying asphalt down the street. when they redid our street, that's about the only time i ever smelled it like that. >> it hurt. it was horrible. it was on the way to our daughter's house in beverly hills. let me tell you, it's horrible. it's something you don't want to smell. >>. >> reporter: the vallejo fire department set up gas monitors. according to the last report from the fire department, those gas monitors continue to register safe readings. the city doesn't believe the smell is coming from any local oil refineries. they have been working with pg&e to see if it may be natural gas

related. the coast guard received aa call from a ferry on the water reporting a sheen. they're supposed to go up this morning to see if they can find that. that was off the waters of rodeo and vallejo. with word they might be lifting this recommended shelter in place, it's possible the smell has blown away. this was something in the southern part of the city. live in vallejo, bob redell, "today in the bay." >> thank you very much. 6:04. a developing story out of north carolina where protests erupted after police shot and killed a black man. many people there were chanting and holding signs, some even throwing objects at police. as a result up to seven officers and a civilian were all taken to the hospital for treatment overnight. authorities say the officers were searching for a suspect with an outstanding warrant when

they say they saw a man with a gun get out of a car. his relatives insist he was in a car reading a book waiting for his child to get out of school. the man identified as keith lamont scott did not appear to be the man wanted in the ch is warrant. a san francisco camp counselor is accused of molesting three young campers during field trips. he was arrested in arizona. 24-year-old evan blanchard is accused of fondling three girls all under the age of 15 while he was working at the 'em barrick darrow ymca. he's also cuesed of sending sexually explicit videos to those girls and trying to get them to do the same. parents who sent their kids to the summer camp hope their kids never met him. >> as i tell my kids, i'll watch out for you as much as i can. but you also need to watch out for yourself and tell me what's going on. >> he's also supposed to have back ground checks. the y says a director called

police when another counselor was concerned about blanchard. blanchard is in arizona waiting for e decision back to california. a toddler has died after being struck by an ac transit bus. this morning the family is trying to figure out how to move forward without 2-year-old jeremiah. he was hit and killed outside a home in east oakland. his aunt says the toddler chased a ball into the street, slipping away from adults who were looking out for him. they're reviewing video cameras from inside and outside the bus. >> we see the mother of the child pick the kid up and see her holding him in her arms. you see people in the bus crying. we saw the bus driver walk over. you could see he was crying. he had a panic attack. >> all of this just happening in an instant. the operator has been with the transit agency since 2011. >> so sad for everybody

involved. san leandro police catch a break in a violent attempted kidnapping case. a man suspected of using mace to strie to abduct a woman in broad daylight is under arrest. police say the 43-year-old suspect was released from parole in orange county just in july. for unknown reasons he drove north. on the morning of july 28 kt, detectives say he tried to drag a 23-year-old asian woman into his car in san leandro. a good samaritan fought him off and the suspect got away. >> within one hour of attempting the kidnapping here in san leandro, he abandoned his vehicle in east oakland and made his way to the oakland airport where he got onto an airplane. >> the break in the case finally came from a business owner near the oakland airport who saw the suspect's car abandoned there. police found evidence linking the suspect to that attempted kidnapping. ultimately u.s. marshals arrested the man in orange county. a judge has reportedly refused to break up courtroom

charges against the man accused of murdering sierra lamar. defense attorneys asked for breaking up the charges. the judge denied that request and all four cases are going to remain linked into a single trial. jury selection is scheduled to start next month. a san bruno man has pleaded not guilty to animal cruelty charges in the case of abuse that led to the death of a small dog. paul solder is accused with intentionally scalding his girlfriend's dog in april. the couple chose not to seek treat for the dog for more than a week. the dog died soon after arriving at an emergency clinic. he suffered third degree burns over 40% of his body. more shonames on the short . one of the names on the list is

acting police chief toney chapl chaplin. the next step for the police dhigs will be to select three candidates from that list of 11 to present to mayor ed lee next month. despite some opposition, san francisco transportation leaders yesterday approved a major change to a busy muni line. the mta approved renovations to the line along tear val between 15 kt and 46th. those plans include eliminating some spots and painting red transit only lanes similar to the ones you can see on mission street. those changes are supposed to boost safety and lower commute times by three minutes each way. every minute counts in the morning. but opponents fear it is going to hurt their business. >> three minutes, the difference between geding in trouble and sliding in right on time. >> making the top of the newscast or not. we are seeing something on the radar we have not seen in a little while.

may be seeing more folks heading to 84 instead of 237. we see more travel on the dumbarton bridge than the san mateo bridge right now. we've been talking about this for a while, hearing about it. now changes are coming to a popular bay area park. the plan just approved that will macon jegs near mission peak a little easier for visitors. taking to the air. a bay area city that could soon start using drones to improve security despite all those privacy concerns. mark zuckerberg and his wife dr. priscilla chan set to give away a lot of money, we think. we'll tell you all about it coming up in business and tech.

of departments including the fire department and public utilities commission will use drones in the event of major emergencies. the administrator is working on drafting an official drone policy. it will begin as a one-year pilot program, no pun intended. >> there are some new calls this morning, strong calls from the head of wells fargo to step down. >> wells fargo stock has been downgraded and the bank faces potential lawsuits from investors. scott mcgrew all over those phantom accounts. >> phantom accounts. i'm not sure who started calling them that. that is a perfect description of what happened. millions of bank accounts created by wells fargo tellers for customers who didn't want them or didn't know they existed at all. the ceo of wells fargo was grilled for hours. senator elizabeth warren asked how much he made from the wells fargo scam. that's what she calls it, a

mountains. >> let's talk about what's happening. you can see our satellite and radar, we have our tropical system. this is why we have rain in the area, because of tropical system, was hurricane payne. not much, but it may give you the shock factor as you get going this morning, not seeing any rain gauges just yet. managing 60 in san jose and 60 in concord. later this afternoon, temperatures will feel nice, comfortable. you'll notice more clouds in the area this afternoon as well. 60s at the coastline, a few 80s in walnut creek and pleasanton. we've got a trough to the north. that's going to pick up our winds over the next couple hours. we have a red flag fire warning posted for monterey county and also lake tahoe area. air quality alert still in place for the central valley because of the soberanes fire. that's still been burning well

over two months. we have a troch of low pressure. breezy at the coastline and our hilltops. and then over the next couple days temperatures cool off. look how cool it gets back into the upper 70s for places that will be in the 80s today, even cooler as we welcome in the first day of fall. we go right back up for the weekend. if you're trying to get in the last final days of sun bathing, it looks like the weekend will be nice for the beach. cooler weather on tap. let's toss it to mike. >> we have trouble for folks heading to fremont. listen up, folks, the peninsula, no problems there. easy drive for 101 and 280. the south bay, starting to see the typical pattern building for 85 and 87. it is southbound 880 jamming up before you get to dakota road out of union city. jammed toward mowery avenue where the crash still blocks your second lane. one of your middle lanes, a few vehicles still involved there.

new car. this morning nbc bay area responds to an east bay man who hit a bit of a roadblock trying to register a new car. >> this is an interesting one. consumer investigative reporter chris chmura has more. kumar moved to the bay area from houston last fall. he brought with him the new mazda 6 he recently purchased. when he went to the dmv here in california to register the car, the dmv said he couldn't because it didn't meet california's emission standards. he was forced to consider selling the car and take a $9,000 loss. before he did that, he reached out to us. it's a good thing he did. california does have tight emissions laws and residents can't buy cars from other states that don't mass our standards. but people who move here from other states are allowed to bring their cars with them. when we spoke up, the dmv registered the mazda. a spokesman said he doesn't know

one los gatos woman told us she expected a $500 water bill. it ended up more than three times that, as you saw on that bill, $1,800. >> it was $1800, and my lawns are dead and my trees are screaming for water. while the woman admits she went above her normal allotment, she insists it still doesn't explain that whopper of a bill. >> i live in santa clara county. it's been the biggest talker on all the neighborhood boards. a bay area home, causing problems for a subway system like b.a.r.t. the tunnels in downtown san francisco are below the water table and thus, water seeps through. it's so damp that maintenance crews call it the rain forest. b.a.r.t. is considering using a naturally occurring mud called

6:00 this morning, within the past half hour, they did lift this recommended shelter in place. unfortunately the cause of the odor is still unknown. up to the vallejo fire department to investigate that. they don't believe it's related to any local oil refineries. there's report of an oil sheen on the waters off rodeo and vallejo. they'll go out and investigate this morning. the city of vallejo last night received hundreds of phone calls of people complaining of a strange strong odor in the south part of the city, specifically in the glen cove and beverly hills park neighborhood. the city said they received around 800 phone calls. a number of those people ended up at the sutter solano medical center with problems breathing and feelings of flaws yeah. >> probably around nine-ish we

spelled it. it smelled like asphalt, like black tar. had a friend who -- my neighbor for 20 years. we always had a tar pot burning. that's exactly what it smelled like. >> reporter: the city did partially activate its emergency operations center. they had a hazmat team out and about in the city. the fire department set up these gas monitors, but the readings always registered safe levels. again, they still don't know what the odor was. there was a report from a ferry captain around 8:00, they called the coast guard and said, hey, we're on the water, we smell oil. we see a sheen. when the coast guard chopper went out, they couldn't find the sheen. the coast guard planning to send another chopper out once the sun comes up to check the waters off vallejo and rodeo. we're in a central part of the city. we haven't and still haven't smelled anything unusual. live in vallejo, bob redell,

"today in the bay." now to a story that may have a lot of parents feeling nervous this morning, a bay area camp counselor is behind bars accused of molesting three young girls. police say 24-year-old evan blanchard fondled them while he was working at the 'em barrick darrow ymca. "today in the bay's" sharon katsuma is there. ymca says they did a thorough backgrou background check, baugh at the same time he seems to have a criminal past. >> reporter: that's right. he worked here as a summer camp counselor. authorities eventually found him in phoenix last week. the u.s. marshal service arrested 24-year-old evidence vonn, known as devon blanchard in arizona. he's accused of molesting three young campers during field trips this past summer, accused of fondling three girls while he

worked here. blanchard is accused of sending sexually explicit videos to the girls and trying to get them to do the same. kids who sent their kids to the camp are wondering how he passed a background check for employment. >> there's only that someone could have screened, a counselor from doing that. maybe he snuck under the screening process. someone who sees something, they ought to speak up. i would if i were a counselor. >> the y says the director called police when another counselor voiced concern about blanchard. in a statement ymca says safety of the kids is paramount. it does not allow staff alone with campers, has a no contact policy. blanchard has an extensive criminal history including an arrest nor weapons offenses in california. once he's back, they'll ask the d.a. to charge him with five

counts of child molestation and production of pornography. i'm sharon cat sued da, nbc bay area news. 6:35. hopping today, furn ral services for a little boy killed by a suspected drunk driver. it happened on friday night when his mother's car ran out of gas on interstate 680. an suv plowed into their car killing 3-year-old elijah dunne. the suspect is the wife of an alameda county sheriff's deputy. this is not the first time she's been charged with driving while impaired. she was arrested for a dui in pleasanton back in june. search is on for a hit-and-run driver in san jose. police say just after midnight on monday, a white suv hit a victim, 37-year-old nathan martinez. you're asked to call san jose police if you have any information on the crash which now marks the city's 29th deadly collision this year. disturbing details emerge in

a court hearing about the three thrifters accused of killing two people in separate incidents last year. one of the drifters has confessed and will testify against the other two. this is 19-year-old lila alley good. her boyfriend, morrison lampley, both are accused of shooting stephen carter last october. police say three days before they shot and killed a canadian tourist inside golden gate park. alley good told detectives it was another drifter named sean angle who pulled the trigger. her cell mate in the marin county jail told investigators that alley good confessed it was her boyfriend who did the killing. >> she stated she was protecting lampley and she loved him and that was the only family she had left and she'd do anything for him. >> the preliminary hearing is expected to take a week. it's sinking and tilting. that we know. but did the builder let condo

owners know? it's a story our nbc bay area investigative unit first broke. city attorney dennis herrera issued a subpoena demanding millennial partners turn overall information disclosed to the home roane owners. the developers say it's the transbay joint powers authority that should be handing over information. >> if you dig a 60 foot hole and drop the water table by 20 feet on a major high-rise structure, you're going to cause a problem. the transbay joint powers authority responded, releasing a statement late yesterday refuting millennium's accusations that the tower is to blame for the sinking. a lot of green on the radar, but maybe not a lot of wetness on your windshield. >> our atmosphere is so dry, as

the rainfalls, it evaporates. it looks more impressive than it actually is on the radar. keep in mind, coming in from the altamont pass, we've had reports of wet roads through the altamont on 205. we have clouds in place this morning. it's not the low clouds we see, it's the mid level that produces the rainfall. that's what we have out there right now, temperatures in the 40s and 50s, later into the 70s and 80s. winds will pick up as well. we'll talk to mike right now and see what's going on. you have a crash you're tracking? >> in san jose. one earlier in fremont as well frmt that's complicated things through the south bay. at the bottom of the screen you see the northbound push kicking in. we see that through san jose, moving through the silicone valley. this crash over here, 101 at 880, i don't see any additional slowing, not a lot of detail. note we're still tracking that. still no major impact on the sensors. recovery does happen south of 880 towards mowery. the earlier crash has cleared. there's slowing for the nimitz

carmakers guidelines. >> scott mcgrew, they're giving us a new nickname. >> highly automated vehicles. i always called them robot cars. the dot wants us to call them havs. we'll have to adopt whether we'll adopt that term. the guidelines are pretty simple. things like the cars ought to be able to report whether they were in a automated mode at the time of the crash. the big takeaway is that the government supports automated cars on our roads. now, there are still some fundamental problems to solve. let's go back to driver ed. let's say the white car is run by a computer and there's a red car in front of it. maybe it's parked or stalled or whatever. the computer programming says don't run into the red car. but computer programming also says it's against the law to go across the yellow lines. what do you do?

yes humans would do this. we would go over the yellow line, we'd break the law, make sure everything was safe, go around and figure the police would understand. these kind of fuzzy rules are very difficult for computers to understand. "cosmopolitan" magazine is getting grief this morning after it announced he was teaming up with your carmaker seat to make a car for women. they bill it as the most feminine car ever. it will be designed to meet women's daily needs and will be easy to park. sarcastically saying the steering wheel will be small and dainty and will come with a copy of "love actually." as a red-blooded american male you wouldn't catch me dead driving that car. i love "love actually." >> my husband and i had to

moisture from the clouds that we have overhead and we've got showers as a result. we'll zoom in to some of the showers producing a little damp roadway over tracy. a lot of this coming in from the altamont pass is where we're seeing the showers right now. most of it is associated with the tropical system to our south, has spread rain all the way in the bay area. light stuff, mostly sprinkles. you can see this is the tropical system to our south, actually tropical depression paine. here at home, temperatures have cooled back to 46 degrees in santa rosa. 60 right now in san jose. 59 at livermore. as we get going through the day, a good mix of sun and clouds. unlike we've seen for the past couple days, crystal clear blue skies clearing the atmosphere. 78 degrees later in san jose with better air quality. same deal for the tri-valley, back into the low 80s and 65 degrees for san francisco today. there is the trough that will kick off the winds later this

welcome back. before you head out the door, here are the top stories. >> a developing story out of vallejo. the shelter in place that was voluntary is completely lifted. overnight dozens of people rushed into hospital emergency rooms saying they were having trouble breathing and they were feeling nauseous. hundreds of other people called 911 concerned about a noxious smell. firefighters say so many people showed up at sutter solano medical center, overflow was september to fairfield. right around 7:30 when the calls first started coming in to 911. some people said it smelled like gas, some people said it smelled like asphalt or tar. in some cases it did trigger physical reactions. >> hurt your throat, made you can't breathe, eyes watering,

dizziness, nauseating, made you sick, want to throw up. it was like a big muck right here. >> poor lady. some people we spoke with said they thought it was a refinery-type smell. that is not what authorities are saying at this point. the coast guard briefly believed it could be from a sheen of oil in the bay, but they could not find that slick. the only thing determined so farp is the odor did not originate within the vallejo city limits. we're learning about the arrest of a san francisco camp counselor accused of molesting three young campers during field triples that happened at u.s. marshals stormed a home in arizona and arrested him. 24-year-old evan blanchard is accused of fondling three girls under the age of 15. that happened while he worked at the embarcadero ymca. he's also accused of sending sexually explicit videos to those gerls and trying to get them to do the same thing. the y says a director called police when another counselor had concern about blanchard.
