toll plaza. in parker, the spider is at work on a web. happening today, the first of seven law enforcement officers charged in the sex abuse scandal involving an east bay ten ager set to enter a plea in court. >> "today in the bay's" sharon katsuda joining us from the alameda county courthouse where that officer is expected today. >> reporter: sam and laura, good morning. the former police officer's name is brian burton. he's expected to be in court today at 2:00 p.m. former officer breen burton from the oakland police department faces charges of obstruction of justice and engagement in an act of prostitution. 19-year-old jasmine at the center of the sex scandal says she's had sex with possibly 30 police officers, claiming some of those encounters took place while she was under age. jasmine is fresh out of jail after serving two weeks in florida on a felony charge. she's back in the bay area looking to turn her life around.

district attorney nancy o'malley says her investigators went through 76,000 pages of facebook communications, 59,000 text messages and about 3,000 pages of instagram postings before filing the charges against several officers. those involved are from livermore police department, contra costa sheriff's department and others from the oakland police department. today the focus will be on the former officer, brian burton, arraigned today in court. reporting live in hayward, sharon katsuda, "today in the bay." a surge of violence in a typically quiet city. this morning police are investigating the shooting death of a 19-year-old man in south berkeley. it happened at the corner of fairview and at line about 7:30 last night. police received calls of multiple shots fired in that area. when officers arrived, they found a young man on the ground. people in the area say they herd

seven or eight shots. one woman says the victim lives in the neighborhood and they say they think the teenager was targeted. >> i know the parents, we all grew up together. nine out of ten times, when it's a kirksd i grew up with the mother, the father, the grandparents. >> this marks the third shooting in berkeley this month and the second killing this year. a live look this morning at the san mateo bridge toll plaza, the scene last night of an unusual crash that brought westbound traffic to a standstill. that's when a stolen hayward police car crashed into three other cars. keep in mind the video you're about to see is not going to involve the car that was stolen. police chased the car onto the bridge and proceeded to roll into the marsh. officers then were able to arrest the driver and thankfully no one in any other cars was injured. all westbound lanes were closed for some time. the incident is not going to impact this morning's commute. our bob redell is monitoring developments in the story and

will have a live report in about 30 minutes. a third night of protests in shore lat, north carolina, after the deadly police shooting of keith lamont scott. this morning, the group's message rings clear. >> release the video. release the video. >> those protesters saying release the video. family members of scott have seen the video. they say they could not make out what was in his hand when he was shot and killed by a charlotte police officer. the family wants police to immediately release the videos to the public. police say scott ignored multiple requests to drop the weapon. his family says he wasn't holding a gun, but a book while waiting for his child to get off the bus. the governor offing inning in has brought in the national guard to help. the students who left swastikas and hateful language in the residence halls of san

jose state say it was just a joke. the two suspects did not appear to know each other and acted individually. school officials say the students were not arrested because their actions did not target any particular students and are not considered criminal. school officials say the outcome of the investigation will determine the appropriate punishment. 5:05 on your friday morning, and the drive to bring a new parking structure to downtown los gatos is reportedly going to move forward. that proposal calls for a 300-space lot along main street and san jose avenue. the development will also include two dozen condos. council members did approve the plan in its basic template which allows negotiations to begin with developers. an agreement must still be reached before the project officially gets the green light. one of the oldest fire departments hits a major milestone. >> the san francisco fire department turns 150. to celebrate, city leaders will

enjoy the fire chief for an event at fisherman's wharf at 10:30. that's where they'll roll out some of the oldest surviving fire engines. the oldest is 97 years old. there are a few other fire departments established by 1866 in california, in gold country. powerful winds sweeping through southern california this morning, knocking out power lines and downing trees. the high winds coupled with soaring temperatures had first responders alert for the next several days. >> parts of los angeles are experiencing gusts of up to 50 miles an hour. we saw stronger winds earlier in the week, nothing like that, anthony. >> we actually had winds up to 46 miles an hour. we're tough, we can handle it. down there, they're wimps. come on. looking at fog starting to build in san francisco. not that bd. bad. the same system moved through

after a crash involving a stolen police car. >> this is a chase that could have turned out very badly. "today in the bay's" bob redell joins us live from the toll plaza with details on what happened there. bob, good morning. >> reporter: good morning to you, sam and laura. the person who caused this multivehicle crash not far from the san mateo toll plaza had stolen the squad car from hayward police while they were working a different accident earlier in the evening. this is last night. that first accident happened around 9:20. it was on oaks drive near roxbury lane up in the hayward hills, about 25 miles from where we're at. while the fire department was attending to injuries and officers were conducting their investigation, one of the people who was involved in that accident jumped into the police car and took off. officers eventually caught up with them, began a chase on highway 92 until the second crash around 9:45 about a half

mile from the toll plaza. police tell us the driver of the stolen squad car struck three other cars and then rolled into the nearby marsh. that driver of the stolen car was taken into custody. the people in the other three cars, they had minor injuries at the worst which was good news. the entire westbound direction of highway 92 on the approach to the toll plaza was shut down last night, traffic diverted until they were able to clean up the road. clearly the road has been reopened and it looks like we've got a regular friday morning commute behind us. live at the san mateo toll plaza, bob redell, "today in the bay." >> thank you very much bob. a surge of violence in a typically quiet city. this morning police are investigating the shooting death of a 19-year-old man in south berkeley. it happened near the corner of fairview and ataline last night. police received calls of shots fired in that area. when officers arrived, they saw a young man on the ground. police say they believe the teenager was targeted.

this marks the third shooting in berkeley this month and the second killing this year. at 5:33, happening later today, the first of seven law enforcement officers charged in a sex abuse scandal involving an east bay teen is set to enter a plea in court. oakland police officer brian bun ton is accused of tipping off a teenager about undercover prostitution stings in exchange for sex. in all, five officers from opd, one officer from the livermore police department and a contra costa county sheriff's deputy are facing charges stemming from their relationship with celeste guap who wants to be known by her real name, jasmine. the dental assistant accused of sexually assaulting dozens of children is back in court this morning. alejandro sarrow faces multiple charges. investigators say he sexually abused dozen of children and recorded the crimes with his smart phone.

the alleged abuse happened at two different offices, la clinica and patino orthodontics in concord. the police officer who shot and killed a black man in tulsa, oklahoma will be facing first degree manslaughter charges. dash cam video shows 40-year-old terrence crutcher had his arms up when officer betty shelby had his arms up. her attorney argues that he was reaching into her car which is what prompted her to open fire. >> release the video, release the video, release the video. >> a third night of protests in charlotte, north carolina after the deadly police shooting of keith lamont scott. this morning their message ringing clear. you, laura. a peaceful protest here in charlotte, a stark difference from what we saw the two nights prior to last night. but protesters are still very upset about one thing. they want the police chief here in charlotte to release video showing the shooting death of keith scott, the 43-year-old shot tuesday. the police chief said he's not going to be doing that, not releasing the video to the public while the case is still active. what he did do instead was show that video to keith scott's family. his wife saw it, his widow saw it and the lawyer, the family's lawyer saw it. another perp who saw it is charlotte mayor jennifer roberts. the family's lawyer says it shows in his opinion he thinks scott is calm and that he is in no way aggressive towards cops. he says it doesn't even appear he has a gun in the video. charlotte's mayor says the video is too ambiguous. it's unclear if he's even holding a weapon. this is something they'll be looking into. even the police chief himself

says he can't tell by looking at the video if it is a weapon and says he can't say for certain if scott even pointed a gun at officers. these are all things that protesters want answers to. and they feel like, if they had access to this video they would be able to get a better picture of what happened because they have their own ideas of what happened and the police are saying they know what happened when they responded to that soorp. we'll see what happens in the coming hours and if there will be another protest for today. as of right now, no planned protest here in charlotte. >> the public clearly wants to judge for itself. >> thank you very much, sarah. we have a jailhouse interview with a political activist. his crime, smashing a coconut cream pie in the face of sacramento mayor kevin thompson. sean thompson is a homeless activist with occupy san mateo. mayor johnson, a former nba star and uc berkeley alum quickly

fought back leaving thompson with nine stitches. thompson says he's been arrested nine times in four years. >> in all that time, i feel like i've never accomplished anything. i decided to escalate anything. if you think a cream pie in the face is an act of violence, that's your interpretation. i think it was a very soft version of what he deserved. >> he's charged with assaulting a public official which is a felony. he also says he got a coconut cream pie because it's his favorite pie and if he would eaten it if he didn't go through with the attack. new details on a double shooting in concord that left one man critically injured. it happened wednesday night off bella road. police say officers discovered several pounds of marijuana inside that house. investigators are now trying to determine if that might have been a motive for the shooting. so far no arrests have been made. shooting victim may still face possible charges. decision 2016 right now.

the race for the silicon valley congressional state is starting to get a little ugly. challenger canada's campaign manager has resigned after honda accused khanna of stealing data. he says someone broke into a system and illegally downloaded lists of his donors and personal information. following that he resigned. the campaign says his resignation was done to avoid a possible distraction and calls the whole thing a political stunt. we spoke to him at an event last night. he said no rules were broken. >> i've contaced hundreds of mike honda's past donors and supporters. this is information i got from friends or people in the community or other former mike honda supporters. >> the lawsuit accuses khanna and his former company manager

zachary cuen is in the jail behind me. he may not be getting much sleep. in three hours he'll make the walk over to the courthouse where he's going to answer to charges in front of the judge and also in front of that victim's family. the 19-year-old appeared in court just on monday. he was wearing shackles as he appeared before the judge. his family was also there. he's accused of mers laosly beating flo douglas in her home, stealing the jewelry she had on her person. she's still in the hospital with bleeding on her brain and her eyes. the deputy district attorney says cuen told miss flo he was going to kill her. >> when the victim said she didn't have any money, he started punching and kicking her multiple times. she fell to the floor. he then continued to kick her. >> reporter: today zachary cuen

will plead to charges including attempted murder, felony robbery and elder abuse. earlier this year he was put on probation for stealing a car and crashing it, then leaving the scene. sources tell nbc bay area that in 2015 when he was a juvenile he was arrested for attempting a similar robbery in which the victim was also an elderly woman. the sheriff's department believhe was targeted. the family created a go fund me to help defray the cost of miss flo being in the hospital. kris sanchez, "today in the bay." >> thank you very much, kris. it's 5:47. one of the most talked about images in years and now has new life. president obama shares the story of a young boy offering to host a syrian child. here is the image, most likely you've seen it. it made global headlines. the 5-year-old appeared after an

change. in san jose we have clear skies. as we head to the coastline, we don't have fog just yet. we may start to see visibility across half moon bay. here is the thing to note, this morning it is much cooler in some spots, five degrees cooler in livermore. even four degrees cooler in san jose. santa rosa, ten degrees cooler than this time yesterday. same deal for livermore, 49 degrees in santa cruz, 46 in half moon bay and 54 this morning in san jose. later this afternoon we'll see temperatures rebound nicely. clear skies this morning, we won't see any fog to hipder our temperatures from warming. back to 68 in san francisco, 79 in san jose and 78 for livermore. the reason it's so cold, we have an area of low pressure that will continue to slide up to the north and east allowing pour the storm track to lift farther north over the next couple days. that means high pressure builds in. our winds shift offshore and that's a warm wind and it's going to warm up in a big way.

could this november's election be hacked? >> senior investigative reporter stephen stock is here with what he uncovered. >> we did find proof these are legitimate concerns. voting systems are vulnerable to attack. we talked to dr. matt bishop who with his graduate students at uc davis' computer department hacked in successfully. back in 2007 he was asked to lead a team of faculty and grad students to test the security of three electronic voting systems. they were able to successfully hack into all three. he tells us today's systems are just as vulnerable. california's current secretary of state, alex padilla told me there are now systems in place to prevent that and that laws require a paper trail here in california to verify just in case. even so, it's not a widespread attack that keeps the experts we talked to. to wreak havoc they say all it takes is an appearance of a hack and that would be much easier to
