we'll see highs in the low to mid 60s with showers at times today. we'll show you the expected totals coming up. not a lot happening. we are watching one issue in the south bay just off 680. trying to get our bearings on what the details are for law enforcement and flashing lights on the 680. no lanes blocked and no slowing shows up there. i'm watching this. an issue of fire crew arriving around 2:38. that's over coming off the castro valley. we'll bring you what we have as far as impact to your commute. bay bridge looking at the toll plaza not seeing any problems here. >> thank you very much. take a look at this new video. authorities say a traffic stop in a low speed chase led to an arrest and this, a fully-engulfed vehicle that ended in east oakland.

the patrol officers tried to stop and suv about 1:30 this morning because it had no license plates. the car, the driver sped up then back up to oakland along interstates 580 and 880. strip spikes ultimately made the rims of that car catch fire. officers managed to arrest the driver at the scene. >> a police station turned into a crime scene. concord police are investigating two bullet holes found near the department's front door. today in the bay is live at that station. police are trying to figure out who even did this. >> that is a big question this morning. let me show you some of the damage. you see tape in place. that bullet hole number one. take you to investigation scene number two. camera tilts up. you see that bullet hole there. this is something serious this morning. as you said, the officers don't exactly know who did this. this started after 11:00 on saturday night. calls started coming into the

police dispatch about gun fire. dispatchers and police heard some of the noise outside. it's believed a car sped off before officers could get to the street. >> we are still looking into whether the call for the police department was the intended target or this happened to be somebody in the vehicle shooting at another person or another vehicle. >> police this morning are checking surveillance video. that's the big tip this morning. they are checking surveillance for cameras outside the police department. determined they could find some clues. the big mystery is who did it and why? why is this here? we are live in concord. 5:03. people in santa cruz mountains could breathe a sigh of relief. firefighters hoping to could be tan the homa fire today. it is 71% contained about.

1,300 firefighters are on the front line. burning about 4500 acres. 81 structures remain threatened. most evacuations were lifted over the weekend. >> from the parade of the ships to blue angels flying in the sky. fleet week kicks off officially today. ahead of all the events, the city is organizing an earthquake-preparedness drill. first responders are expect to take part in a drill that will simulate a major earthquake on the fault line. fleet week, more than 1 million people are flocking to the city. blue angels are expected to hold a rehearsal thursday. air shows begin friday and continue saturday through sunday. 5:04. data recorder recovered from the commuter train that crashed in new jersey last week was not working at the time of the accident. this weekend investigators tried to download information from

that recorder, but found out it was blank. now there's more focus on trying to free the train's second black box which is still buried under the wreckage. questions are swirling around the engineer. he says the train was going only 10 miles per hour as it approached the station and he has no memory of the accident. passengers say the train was going too fast. developing story in southern california this morning. heavy police presence on the streets of los angeles overnight. >> protesters are rallying after the deadly police shooting. a vigil was held for 18-year-old carnell snell jr. that shooting happened after officers chased him on suspicion of car theft. a hand gun was found at the scene, but it's unclear whether or not it belonged to snell. shooting comes days after police shot and killed a black man in san diego county that triggered protests there.

chp reminding drivers to be extra careful as rainy season begins. rain could have played a role near martinez yesterday. the accident happened about 1:00 in the afternoon just as light rain began to fall. a woman driving on highway 4 west of martinez took a turn at 50 miles per hour and lost control of her car. she crashed into the median and slammed into a tree. the woman was pronounced dead at the scene. a family left devastated after a deadly hit-and-run in the south bay. search is on for the driver. that crash happened yesterday morning. investigators say 28-year-old was found dead on the scene. his grandmother is urging the driver to come forward. >> come forward and tell me how come you didn't help him. >> so much sorrow for that

family. there have now been 31 deaths on san jose road this year. 5:06 on monday. kim kardashian west, tied up and robbed at gun point. investigators believe robbers got away with almost $10 million worth of her jewelry. kim's husband kanye west was in the middle of a concert in new york city, presumably right after he learned the news -- here is how he reacted. >> i'm sorry. a family emergency happened. have to stop the show. >> he was in the middle of performing the show "heartless." >> it happened in paris where kardashian is in for fashion week. five people dressed as police officers tied her up and locked her up in a bathroom. kardashian west was not hurt but is said to be very shaken up. it is a first for the

the worst kind of brexit there could be an entire removal from that market. we'll continue to watch that. it's i years down the road. 5:18. happening now, people are scrambling to take cover in the caribbean as hurricane matthew moves closer to land. this is video from jamaica which is being hammered by rain and strong winds from the category 4 hurricane. 130 mile-an-hour winds expected to hit parts of haiti and cuba. next, the storm will move into the bahamas. the storm is expected to miss florida and possibly make landfall in the carolinas. >> that is big news, the fact it was originally slated to come through south florida. that is no longer the case. it is a vicious storm. >> major hurricane. we see winds this morning still at 130 mile-an-hour. the path for the u.s., looks like it will curve away from the east coast. impacting a wide region of the

caribbean. you can see from haiti to jamaica, eventually the bahamas. here is the forecast plot as we put the different models together. you can see curving around the outer banks of the carolinas. it should go out to sea. a run on the united states could happen maybe towards friday and saturday. outer banks and north carolina appear to be the most likely spot to see tropical storm force winds and heavy rains. for the sierra, it's been cold enough for snow showers. a break on 50 and 80. you can see more coming our way. eventually reaching the bay area around lunchtime. cool start out there. we've got 40s and 50s. for places like san jose, the average highs should be in the upper 70s. today you are looking at mid 60s around 1:00 and livermore average highs about 81. nowhere near that today.

the "great pacific garbage patch" is considered by many environmentalis ts to be the ocean's l 1.4 million square miles. the great pacific garbage patch is seniored by many to be the largest debris seal. the effort to clean it up is moving forward now. members of ocean cleanup will talk about several reconnaissance flights. researchers are hoping to gather information about some of the most harmful debris in that patch including discarded fishing gear. the group hopes to devised a cleanup system to haul some of the trsh back to shore. 5:25. you deal with it every morning. bay area transportation leaders are set to release a report on the logjam that is the commute drivers face every day. metropolitan transportation commission is expected to present new data that measures

the commute time in 2015. they issue an annual top ten list. interstate 80 and hercules west between san leandro and lopitas has haen the biggest problems. a south bay man says at&t owed him a couple of bucks. >> good monday morning. james signed up for at&t this past spring. he was promised a $200 prepaid visa reward card, but he says he never got it. he called at&t and was told the company sent him a letter to get that reward card. at&t told james it was too late and that perk expired. james was frustrated. he said that is not how the offer was explained to him. he thought the card would be sent to him automatically. we reached out to at&t and it
