around the bay area. north bay temperatures in a few spots in the low 40s with mostly cloudy skies. there you see downtown, 46, morgan hill 47. los gatos 47 degrees this morning. by the afternoon we'll have numbers in the mid 70s today. we're talking 80s and 90s ahead. the seven-day forecast coming up in seven minutes. to see hats happening with your morning commute in san jose, here is mike. >> three distinct things going on here, two in the south bay. san jose, the crash northbound 280 at 7th. one of your downtown exits. that may be blocking the slow lane. we'll watch those sensors. we see these sensors west 237 for your second issue, slowing through the construction zone west of 880 on 237. we'll track that. should clear within the next 20 minutes. this has not yet cleared. this is university at kbrant. an overnight water main grant connecting both the eastshore freeway and the cal campus. we'll have video from that and an update coming up in a few

"today in the bay's" bob redell in the warm springs neighborhood where authorities are looking for a serial arsonist. good morning, bob. >> reporter: good morning, laura. fremont police say this person has been setting fires to bushes, trees and garbage in neighborhoods on either side of warm springs between mayton way and hackemore lane. they say almost all fires have been set on weekends from saturday evening into sunday morning and sunday evening into monday morning. ten of the fires have been set between the hours of midnight and 5:00 a.m. like we mentioned, there are 15 fires in total. the first happened in mid july. the most recent this past weekend. >> it's been quite consistent and so many times it has happened and in the same warm

spring area. there is an online neighborhood watch where we have a group where people are concerned and they have mentioned what we can do to make the neighborhood safe. >> what complicates the investigation, police do not yet have a suspect description and don't know what is compelling the person to set all these fires. live in fremont, bob redell, "today in the bay." >> okay, bob, thank you very much. right now hurricane warnings are up along florida's atlantic coast as category 4 matthew continues to churn through the caribbean. the deadly storm is set to hit the bahamas. that storm has already pounded and haiti with up to 140-mile-per-hour winds washing away roads with fast-moving floodwaters. so far at least 11 people have been killed in the storm. in the united states from florida to the carolinas people are preparing quickly, wiping out store shelves as they store water, flashlights and batteries, anything else they

might neat as governors have declared states of emergency. from miami to daytona beach they've been told to move 100 miles inland. we'll have the latest track of hurricane matthew in about 15 minutes. university and grand avenue in berkeley flooded out. take a look at this video showing workers rushing to get a water main break fixed this morning before that morning commute. right now university avenue only has one lane open in each direction. grant completely shut down. no word on when they'll be open. this morning parents and students will notice beefed up patrols at oakland and fairfield school districts. all because of threats on social media, strangely enough, by clowns. a twitter account called clown gang one made threats against several campuses. students at two different schools told administrators about those posts yesterday.

>> we deployed our resources, vetted out the threat. we called fbi, joint terrorism task force. we take the threats seriously. >> police will not say which two schools are mentioned. the fairfield school district also received threats naming four schools. police say while the threats are not credible, they are taking them seriously. this is actually happening across the country. ten states are reporting similar threats. >> certainly very scary. 500 fewer officers on san jose streets. there are new numbers now outlining the sheer impact on the police department of voter-approved benefit cuts. measure b rolled out four years ago, has been the focus of controversy ever since. over time costs have tripled in that time. officers average about 450 hours of overtime every single year with some shifts still unfilled. voters are going to decide measure f on the november ballot. that's a compromise initiative which would negate some of measure b's rollbacks. nbc bay area responds to a

san jose woman who had problems with a used car. >> consumer investigator chris chmura joining us with the story. courtney troy bought a used 2007 escalade this past may. she said the dashboard flickered with warnings about her tires and suspension system. over the next several weeks she took the escalade in to south county chrysler asking the dealer to fix the problem. she said she couldn't get a clear answer from the dealer about what was wrong. she said the problems persisted. courtney reached out to us and we called south county chrysler. it took back the escalade and gave courtney a check for $4,000, her down payment, plus loan payments she made. a total savings of $24,000. when we asked south county chrysler it said courtney's resolution had nothing to do with nbc bay area responds. here is something courtney and all car buyers can consider. california law allows used car

it is startling news out of silicon valley this morning. yahoo! being accused of reading your e-mail for the nation's spy agen agency. >> tapped google's computers. in the yahoo! case which is brand new, lawyers report not only did yahoo! know there was software in the system that was reading e-mails for the ns a, yahoo! employees actually wrote the software. reuters say ceo marissa meyer knew about it. when they found out, some of them quit. >> the spy system was uncovered by reuters reporter joe mann. he writes it's likely the fbi approached other companies with the same demand. microsoft and google said if that happened, they would have

change of course right now for president obama who is heading to fema headquarters for updates. he had been scheduled to campaign on behalf of hurricane florida today. hurricane matthew, the most powerful atlantic storm in a decade made the president change its plans. matthew is headed straight for florida. hurricane warnings already in place. three states have already declared states of emergency. we will continue to track this. >> exactly. in our neck of the woods we're starting with cool mornings and a warmup in the afternoon. but across the country it's a tough one. >> this will impact over so many populated areas on the coastl e coastline. hurricane matthew actually weakened slightly overnight as it crossed over eastern cuba. winds 115 miles per hour. notice the forecast path, gaining cat gower 4 strength again, up to 130 miles per hour as it continues to head towards the southeastern u.s.

from miami into west palm beach, that should be the area that sees the strong, gusty winds. it takes it parallel to the florida coastline and curves it toward the south carolina and north carolina coastlines where it can see as much as five to ten inches of rain coming down. here is the big challenge it's going to be giving weather forecasters real problems. more than half of the computer models try to loop it back down towards the bahamas by saturday and sunday. good news for the northeastern u.s., but we could be dealing with that storm for quite a while. outside across the bay area, 40s and 50s across the board. chilly start, thanks to the fact that we've got less low clouds this morning. temperatures have really dropped off. 52 degrees in san jose. '40s and 50s to start the morning. jacket weather that will end probably right around 1:00 in the afternoon. we'll see a big warmup along the

"today in the bay's" pete suratos live in oakland with how school leaders are responding to these online threats. good morning, pete. >> reporter: good morning, laura and sam. the oakland unified school district, they're not laughing about this and increasing patrols at two schools. they say two students saw these social media posts of clowns targeting their schools. that's when they increased the patrols, they haven't told us specifically which schools we're talking about. they are not the only district to deal with this. we're also seeing it in fairfield. the threats are coming from a twitter account called clown gang one which has since been deleted. it's making threats towards grange middle school and fairfield high yesterday morning.

to hit the bahamas. that storm has pounded cuba and haiti with up to 140-mile-per-hour winds washing away roads with fast moving floodwaters. so far at least 11 people have dried. the next stop could be the united states. now people from florida to the carolinas are prepping themselves for the worst. >> i've been through through hurricanes before. i don't want to be caught off guard. >> it gets hectic as soon as the storm gets closer and the cone starts narrowing in. >> we should note that several states have already declared a state of emergency. people in the hurricane warnings from miami all the way up the central coast are being told to move at least 100 miles inland. meteorologist rob mayeda will have an update in about 15 minutes. 5:33 right now. police stepping up the patrols after 15 fires in the past three months, all in the same area in the east bay. it's happening in the warm springs neighborhood of fremont. the latest fire was just this last weekend.

police say every time it's been bushes and garbage set on fire. no homes hit so far. neighbors are afraid the arsonist will change its target. >> there's an online neighborhood watch where we have a group where people have mentioned what we can do to make the neighborhood safe. >> fremont police say almost all the fires have been set late at night on weekends. so far police have no motive or suspect. a break in a string of vie lent robberies in the east bay. this morning the contra costa district attorney is set to charge six people in connection with the series of attacks. we first broke the news of the possible link between those robberies on monday. they're connected to home invasions in danville, fremont, livermore and orinda. a man accused of torturing and killing kalgts is awaiting his fate. robert farmer showed no emotion yesterday as he pled guilty to 21 counts of felony animal cruelty. he was arrested after

surveillance footage showed him trying to round up cats in a san jose neighborhood. he's due in court in december for sentencing. farmer faces up to 16 years in prison. 5:35. police have characterized it as a hate crime. today people accused of setting an antioch home on fire and spraying racial slurs on walls are set to enter pleas in court. the two were arrested last month. surveillance video shows one of them throwing molotov cocktails at a home. police believe the attacks stems from dispute between one of the people in the home and the suspects. bones were found in a remote hillside at buck canyon. investigators say they belong to mario and floor teen know avandano. authorities believe they may have died after being trapped by a wildfire. more help is on the way, santa clara county supervisors

approved emergency funds to help the rebuilding process, both for the agency and the homeowners who have seen their homes damaged or destroyed. this allows those homeowners to apply for government money. right now the loma fire is up to 92% containment. that fire has gone through 4500 acres of land. as we said, it's destroyed 12 homes. crews hope to have the fire fully contained by this saturday. as costs to fight wildfires surge, the white house attempting to increase funding. >> congress provided an additional $622 million to the u.s. forest service. that money was used to offset firefighting costs which have ballooned due to climate change and drought. we've been talking about those dry warm conditions. we've seen a bit of a dip here. it will change by the weekend. >> the loma fire catching a bit of a break thanks to some light rain. cooler temperatures. the pattern about to reverse. story of the morning, chilly out there, 45 degrees around the north bay this morning.

wait until you see the aerial. it was all caught on tape. obviously wood and debris everywhere. there were reports of a gas leak that came in to 911 early yesterday morning, about 9:00 eastern when first responders arrived they could hear the hissing sound. firefighters immediately jumped into action. they started evacuating the building an managed to get everyone out just minutes before those buildings exploded. staying in the area, investigators have successfully pulled a second data recorder from the wreckage of a deadly commuter train crash in hoboken, new jersey, as investigators try to figure out what caused it. was there a speeding issue here? the first black box turned out to be blank. now the second recorder is being tested right now. investigators have also recovered front-facing video and a cell phone belonging to the train's operator. a lot of donations to repair a historic church displayed by flames. on friday fire ripped through the first congressional church causing severe damage to the roof and second floor. investigators say it will likely cost $2 million to repair.

the congregation continues to hold services at a church across the street. investigators do not believe it was arson. trying to ease some fears here. people living in the sinking and leaning millennium tower have nothing to fear in the' scent of a powerful earthquake, that the word from a consultant hired by the developers. it concludes the building is still safe and not at risk of collapse. that same consultant issued a report two years ago offering a less favorable outlook on the tower. 5:43. you may rely on prepaid debit cards for gross is and other needs, but those cards could be very costly. today the federal government is announcing new rules to protect you, such as free access to check your balance and transaction history. the latest data from four years ago shows $65 billion was loaded on to prepaid cards. more than 2.5 million units of arts and crafts finger paints

much as 10 degrees above average for this time of year just in time for the start of the weekend. for san francisco, that's good news. fleet week, looks like clear skies. the high altitude show for the blue angels as the temperatures climb to near 80. stay tuned on sunday. as the breeze picks up, could see some fog trying to make a comeback to wrap up the weekend around san francisco. inland locations, 80s to near 90 we think on saturday. even though the sea breeze will pick up on sunday, warm for one more day and cooling into monday and tuesday of next week. the next chance of rain right now possibly by next wednesday. >> going from 90s back to a chance of rain. my gosh. over here we're starting that steady build as traffic flows in out of the east and in towards the west and the peninsula. that's your pattern as we travel through the south bay. it's the northbound route. over here it's south. south 680, south 880 toward fremont. typical build. there is a new crash reported somewhere around south 680 and 84 where they merge.

johnson & johnson is telling patients it learned of a security bug in one of its insulin pumps. they say a risk is low but a hacker could exploit that bug to overdose patients with insulin. medical device experts say they believe this is a first time a manufacturer has issued this type of work. 5:57. this year's election has the attention of voters and hackers. security experts say there's a real possibility someone could hack our vulnerable voting systems. >> now a solution in silicon valley. senior investigative reporter stephen stock joins us to explain. good morning, guys. it may sound counterintuitive, but the experts we talked with about this hacking problem says one way to make sure the systems are secure is to make the computer code that runs voting systems open for public inspection. the problem with the current systems in use today are that they are old and antiquated. they date back to the 2000 presidential election and that hanging debacle in florida. you remember that.
