"today in the bay" starts right now. good morning. happy friday. thanks for joining us. i'm scott mcgrew. some brock has the week off. >> i'm laura garcia-cannon. the storm is expecting to bring our first significant rainfall in months. anthony slaughter, how is this going to impact people heading out the door right now. >> cloudy skies and drizzle extending all the way to the pacific. we've got a few hours of rain once it does start. nbc bay area has storm ranger.

you see the red scan this morning. that will be fired up all morning long tracking the rain. you can see a lot of it to the north. we have light sprinkles detected across the foothills of the east bay. by 7:00 in the morning is when we'll see the brunt of the rain across parts of san francisco and the north bay alike and down toward the peninsula. it won't be until about 9:00 in the morning where we see the showers move toward the east bay and to the south bay. while it's not raining right now, rain will develop as we get into the morning hours. it's going to be pretty heavy at times. you may notice the winds are gusty this morning. that will be another factor, especially once the rain starts to move away. the ground, we could be talking about power outages. that's why we're dealing with a micro climate weather alert this morning. mike is going to track the roads. >> we're warning folks, as the rain comes in, we haven't seen good rain for some time.

it will make for extra slippery conditions for the first part of the rain. also looking at debris on the roadway. highway 13 on the westbound 24, that connector has some debris. we'll get more details on that. note also the weather and traffic systems are tied together. this is some of the radar data anthony is showing on his map. so far okay for the north bay. back to you. we'll stay on top of the storm and the progress all morning. we'll have live team coverage for you. make sure to download our nbc bay area app as well. you can get live radar right on your smart known. also following breaking news this morning. fire crews rush into action when neighbors spot flames in the south bay. the fire caused a power line to hit the ground it happened a block from live oak high school in morgan hill. >> "today in the bay's" rick boone is in morgan hill. is anyone hurt there, pete?

>> no, not at all, scott and laura. i can tell you the latest in this area, this is what you've got. if you look beyond the darkness, there was a structure about 90 minutes ago. but not no more. firefighters were able to get here rather quickly to put this out after a resident called them this morning. there was that concern of a downed power line and then the pg&e team came and turned off the power. they were able to get the power line out of here. i asked firefighters more about this structure. they say it's been up for about ten years. no residents were inside the home. no one was injured during this fire, but i did also ask, was it suspicious? they said this just moments ago. >> it does seem strange, but the house was still energized, so it's possible there was something still in that main box that went awry.

it's still under investigation. we'll know in a week or so the true cause of the fire. >> reporter: it is still under investigation. this is not going to affect anything here on east main street. one truck just left. another leaving behind me. school will go on as planned this morning. residents will be able to drive through without any problem. this fire, thanks to the fire department out. did not spread to any other homes. it is, of course, wrapped across tape. the biggest issue if you're in this area, no downed power lines. no need to worry about looking down to see if you're going to be length can you telled. 4:34 right now. new this morning, very close call for a man in the east bay. take a look at this video where the driver of that truck certainly lost control, hit two parked cars and then smashed

through that garage. someone was actually inside the home sitting in his living room when it all happened. >> one occupant at home at the time. the vehicle just missed him, hit a bearing wall. >> the man was hit by flying debris, taken to the hospital for treat. he will be okay. police found the driver still sitting in the cab of the truck unhurt. the driver was eventually arrested on suspicion of drunk driving. 4:35. people who live around uc berkeley have been warned about a recent string of armed robberies. there have been at least a half dozen robberies. in at least five cases a man with a gun targeted victims just walking down the street. one case involved two armed men targeting three women. investigators say the suspect's descriptiontion are very similar in each crime. parents at a south bay ymca are on alert after a counselor was arrested. taylor smith is accused of

years. =l/2 a south bay marijuana shop wants to strike a deal with the city of san jose after refusing to pay the city taxes for four years. >> the owner is willing to write the check for $1.3. but lawmakers may not be willing to take that order. investigative reporter bigad shaban explains why. >> the business is called medi mart. the owner has refused to pay the tax for fear it could land him in prison. his legal team would mean they're admitting to selling marijuana which is illegal to federal law. so they sent this offer letter to the city of san jose. the business is willing to pay that $1.3 million with a catch. the deal says that payment will not be labeled as a tax but

welcome back everyone. we are expecting this to be a very stormy friday morning. >> in fact, we've already got rain in the north bay. you may have noticed the winds this morning, ahead of this system moving in. you can see this thing extends all the way out in the pacific. that's what we're going to be watching as we head through the morning hours. right now we've got storm rains fired up and it has the best resolution as far as any of the radars go across the country, and it has the fastest resolution.

in fact, it scans faster than any other weather radar site. we have you covered across the bay area. where the rain is falling, you can see we'll zoom in. we do have light showers near fremont and the hills near where the radar site is detecting the finer ray drops. even across parts of the north bay from saint helena over toward santa rosa. you'll notice the yellow, it denotes heavier pockets of moderate and heavy rain. that will be traveling torts t petaluma and near novato in the next couple minutes. winds gusty this morning. in the last hour gusts at the golden gate bridge and near oakland up to 30 miles per hour. that's something to be watching as this rain continues to fall down. if those winds continue to be problematic, we could be looking at power outages and tree limbs coming down as well. by 7:30 in the morning, that's when the brunt of the rain will

push through the north bay. it will start to push through san francisco as well. by 9:00, 10:00, that's when we're expecting widespread rain, during the heart of your morning commute. after that, we'll see the rain push into the south bay around lunchtime. this is 1:00 in the afternoon. still dealing with wet roads. it's not until 4:00, 5:00 this afternoon when we'll see things dry out. we have quite a ways to go with rainy conditions all morning long. right now looking at clouds in parts of the north bay. we still have yet to see the roads wetten up. here is a look at the seven-day forecast. we have another storm system that will impact the bay area for sunday. we will talk about that storm system and how much rain we can get from all the storms coming up in the next report. in the meantime, mike will get to work on time. how is it looking. >> right now the roads are looking pretty good. i promise you a look at the

tri-valley. before you get to highway 84, a disabled vehicle. it sounds like everything is out of the roadway. clearing the roadway, highway 84 westbound around ruby hill. we'll keep that area in mind. so far it's the mist that anthony was talking about. b.a.r.t. reported a ten-minute delay systemwide, some equipment problem on the tracks in the oakland area. no other details than that. you should be all right over the next few. we'll track that and it may slow trains later in the commute. travel times over here, the upper eastshore freeway, this is about the shortest drive you'll have, 14 minutes right now. the bay bridge toll plaza showing an easy drive right now. we'll watch as things change through the morning commute. looks great right now, just moving the cones. back to you. >> 4:47 right now. palo alto-based hp is expecting to slash thousands of jobs.

>> let's turn to susan lee live at cnbc world headquarters. >> good morning. data palooza as we're calling it. retail sales expected to rise after falling last month. we have producer price inflat n inflation. consumer sentiment for the month of october. looking at possibly a gain though the election might be dampening spirits. on the earnings front, three big banks reporting today, citigroup, wells fargo and jpmorgan chase, a seven percent hit for tax reasons. we have stocks rallies from lows that have ended down 45 points. 18,000 is where we're kicking off. 5213 is where we're starting this friday. let's talk about job cuts. hp is planning to cut 3,000 to 4,000 jobs over the next three years.

she visited san francisco earlier in that day when she met with senators barbara boxer and dianne feinstein at a fund-raising concert. clinton promised to stand up for she says have been mistreated by donald trump. >> he has attacked immigrants, african-americans, latinos, people with disabilities, pows, muslims and our military which he's called a disaster. >> donald trump meantime is blasting the recent accusations coming out against him. at a rally in florida yesterday trump said recent allegations of unwanted sexual advances are nothing more than a smear campaign. >> never met these people. i don't even know who they are. they're made up stories filed right before the election, right before the election. >> trump says he has proof the recent accusations are lies. he is promising to release his proof at what he says is the

who live nearby. developers want to build a hotel across the street from west field valley mall. the "mercury news" reports a planning meeting last week, critics voiced their opposition. they're concerned about bike and traffic, fewer spaces and the size of the hotel. if approved, construction may start by next summer. the fate of the raiders this morning still in limbo after kn nevada lawmakers recessed without voting on the las vegas stadium plan. senators have already approved the deal which would fund a new $2 billion stadium for the raiders. the assembly debated until well last midnight. the las vegas review journal says they believe the measure has the minimum number of votes to pass. the assembly's special session resumes at 9:00 a.m. the future arrives in pittsburgh, pennsylvania, it may include a brain scamming helmet.

pulled from the waters of the san francisco bay. yesterday, the yacht was brought up from the bottom of the bay. last weekend it capsized, causing quite a scare in the bay. 30 people on board were dumped into the water. cell phone video captured the dramatic scene. luckily everyone wednesday rescued including a 4-year-old who was thrown into the water. boating experts believe that yacht was overloaded. hoping to rebuild their church, a berkeley congregation is holding a fund-raiser concert next tuesday. a fire ripped through the church

last month. the community says the church burned down, it's been very supportive of musicians in the past, providing a place for them to practice. they'll have that concert in support of the church. it will be at the st. mark's episcopal church. an elephant seal has set a record by swimming farther than any tracked seal. >> they're calling her phyllis, and she's heading back to california right now. the 850 pound seal swam nearly all the way to japan. that's 3,700 miles. she's heading back home, they think to naif vo where she's expected to arrive in january. by then she will have swam over 7,000 miles. coming up, we'll have important information about weather and traffic. we'll start with anthony. >> we have storm lanes fired up this morning. we're already seeing light rain across parts of the south bay.
