"today in the bay" starts now. >> thank you, pete. thank you for joining us on this monday. i'm sam brock. >> i'm laura garcia-cannon. up early and a nice start to our morning. >> we are waking up to 60s. that's a mild start as you step outside. you may not need a jacket this morning, but pack the umbrella for later. 50s and low 60s. you see here in the hour by hour forecast. north bay rain before lunchtime. by 3:00, into the evening commute we'll begin to see those rain showers moving across the peninsula. >> tomorrow morning you'll be greeted with different conditions for your commute. great conditions, but we have a number of little crashes we are watching. westbound 580 at the dublin interchange. sounds like the two vehicles involved are out of lanes. we don't see any slowing.

we'll look at a live look. shows with these headlights coming in towards the interchange, 23 minutes from north greenville road at speed. >> a very sobering store from over the weekend on the roads. we continue to follow developing news out of southern california where a tragic scene played outside of palm springs. a bus carrying people from a casino slammed into a tractor trailer. the impact was so strong, the bus was wedged 15 feet into that traylor. that happened between palm springs and los angeles. 31 others injured including five critically. there are only 44 people on the bus total making this one of the deadliest bus crashes in california history. >> in almost 35 years, i've never been to a crash where there's been 13 confirmed fatal accidents. so it's tough. tough for all of us. >> as far as trying to figure

out what caused the crash, early reports indicate speed could have been a factor. investigators are talking with the driver of the tractor trailer who survived with only minor injuries. >> turning toç decision 2016, are now in that home stretch, just 15 days until election day. if you want to have your say, today is the deadline to register to vote here in california. edward lawrence joins us live from washington tracking the latest from the campaign trail. pressure is growing. still a lot of undecided voters out there. >> donald trump has a mountain to climb. latest poll numbers show he is trailing hillary clinton by 12 points among voters nationally. donald trump says this isn't over yet. some democrats say the election is closer than the polls show.

but her parents say she has no history of medical problems. she had been texting her parents she didn't feel well the week before. a violent crime in a neighborhood unaccustomed to it. burlingame, this has some hotel guest tlts shaken up. >> good morning. burlingame police believe this victim was simply visiting the hotel and this victim was targeted. it marks the city's first homicide of the year. >> it is our belief that the victim was targeted by the shooter and fled the scene. >> burlingame describes this victim as a bay area resident in his late 20s. yesterday morning just before 6:00 a.m. when police arrived, they found that victim in the sidewalk area

of the hotel driveway injured with an apparent gun shot wound. that's where he died on the scene. folks visiting the hotel, this shooting in an otherwise quiet area found it as a surprise. >> something going on in the walkway out there then next thing you know we heard there was a shooting. >> want to point out there was a tattoo convention at this time when the shooting took place. there doesn't appear to be any connection to this and the shooting. there is no known suspect description. if you have information, contact burlingame pb. >> thank you, pete. it is 5:06. a follow-up of a story we told you about friday morning. new rules in place after leaders suspended all fraternity and sorority parties on campus after two sexual assaults happened

offcampus. all greek houses need to have consent discussion. hard alcohol is banned. on top of that, they are required to post consent signs on the front doors and have three people remain sober at parties. another meeting is set for this weekend to decide how long to keep the party suspension in effect. some victims rights groups believe a new report suggest way area colleges are not doing enough to alert students about on campus sex crimes. the 2015 schools issued alerts less than 20% of the time. critics suggest alerts tend to be the exception rather than the rule. school police say they are defending themselves saga letters are not necessary or even appropriate. that is true when there is no imminent threat or victims come forward long after the incident. we look at your forecast.

wishy-washy comes to mind. >> wind around the north bay later this morning. you'll notice how mild it is. mid 60s for most of the bay area. wind speeds gusting to 40 miles per hour. around the hill tops, south of 22. the rain will moch southward out of the north bay by mid to late morning. mid afternoon beginning to see showers crossing the peninsula. by the evening, that system begins to weaken as it approaches the south bay. before the rain arrives, mostly cloudy and breezy today. highs, upper 60s and low 70s. we will see rain later today. probably more for tomorrow morning's commute. a break for the rain wednesday. more rain comes in. that system thursday looks significantly stronger in terms of rainfall and wind and you'll see as we head into the weekend, that rainy pattern continues off and on through sunday. looking at a calm commute. wind is a factor across some of the bridges. chp warned about that.

given to people who weren't qualified. a guardsman who earned a purple heart in combat has to repay $46,000 in bonuses and student loan money. >> it was awful. it's gut wrenching and you figure it's a joke. you're angry and frustrated. you're not sure what's going on. >> some former guardsmen had their wages garnished to pay back that money. the national guard says because taxpayer money once covered those bonuses, they have to recollect it. a class action lawsuit has been filed. britney manard became the face of the dying with dignity. her mother is releasing a book about britney's life. >> britney said many, many things in the last days. i go back to honoring the britney who i knew. >> the book will be released next week but not without

at&t's $85 billion deal could have a big impact on consumers. it could take a year to complete. it could lead to more entertainment offerings from hbo, tnt and other channels on your mobile devices. the concern is less competition could mean higher prices. some experts say it could improve prices and at&t would be a supplier of content owning versus renting is the trend in the media center. that's why comcast bought nbc universal and netflix and amazon are developing original shows. and the wraps off their competitor to a money transfer app they are backing to go up against paypal and square cash. chase, citi and bank of america are involved. users will be able to send money via their phones to recipients who will gain access to the cash immediately.

hour by hour, you're seeing the rain in the north bay still. by mid afternoon, starting to see showers moving across the peninsula. notice 7:00. nothing there in san jose. that will be the story of this particular weather system. higher rain totals in the north bay. in the case of the south bay like the last go round,ing computer models indicating a rain shadow. some of the hill top locations of the north bay could approach 1/2 inch to inch of rain from weather system number one. high near 70. san francisco down the peninsula for the north bay rain will start there first later on this morning. tri-valley temperatures today in the low 70s. let's take a closer look at this thursday storm. it will bring more rain our day. getting a boost out of the tropics. a weakening tropical system. see how that pushes good moisture toward the state, central and southern california on thursday could get a good soaking out of this system. that is the one to watch. thursday into friday, stronger

about. a tree down now. blocks your two right lanes. caltrans crews are there chopping up that tree removing it. traffic light. there is no real slowing through the area. northbound commute had speed for san jose. this is the only real slowing we see showing up with speeds below the limit out of the altamont. 27 minutes to w interchange. back to you. developing news out of southern california, investigators are continuing to scour this twisted wreckage after a passenger tour bus slammed into the back of a big rig this weekend. more than a dozen people dead and 30 years injured. marin austin is near the scene of the crash with new details we are learning about how this tragedy might have

happened. >> we don't have the victims' names confirmed. the riverside county coroner's office tells us 10 of the 13 killed are men. three of them are women. the survivors onboard told investigators almost all the passengers were asleep on the charter bus when it collided with a semi truck yesterday at about 5:17. chp telling us the bus was coming from a nearby casino. investigators say the semi truck driver was traveling at about 5 miles per hour in traffic when the charter bus traveling at a quote/unquote significant speed collided with the trailer from behind. the semi truck trailer entered 15 feet into the bus along the i 10 west of indian canyon road in desert hot springs. 13 people on the bus died including the bus driver. 31 injured. four patients are in critical condition. that semi truck driver walked away with only minor injuries. the cause of the accident is still under investigation. you can see the i-10 has

year's election. that 18 million represents about 3/4 of those eligible to vote. last week the santa clara county registrar voters reassured the public elections may not be rigged as donald trump claimed. they showed the machine and special scanner to make sure they match the signatures on the voter roll. there is concern about voter intimidation. theç county doesn't expect tha to happen but plans to staff the polling places with plenty of workers in case. >> santa clara county, we are going to make sure polling places are as safe and comfortable and nonintimidating as they ever were. >> as i mentioned, today is the last day to register to vote in the state. if you aren't going to register online, make sure your paper form is post marked by today. for more information to register

burlingame police saying a shooting happened not far from sfo at the hyatt regency hotel parking lot. the victim was not a guest but visiting someone there. the shooting happened during a convention at the hotel. investigators do not believe there is any connection. it left many residents uneasy. >> they woke up and heard there was a shooting. >> police believe the shooting was not randomed and the victim was targeted. two men behind a deadly double shooting yesterday. happened about 6:30 outside a home right by king road. 32-year-old laura garcia died in the shooting. her brother-in-law suffered nonlife threatening injuries. that shooting started out as just an argument. >> the victims were standing outside their residents.

the suspects approached on foot. there were words being exchanged. then shortly thereafter, gun shots were fired. >> at this point, police have not indicated a motive. mercury news reports at least one gunman yelled a gang slogan before firing. the victims are not connected to any gang. 5:37. missing child alerts from sonoma county. 7-month-old henry massey was reported in danger and missing about 8:30 yesterday morning. sheriff's office says he is believed to be with his mother hanna ashly. police say they are traveling in a silver 2005 subaru forrester with license plate 5jk-z255. leading pediatricians are meeting in san francisco today holding a forum focused on preparing for outbreaks like zika. american academy of pediatricians is holding a

protest that turned violent famously in chicago in 1968. they were tried for the protest and convicted but the convictions were overturned. he served in the california state legislature more than two decades. warning for parents and children in san carlos. two 11-year-old girls reported a suspicious encounter with a man. it happened friday near downtown. they say the man approached them and asked to buy their scooters. they said no and rode away. the man came back asking the girls if they wanted to have some fun. the man is described as white in his 50s with gray hair, blue eyes, an average build and wearing a green shirt and blue pants. be on the lookout there. here in the bay area, no strangers to rvs catching fire. an rv up in flames on a bridge.

this fire smells funny because the rv was packed with candy made with marijuana. rv is a promotional vehicle for weed world candy. 5:46. people in santa rosa are remembering andy lopez, teenager shot and killed by sonoma county sheriff's deputy. over the weekend, people held a vigil to mark the somber anniversary. he was carrying a toy gun which the deputy mistook for the real thing. protesters say justice still has not been served. >> when i look at his story, it's about a child who has been killed by a system that is set up to demonize him.

>> lopez' family is suing sonoma county in an ongoing wrongful death suit. we've seen a growing number of players following colin kaepernick's lead kneeling. >> wearing a black lives matter shirt took a knee to sing the anthem in miami over the weekend as she was performing before a preseason game for the miami heat. lauren says she took the opportunity to show that black and brown people have the right to respectfully protest. a south bay family is being honored with the title of family of the year. hispanic foundation honored cerventes family for their service. it was held over the weekend. all four family members are active volunteers that help immigrants become u.s. citizens.

the president of the foundation says everyone could learn from their contribution. >> basic criteria is finding a family giving back to the community. all four of them, husband, wife and two sons are examples of that community leadership. >> the hispanic foundation honors a special family every year at the annual ball. a group of students at discovery charter school in san jose are working very hard to bring an anne frank traveling exhibit to their school. that opens wednesday and runs through november 18th. students need to raise $400 to meet their goal of $4,000. that's how much it costs to host the exhibit. contact the school if you can help out. drivers commuting to san francisco will see the new on and off ramp for treasure island fully functioning.

another major retailer closing its doors on traditional black friday holiday. rei didn't open last year and will do the same thing this year. all of this is part of the hashtag opt out movement. last year 1.4 million people pledged to opt out of black friday shopping. bill hurrah honored with the mark twain prize for american humor. he received that honor at the kennedy center in washington, d.c. last night but all murray is talking about right now are his beloved chicago cubs.

as we head through the rest of the morning, we'll see the rain line move through sonoma county as you approach lunchtime. by 3:00 starting to see showers across the peninsula, east bay into the evening. south bay by 7:00. beginning to see that rain move in. notice how the system weakens. our rain totals here in the santa clara valley, another case where we miss out. highs 70 in san jose. north bay the rain will stop first. low 70s around the tri-valley. that's why we are thinking we'll get a higher rain total and combusty winds from thursday into friday. you see it play out for the second half of the seven day forecast. we'll catch a break on wednesday. plan on a foggy commute for thursday into friday and more
