"today in the bay" starts right now. good morning, thank you for joining us. i'm sam brock. >> i'm laura garcia-cannon. let's get straight to our live team coverage this morning as the system whips its way through. meteorologist rob mayeda tracking not one, but several storms for us this morning. >> watching three storms over the next five days. you'll notice for your morning commute, you're seeing varied to moderate rain. half inch and climbing in san jose. a welcome change from previous storms, san francisco over to oakland, moderate rain. close to an inch of rain in dublin. the heaviest rain we're seeing

in sonoma county. rain moving from south to north through the morning commute. you see the system is starting to cross the coast. hour-by-hour, your outlook around san jose, rain through about 11:00, transitiontion to a drier forecast as we enter into the afternoon and evening. we could see .25 to .50 inch in this morning's commute. >> the road weather index indicates all the rainfall leaving wet roadways. we've had a lot of spinouts and flooding reported. we have the crash currently working northbound 101 around ralston, north of whipple. slick roadways a concern. heading out of san francisco, once you get on 101 you're okay. basically at speed all the way down in the south bay from 92 to powers.

it includes the area where kris sanchez is out there live in the truck. how are conditions out there? >> reporter: well, i can tell you the roadways are very slick, mike. we have seen ponding on the roadway. haven't seen any of the crashes that you're talking about. i want to make sure you know i'm not driving. josh is driving with both hands on the wheel this morning. you can see the windshield wipers are working about medium right now. this is all clear on northbound 101, just passing moffett field here just past 237. earlier this morning, though, there was a pretty serious crash in terms of visuals on northbound 87 just south of kerner in san jose. the chp tells us the driver lost control in the weather, driving in the rain and ended up on the median of the interstate -- racketer 87 there. so not only was that a traffic obstruction at that point, but

it is going to continue to be a traffic obstruction once the crews come back to make the repair to the center divide. that is clear and now we're watching -- hopefully we won't see any other collision like that, but we are watching the roadways for you. we're headed north on 101 and will let you know what we see. we'll be back with you in 30 minutes. >> thank you very much, kris. stay safe out there. >> we certainly hope we don't see anything else like that. this is a critical time for pg&e tracking the forecast and trying to minimize damage and out tajs. hundreds of crews were out making safety preparations yesterday. this is the scene at pg&e's peninsula yard in san carlos where workers were loading extra power poles, cables and transformers, any equipment they'll need. >> it means anticipate the possibility of an outage. make sure you have food, make sure you have water. if you do see a downed power line, call 911.

>> in preparation as well, they also tripled trees near power lines to help prevent fallen branches which is a major problem for outages. weather conditions forced a local pilot to make an emergency landing in an unlikely location. the pilot landed his small plane at the old alameda naval air station last night. the station has been closed for nearly two decades. alameda fire department posted these photos on twitter. firefighters say the pilot did the right thing. he had a limited license which only allows him to fly when the sky is clear. two people were on board the plane, neither were injured. also tracking the impact this is having on our coastline and the santa cruz mountains. we'll have live reports from both places coming up in our next half hour. also be sure to download our nbc bay area app. we'll send out push notifications on any major traffic delays or problems associated with this storm. laguardia airport back open this morning after vice

presidential candidate mike pence's plane skidded off the runway. >> remain seated. remain seated. >> a scare for those passengers. that's cell phone video from inside the plane. the plane touched down during a rainstorm in new york. on board that flight about three dozen passengers, mostly campaign staff and reporters, but also governor pence's wife and daughter. the pilot reportedly slammed on the brakes and the plane fishtailed. nobody was injured. shortly afterwards donald trump spoke at a campaign rally in ohio. >> i just spoke to our future vice president, and he's okay. you know he was in a big accident with a plane. the plane skidded off the runway and was pretty close to grave, grave danger. i just spoke to mike penls and he's fine. >> the ntsb is investigating the cause of the skidding. governor pence is campaigning in

pennsylvania and north carolina today. he's getting right back on track as scheduled. in the meantime donald trump is continuing to forecast victory, he's suggesting canceling the election to, quote, just give it to trump. he questioned the ethics of the clintons after another wikileaks dump which included a statement questioning the potential conflicts of interest between the clinton foundation accepting money and money making activities for bill clinton. hillary clinton and michelle obama campaigned side by side. the first lady telling the crowd that mis. clinton is the most qualified candidate. she brought up tdignity in the campaign. here is a helpful non-partisan resource. our voter's edge guide. go to nbcbayarea.com and put in

dj been killeby a specif type 4:40 on friday morning. over the years thousands of animals along our coast have been killed by a specific kind of fishing net that other states have actually banned. why are they allowed off our shores? >> investigative reporter bigad shaban has been looking into that. good morning. these fishing nets are known as drift gill nets, designed to catch sword fish, but they can

entangle a lot more than what fishermen are actually after. we want to warn yu some of the images are hard to look at. over the years thousands of animals have been killed after getting caught in these nets ranging from whales to sea lions. we managed to obtain years' worth of government records and discovered that only about 22% of what's caught in these nets is actually kept. the rest is tossed back into the ocean. it's estimated 87,000 sharks were killed in these nets over the last 25 years over the west coast. 3,400 dolphins, 1,100 sea lions, 389 whales which includes endangered pe cease and 107 sea turtles which are all either endangered or threatened. fishermen say the nets are the best tools for catching sword fish and tell us without them they'd be likely forced out of business. plus they point to new policies and precautions in the industry that have led to fewer animals getting caught. over the last two decades the

no friday light today, rob. we were watching as that green blob is taking over the bay area. >> many of us who drove into work needed extra time on the roads. >> i did. >> felt like we were driving on water more than the road at times going down 680. we've had a lot of rain overnight. in some cases we've actually doubled the amount of rain we had before the storm. before the storm san jose had a third of an inch for the year. you can see we're climbing past or close to about an inch of rain. the rain totals the highest we've seen from any storm fall so far. that's nice news around the

south bay. in dublin almost an inch has fallen so far. pretty uniform around the bay area, from the north bay, san francisco, oakland. you see rain across the board. temperatures right now in the low 60s. mild outside. we don't need a thick jacket out there. tropical air drawn into this weather system. rain into san jose san francisco to oakland. the darker green rjs picking up rainfall rates of under .25 per hour. the yellow you see are downpours towards vacaville and yountville and vallejo. it's going to stick around for the next couple hours and then begin to shoot to the east. crosses the central coast and will transition to a drier forecast by the afternoon. so unlike yesterday, morning commute has all the rain. by the evening we should see improving conditions around the bay area. upper 60s to near 70, we'll

catch a break late today. notice what happens into the weekend. saturday a few widely scattered showers and more rain dropping to the north bay as we head into saturday night and sunday. here is the third storm we've seen this week. weekend rain totals at the top one to two inches in the wettest spots again. another big rain producer for us. if you're going to head to the sierra on sun, close to a foot of snow expected in the high country. winter storm watch for the sierra on sunday. halloween on monday, notice the day starts mostly clear, clouds thickening up as you approach sunset. looks like the north bay could see rain 6:00 to 9:00 while the rain holds off for trick-or-treat time from san francisco southward. stay tuned to the timeline for the forecast. still keeps the rain chances ar cross the board. one of the changes we'll see as we get through the weekend, cooler temperatures which will help to drop the snow levels in the sierra. by next tuesday and thursday, those rain chances transitions a

bit more towards the north bay. this morning and again on sunday, quite a bit of rain in the bay area. >> we are having a lighter volume of traffic expected today. the conditions do demand you slow down. definitely keep that in mind when preparing for your commute. rob showed you the system traveling this way. that means folks trying to get away to the central valley about midday, that will be an issue, that will be traveling with the storm system. meanwhile, as far as the roadways are concerned, only flooding overnight, typical spots like on the peninsula getting out of san francisco and along the area past sfo. little bits of 101 showing reports of water on the roadway. there's 101 at 580 at san rafael. folks get around one lane closed in the southbound direction. the rails reporting no delays although b.a.r.t. tends to slow down trains if there's inclement weather. no delays reported for the ferry systems. 101 by 680, watch the water

better-than-expected earnings last night on continues streaks on mobile devices and youtube as people spend more time surfing the web. on the flip side, amazon reporting a big mix on earnings. online retailers projected slower-than-expected sales growth. amazon is spending a lot on technology to improve its cloud business and content for amazon prime. uber is bringing surge prizing to uber eats delivery service, charging extra if orders are made during a time when demand is high but drivers are scarce. the new pricing model will come first to phoenix, houston, dallas, washington, miami and atlanta. uber says the customers will be notified of the additional cost and the exact amount will appear on the menu screen as well as on the order receipt. uber eats operates in 48 u.s. cities. >> a lot of people use it. right now an oakland man is on the run this morning. he's one of dozens of people

linked to a sophisticated international phone scam. federal agents announced the arrests yesterday. as nbc bay area's vittive united helped nirs uncover, callers would pose as irs agents and threaten the person on the other line if they didn't pay bogus taxes. there were more than 10,000 victims in total including many in the bay area. the amount of money lost is said to be in the hundreds of millions. the deputy general at the department of treasury sat down exclusively with nbc bay area to give insight to the investigation. >> the number for the irs, the general number given to taxpayers to call, they were spoofing that phone number. >> several suspects are still at large including a man who was last seen in oakland. the feds are warning people that irs agents won't ever call demanding money from you on the phone, and they certainly wouldn't take payment in the form of prepaid debit cards. nearly half of consumers across the globe have been victims of cybercrime, but a

majority of them are choosing not to report it to authorities. a new study also finds one in six victims have lost phones due to online fraud with 20% losing in excess of $1300. the most common fraud involved false requests to reset social media account passwords. 4:52. a st. louis jury awarded a california woman more than $70 million in a lawsuit claiming years of johnson & johnson baby powder use caused ovarian cancer. that's raising concerns about the health ramifications of extended tall come powder use. a spokesperson for the kpen says they will appeal. two other lawsuits in st. louis this year ended with jury verdicts worth a combined $127 million. up next, take a number and wait in line. but that wait may be even longer than expected. the week-long delays at the dmv continue. what's leading to the problem and is it getting fixed? >> first happening right now, we're all over the big story of

the dmv says it's made significant progress on computer problems that left many people seeking services in the dark for days. on monday dmv offices across the state of california started seeing what they described as a catastrophic hardware failure, not a hack. it did halt nearly all services in most dmv offices. online services were never affected. all problems have been fixed in the mountain view location. san jose is still having issues. >> a live look at chicago's wrigley field this morning, ahead of too night's world series game three. the cubs and indians, long-time losers having not won a championship for a combined 176 years. they're on top of the baseball world battling for the championship. the world series tied at one game apiece and now the cubs have home-field advantage. chicago has been planning this party for 71 years. >> absolutely about time. it's been about time for a long
