going to be just those nice cooler temperatures. overall, we should be in for a fairly nice saturday, 51 degrees right now in the south bay. peninsula also in the 50s and out near san francisco, could be seeing some partly cloudy skies, maybe even some patchy fog. into the later part of the day, as we begin to track that storm system, it looks like it's sitting more off to the north but our overall highs for the south bay will be in the lower 70s. we have been seeing those 70s across the board and it looks like the east bay could be slightly cooler into those 60s. now, into the late evening hours, that's when we're going to start seeing that increase in cloud cover, especially under the peninsula. look at those lower 60s, half moon bay 64, and napa is really where we were tracking the possibility of some rain but it looks like the marin, maybe even mission could be seeing pop-up showers way late into the evening. as far as the north bay, the models aren't showing a great amount of rainfall but it could still bring up a few possibilities as we head into

the late hours. i'll have more on that coming up in just a bit. >> looks like a good day. thank you so much. we begin this morning with developing story in east bay. at least eight people were shot in downtown oakland. less than a block away from city hall. officers say they responded to reports of multiple shots fired in that area. when they arrived to the scene, several people were suffering from gunshot wounds. there are reports that the fight began inside a nearby nightclub. again, eight people were shot, but no deaths have been reported. we will keep you updated with any new information as it comes into our newsroom. the alameda county district attorney will decide next week what charges may be filed against two people arrested in connection with the stabbing and burning death of an east bay woman. last night, family and friends held a vigil at the victim's home. 21-year-old karla ramirez segoviano was a volunteer for

this is the bay bridge from treasure island. beautiful sight there. should be some good weather for all the fishermen that are heading out today and it's good news for crab lovers. crab season has officially started. the recreational season began at midnight and commercial fishermen will be watching closely because their season starts in two weeks, which is great news following last year's problems, as you can remember, in 2015, dungeness crab season was hit hard by elevated levels of domoic acid, and that caused the start of the season to be pushed back four months, costing commercial fishermen a lot of money. one of the biggest battles of the football season takes place this weekend in oakland. the raiders host the broncos and it's a rare primetime game for the raiders. this is a live look at the coliseum, quiet now, where the raider nation will be pumped up. those fans tell us a win at home may convince the raiders to call oakland home, sweet home, for good.

south bay. san francisco also 55 and we are tracking some slightly cooler temperatures for today, your microclimates forecast today, lower 70s across the bay area, san jose topping out at about 72 degrees going up towards the east bay, we could be seeing some 60s, hey ward, 69, out near livermore, also staying in the 70s and out near the peninsula, this is where we could be seeing a lot of is that cloud cover because we are tracking a storm system. half moon bay about 64 degrees, staying about 3 to 7 degrees cooler that what we've seen over the past couple days. tonight, we should be staying in those 50s as well mission 62 degrees out near san francisco, the north bay, this is where they're going to have that better chance to see some slight showers but right now, the model's not showing much. let's go and take a look at our hour by hour forecast. overall, the biggest impact at about 9:30 is going to be is that cloud cover. you can see it in the south bay, san jose, out near napa, san

francisco is really going to start seeing that cloud cover. fast forward to about 2:30 a.m., the majority of that storm system pushes off to the north so a lot of that rain that we were expecting out near napa and the north bay, it doesn't look like it's going to amount to much. it looks like we could be seeing the possibility of a few pop-up showers here and there. by sunday about 11:00. no rain really, things should be clearing out quite nicely. with this storm system, though, we do have a high surf advisory that has been extended until 7:00 a.m. tomorrow so if you have plans to be out there, we are expecting some pretty strong rip currents. you may want to head out, make t a later day. tomorrow it should be better unless you're a surfer. here's what everybody wants to know. at least for football fans, levi's stadium should be nice, clouds as early as 9:00, 10:00 a.m. should be overcast until about 11:00 a.m. that sunshine should be coming out and we should be warming up into the 70s. i know kickoff is at about 1:05

so we should be good. what about that raiders game? no rain in sight but we could be seeing that cloud cover temperatures are going to stay fairly nice, in the 60s, i want to say a light sweater is going to do for all of those fans us there. 66 degrees by about 2:00 p.m., and into the later part of the day, we're going to stay in the 60s, cooling down to the 50s by about 8:00. now, don't forget, though, we do have daylight saving time, so remember to turn your clocks back one hour, check your smoke alarms, which means we are going to have an earlier sunrise at about 6:42 a.m. now, over the next seven days, we are tracking the 60s and of course late showers into tonight, partly cloudy skies on sunday, about 64 degrees, as we head into the inland area, we're also tracking the possibility, very slight at this point, thanks to the model, showing about 64 degrees by sunday, we should be clearing out with those patchy clouds, monday and tuesday, we're going to steer clear of that rain and we're going to be welcoming a lot of

"today in the bay's" garvin thomas has this morning's "bay area proud." >> reporter: not long after becoming a single dad, ewell sterner was concerned his youngest son was spending a bit too much time focused on his computer and video games. he wanted to shift his focus to the world, so took him

volunteering. well, it wasn't just his son's focus that shifted. >> vikings will take over first and ten. >> reporter: it is the last high school football game in the career of number 11 for lynbrook high school casidy sterner. it's the kind of moment when a dad will reflect. >> that's going to make him feel good. >> reporter: hoping he's been a good influence on his son. though, ewell sterner will be the first to tell you it's casidy who inspired him to do something remarkable. it happened when casidy was just 8 and the pair were volunteering at a shelter in san diego. feeding the hungry and homeless. >> he literally said, dad, we have so much food at home. we have to help. we have to fix this. that was the entire genesis of hunger at home. >> reporter: hunger at home is the nonprofit ewell started back then and one he revived a few years ago after his arrival in

silicon valley to run the san jose convention center for team san jose. >> the respark for me was seeing the abundance and the growth and seeing the tent communities growing into massive communities, getting to know individuals that were in need, thinking, this has to change. you've already seen what's in there. oh, my goodness. you're going to absolutely love it. >> reporter: with decades of experience in hotel food and beverage, ewell has always been familiar with the amount of surplus food that was available to help the hungry. >> say 4,000 to 5,000. >> reporter: but was ending up in the trash instead of on trays. >> so you have cobbler. >> reporter: hunger at home has changed that in a big way. contracting with the convention center, major hotels even levi's stadium, they are responsible for more than 2 million meals in just a few years being donated to san jose's martha's kitchen and the salvation army. >> we're now sharing resources. we're sharing supply.

three days from now, we will have a new president. it's hard to believe. and with the race tightening, both campaigns are getting even more personal and even more negative. hillary clinton has a narrow lead in the polls but donald trump has a shot. if he can turn all of the toss-up states red, it could create a tie of 269 electoral votes each, which is one short of a win. the candidates are campaigning in several states and hitting hard on the issue of character. >> and think about what it would mean to entrust the nuclear codes to someone with a very thin skin. >> she's likely to be under investigation for a long time, concluding in a criminal trial. >> there is no foundation for trump's claim. president obama campaigning in north carolina for mrs. clinton, urging the crowd to be respectful after a protester with a trump sign interrupted him.

appeals, shortening the time inmates spend challenging their convictions and sentence in court. we've heard the stories of artists in san francisco being pushed out for new developments. now, artists are taking the fight to the ballot box. joe risotto shows us how some believe it could slow down new construction. >> i combine painting, drawing, print making, and collage to create imaginary worlds of childhood. >> reporter: every artist will tell you, one of the most important components of art is a place to make art. >> i need studio space in order to do a large format work, messy work, smelly work. >> reporter: over the last few years, san francisco artist sharon has watched fellow artists lose their studio spaces to development and changing uses. >> the arts community has been devastated. the mission used to be filled with large studio buildings filled with artists. >> reporter: now artists are attempting to fight back at the ballot box.

prop x on the november ballot would force developers until the south of market and mission district to build replacement space fz they remove things like production facilities, autoshops, child care centers, and art spaces. >> prop x is the first step to demanding that developers replace at least some of the cultural spaces and the blue-collar jobs that they're displacing. >> reporter: the wave of evictions and loss of cultural space has sparked battles across the city with many calling rampant development the death of san francisco's culture. >> yeah, i was in an art space in south of market. >> reporter: artist flora davis worked for 26 years in the soma artist studios on bryant until it closed last year. >> most of the people out of 43 artists, i think maybe about a third of us found a place. >> reporter: the recent closure of the south of market art facility sell space is what many call the face of prop x.

the entire block is set to be torn down and replaced with housing. while peter collin of the san francisco housing action coalition understands the emotional issue, he says prop x is the wrong way to fix it. >> i think it's a terrible idea to ask voters to make complex land use decisions on issues that haven't been analyzed. >> reporter: collins says requiring developers to replace lost space will set back new housing construction in the city. >> but it will make projects infeasible. on the margin, it will certainly make more housing much more difficult to build. >> reporter: stur fears losing her own art space says the ballot may be the last hope for the arts. >> it will immediately put the brakes on this ship heading toward an iceberg. >> reporter: nbc bay area news. >> well, it's 7:35. much more ahead on "today in the bay." coming up, one of the biggest games for the raiders in the last 14 years, and they are led by one of the nfl's rising stars. we will hear from derek carr next.

good morning, bay area. we've made it to saturday, and we can expect overall a pretty nice day ahead. early morning clouds adorning the skies for both the south bay peninsula, temperatures in the 50s with some patchy fog in the forecast, also out near san francisco, temperatures will remain in those 50s. but we will be experiencing some slightly cooler temperatures today, anywhere between 3 to 7 degrees cooler than what we saw yesterday. here are you microclimate forecasts, highs for today. out near san jose, 72, 71 degrees for the south bay as we head into the east bay, we are going to pop out into the upper 60s, out near oakland, 67 degrees, fremont, 70 degrees and livermore, 71 degrees. looking ahead to the peninsula, this is what we could be seeing, a slight possibility of some showers into the overnight hours thanks to a cold front but temperatures, not a big drop, 64 degrees along the half moon bay, palo alto at about 69. san francisco, staying in those upper 50s for the outer sunset

and near mission, 62 degrees, and for the north bay, this is where we were tracking the better chance of rain. it looks like that cold front is moving more along the north so we're not going to rule it out completely but it looks like those rain chances are less likely as we head into the overnight hours. napa in the 70s so let's go out and track that storm system, taking a look to the our weekend, hour by hour forecast. the majority of the day, we should be seeing partly cloudy skies with a few moments of sunshine. but by about 9:30 p.m., we're going to see some large cloud cover all down to san jose, palo alto, san mateo, san francisco, and also out near oakland, we're expecting to see sierra, very cloudy skies. looking ahead at 2:30, that cold front is expected to make its arrival as early as 10:00 is really going to push off to the north so not going to see much rain. now by about 7:30, 9:00 a.m. could still see a few pockets along the north bay but sunday, could be seeing more cloud cover than what you see for today.

so tomorrow, we're not really expecting any rain. the biggest change into tomorrow is going to be less sun, maybe a slight warm-up in temperatures but not by much, maybe 2 to 3 degrees w. that cold front, we are currently with a high surf advisory, this has been in place for the past couple days but it has been extended to 7:00 a.m. on sunday so we could be seeing some pretty strong rip currents out trayvon marthere so if you to head out to a game, pretty nice football weather. 9:00 a.m., we're talking 52 degrees, fast forward along kickoff time, temperatures will remain in the lower 60s warming up to 68 degrees and of course that raider game, everybody wants to know, what they can look forward to, well, you're not going to need an umbrella, maybe just a light sweater. at kickoff team, slightly chillier as you're leaving the game but don't forget to turn those clocks back one hour. it's also a good time to check your smoke alarms.

the luxury tower is sinking and leaning. among the questions now, who pays to fix it. our investigative unit has uncovered documents that taxpayers might be on the hook. investigative reporter jackson van der beacon tells us that millennium developers blame the transit center next door for their sinking issues. >> reporter: frank lives with his husband, andrew, on the 50th floor of the sinking and tilting millennium tower. he says not much is being done to fix the problem. >> it doesn't help us at all to know why it happened. we want to know how it's going to be fixed and who's going to

pay for it and it certainly isn't going to be us. >> reporter: but learning why it is sinking may be the key to figuring out who pays to fix it. even before it was completed in 2009, san francisco's millennium tower had started sinking. it also had begun lifting. the tower has now sunk at least 16 inches and is leaning at least 2 inches at the base. but the public only learned of the problem earlier this year. nbc bay area's investigative unit has discovered this easement agreement from 2008. it put taxpayers in line to pay the bill for the sinking building if the trans-base center nearby contributes to its problems. other documents show that as far back as 2010, millennium developers had warned that the trans-bay authority's proposal to build an underground wall between the two projects could make the sinking problem worse. in a november 2010 letter, millennium expressed concern about the $58 million wall.

the letter suggests trans. >> bay's own consultant believed the wall could lead the tower to settle nonuniformly. millennium said that would be enough to cause damage. they wanted trans-bay to redesign the wall at the time. they acknowledge that nothing was done. in a statement to nbc bay area, transbay officials flatly deny their consultant predicted the wall could lead to uneven settlement. the agency won't talktous. instead, they reiterated that the millennium's issues are because its foundation is faulty and not tied to bedrock. geotechnical engineer and consultant agrees, saying the wall may have made things worse but the millennium's foundation is the root problem. >> the wall on the transit center has done a good job of stabilizing it, but they didn't -- nobody put a wall on the other side of the building.

so, that's why it's leaning. it's, to me, it's not a big mystery. >> reporter: back at the tower, andrew faulk believes millennium deserves most of the blame. he says the developers kept homeowners in the dark while insisting the building was perfectly safe in a quake. >> it's hard to believe how callus they were with human life when they designed and constructed this building. i mean, what were they thinking? >> reporter: carp believes the critical area was millennium's decision to use a foundation designed for a lighter steel building. but ultimately, millennium opted to build the tower out of heavier concrete. >> you could run a one-page calculation and figure out that this foundation was too spindly. >> reporter: jackson vaeshd, nbc bay area news. >> if you have a tip for our investigative unit, give us a call or send us an e-mail. uber and lyft are facing

here. this is chandler. look how cute this guy is. they're very small. they seem like they're great temperament. what's the story? >> i believe they came from the hollister humane society, so our shelter manager goes and rescues them so we got them probably about a month old. and then barbara here, she's one of our foster moms so she actually has them for a few weeks so she knows them really well. >> i think chandler misses you. >> they're really sweet, very smart puppies. >> so tell us about fostering. i know it's a big commitment, but you're looking for some help. >> yes. >> what? >> it's a big commitment and it is work. i'm not going to, you know, but it's so rewarding. and you get to learn their personalities and watch them grow and develop and it's just a lot of fun. >> and so these guys, you're looking for a permanent home. >> yes. >> can you hear him? he wants a home. there we go. >> our shelter and so if anyone's interested, come on by. they're the greatest puppies.
