everything. first let's get a quick check of what's going on outside. >> we're seeing patchy fog especially in the north bay this morning. temperatures to start in the 50s outside. san jose, 56 degrees. livermore partly cloudy skies, but it's the north bay where we're seeing foggy conditions, around napa and santa rosa. high temperatures like yesterday, soaring through the 70s. keep in mind if you want to head to the coast and even joy the warm weather. look at the wave heights offshore. 17 to 18 feet which means breakers above 25 feet. this morning high surf advisory through 6:00 today. >> that's a note if you're heading to the coast. also farther south, santa cruz with the fog as well. first let's show you the maps, no real slowing. we do look north and rob has the radar. i have the road weather index, same system which means fog for some folks north coming through napa and solano counties. we'll put the note in there so far, no delays by chp.

over here we have the b.a.r.t. system as well as the rest of the rails reporting no delays. b.a.r.t. had a closure last night, the 12th street station because of protest active after the elections closed. we'll have more on that from peet. back to you guys. decision 2016. nbc hae declared donald trump the 45th president of the united states. it's an upset that stunned his critics and thrilled his supporters. >> i pledge to every citizen of our land that i will be president for all americans and this is so important to me. >> clinton and trump split the battleground states, ohio, north carolina and florida all went for trump. in the meantime clinton won nevada, virginia and colorado. sources tell nbc hillary clinton called trump to concede. publicly her company held out hope. >> we can wait a little longer, can't we?

they're still counting votes and every vote should count. >> exit polls tell an interesting story. the rural vote, white voters without college degrees largely underestimated as the vote count continues. >> news of trump's vigtry september out waves of anger in the bay area and protests began last night right as the results came in. occasionally things got heated. >> we have team coverage on the protest themselves. "today in the bay's" chuck coppola live at san jose state university. first, let's check in with pete suratos. he's in oakland this morning where protesters took their anger out on the streets. good morning, pete. >> reporter: good morning, guys. we just spoke to oakland pd. they said the majority of the protests we saw were between 7th and 24th streets right along here on broadway, not too far from the 880 north ramp. we'll show you some of the social media images that have been rolling in overnight from the protests. a good number with the #berk

vote. as i mentioned, the majority of the protests were seen on broadway between 7th and 24th streets. there were reports of chanters saying not our president. you see them setting tires on fire. fire crews cleaning out that debris. chp in oakland responded to these protests. around the same time, there are results of protests running at 24 east at telegraph avenue in berkeley. that's when a protester was hit by a car. that protester is recovering in the hospital from those injuries. here is chp explaining why folks have the right to free speech but they have to be careful. >> although protesting is a right. protesting on the freeway is not the place to do it. it's dangerous. it's illegal. we've been asking people to stay off the freeway for exactly this reason. >> of course, guys, the scene is clear right now. we're hoping to get more information from oakland pd. we'll continue to monitor this

area if those protests pop up this morning. live in oak lapd, pete suratos for "today in the bay." >> i'm chuck coppola live in san jose state university where it is quiet now. around 1:00 a.m., an estimated crowd of 400 students marched through the dorms. a series of spontaneous speeches happened on the outcome of the presidential election. much of it peaceful. that's until about three young trump supporters who appear to be students showed up with trump signs and the american flag. cell phone video shows some in the crowd turning on the trump supporters and a fight broke out. >> they made a run for it. they sprinted as fast as they could away from the crowd. luckily they had a good enough head start because there was maybe 20, 30 people chasing after them, trying to basically attack them and really do some

damage. >> reporter: so far we no of no serious injuries reported. campus police officers try to intervene. more were called and the scuffle was eventually broken up. the crowd dispersed around 2:30 this morning. i'm chuck coppola at santa state for "today in the bay." >> chuck, thank you very much. as we mentioned, no one was expecting, according to the polls, a trump victory. neither was wall street. all indications is it will be mayhem on the stock market. dow futures down about 300 points already. >> scott mcgrew joins us. at one point dow futures were down as much as 800. >> i know both our national reporter were using 9/11 as a comparison for today. a better comparison would be brexit. there's this initial shock, then comes the more important part, the long-reaching economic consequences. so as we look ahead and we honestly do not have many tools

at our disposal, because although we try to make comparisons, there's nothing quite like what we're experiencing right now. what we can do, though, is look at what president elect trump has said in the past and tried to use those statements to look forward. we need to be thinking about an unstable world. mr. trump has talked about military action against countries like iran. untable means unstable stock market. it will mean high oil prices. interest rates. mr. trump has said he will not pay back america's debt. remember the chinese hold a lot of our debt. but so, too, do retirees and regular families. then tear riffs and immigration. let's take those one at a time. tariffs, mr. trump talked about a 40% tariff on chinese-made goods. we need to think about what that would mean for silicon valley companies. for instance, it would make a $700 iphone cost $980. trump has also talked about

ending the h-1b visa program. this would mean changes for thousands in the bay area. if you're a guest now, you will be a guest today, tomorrow and the next day, let me add in regardless of your religion. the question will be what happens in the future. two things we don't know, one, does mr. trump plan to carry through with the things he said he was going to do. two, sam and laura, to what degree will congress and the supreme court let him? >> there's only so much you can accomplish through executive order. very important question. thank you very much, scott. >> not just the race for president. we are tracking a lot of results statewide, local races and ballot measures in california. voters decided on a new leader for silicon valley. >> ro khanna is on track to beat mike honda for the 17th congressional seat. with 77% of precincts reporting, ro khanna is winning with 59% report, honda has 41% support.

he gained more votes during the primary this time around. the district covers the heart of silicon valley from cupertino to north san jose to hayward. california the late estate to approve recreational marijuana. when you'll start seeing the changes. tracking patchy fog. temperatures today around campbell, climbing into the upper 70s. we have two chances of rain ahead in the seven-day forecast. how it could impact the weekend coming up. i'm tracking reports of a car fire in for the tri-valley. you're watching highway 101 in san jose and also watching "today in the bay."

good morning. in the south bay tracking patchy fog. los gatos seeing temperatures today climbing into the upper 70s. visibilities reduced. north bay commute down to a half mile and quarter mile in santa cruz. a nice easy drive. despite the easy travel times, ten minutes from 680 to vargas, a car fire in the same area. no delays across the bridges. craft is now the most populous state in the country to allow recreational marijuana. voters over well mipgly said yes to prop 4. >> they wanted those numbers, 56% voting in favor with 93%

reporting so far. this kaems six years after california voters narrowly rejected a similar measure. taish's bob redell live in berkeley. how soon could we see a lot more shops popping up, bob. >> reporter: good morning. you can start smoking marijuana recreationally immediately, but it's going to be sometime before you'll be able to buy it for recreational use unless you already have a medical marijuana card. eventually they'll issues licenses, but that won't happen until 2018. proposition 64 dozen act restrictions. you must be 21 years of age to purchase and smoke weed. the amount you can possess will be limited to 28.5 grams at a time. you won't be able to smoke just anywhere. just like smoking cigarettes, you won't be able to toke up in bars or restaurants. fines are possible for smoking marijuana while driving, boating

. welcome back. not everything has been decided in california. still trauking all the bat lots from the local races. >> "today in the bay's" kris sanchez joins us to break down some of the results we're seeing. >> i don't know about you guys. i have talked with people who say the number of issues on the california ballot have been studying for a week. three of those issues involved the death penalty, two of them school funding and mrs. plastic bags. we'll talk about those three now. the two involving the death penalty. 54% of voters said no to proposition 62 which would repeal the death penalty outright. more people said yes to prop 66. this would speed up the death

penalty process. with 51% voting in favor, this could end up passing, but it is too close to call at this point. school funding passed early and easily. 62% of voters said yes to prop 5 which extends that temporary personal income tax we voted for a couple years ago. it extends it for 12 more years. this will generate funding for k through 12 schools. colleges, also health care, by taxing people who make more than $250,000 a year. and a mixed bag for the two propositions related to plastic bags. voters said no to proposition 65 which would have redirected that little ten or 25 cent fee you pay when you buy a bag. voters said yes to proposition 67 which is the statewide ban on single-use plastic bags. that passed by 52% to 48%. coming up in a half hour, we'll update the numbers for the measures on gun control.

also the redevelopment of the old vallco mall in cupertino and the three sugary beverage taxes that some of our friends in the bay area decided, too. >> thank you very much, kris. want to pay a little attention to the roadways this morning. folks have to make their way out the door and dress the kids for school. how are we look? a jan ket. you want to slow down on the commute, visibility in some areas at a quarter mile. that will cause issues up highway 17 this morning. note the temperatures, 49 degrees in santa rosa. a little chillier this morning than yesterday. there you see the worst of the visibility at the coast. santa cruz a quarter mile, about three quarter mile in napa. north bay, patchy thick fog this morning. look at the wave heights. we've peaked with the current run of the high surf advisory. wave heights around 3:00 a.m. were 20 feet offshore. even these mean as the swell approaches the coast, breakers above 25 feet possible this

morning. high surf advisory through 6:00. here is the swell we're seeing right now. another one will come in on friday. very likely high surf conditions continuing as you approach the weekend. a little patchy fog this morning. saratoga hour-by-hour will see temperatures climbing into the upper 70s. that is the story around the santa collar rah valley. further south around gilroy could see highs close to 80 degrees. also near that around pleasanton and sunol. walnut creek about 75. peninsula temperatures in the mid 70s, upper 60s, close to 70 around san francisco and portions of the coast around the embarcadero, upper 60s to low 70s. the seven-day forecast shows clouds coming in and cooling for friday. we'll see that both for san francisco and our inland locations, too. that's the first of two rain chances. this weekend chance, this is going to be friday night and early saturday, mainly for northern sonoma county. a better chance of rain coming in as we head towards late

tuesday of next week. this could be a pattern reversal here as you see in the seven-day forecast, that could bring rain tuesday night and wednesday of next week. so weak end rain totals look pretty light. it's the tuesday system next week around the 16th and 17th as we approach next wednesday we think will bring rain back into the picture. right now the weekend looks dry other than sprinkles in the north bay early saturday morning. >> looking at the morning commute, we don't see major slowing as you get toward 101 or 880, along the water. in the tri-valley watching a fire car southbound 680 around washington approaching auto mall parkway in durham. reports of a passenger vehicle, the person who called it in is out of the car. it sounds like things should be taken care of quickly. eastbound 580 countercommute. reports of a truck on the shoulder as well as debris in lanes, so there may be a quick

good morning. we see the zipper truck eking along in front of the bridge. the golden gate bridge still standing this morning, mighty and glorious after quite the chaotic night. a lot of folks still digesting the news this morning. in a shocker, america votes for a new president and it is not what the polls predicted. donald trump has won. meantime, a lot of other ballot measures that are going to affect california. >> certainly so. turning to proposition 58. it preserves the requirement that public schools make sure

students become proficient in english. it also authorizes school districts to establish dual language emersion programs. the measure passed with 72% support. san francisco supporters approved measure q which bans tents on public sidewalks in the city. city workers will be allowed to remove tents from the street within 24 hours of notice as long as the people living in the tents are offered shelter or a ticket out of town so they can stay with family and friends. 53% of voters said yes to measure two. to other news in oakland, just a hoax. that's what it turned out to be after two women claimed they found a baby on the sidewalk. the young woman and her sister brought the newborn to the hospital saying they found her wrapped up in a cloth. it turns out that one of the women actually gave birth to that baby girl but wasn't aware she could surrender her to a hospital without getting in trouble. eventually they admitted to concocting the story. this morning the baby is in the

care of child protective services. a violent home invasion in san ramon. this happened less than a mile from dixie elementary school just after midnight yesterday morning. the sheriff's office say the three men got into the home with an unlocked door. one was carrying a gun. the other had a baseball bat. the suspects rounded up the family, stole cash, electronics, jewelry and then got away. one robber hit the homeowner with the bat. fortunately he was not seriously injured. at 4:56 this morning. all lanes of highway 4 are back open after a pileup yesterday evening. it was the aftermath of a car chase that ended in a crash. it all started when contra costa county spotted a stolen vehicle near el hambra avenue. the car crashed on highway 4 after the chp laid out spike strips. several cars were caught up in that crash. the driver eventually arrested. at this time we're unshiure how

many people were hurt. 150,000 missing books, and the san francisco library wants them back. people have checked out those books but haven't turned them back in. the library says the fines would add up to more than $4 million. it really just wants the books returned. it's offering an incentive. starting january 3rd, the library system is launching an amnesty period. it will last through valentine's day. during those six weeks all fines will be forgiven as long as the library gets the books back. pretty good deal. >> a love of reading. no question. it is the day after the election. life goes on. let's clerk in with rob who is watching their weather forecast. we're watching for the patchy fog this morning and a view of our forecast. good morning, campbell. you'll see numbers climbing into the mid 70s, almost ten degrees above average. watch out for patchy fog around santa cruz and look out for the wave heights, up to 18 feet offshore which means breakers
