rig noat 30:a oststa. brk o thwt right now at 4:30, a frosty start, break out the winter jackets, kari hall is back with us to tell us how to prepare for the bay area's coldest morning of the season so far. new overnight in the south bay, a man hit and killed on a freeway on-ramp. mao the chp is turning to the public for help with answers. our own kris sanchez will have a live report in moments. walking out. the reason students at uc berkeley plan to stand up and leave class in a matter of hours. it's a great morning. kari hall is back. >> maybe i should leave more often. >> i really enjoyed my maternity leave and enjoying coming back to hang out with you guys. >> the warm-hearted kari hall on the coldest day of the year. >> it is really like you snapped and all of a sudden it was winter. that's what we have this morning out there. make sure you're ready for that. as you head out, you want to make sure you have a heavier jacket. a frost advisory in effect for the north bay. temperatures between 32 and 36 degrees. that will be happening between now and about 7:00 in the morning we will have those coldest temperatures there. make sure the kids are taken care of, the plants and the pets. we'll talk about the cold weatherment now let's head over to mike to see what's happening on the bay bridge. >> you talked about the frost bay in the north bay, probably

not a problem. the bay bridge has a crash we were following. this is eastbound before the treasure island off-ramp. a crash has two cars in the left lane, one on the right lane. eastbound san francisco to oakland. westbound is your commute, moving slowly, so do the rest of the bridges this morning. so far, back to you. 4:32. new this morning, a deadly hit-and-run in san jose has officers searching for the driver. it happened off tully road southbound highway 101 just a few hours ago. >> "today in the bay's" kris sanchez joins us live from san jose. kris, the chp needs witnesses to come forward. >> right. they need witnesses because they gathered what evidence they could at the scene and they will now try to piece tok some sort of vehicle description. only the people who were in the area seem to know what happened here. investigators say this is now a case of hit-and-run because the driver who struck and hit that

man did not stop, although good samaritans did. they also called 911. while the san jose fire department arrived fast, it was too late. the hispanic man in his mid to late 40s died at the scene. we won't know his identity until the coroner releases it and notifies his family. for now the chp is asking anyone who got on to 101 south via the tully road on-ramp sometime between 1:00 and 1:15 this morning, that you take a minute to think about what you might have seen around that time and a place that man was hit. >> if anybody was in the area around that time, if they can please call their local chp office we'd greatly appreciate it. >> the roadway is open again this morning as the chp wraps up their investigation at the scene. earlier this week the chp came up with a vehicle description in a different and unrelated

hit-and-run case based on car parts left at the scene. that is the kind of work that will happen today along with hoping that the public will come forward. in san jose, kris sanchez, "today in the bay." >> thanks for the latest there, kris. 4:34. today cal students are staging a walkout. the university is responding to claims of sexual harassment. cal officials say students enrolled in the course have the option to leave the class and take it with another teacher. students marched demanding him to be removed immediately. the professor indeed violated the sexual harassment policy. al seyed's attorney maintains he did nothing wrong. sexual harassment will be a topic today. uc regents are reportedly tightening sexual harassment policies to cover their own on campus activities.

a committee agreed to recommend to the board an update to the policies in a change sparked by an incident that happened back in may when an actress went public with a recording where she said she was harassed by a current uc renal into at his podcast company. the uc would become the first college system in the country where ethics rules cover the  private lives of its governing boards. there will be a class action suit filed. that suit claims that students' civil rights were violated because they associated with middle school teacher evette fill lark ka. she was placed on leave after a confrontation at a neo nazi rally. the lawsuit claims her students an former students were interrogated. actions that the suit claims sent a hostile message to immigrant students. >> the real aim of those interviews were to intimidate

the immigrant youth of this district. >> district officials said they had not had time to review the lawsuit and cannot comment at this time. 4:35. a lot of names you may be familiar with are flying around as cabinet members. it may be next month before the president-elect's team takes shape. some of the latest names in the rumor mill, south carolina governor nikki haley as secretary of state even though she opposed trump in the campaign. retired general mike flynn as national security adviser, and senator ted cruz as attorney general. >> i'm eager to help anyway i can. >> an immense amount of talent out there. >> vice president elect mike pence is set to meet to discuss parties for the vacant supreme court justice seat. president-elect donald trump will meet with japanese prime minister today. the two are meeting in new york. trump has said during the campaign he would demand the allies like japan and south

korea contributed. you immediately feel it today when you walk outside because it feels a lot like winter. does that sound familiar? >> yeah, that's right. a frost advisory from many parts of the bay area. >> frost advisory for the north bay. it will warm nicely as we go into this afternoon after dealing with such chilly temperatures to start out the day. we'll talk about the 60s and a chance of rain for the weekend. that's coming up in a few minutes. here is san jose, folks. this is northbound 101, easy light drive. it's chilly out there for sure. we'll show you what's going on in the tri-valley coming up. >> did you feel it? we're talking about a mysterious shaking that prompted a lot of questions in the south bay earlier this week. this morning we have an answer as to what that was. getting a look at chilly temperatures this morning. for santa clara and parts of the south bay, we'll have a nice warmup as we go into this afternoon, reaching into the low 70s by 2:00 this afternoon. we'll talk about a chilly start and a nice afternoon coming up in the microclimate forecast. >> chilly is right. but crisp and clear. travel time grant line to 680, only 20 minutes, but there is a crash in the middle of the roadway. looking at the approach to the

bay bridge, 14 minutes along the upper eastshore freeway. >> 4:40 right now. protecting bay area wildlife, san francisco is unveiling a new fish line recycling station, a series of them across the city. according to the examiner, there was nine new stations along the waterfront to get rid of fishing lines and hooks. the goal is to keep wildlife and particularly pelicans from being hooked and tangled in fishing lines. normally in the bay area if a loud noise is heard followed by shaking buildings, it can only mean one thing. that certainly wasn't the case on tuesday. we got a lot of calls after people in the south bay said they heard a loud boom and saw walls shake. the usgs says it was not an earthquake. instead scientists say the noise was likely a sonic boom which is caused when aircraft reaches the speed of sound. the california air national guard confirmed the 144th fighter wing based in fresno is

conducting a statewide earthquake disaster drill. the guard says the timing of the boom is consistent with when their f-15s were flying up and down the coast. i haven't heard sonic booms since i was a kid. >> i haven't seen "top gun" since that video. a baby rolls over, tumbles off a changing table. don't worry. he's okay, thanks to what happens next in this video. a live look outside from the south bay this morning, a clear start to our day, bru where is that cloud cover to keep us warm? you're going to notice very cold temperatures as you walk out the door. what's in store, we'll check in with kari, she's back as well.

coming up on 4:45. it's been a few months since the entire team has been back together -- >> about three months. >> i was gone for three months. >> kari has been on maternity leave to give birth to a beautiful bouncing little girl. do you have video of her? baby kimora. >> that is a still photo. be very still and quiet right now. >> about a week old right there. >> mom is all smiles. >> there's big brother k.j. >> he's 5. he started transitional kindergarten this year. >> look at that smile. >> that's a more recent picture. she gained weight so fast. >> look ot those cheeks.

>> all to her cheeks. >> she's a california girl, already at the beach. >> we had a good time at the beach this past weekend. she loves being out in the sunshine. a lot of smiles all around. >> we're absolutely thrilled you're back. you mentioned earlier her warm heart, hoping to warm us up on a very cold start. >> my mom will be taking care of bella this morning. i want to make sure to wrap her up this morning. it is chilly out there. even as we take a look at san francisco, a live start. i need to go back in and get a heavier jacket here. it's not like the mornings we've had recently as you head out. make sure you're wearing something nice and warm. it's 36 degrees in napa and santa rosa. we've seen the temperatures dropping back into the 30s. livermore, 39 degrees. we've been watching the north bay because that's where the patchy frost will be. that frost advisory continues until about 7:00 in the morning

as the temperatures continue to fall a few more degrees from here. then as we go through the day, it warms up nicely into the mid 60s. we've had a couple of days like this this week, in the mid 60s pour the day and a lot of sunshine. in concord up to 64 degrees. as you head over to the peninsula? belmont, 63 in daly city 61 degrees. san francisco seeing the low 60s. you add in the wind. it probably feels a little cooler. you'll probably at least need long sleeves all through out the day. then our rain chances return after a cool start. also still very chilly tomorrow. but then we start to see this system moving in as we are going to be tracking some rain for the weekend. probably not what you want to hear after a couple of cool days this weekend. we're going to have some showers moving in starting in the north bay. that's where the rain will be the heaviest. then it continues to move into the south bay. so as far as how much rain we can see, it looks like we could get a pretty good soaking with the heaviest rain moving through

santa rosa, over an inch of rain. as it progresses farther to the south, a little less, and some of that rain continues into sunday. to looking at the san francisco forecast, showers there for saturday and sunday, still staying cool into next week and another chance of rain next wednesday. we'll be watching that. mike, how is it looking on the roads? >> light, kari. unfortunately the roadways are dry. showing changes in the near future. looking towards the speeds, not a major problem. a couple of crashes. the one in livermore. the one i was going to show you, it's cleared. no slowing for 580 past the truck scale. over here slowing through vallecitos and construction. you know it narrows and always happens there. >> watching this crash, the lower deck towards treasure island. on both sides blocked, but we haven't seen any slowing again. no update from the chp or the

5,294. toyota plans to develop a battery powered car and get it to market as quickly as possible. for years the automaker has been skeptical about electric cars, saying a limited customer ap people. the car has focused mainly on hybrid cars, but sales in the prius have dropped amid cheaper gas prices. the cost of thanksgiving dinner is down to less than five bucks a person. the annual survey finds that the annual cost of a feast for ten people is $49.87. that's 24 cents less than last year. the big ticket item, a 16-pound turkey is 30 cents less, about $1.42 a pound. pumpkin pie also costs less this year. rolls, fresh cranberries and sweet potatoes are a little more expensive. back to you. >> i have a couple people in my family that eat a lot more than

welcome back everyone. it's thursday morning. burr, it is a cold one out there, a crisp one. you can see how clear it is, in fact, with this beautiful live look at the bay bridge this morning. a lot more ahead in the weather department coming up. kari hall is back. >> they catch workers who lie about injuries and bust employers who don't have insurance. law enforcement goes off liars who game workers' comp. >> our investigative unit liz wagner is digging into who is breaking the law and why. some say the fight against fraud has gone too far. >> workers' comp fraud is a multibillion drain to california's economy. law enforcement puts a lot of money into catching cheaters. sometimes that means doctors who overprescribe drugs and bill insurance companies for treatment they never performed. inspectors pegged pain doctor
