arriving out there this morning and getting a chance to keep the lines moving and get through. we'll have a live report coming up from the airport in our next half hour. first i want to say good morning and thanks for joining us. i'm laura garcia-cannon. >> i'm sam brock. pete suratos is out there and will keep us updated on delays. no major delays this morning. we did see wet weather. what kind of impact? >> still a couple spotty showers going on here and there. so as we go into the next two or three hours, there could be rain moving through as we get a look at the radar. we can see there's still some green on the map there moving from north to south and we do have a chance of rain. temperaturewise it is chilly. make sure you wear a heavier jacket. 48 in morgan hill and livermore. i'll detail what to expect as you head to the roadways or take to the air. mike has a crash on highway 17.

>> we're talking the santa cruz mountains. a smooth flow around the bay. a new incident reported on the peninsula as well. i'll check to see what the chp has on highway 101. this is highway 17 northbound, reports of a crash. from chp's report, both lanes are blocked. this may be a better situation than chp is reporting. that will not likely affect the folks heading out of los gatos towards the summit. a smooth flow, easy drive. no delays, 11 minutes from 580 to vargas. watching for dam roadways so keep that in mind. back to you. >> thank you very much, mike. we have breaking news to report. a surprise early morning announcement from the donald trump transition team. south carolina governor nikki haley is going to be the next u.n. ambassador. >> edward lawrence has more. you may recall trump and haley

traded jabs not too long ago. >> reporter: who can forget that. she was a staunch critic of donald trump during the campaign. the official announcement has not been made. we did get confirmation from south carolina governor nikki haley that she has accepted the position of u.n. ambassador in a trump administration. nikki haley a big critic. many foekts are saying reince priebus may be the catalyst for this. he wanted to get a rising star in the republican party who is nickkki haley. this leaves dr. ben carson being talked about as house and urban development secretary. dr. carson said he wanted to be an outside adviser, he'll take the thanksgiving holiday to figure out if he wants the position in the cabinet. that leaves mitt romney as the front-runner for secretary of state. there's no word from mitt romney as to whether or not he'll take or has been offered the position.

he seems to be the front-runner for secretary of state. yesterday donald trump talked to "the new york times" trying to bury the hatchet with the newspaper. he told the times he was going to back off the investigation into hillary clinton's e-mail controversy. he said she suffered greatly, backing off his pledge during the campaign process to hire a special pros cueser to go after her. live in washington, edward lawrence, back to you. >> 5:03 on your wednesday morning. police officers in the bay area and communities across the country right now feeling the threat of violence aimed at officers. "today in the bay's" kris sanchez joining us with a message that the san jose police officer's association wants to send to the community. chris? >> reporter: we'll remind you two weeks ago two police officers were shot at as they were on routine patrol, gang suppression in a san jose neighborhood. two gang members were arrested a few days after that.

the officers were unhurt. it could have ended differently. yesterday a police officer in detroit was shot in the head as he stopped a man near a university campus there. on sunday a san antonio, texas, police officer was shot while he was sitting in his patrol car writing a traffic ticket. according to the officer down memorial page, 58 officers have been shot to death while on the job in 2015 -- rather this year. 71% increase over 2015. many have been ambush style or execution-style shootings. that's the reason the san jose police officers association is putting out this commercial asking where is the outrage when a cop is targeted for murder. >> we cannot come home at the end of the day, but the violence that we're seeing, again, almost daily, is just ambush-style

killings for no reason, for again, wearing the uniform, for having a badge. >> reporter: the union gave us early access to that commercial. at 11:00 today they'll unveil what they want from the community, what they're asking for from the stakeholders and how they'll know whether or not they have good partners in transcribing to combat this spate of violence. kris sanchez, "today in the bay." >> it's 5:05. the fight between the 9ers and the city of santa clara is escalating. last knight leaders moved a step closer to levi's stadium. at issue, are the 49ers being transparent. leaders say they won't provide a copy of financial information on non-nfl events, however, they will let the city view them. officials say that's not enough. after three hours of testimony last night, the city voted to

give the 9ers 30 days to comply. some are happy city leaders stood their ground. >> we're in the heart of silicon valley. if we can't find a way with all the non-disclosure agreements to make sure what needs to stay private stays private and if somebody violates that procedure they get fired, then i don't know what we can do. >> officials worry making details of concerts and other non-nfl events public. but the city's mayor says some information can be shared but be kept private. >> new details now on a heart-wrenching story out of the north bay. an emotional scene played out in court yesterday as the man accused of killing his daughter faced a judge. police say gerardo mendoza ordaz drown the 4-year-old in a baptismal font in a healdsburg church and his 9-year-old son was there to witness it. ordaz is facing murder and felony child abuse charges. this marks healdsburg's first murder since 2008. a suspected gang leader captured.

he's the latest suspect charged in the murder of a novato high school student. right now prosecutors say eddy nielsen el faro is the leader of a gang behind the attack in may. a total of seven people are charged with attacking two students from novato high school. one was killed with a machete. the other survived gunshot and stab wounds and pre tending to be dead. police say a group of nine young men robbed a man at gunpoint right next to coit tower. it happened about 12:15 tuesday morning. suspects got away with two cell phones. the victim was not physically hurt. so far only one arrest has been made. after a spike in local hate crimes, it's easier to report those crimes. a new hotline in alameda county available in six languages, things like racist graffiti found at edison elementary school, were the motivation

behind the hotline. it has outgoing messages in six languages and offers assistance with family justice center and human trafficking. the number is on your screen, 510-208-4824. good morning. the time is 5:08. as we get a live look outside over san jose, still some wet streets, but mostly clear skies. we have a chance for more rain moving through. in the meantime, moisture on the ground leading to patchy fog especially in the north bay where we've seen visibility down for about half a mile, maybe .75 mile. that's where we had at least half an inch of rain yesterday. expect the high in napa to reach 63 degrees. palo alto 62. san francisco 58 degrees and san jose up to 62. it will be cool these next few days, and we'll have some off-and-on rain getting ready for the next round of downpours. i'll detail that coming up in

less than ten minutes. heading to mike, some of those wet streets may impact travel. >> it's a note for folks that even though it might not be raining, is slick roadways may be a factor for your traction. no problems reported. as we look over here top of the map, it's westbound highway 4 approaching 242. reports of a crash there, and it should be moving out of lanes, no injuries reported. again, we'll track that until everything is all clear for you. in the area we have kirker pass road at hess from highway 4 towards 680, debris in the lanes and no report of where it came from. there may have to be clearing activity and maybe a traffic break. a smooth drive for your travel times throughout the south bay. 12 minutes from highway 101 from highway 85 to 87. vta service will be impacted tomorrow in downtown san jose because of the annual silicon valley turkey trot. service will be rerouted for bus

vasco road. maybe a little fog in passing. 101 is at speed. it will soon be a little eelzier for homeowners in san jose to build inlaw units on their property. the makery news reports the city council voted to ease building restrukss by allowing secondary units on smaller lots, loosening some of the design requirements and getting rid of some parking restrictions. leaders say they hope the move will help curb skyrocketing rented. changes go into effect january 1st. right now there are roughly 6,000 sex offenders and gang members on parole in california under watch using gps ankle monitors. those devices help police monitor violent criminals. as the investigative unit has learned, hundreds of parolees have been caught disabling the trackers. >> the parolees have an attitude -- the words were spoken, you can't do anything to me. i go back 30 days, 15 days, 60

"the new york times" says the nhtsa will release those guidelines coming today. now, apps have been blamed for an increase in driver deaths. in fact, the largest percentage jump in driver deaths blamed on smart phones. it's not clear how this would work exactly. would you put the phone in driver mode manually, or would it somehow be automatic based on speed. obviously not everybody on the road is driving, right? if you're on a tech bus you should be able to answer your e-mail because you're not driving. yellow cab in san francisco has put itself up for sale. the co-op had gone into bankruptcy protection. the examiner points to lawsuits against the cab company plus all the competition from uber and lift. a different cab co-op sued california taxi regulators saying uber and lyft fairs were so low they were uncompetitive. landon dowdy is live at cnbc world headquarters with dow above 19k, landon.

even after we get rid of the showers it will be nice. this weekend, that's a different story. we'll talk about that. let's get a live look outside right now in san rafael, a little patchy fog you have to deal with. a lot of folks already out on the roadways, maybe heading to grandma's house. we will have some cloudy skies and also a couple of showers moving through. but yes, we are in for some great weather for tomorrow. today we still have this chance of rain and snow in the sierra. that snow is really coming down. chains are needed and required, too. 48 in livermore. in san jose it's 50 degrees. 42 as you step out. highs today reaching the low 60s. over land today 59, san mateo today 62 degrees. san francisco will not reach the 60s, mission district at 58, 62 in sonoma. we will have some rain later

today. we will start to change to showers, still lingering from the weather system that moved through overnight moving from north to south and by 8:30 when a lot of people are et ging out there on the roads. we may have a quick burst of rain moving through. it clears out once again later today. tomorrow, lots of sunshine, we'll be cool and the clouds move right back in on friday with the next weather system that will be moving in. this is the way it pans out on the computer models. on friday, it will be moving back in late in the day and early on saturday the rain will be off and on all day saturday, and then finally moving out early on sunday. in the meantime, we could have the potential of at least an inch of rain. maybe over an inch of rain for many spots. temperaturewise it stays cool. nice weather for thanksgiving day and into the rest of the forecast, the rain rolling right back in on friday night into

the major air carriers let you rebook online or on your app. rather than making a snap judgment by phone, you can actually see your options and weigh them. problem two, you're going to miss your flight. solution, alert the airline, by warning the airline in advance, craw might proactively refund you. if you're a no-show and don't call ahead of time, some airlines cancel your reservation and charge a fee or even force you to buy a new ticket on the spot. problem three, your flight is overbooked. solution? improve your odds. airlines oftentimes decide who to bump off a flight based on who is last to check in. get your boarding pass early. many airlines allow you to do that 24 hours in advance. people with unassign dollar seats can be at greater risk of being pulled off an overbooked flight. problem four, your luggage is lost. solution? file a claim immediately. also be sure to ask the airline whether they'll let you buy

at terminal one at sfo at delta. it was picking up earlier. i think it's because folks are rushing to get to the security checkpoint so they can get out of town. of course, this is one of the busiest travel seasons. travel season officially began last friday at sfo and lasts through the start of next year. the airport is expecting 6.5 million people to travel through the airport during this time, and the busiest day is going to be the sunday after thanksgiving with over 160,000 travelers passing through the airport. i want to point out important tips for travelers before you're heading out the door. you're encouraged to arrive at least two hours prior to your departure if you're flying domestically, three hours if the flight is international. if you're packing liquids or gels as carry-on baggage, keep it to three ounces. you can get more information on tsa.gov. i talked to two college students ready to get out of town for the holiday weekend. >> i guess i don't necessarily

neither side is wanting to give in here, bob. >> reporter: good morning, laura. the city of santa clara has given the team 30 days to turn over documents. otherwise the city is threatening to take over management of levi's stadium behi behind me in santa clara county. the city is concerned that the team is charging taxpayers for expenses like resodding the field of aa concert. at last night's meeting, the 49ers refused to provide copies of those documents but said it would be happy to show the city counsel the documents.

call it a hail mary, at least it's something. the framework was announced yesterday for a new place, a new home for the raiders. the live look at the oakland coliseum this morning, the raiders' current home turf. if all goes as planned, it could stay their home for a long time. oakland mayor libby schaaf announced she and nfl hall of famer ronnie lott and a team of investors have plans to build a new stadium on the site of the coliseum. mayor schaaf is not sharing details about that plan yesterday. the oakland city council would have to sign off on it. the raiders have not endorsed the plan and owner mark davis has publicly stated he wants to move the team to nef have had da. a man beaten, robbed and killed after a visit to a pool hall, now a suspect is under arrest facing hate crime charges. two more on the loose. police say they could be armed and dangerous. this is a look at daniel porter

kelly. simms was found beaten and shot outside the caprice club pool hall in el sobrante. police are also looking for these two men, ray simons and daniel ortega. >> an online encounter turns violent for a bay area college student. as a result uc berkeley police sent out an alert warning students. police say a male student living in a co-op tells police he met a man online and invited him to his room early yesterday morning. the victim says that's when that man sexually assaulted him. other students say the assault serves as a warning against the dangers of meeting someone online. >> don't trust strangers, that's just my perspective. >> police aren't saying what website the victim used. campbell police are asking for help tracking down two suspects who attacked a man leaving him with a broken jaw. we have a surveillance image of

one of the men police are looking for. the assault happened last night at the taco bravo rig. police say the suspect was standing behind the victim in line and for some reason kicked and punch the man to the ground before running away. holiday shopping typically means an uptick in holiday cr e crime. here is what's happening specifically. you'll see new patrol desks in open areas at both the powell and civic str stations. that's where b.a.r.t. police officers will be when they're not on patrol or out on a call. those two stations have a 7% uptick in ridership during the final three months of the year. >> the thanksgiving check to tahoe is already starting this morning. there's plenty of fresh powder. the sloechs will be ready. northstar and hetchly open today. caltrans is prepping the road as the storm is expected to leave behind several inches of snow.

looking at west 580 at grant line, very smooth commute there. a little delay across the bay bridge because the metering lights are on. there's a wait at the toll plaza. >> it's official, mike, the largest union representing california state employees are going to be striking over contract negotiations. that means more than 90,000 employees are taking part in a one-day strike on december 5th. the state's offering those employees a 3% raise nearly. the union says that comes from conditions such as requiring employees to contribute more money for their retirement plans. >> a sexual assault suspect is on the run in santa rosa. police released this sketch of the suspect. police say the man attacked a woman last night near santa rosa high school. the woman was able to defend herself and escape. call santa rosa police if you have any information. . new details now on a story we first brought to you on "today in the bay" yesterday morning. san mateo police say they've arrested two men after busing an

busting an alleged brothel. >> the neighbors were complaining about high valium of foot traffic throughout the evening, people coming and going for short periods of time. >> investigators are looking for prostitutes who worked at the home. they may be victims of sex trafficking. a measure to reform california's death penalty has officially passed. prop 66 wins getting 51% of the votes. that's a measure designed to speed up the death penalty. 750 inmates right now sit on death row. california has not executed a prisoner since 2006. a competing measure, prop 62 would have repealed the death penalty. california still has millions of ballots to cast. we are two weeks out. one reason is provisional ballots, when voters don't know if they're registered to vote, so they send it in.

people's pay starting next month. >> scott mcgrew, president obama wanted this badly. >> the court, really one judge in texas, has an issue on how the president tried to do this. doing it through presidential order instead of through congress. we've seen that a number of times during president obama's administration. the judge agreed with 21 states but has filed suit to stop it. california did not sue, but we are affected even though the rules won't take effect here either. the rule created by the labor department would have increased the maximum pay you get to make you eligible for over time. right now americans pay $22,366 or less are eligible for over time pay. the new rules would have increased that to $37,000 and change. california has its own over time rules. if you make less than $41,600, you're generally eligible for over time. that means this ruling hits

government alleging they were fired for raising red flags about wells fargo. it's unclear how many cases relate to the phony account scandal. the feds say most involve allegations of corporate or consumer financial fraud. take a look at this map. across the country since 2010, 65 wells fargo employees sent retaliation complaints to osha's whistle-blower protection program, 15 filed here in the west. osh shah says it's taking a second look to see how the agency handled the cases. most were resolved through settlement. a former osha investigator points out what she considered to be a problem. she said her office would gather evidence in response to allegations like fraud. she said unless enforcement agencies asked to see the evidence, the information would go nowhere if cases settled. osha fired her early this year. she believes it was retaliation for speaking up. we should also point out wells fargo says it has a no retaliation policy. you can watch our full investigation online right now, just head to our website,
