it's a major surface street. highway 92 itself is determined to be the state route. we'll follow that as well. no major issues as well getting around on local streets. breaking news now. we just learned within the last half hour that a standoff in tacoma, washington is over. a man there who killed a tacoma police officer is dead after being shot by police. that suspect was barricaded inside a home with two young children for hours before police could reach him. the children were rescued, and we're told they are okay. the standoff started because that suspect shot an officer several times last night. that officer later died at the hospital. this is the first officer to die in the line of duty in tacoma since 1997. the great escape is now over, both inmates who have been on the run for nearly a week are behind bars. it's a story we've been following closely ever since it

broke on thanksgiving morning. >> it was an early start to thanksgiving, too. rogelio chavez caught around 8:20 last night. this is him being walked out of a home in san jose, just a day after the other fugitive, laron campbell was nabbed. our cameras were rolling as chavez was taken into custody at the home near coy park in san jose. the home belonged to a friend of his and a tip led authorities there. at one point chavez hit in the at stick as his co-conspirator did. eventually deputies discovered him and he was taken away in cups without a fight. >> thank the incredible team of sheriff's detectives working around the clock on this arrest and the capture of the two fugitives and captured within a week. they've left no stone unturned and many, many sleepless nights. >> a woman also at that home, carla fernandez, was taken into custody as well. she now faces several charges

including being an accessory to chavez. president-elect donald trump is on the move this morning. he's having his first public rally since election night. he's launching it, calling it a so-called thank you tour. "today in the bay's" tracie potts joining us with details. tracie, this is something he wanted to do right after the election. his aides said, you have a cabinet to fill out, and we're learning who is in it. >> reporter: still have a cabinet to fill out. but he's taking time to go back on the road to states like ohio, swing states that voted to trump. tonight the tour begins in cincinnati with a rally there. this evening he's expected to hit a couple of states, essentially blue states that flipped for president-elect trump. pennsylvania, wisconsin, a couple of others where now recounts, michigan, where recounts are under way. the rally gets under way tonight. he wants to go back and thank his supporters and lay out to

some degree what he wants to do after inauguration day. speaking of after inauguration day, yes, he does still have a cabinet to fill. lots of people in and out of trump tower. not as many today, but since he's not there doing the interviews. it looks like he is considering a number of people including sarah palin who reached out to the campaign, apparently interested in being secretary of veterans affairs, secretary of state still up in the air with mitt romney and rudy giuliani confirmed among four people he's considering. a spokesperson for the team says don't expect major announcements on cabinet positions before next week. back to you. >> thank you very much, tracie. this is the hottest ticket in town, the warriors tickets which can cost thousands of dollars and oakland city council members can get them for free. that fact is sparking an investigation by the city's ethics commission. the commission held a special meeting last night. a number of people testified telling members about the ticket distribution policy. the city has free use of a

luxury suite at the arena through its lease with the warriors. now the commission wants to make sure council members are following the rules. >> i think it's very important going forward, this city and this city ethics commission and this city council clean this up. >> when you have a ticket at a $10,000 face value and you give it to someone, something is expected in return. >> recommendations are expected next month. we'll report on those then. in the meantime, new developments this morning on a thanksgiving meal linked to three deaths and more than a dozen people sickened. we're now learning two more people have fallen seriously ill. "today in the bay's" pete suratos is live at the contra costa county health services with more on the investigation into what might have caused this. are we any closer to learning what may have made those people sick? >> reporter: good morning, kris and sam. still a lot of questions on what

may have caused this. this brings the grand total of cases to 19 including three deaths. because of this, the church that organized this may have to go through a health permit process if they want to do this again next year. we know there were more than 800 people who ate this meal. as of now, we have 19 people reportedly sick from the meal including the three deaths. from the two latest cases, we or being told they were able to recover without medical attention. while county health officials corporate this investigation, they say the cause is more than likely some form of food born illness. >> regardless of what the source ends u up being, our dinner or something else, the fact remains three precious people died. and no amount of effort is going to bring them back. >> reporter: back to this permit process i mentioned. the county would do a health inspection of the site

beforehand which would have been the american legion hall and required no food be served that was prepared in private homes. we know samples will be september to the centers for disease control. folks want to remind you, if you did attend this meal and have leftovers, throw them away immediately. live in martinez, pete suratos for "today in the bay." three so-called drifters accused in two different bay area homicides are scheduled to be back in court this morning. investigators say that trio killed a young female backpacker in golden gate park and then a man walking his dog on a hiking trail in fairfax. during the pretrial hearing in september, two of the drifters a, cuesed shawn angold of being the gunman in both cases. two day's hearing has to do with rearraignment and other preliminary motions. more than just a little hiccup in the commute for many drivers. on eastbound 580 in oakland, a man and woman were shot near the

fruitvale exit. it happened about 3:00 in the afternoon. eastbound traffic was shut down for hours. officers kroemd the roadway evidence. so far it seems the victim's car was the only thing struck with bullets. despite the hill hail of bullets, police expect the victims to be okay. when it comes to finding ways to crack down on speeding, palo alto is still looking for solutions. the city council shot down the idea of using radar by police. state law would require the city to first raise its speed limit by five miles an hour on a handful of city streets. that's when leaders said, whoa, let's slow down here. so they are now considering a handful of other ideas. good thursday morning. it is 5:08. we wake up with some cloudy skies and another cool start. a live look at san jose. you can see that it is cloudy. it's only 44 degrees.

but we're heading up to 60 today. it will be a nice afternoon after the clouds roll out of here this weekend, expect more cool mornings with sunny and pleasant afternoon. it will be a weekend to get out there and check out some of those holiday displays. next week the coldest air of the season will arrive and some freezing temperatures will be possible. i'll detail that coming up in about ten minutes. mike has an update on the situation on highway 92. >> that's right, kari. talking about along the coast in half moon bay. i said you were able to get around city streets. that may not be the case. this is eastbound 92 just outside the half moon bay city limits. that's where traffic is restricted to just highway 92 itself. we're looking at traffic control, again, getting out of half moon bay. likely you'll have one-way traffic control until they can remove the tree that has come down. we're tracking that. the rest of the commute moves very well. low clouds through the tri-valley. no delays across the bridges and

rob weather tease the time now is 5:13. as you wake up, more chilly air settling over the bay area. a live look outside san jose with cloudy skies. in santa clara it will be 52 degrees at 10:00 and upper 50s today, still slightly cooler than average. i'll let you know when it warms upcoming up in about five minutes. we're looking at the tri-valley. a little slowing for west 580, maybe more slowing as the fog continues to creep in. meanwhile, the south bay, no delays for the freeways although i'm expecting a possible delay on the tracks. abuse, starvation, even branding. those are some of the disturbing details authorities are revealing in the case of this mother abducted from redding and found 21 days later on

thanksgiving day. sherri papini was found beaten and shackle three weeks after she disappeared apparently while she was out on a morning jog. authorities are looking for two women who papini said hid their faces and spoke mostly in spanish while holding her captive. >> i will confirm that the suspects did brand her. i will not get into the details of where the brand is located on her body more what was branded on her for, again, the integrity of the investigation. while investigators are still treating this as a legitimate abduction, they have not yet been able to pinpoint a motive. a sketch artist is now working with papini and the details she's provided to produce a sketch for investigators. such a sad story here at home. killed while on the job. we have new details on a story we first brought you as breaking news during yesterday's midday newscast. a public works employee was gunned down yesterday in the area of 25th and vermont streets

just a couple blocks away from sf general hospital. family members identify the victim as jermaine jackson. we're told he has two young children. police are still searching for the suspect and also trying to figure out what the motive was for the shooting. a mad dash with stolen drones. this morning the search is on for two men who robbed a hobby shop in san jose. this is the surveillance video of the crime in progress at sheldon's hobbies in blossom hill. the suspects holding the drones asked questions about the devices and suddenly ran out of the store with them. the drones are worth about $1,000 each. what if you held a hearing and nobody showed up, at least not the subject of your hearing? >> that's what happened at the state capitol this week. scott, wells fargo was the no-show. >> everybody knew the hearing was coming, kris. you guys reported it earlier this week, a state hearing in sacramento over wells fargo's scandal. the senate banking and financial

institutions committee held a meeting 9:30 in the morning room 3191. "the l.a. times" went. "the l.a. times" says wells fargo did not show up. a spokesperson for the san francisco bank says the bank is limited in what it can answer as far as questions. it points out it did send a regional manager to an earlier hearing. the ceo of wells fargo did show up earlier this year to a national hearing at the national capital. so john stumpf is no longer the ceo. facebook's sheryl sandberg is joining elite group of billionaires to give away her fortunes. she says she will donate $100 million of her own facebook stop to lean-in that helps young women and option b, a charity that helps people after a sudden loss, something she knows very well. let's check the rest of the news before the bell with landon dowdy live at cnbc world headquarters. good morning.

>> good morning. wall street could start december by treading water today. the dow is coming off its best month since march. the nasdaq and s&p 500 since july. oil prices holding above the $49 a barrel level as they surged nearly 10% yesterday as opec members struck a deal to cut production for the first time since 2008. you want to look for data today on unemployment and manufacturing. the dow inching up nearly two points yesterday to 19,123. the nasdaq falling 56 to 5323. back over to you. >> we first reported on our midday news yesterday right after it was happening that netflix has added downloads to its apps. that means you can watch netflix on the go without an internet connection, like on an airplane, for instance. unfortunately not everything was available. i was hoping "the crown" would be available. i have a trip coming up. i don't see it on the list. a lot of netflix originals. a lot of tv shows, not a ton of

movies, but a fair amount, things like "16 candles," that kind of stuff. >> chocolate without the guilt. nestle says it has made a scientific breakthrough and it's a tasty one, to reduce the level of sugar in its candy by up to 40%. using natural ingredients the company says they can change the structure of sugar so they can use less without affecting the taste. nestle says it will start using the new process in 2018. we'll need a sample before that. >> we'll be the judge of that, right? >> kit cat's motto, isn't that the break? they're going to restructure the particles of sugar? cannot wait to see that. >> hot chocolate sounds good. it will help warm you up, too.

for me, i just finished my coffee. i think that works. now, as we get a live look outside, we start out with cloudy skies in san francisco. it's cool once again, but isn't that shot just gorgeous? it's 45 degrees. a high today of 58 degrees expected with a lot of clouds. check out the visibility in dublin. this is down to a quarter of a mile. the fog has been drifting around in spots. so low visibility. three miles in livermore and napa, a mile and a quarter. so watch out for that as you head out the door and maybe allow extra time. in the peninsula, 43 degrees, mostly cloudy skies. we have clouds over san francisco, and in the north bay where the temperatures drop down to 35. but it will be nice later today. a lot of sun. up to 59 degrees in the peninsula. the east bay, 58 degrees. lower 60s for the north bay. looking through the forecast, we keep it dry for at least the weekend. early next week things really

change as we will see a cold front dropping in that will bring in a chance of scattered showers and 1078 much colder air. more widespread rain ex-peshlgted for tuesday into wednesday and then again on thursday. so next weekend is looking wet. this weekend will be one to enjoy. that's why i kind of said you want to go and check out the holiday displays, christmas displays because next weekend, as of now, is not looking that nice. we will have some mild weather for the next few days, at least until sunday. highs in the mid 60s for the inland areas. heading over to mike, what's happening in the tri-valley. >> kari, you showed that shot. typically we talk about fog along the coast, maybe half moon bay, but right there worried about the tree down across east 92. traffic control likely there. livermore, that's where the issue is. we'll show you the live camera. kari showed you maybe three miles of visibility at our sensors in livermore. westbound 580 with low clouds.

in tennessee where wildfires ravaged two popular resort towns-- now reduced to sadly the death toll continues to rise in tennessee where wildfires ravaged two popular resort towns that have now essentially been reduced to rubble. at least seven people weare dea and more than 400 structures are either gone or severely damaged. firefighters are working rapidly to get into the burnt-out areas obstructed by downed trees and power lines. overnight dolly parton announced she's making a generous donation to the victims of that fire. >> i know it's been a trying time for my people.

a popular hiking area is advising people who live in the area or hike in the area to keep a closer eye on their pets. catching a ride. bay area couple was treated to a once-in-a-lifetime surprise thanks to a furry aquatic friend. they were peacefully paddling in waters near moss landing when an otter jumped right into the boat. the couple says they were surprised, didn't know what to do. apparently they were able to get out the camera. after warming its fur, putting on a show for a few minutes, the otter finally decided to bid farewell and jump back in. >> our production assistant says you can buy my kayak. no, i don't want your kayak, i want that one with the otter on it. >> the magic kayak. our bob redell is tracking developments in the south bay.

bay. we have a delay westbound that might be the equipment moving around. it should be clear in a couple seconds. i see more slowing out of the altamont pass. light traffic through the area. use caution and slow if you have to if the conditions require. no major problems, trains on time for b.a.r.t. you may have a minor delay for 61, 62 and 65, shae's vta and light rail because of construction through the area. >> updating a major story we have been following for days. back in handcuffs. both en mates who escaped from the santa clara county main jail are in police custody. this comes after deputies say the second fugitive, rogelio chavez was nabbed last night at a friend's house in san jose. >> "today in the bay's" bob redell has been tracking this story for us this morning, and those overnight developments and has more on what led authorities to that inmate, bob.

>> reporter: it was help from the public. good morning to you, chris and sam. the santa clara county sheriff's office has been telling us since they announced that $20,000 reward this past friday. tips have been pouring in. apparently another tip that led them to rogelio chavez yesterday afternoon. the s.w.a.t. team surrounded a four-plex located near coy park in san jose. according to the tip, chavez was inside a friend's home. it turns out that tip turned out to be true. at one point, rogelio chavez was hiding in the attic when law enforcement entered the home last night, chavez was found inside a room, was comply anti according to deputies and at 8:25 led outside in handcuffs, ending what had been a seven-day search for him. >> thank the incredible team of sheriff's office detectives that have been working around the clock on this arrest and the capture of the two fugitives and

captured within a week. they've left no stone unturned and many, many sleepless nights. >> reporter: deputies first took chavez to a hospital last night because they believed he was high on drugs and they found narcotics in his position. they also took into custody carla fernandez, a friend of chavez who lived in the home. she faces charges of being an accessory, resisting arrest and obstructing an investigation. deputies also found a gun inside that four-plex. on tuesday night u.s. marshals captured the other inmate, laron campbell after a tip led them to his sister's home in antioch. he hid in the attic and crash pd through the ceiling and into the custody 06 law enforcement. his sister also under arrest for aiding and abetting. when campbell and chavez escaped from the second floor window from the main jail behind me in

of the three people arrested. >> that shooting happened monday night at union landing during what police say was a prearranged drug deal. during the transaction, the three suspects opened fire, killed a man and injured two others. they took off, but thanks to a witness description of the getaway car, police were able to arrest the men a short time later. >> two of the most well-known high schools in the bay area have troubling charges swirling around them this morning. a 15-year-old football player at de la salle high school is charged with sexually assaulting a girl. police say some time after after the de la salle varsity team won a play-off game on november 18th, a member of the freshman football team sexually assaulted a 15-year-old girl on the de la salle campus while the suspect and victim were both attending the game. we're expecting to learn

when shows will resume for cirque du soleil show. olivia rochette was struck by a work platform. he was rushld to the hospital. the world famous show is in the parking lot at at&t park. >> all the checks and tests they need to do with safity equipment, conditionsal in the workplace to make sure equipment is functioning properly. >> so tragic. rochette's death marks the third for cirque du soleil since 2009. an unusual item stolen from the yard of a sonoma county home. petaluma police say this totem poll was stolen from the front yard of the home on edith street. it's made of wood and 6 feet tall. estimated to be worth about $2,000 in money. much more valuable to the owner who says it was happened crafted in 1996 to mark her father's

grave site. it has since been moved to the house. state leaders planning to use eminent domain to seize a piece of property opened by a billionaire fighting to keep it off limits to the public. the owner tried to close the only access road to that beach and installed no trespassing signs. next tuesday california's lands commission is going to consider seizing six acres of property that now encompasses the roadway. the owner is already suing the commission claiming he's being singled out. the push to make city college of san francisco free-for-all city residents is taking a tentative step forward. the supervisors committee approved a $9 million funding measure that will now go to the full board. voters shot down a tax measure and the entire city budget is now up in the air. today is world aids day, a time to remember the 35 million

people who died from the disease worldwide. in san francisco last night, close to a thousand people came together for a remembrance and a fund-raiser at the national aids memorial in golden gate park. some placed candles on the names of loved ones who died from aids. >> i feel his presence. he is with me all the time. here i feel him around me, and he is happy where he is now. >> in addition to raising spirits, the event also raised $400,000 for the aids memorial. later today another ceremony at the memorial in honor of world aids day. approximately 700,000 americans have died of aids. >> the time now is 5:38. a lot of clouds and even some patchy fog across parts of the bay area. mostly in spotty areas in the north bay as the tri-valley. it's 37 degrees. it's cold as you head out, 35 in the north bay, san francisco 47. in the peninsula expect a high

of 59 degrees. we'll get sunshine today after this cloudy start reaching 62 degrees in the north bay, a very nice afternoon. a look at the week end forecast is coming up in less than ten minutes. mike has slowing in san francisco. >> some slowing. i'll call it out because traffic flow is great right now, light overall. looking at the slowdown from 101 to van ness, down to the 280 split. starting to speed up once again. that was the overnight road crew. there were cones knocked down, so extra cleanup. no major issues. the bay bridge toll plaza, the metering lights are on on the oakland side. you have folks stacking up out of the maze, but not slowing until you get to about west grand. we have in the tri-valley the fog kari is talking and slowing south 680 through sunol. the travel times we're reflectings is westbound 580, 24 minutes out of the altamonte pass. 680, 15 minutes, a little build down to b.a.r.t. for the first time in a

decade south bay commuters may soon face major changes for the vta bus service. the "mercury news" reports that the agency is mulling over scaling back service on lines that have fewer riders. there are also plans to boost service on the busiest lines as well. vta staffers will submit their plan in january and vote on changes could happen by april. up next, uc president janet napolitano addresses concerns that undocumented students have following donald trump's win. her strong message to the uc community next. an unusual message. a reaction to donald trump's tweets. we'll take a look coming up in business and tech. oh, my goodness, sam, what's that? >> i don't know what that is. >> the picture of the day. it's a goat in a duck costume. there's a perfectly good explanation as to why that goat is happy to wear that costume. it's going to make you smile.

music festival this summer. we're now learning what caused those deaths. this is promotional video of the heart summer music festival in july. the coroner said all three people who died accidentally overdosed on ecstasy. among them, 22-year-old derrek lee of san francisco. two concert goers overdosed at the same festival in 2015. now to the latest on the plane crash in colombia. officials say the plane went down after running out of fuel. they're trying to figure out why the plane did not refuel during an earlier stop. 71 people including the brazilian soccer team were among those killed. six people did survive that crash. happening now, cleanup this morning after several severe storms hammered the south. the system spawned deadly tornadoes in alabama and tennessee. there were swirling debris problems in atlanta, large water spots in flod as well.

there has been some snoozers in the past. airb andb making major changes to the way it operates in amsterdam. >> these changes could end up fighting their weigh here. >> right here to san francisco. a lot of cities around the world have rules about how many nights landlords can rent out their properties to airbnb customers. airbnb has left it up to the landlord to enforce the rules. but not anymore, not in amsterdam. airbnb tells the "wall street journal" it will now forbid landlords from posting beyond the number of nights allowed. amsterdam caps them at 60 nights a year. san francisco is working on its own set of rules. the supervisors voted tuesday to cap rentals at 60 a night just like amsterdam. those who registered with the city are not required to follow that cap. we asked if they plan to do
