morning. we'll get more on that in one second. >> that's right. because the rain is coming down this morning. how long will it stick around? >> it is going to stick around for quite a while, all day and off and on tomorrow as well. we continue to track all the rain moving in, and it will be heavy at times. we will still have some rain even this afternoon so as you head out this morning, make sure you're prepared for all of this that we're seeing covering the radar. at times we'll have pockets of heavy rain and also some gusty winds. i'll detail that coming up in a few minutes. mike has now a second crash in san mateo. >> that's right, kari. that's where we saw all the slowing, where we saw rick's live camera. we'll talk about the bay with very soupy conditions, slick conditions moving in the south bay. reports of flooding in san francisco at times, the north bay and parts of the east bay, some small roadway flooding. looking at a spinout at poplar, southbound two lanes are blocked as you approach poplar. northbound we saw all this

forming. a crash reported add kehoe north of 92. soupy conditions through the area. as we saw from the live camera, rick who was on the road, what's going on. >> reporter: hey there, mike. we are focused on this accident in front of us. we're on the 101 and kehoe. it looks like the far left lane is closed down. we understand there was a vehicle and a truck that may have collided on the roadway. what it's doing is causing pretty good backup past 92 going back south behind us. it looks like this is still being cleaned up. my focus today is talking about what this weather can do to you while you're on the road. this is a perfect example. you've got to watch out because it's more windy. obviously overly wet outside. this is certainly the result that can come your way. we'll try to get back into the main traffic here on the 101.

now over. but the task of figuring out what caused the deadly oakland warehouse fire is just beginning. today a national fire protection task force is going to start its work. their job is to come up with ways to deal with building safety and complaint procedures for the city of oakland in light of this tragedy. the final body count from this horrific fire, 36. marking the city's deadliest fire in its history. oakland city leaders are trying to cope with the deadliest tragedy they've seen in decades. they're also moving forward with changes that could prevent another deadly fire of this magnitude. oakland officials revealed that building inspectors had not been inside the now burned out warehouse in some 30 years. as questions continue to swirl around the city's responsibility for inspecting its buildings, mayor libby schaaf says she does not blame city officials. other revelations from federal investigators. they said it is more than likely it was not arson, still no defin

"today in the bay's" kris sanchez joins us live from the university this morning with what we know so far about the

suspects. kris? >> we can tell you the most recent sexual battery was reported here at duncan hall, the hall of science here on campus. it is on the edge of campus, and it happened in a stairwell here, but there were three reported sexual battery assaults named in the last three weeks. we'll show you the map of where they happened. in two of them they happened in stairwells, all three happened against women. the first one happened at 1:10 just yesterday afternoon here at duncan hall where the suspect allegedly battered the woman, then ran up the stairs to get away. described as a man in his 20s with spike i can hair. he had a navy blue backpack. on monday, about 4:30 in the afternoon, a suspect was caught on camera. campus police caught these photos of this asian man in his 20s who the woman said followed her into the student union. the notable description is he

was seen riding a skateboard with red stripes. in that one the suspect had a black backpack. exactly two weeks ago today on november 30th, a woman reported to police that a man in his 20s sexually battered her in the stairwell of sweeney hall, the victim reports he had a mustache and a black backpack. the suspect description sounds similar in all three incidents, but because the descriptions are vague, we can't say whether perhaps that same person is responsible. if you want to get a closer look at that photo released by campus police, you can find it on our website, nbcbayarea.com. i'll also put it out on twitter. my handle is krisnbc. a report is being offered for information in the mysterious killing of a man whose body was found at sonoma state university. kirk kimberly was found buried after leaving his home to meet a friend. friends and family have raised

$4,000 for reward and have started a fund-raising page to try to raise more. the sonoma county alliance is offering a separate repart of $2500. it's been an issue debated for almost a year now, san francisco police should still be days away from a new use of force policy. according to the examiner, members of the police commission hinted they may approve the new policy next wednesday. the reason for the holdup has been a battle with the police officer's association which last month filed a grievance with the city. last night commission members suggested the new policy can still be approved without the union's blessing. an update, sam, on good news for a local police officer hit with a skateboard in south san francisco last month. we're told officer robby chon is out of the hospital, but his recovering is just beginning. this is photo of him during an ambulance transfer with his fellow officers escorting him. officer chon was critically

injured when a man struck him in the head with a skateboard. that man was eventually later arrested. good thursday morning. the time is 5:07 as we continue to track some rain moving across the bay area. here is a live look outside in dublin where drivers are really having to take it easy, go slow as you head out and turn on the windshield wipers. as we continue to see more rain moving in, this rain will be off and on through out the morning and early afternoon. at times a little heavy. we're seeing the heaviest rain moving down the peninsula, that's where we had the heavy downpours overnight and moving toward the south bay where the rain has been a lot lighter, up to about a tenth of an inch so far. over in the east bay we are still seeing that rain moving through. that will be the case along with this cool air. right now in san jose, it's only 51 degrees. we have 43 in santa rosa and 48 degrees in morgan hill, 42 in livermore. cool heir and rain. that is what you have on this thursday morning.

as you head out on the roadways, mike has an update on crashes. >> both the peninsula and tri-valley. as we look at the roadways, we're seeing more green. that means wet roadways moving through portions of the tri-valley. you see the storm moving around. we're looking at earlier crashes over on 101, still an issue. a crack in the center divide and blocking the fast lane. first there was a spinout. then another car hit that first vehicle. there's one lane blocked at kehoe slowing south at poplar. a spinout there blocks two lanes west 580. this is at isabel. we may have one lane blocked and slowing near theality mont pass. 5:09. from the wrestling ring to the white house. the reason donald trump's latest cabinet pick is raising eyebrows. how about texting for your coffee? i'll tell you how to do it coming up in business and tech. this morning we are remembering some of the victims in the oakland warehouse fire.

rating which will allow the feds to restrict how many new branches the bank can open. wells fargo created millions of fake accounts and fired thousands of tellers after the scandal broke, even tellers who tried to stop that fraud. let's check the rest of the news before the bell. landon dowdy is live at cnbc world headquarters. good morning, landon. >> hi there, scott. good morning to you. wall street will try to stay in rally mode today, the dow rising nearly 300 points, its 12th record close since the election. the transportation sector leading those gains. investors taking that as a sign of optimism over economic growth. the european central bank decided the leave key interest rates unchanged ahead of next week's federal reserve meeting. the dow up to 19,549. the nasdaq rising 60 to 5,393. yesterday this time we were telling you the justice department had cleared the way for alaska airlines to be our

hometown airline, virgin america. there was just one court case standing in the way. not standing in the way anymore. alaska says it settled with shareholders and travel agents who brought suit to stop the buyout. that means there's absolutely nothing to stop this buyout from happening. those plaintiffs objected to the buyout saying, if you have fewer airlines, you can have less competition and prices will rise. it's not a terrible argument. when the justice department says it's okay, it makes your argument look weak. >> still, the consolidatioconso what, four or five major carriers left in total. >> in total. >> i don't know that we'd consider alaska and virgin together to be major, it's more of a regional. still, more usually is better. >> get more choices out there. take a look at this, 5:1, touching scene at warriors headquarters just a couple miles away from the oakland warehouse fire. >> our thoughts and prayers go

where the rain has been the heaviest, pacifica towards san mateo, even up to 1.75 in other spots very hit or miss. as we get a look at what we're seeing right now in san jose, some wet streets as you head out. windshield wipers on. also a heavier jacket needed as our temperatures have been very chilly. that rain continues to move in. we will continue to see this throughout at least most of the morning, and then a few more breaks later this afternoon. in the meantime we do have rain and puddles out there that will make the morning drive very hazardous. you want to make sure you allow extra time to get where you're going. as far as most of the south bay, this is what we've seen from the past, say, 12 hours, the rain hasn't been as heavy. we've had breaks moving towards the east bay from hayward up to oakland and it's 48 degrees in oakland, 44 in concord, 42 in livermore and only those low 40s looking at the 24-hour rainfall

totals, up to an inch of rain. we had over an inch there as well. san jose once again, not even .10 inch. when we start to see the yellows moving in, that shows very heavy rain. green shows a moderate downpour and there will be at times breaks in between. winds will be kicking in up to 20 to maybe 25 miles an hour and that will stay with us throughout today as well as tomorrow. we're looking at the potential of at least an additional half an inch for most of the south bay. it could be over an inch of rain from san francisco farther to the north and palo alto about a half an inch additional on what we've had already. we do have a winter weather advisory in effect for the sierra. up to ten inches possible. there could be freezing rain mixing in. some of the computer models putting down more than ten inches of snow for spots like truckee and tahoe city down the twin bridges, up to 19 inches.

when flying in or out of sfo, a foot chase on the airfield. police got a call about a man in the terminal possibly on drugs. he started running away from the scene when he saw sfpd. he jumped the fence and he was eventually arrested. campbell police searching for three burglars caught on camera ransacking someone's home. the victim says shortly after leaving home late last month, she received an alert on her phone that someone was inside of the house and she was watching this remotely as they start going through her drawers and closets, belongings there. officers didn't arrive in time to catch anyone. in the meantime, a burglary in san carlos has police reminding residents to watch out for suspicious activity. this burglary happened on crestview drive about 10:00. burglar smashed the rear window to get into the house.

moving in to the bay area and there's more where that came from. so i'll continue to track that. now as we head over to mike, looking at some spinouts on the roadway. >> that's right. we're continuing to follow the issues on the peninsula. reporting this since this morning where the rain came through and there were a couple of spinouts, one southbound 101 at poplar. two lanes blocked. a recent traffic break, they had to remove some more degree. the commute starting to build out of san francisco. northbound at kehoe we had a couple lanes blocked as well. rick boone was out there and showed the backup and showed it had cleared to the shoulder and possibly blocking that fast lane. still a little slow north of 92 as well. show you the bay bridge toll plaza as we get a look at the conditions out there. the metering lights turned on seconds ago. the backup filling up the toll plaza as well. traction will be an issue. i talked about spinouts and talked about rick boone who is now in the shoulder now. what's going on with the

conditions. >> reporter: we're here at that location, 101 south and poplar. this road just opened, 101 southbound. officers just allowed traffic to go in this direction. the reason why, as we point through the traffic, you see that little blinking light down there in front of the emergency vehicle, that's the vehicle that, as you said, that spun out and that's what caused the big delay on this road on 101. this is a true definition of what this weather is doing today. it is pretty aggressive. we've been driving for at least a good hour now. it has been a little tough in some areas. we also noticed a lot of high standing water in the roadway and also on the side of the roadway. so folks really just have to wake up today before you get out there in your car, your vehicle because you never know what you're going to have in front of you. also we saw today that folks are not realizing the effects of what this water can do to you on

the roads, that you can end up like that. there are many vehicles that were just speeding, zooming a little faster than the speed limit this morning, and that's one of the no-nos. you don't want that to happen because that's the reality. you get a sheriff's car, sheriff's car, sheriff's car. now a tow truck and you have traffic all the way backed up, people here on 101 southbound and way backed up toward the airport. we'll jump back in our van again and continue here on 101. we'll go north. we'll try to loop around and go north and see what else we find. it seems like accidents, unfortunately, something we're finding without any problem. we shouldn't see that. in reality people just aren't paying the attention they need to pay. you don't want this to be your situation where you're sirting on the side of the roadway. now you'll be delayed and all these people will be delayed no matter where their destination might be.

we're live along 101 south. >> that was rick boone reporting. rick, thank you very much. it does not take much here, laura, to lose traction on the road as we've all experienced this morning. a good resource to track this storm is our free nbc bay area app. you can get updated forecasts and access our live interactive radar. now to continuing coverage this morning of what is considered the nation's deadliest fire in more than a decade. today a new task force of fire safety experts will be in oakland as investigators continue to search for answers in this tragedy. "today in the bay's" pete suratos live in oakland with what we're learning about the investigation this morning and also the steps oakland is taking to make sure this does not happen again. good morning, pete. >> reporter: good morning, laura. the city of oakland has brought in the national fire protection agency. they have experts in town and will put together a task force to figure out what they can do moving forward following this deadly fire. they'll look at citizen complaints when it comes to some of the warehouses and overall

building safety. you can see we're at a different location at the emergency operations center where this was discussed by city leaders and that scene at 31st avenue and international boulevard has since cleared. you see the barriers being brought up by officers. in total we know 36 victims were found inside of this warehouse following that deadly fire and that party friday night. still plenty of questions regarding what the city could have done to prevent this. does the city need more inspectors? a lot of questions need to be answered. mayor libby schaaf made it clear last night during the news conference there will be no scapegoating following this tragedy. >> we're developing ways to immediately clarify the responsibility of city employees to properly report any observations of dangerous living conditions or illegal events. >> reporter: there are two open complaints against the warehouse and the lot next door. inspectors were able to confirm

as breaking news on "today in the bay" back on black friday. the home is near burrell middle school. the fire started early in the morning. a newspaper delivery man actually reported it. homeowner sandra carone was found dead inside. investigators found evidence of arson. no suspects have been identified. the woman accused of killing a lesbian couple from oakland and their adopted son will be in court for a plea hearing. 61-year-old dana rivers has been charged with murder and arson. police say they responded to the victim's home in the highland neighborhood and found one of the vic stims suffering from stab wounds outside the home. that's when officers say rivers walked out covered in blood. police say xi also set the garage on fire. rivers made national headlines in 1999 transitions from a man to a woman and that got her fired from her job at a school.

a new video into the newsroom shows pittsburg police at an antioch home last night where officers arrested two of four men suspected in a deadly shooting. the 25-year-old and 22-year-old suspects were taken into custody by s.w.a.t. members. two other men remain at large wanted for murder in the may 11th highway shooting that killed a woman from san francisco. it was one of at least two dozen highway shootings in that area this year alone. a string of robberies arc cross berk pli and police think they ma be related. they all happened along virginia street between 7:00 and 11:00 p.m. the first robbery was a week ago near arch street. the second a day later near walnut. the most recent was on tuesday near spruce. police say they could also be related to several other robberies from last month. good morning. the time now is 5:39. we are in a microclimate weather

sumatra on wednesday. at 5:45 right now, while obviously nothing is as tragic as the loss of lives, the fire in oakland has also had a devastating affect on local fruitvale businesses. help may be on the way. the cleanup is expected to stake several weeks. all the while, some streets in the area are still closed. business owners say their first thoughts are with the victims of the fire but also worried about the slowdowns and have had tough conversations with the employees. >> what are you telling them? >> we might not have jobs. >> city officials say they want to steer some emergency federal money to these struggling businesses. the fate of the last palo alto mobile home park is reportedly in the hands of a santa clara county judge. they voted to allow members to

good and it is bad. it's good for fairly obvious reasons, right? you get jobs out of a hot economy. you get wealth out of a hot economy, a strong dollar out of a hot economy. that means your dollar goes further, particularly good in travel or if you're buying something that's imported. the bad, inflation. it's definitely going to cause inflation. that's going to cause interest rate hikes, your house may get more expensive with your mortgage payment. energy prices tend to go up in a hot economy and the strong dollar, i put it on both good and bad. a strong dollar means it's much harder for us to export things to other countries. bay area business news, boeing, the aircraft maker has just bought the south bay company that makes these little robotic sail boats called wave gliders, a company called liquid robotics. at first scientists were using these to measure ocean data, temperatures and currents. someone figured out they could also be used to track airplanes

water keeps coming down, as we track the storm system that continues to move in and bring up to an inch, maybe an inch and a half in parts of the bay area. it's still coming down. it's only 49 degrees there with a high today of 58, and we're also tracking low visibility in spots. but most of the fog has been in about two to maybe three miles. you can still see in front of the car. wu guns again, with the windshield wipers having to wipe away this water, you do have to slow it down. we're looking at some more of the rain becoming a lot more spotty now. some of the heavier downpours fell overnight and especially hit the peninsula hard. in the south bay, though, we're seeing some of the showers taking a bit of a break. only light rain moving through. and then we go up to the east bay where there's still some showers, but it's not really heavy at this point. but still adding on to those rainfall totals we've had so far. 44 degrees the current temperature in concord. so cool and also looking at how much rain we've measured since

this began in san mateo, 1.75. almost .1 in milpitas. over an ichb ch in the santa cruz mountains. as we continue to see this moving in, pockets of heavy rain. there may be a wave of rain in the south bay, some of the rain more concentrated farther to the south where the case earlier was for most of the rain to stream over the peninsula. there will be a little brack as we go into tonight and more showers possible tomorrow, so the estimated rain, additional on top of what we've already had, may be about a quarter inch for the south bay, much higher farther to the north. temperaturewise we're looking at mid to upper 50s in san francisco. more rain in the forecast through next week and for the inland areas, highs reaching the low 60s for the weekend. mike is updating us on some crashes on the peninsula.

>> we've been following these for almost two hours. looking now at the clearing for this. we're looking at also wet roadways. the green highlight all over the bay, mostly south of san mateo is what we're really watching. in san mateo we had this crash. both of them, northbound at kehoe. sbb at poplar, that crash has cleared. that's just in time for the traffic flow to start to build for the portions of highway 101, the bayshore freeway. north 280 at geneva, a crash reportedly blocking two lanes. another crash in that backup and that is an issue coming out of daly city and in towards san francisco. also watching approaches -- down the peninsula, a smooth drive. clear again at poplar where you see that going on for the bayshore freeway. as we look at the san mateo bridge, showing you the traffic flow westbound and soupy conditions here. we have slowing from north 101 through san jose. backup on the bayshore freeway,

in critical condition this morning. he was shot after police say he was threatening other students with a knife-- . a nevada high school student was shot after police say he was threatening other students with a knife. it happened yesterday morning in reno. police say the 14-year-old boy threatened students with the weapon. a school district officer later shot the boy. police say he wasn't listening to the officer during the confrontation and nobody else was injured. classes will continue there today as scheduled. a manhunt is on right now for a man who police say shot and killed one officer and critically wounded another.

it happened yesterday as those officers were responding to a domestic violence situation. that's when investigators say officers en counted the man who fired at them. a $30,000 reward is being offered for his arrest. one of the officers killed was just 25 years old. two juveniles charged in connection with the deadly while fires in tennessee. the two charged with aggravated arson yesterday. they could eventually face more charges. they're being held in a juvenile detention center. 14 people were killed, more than 130 others injured in the wildfires. more than 1,000 buildings were destroyed. >> i can tell you this investigation is active and on going, and we still have a lot of work to do. our promise is we will do every effort to help bring closure to those who have lost so much.

we have team coverage of the wet and windy commute as you get ready to head out the door. >> meteorologist kari hall tracking the rain. mike inouye watching the impact on the morning commute. let's begin our coverage with kari. >> it's still looking wet. off and on rain, at times it will be heavy. we'll see a lot of the rain taking a break now for some spots that got counted overnight. as we get a closer look, we see once again it's not as heavy. but still at times very wet as many people are getting up, getting ready to head out and right along 101 and 280, we have slick spots and water standing on the roadways. not as heavy rain overnight in san jose and parts of the south bay where there's still light rain coming down and over towards the east bay and north bay as well, still some rain showing up on the radar.
