from yesterday. >> we don't have the rain and the puddles and the low visibility as you head out this morning, much improved conditions. look at what the temperatures are right now at 54 degrees in napa, 58 in san jose and 60 in san francisco. today's forecast brings it into the low 60s. you'll see temperatures rising much more from where we are now, but at least we don't see heavy rain. i'll talk about it and we'll get a look at the rain, the heavy rain that moves in overnight. that's coming up. but mike is tracking a crash now in sausalito. >> it's been there for a while. talking about no rain this morning, but we still have a mist and slick roadways in the north bay. we've seen that from time to time. no surprises for the south bay or the east bay unless the surpri surprise. slowing south 101 towards spencer avenue where the overturned vehicle has been there for a while. chp says that's the only issue

and they may have to block a third lane. hopefully this will clear quickly south of lincoln drive. the backup at the bay bridge visible over here. note, if you're getting toward the bay bridge, it may be a problem as you travel past the mo muss scone any center. >> breaking news we're covering this morning right there at howard and 4th. new video into our newsroom this morni morning. >> talked about water gushing from overnight, about 2:40 in the morning. it happened in fourth and howard. you saw the flooding on the streets over there this morning. >> "today in the bay's" rick boone is live at the scene to explain what happened and certainly how it's impacting traffic and people who live in the area, rick. >> reporter: yeah, big time, laura and sam. let me give you an idea what we're looking at. we're at the side of the moscone

center. there's flood from the basement, that's the aggressive water you see at this time. this seems to be the biggest danger from this water main break. we found out the residents inside the wolfe senior center apartments, they had lost their water pressure. but the ut wahher department told me they redirected that water pressure so they're doing okay this morning. this is the problem. if that's flowing through the building, what damage is it doing? we'll find out as the morning goes on. as sam said, this started around 3:00 this morning. water gushing basically from the ground up, from 4th and howard from a 12-inch break. there are water crews here, fire crews here doing whatever we can to clean this thing up. the break has been pretty much capped. a little pressure in that pipe.

in oakland. now all 36 victims have been identified, as the grieving deepens, the investigation into how the fire started is just be going. investigators have called in a special forensic mapping team that should arrive later today. in the meantime, friends and family of the victims continue to come to the site to pay their respects. >> he was just wonderful. he was fun to be with. he was a very positive person. >> he was a one-of-a-kind talent. i pray and i hope that we can look at safety for our other artists. >> last night the oakland city council approved declaring a state of emergency for the fire. the declaration allows victims' families, businesses to apply for state funds to help in recovery efforts. a lot of tears on the cal campus. five of the 36 people killed in the fire had ties to uc berkeley. family and friends came together

writing messages on cards and poster boards. inside about 50 people gathered to pay their respects including the twin sister of vanessa plotkin, one of the victims. >> vanessa is still here. i can feel her everywhere. she could always make anything beautiful. >> memorials and public vigils continue throughout the week. >> you know a lot of people looking for some sort of escape this week. bay area sports have been that sort of refuge during what has been an emotional week for the city of oakland and the bay area community in general. fans packed ricky's sports bar to watch the raiders take on the kansas city chiefs. the warriors were also in action last night. we spoke with fans who admitted this was a great way to try to get their minds off this week's heavy issues. >> it takes away from all that, all the negativity and bring something positive to the town.

>> a positive thing. people are looking for something, instead of a negative thing, they want to see a positive thing. this is a positive thing, your team winning and playing. >> bay area sports teams have been showing heart as well. you see the oakland with its heart in the billboard. that's right past the coliseum on 880. heart oakland, a tribute to the ghost ship warehouse victims. the game didn't really pan out for the raiders. kansas city was just a better team. the ef choos led this one 21-3 after the punt return by tyreke hill. derek carr just misses connecting with amare cooper on a long touchdown. he could have easily scored that touchdown. he doesn't come down with the ball. the raiders come up short and lose this one 21-13. they fall from first to fifth in the afc play-off picture.

residents in one south bay neighborhood are reportedly asking to make a temporary fence designed to keep out crime permanent. the "mercury news" reports the fence is located along rose crest terrace near lincoln high school. it went up after a string of crimes during the summer where criminals passed through an easement. city leaders approved lifting the easement to allow the fence in the short term. council members will agrvote on whether to make it permanent. a san jose teacher is accused of a sexual relationship with a male student. 32-year-old trudy hill is charges with having a relationship between august and november of this year. the spup sen dent sent a letter out saying the district is shocked and disturbed by the allegations. dog lovers are a little disappointed after the final release of a set of off-hear rules for the golden gate

recreational area. the national park service released the final environmental impact statement along its beaches and trails. off-leash area will be respected to six areas, four in san francisco and include crissy field. 90% of the old off-leash areas will be eliminated. good friday morning. the time is 6:09 adds we get a live look outside over san jose. a lot of clouds, but not a lot of rain. right now it's 58 degrees. feeling much milder than the mornings we've had recently. it will still stay cloudy all day long with spotty light rain, and the next patch of heavier rain moves in later on tonight and early tomorrow morning. as for sunday, we get a little bit of a break. but it will be cooler with a mix of sun and clouds as you start to make those weekend plans. i'll talk more about the rain moving in late tonight. that's coming up in about 10 minutes. mike now has an update about the crash at the bay bridge.

we have a backup over here. we'll show you over all the bay looks great. easy light drive, no rain. maybe slick kerr roadways. mist and drizzle out on some of the cameras. on the approach to the bay bridge, i'll show you the flashing lights still visible here. it's a distraction, you see the flashing lights reflecting better off the semi truck next to them. we'll continue to track no major injuries, but this is a distraction. we have the fast track lanes moving well for a friday. back to your map, in the north bay and the golden gate bridge, southbound 101 has a couple lanes blocked as the tow truck arrives. jamming up about lincoln drive. up next, a woman tries to kidnap a child at a bay area grocery store. what the child's mother did to try to stop it from happening. >> you could soon be able to make phone calls on flights. the reason flight attendants

oakland. it's mostly cloudy and some patchy fog in spots. 58 degrees. the temperature trend for today, upper 50s to low 60s with spotty rain possible, especially early afternoon. i'll detail that and a look ahead to a wetter weekend on the way. in watching the bay bridge toll plaza with a crash that is clearly through lanes, a couple more vehicles remain. still only 16 minutes from the oakland side past the toll plaza into san francisco. mild slowing for the east bay. nice flow of traffic for 580 out of grant line area. a live look at san francisco to a breaking story we've been following since we came on air at 4:30. crews still at the scene of a water main break at howard and 4th. >> it's been going on for about three and a half hours. the biggest impact to pay attention to at this point, there are street closures on 3rd and 4th streets. a third lane is coming to

the richmond-san rafael bridge. tonight the public has a chance to see what it will look like. several bay area transportation agencies are holding an open house about the construction at san rafael city hall. crews will convert the right shoulder of eastbound 580 into an extra lane. that lane will be between sir francis drake boulevard on-ramp to the richmond parkway exit. as we were mentioning a second ago, is a parent's worst nightmare. a 41-year-old woman is behind bars after police say she tried to kidnap a child from a bay area trader joe's. this happened about 10:30 at the trader joe's at the santa rosa marketplace on santa rosa afterr avenue. investigators say a mother and her 4-year-old daughter were in the store. a child was putting away a small cart when another woman was heard saying something to the effect of, she's mine. the woman grabbed the child and ran out of the store.

the woman was later arrested for kidnapping. roj space and open spaces in east contra costa county safer from development. two deals this week were announced to expand the park in antioch. the first deal is a 50-acre hillside between the black die mopped mines regional preserve and contra loma regional park. the developer decided to donate the land to the park district. the district is acquiring an 80-acre piece of land. wall street's post election rally can roll right on today. futures are higher to start out the morning. the dow, nasdaq and s&p 500 all closing at new record highs yesterday helped largely by the energy, industrial and tech sectors. the dow has now posted record numbers 13 times since the election. today we'll get data on consumer sentiment. the dow rising 65 points to 19614, the nasdaq up 23 to

5,417. a new study finds barely half of 30-year-olds in america are earning more than their parents at a similar age. researchers at stanford, harvard and university of california say that's an enormous decline from the '70s when nearly all the incomes of children outpaced their parents. wages are stagnating in the middle class. tech news now, facebook appears to be copying snap chat again, adding a new feature called the camera effect platform. it allows users make their own frame for profile videos. it's similar to the custom effects and filters on snap chat. >> a lot of people want to use their phones on planes. the department of transportation proposing airlines allow passengers to make in-flight phone calls using wi-fi despite

complaints by flight attendants and others that it could be disruptive. airlines will be required to tell patrons when they buy tickets if it's allowed. there were problems at sfo given the weather yesterday. probably a better story here today. there's still some green on the radar. >> still some green on the radar and still some fog in some spots, but not as widespread. visibility is better and we have a better start. it's friday as you head out, we also have some drier weather for a little while. we'll talk about the next round of rain moving in right now as we get a view of what's happening in san francisco. here is storm ranger and it's parked on san bruno mountain. right now we're not able to communicate with the radar. we'll head over to a view of san francisco as we see that it is cloudy out there, low visibility in some spots and temperatures right now at 60 degrees. heading up to 61 degrees and some patchy fog. and we are still talking about

the storm system that will be moving in. so we'll be enacting the storm ranger as we go through the weekend and tracking the rain as it moves closer. right now the moisture is being cut off, but the next batch of energy that will be training over the bay area arrives later tonight. we still have light rain and green on the radar as it continues to move through the east bay. we have rain that is approaching 580. as you move farther off to the east, we're seeing some of that rain as well. now temperatures are much milder, 55 degrees in livermore and morgan hill as well as palo alto and 54 degrees in napa. some spotty light rain in the forecast as we go hour-by-hour, and we will have at times breezy winds and more breaks in the rain today. it's not as soggy as yesterday. look what happens as we go into late tonight. we start to see the rain lining up just to the north of us. then it moves to the south as we go into tonight and early tomorrow morning. some pockets of heavy rain will

be possible. here we are, 6:30 in the morning. bright yellows and reds here showing we could have heavy rainfall moving through, moving from north to south. it will be with us at least through noontime. then we get clearing as far as the rain. skies don't clear until later tomorrow night. this weekend is looking drier, at least for sunday. but not before we get an additional quarter inch of rain at least heading over to the east bay, a little higher. the forecast shows we hold our temperatures steady in the 50s and still more weather systems moving through next week to keep it wet. as we head over to mike, looking like a crash at the east bay. >> that's right, on the bay bridge. the funnel point where the east bay goes over towards san francisco, we're looking at the bay, some debris might be across the dumbarton bridge. the other bridge the more major issue, the bay bridge. a fender-bender off the eastshore freeway. a look at the bay bridge live camera, we had fire truck and

separate beds. for mom, it's a miracle that will take time to get used to. >> the first time i saw the girls, it was very surreal. it still seems very surreal when i see one-on-one side and the other on the other side. it has been a long journey to get here, but we've been a dream come true. >> each girl is going to carry a portion of the other one, a portion of shared organs. each one has one leg. a third smaller leg was used for skin grafts. doctors say the surgery went as well as they could have possibly hoped for. the girls will stay in intensive care for about two weeks. we posted a slideshow of the girls on our website at nbcbayarea.com. >> oh, my goodness, the journey the parents must have gone through. amazing to see that. good for them. here is a holiday shortfall no one wants to hear about but most everyone could help relieve. salvation army bell ringers. the charity says the number of bay area ringers is falling

we have it parked at san bruno mountain. it's got a view of what's happening around the bay area. it fills in the glaps for our radar, it gives an hd view of what's happening. what's different about this, it's mobile. that's one. it has a better radar detail. it gives us better storm accuracy and fills in the radar coverage a that sometimes our radars may miss due to our topography. we can detect different types of precipitation. once again, that's what we have fired up this morning as we get ready to track the next storm system moving in. as of now, things are nice and quiet. only light rain and fog. that may affect your drive this morning. let's head over to mike to see more about what's happening with the crash in sausalito. >> traffic is light as you'd expect on a december friday. much drier and calmer than yesterday. a little slowing develops across the san mateo bridge. coming down to the golden gate bridge, we have a lot more slowing, but these sensors are starting to improve.

that's because we have only one lane now blocked. they opened one of those lanes as the crash continues to be cleared. tow truck on scene south 101 at spencer avenue. that's the problem south of the curve as you head past donohue and the golden gate bridge. the bridge itself moving smoothly towards san francisco. in the city itself, we have this major concern. the freeways moving well. but getting to and from the bay bridge is hampered past the muss sco moscone center. >> team coverage of this water main break that we have this morning. this is video taken earlier this morning showing water flooding onto the street. >> it's all happening on howard street between 3rd and 5th streets in soma. >> "today in the bay's" rick boone live at the scene to explain what happened and how it's impacting traffic. good morning, rick. >> reporter: impacting a lot of traffic, especially if you have to go through this area. these streets will be closed until possibly about noon.

this as they continue to kpleen up all the gunk on here. this all started around 3:00 this morning when that water main break happened, a 12-inch pipe that's now been capped. the only main concern has been flooding to the basement of the moscone center. that's attempted to be cleaned up right now. it did cause concern to residents inside an apartment building, over 200. they now have water this morning. this pipe was built back in 1895, going back over a hundred years here. i guess it did its purpose according to the water department but now causing havoc on this intersection. the good part, not a lot of massive damage, but leaving a lot of dirt and mud behind. live in san francisco, rick boone for "today in the bay." >> thanks so much, rick. stay with nbc bay area for continuing coverage of the water main break. we'll continue bringing you updates throughout the remainder of our broadcast and we're

ashes of the tragic oakland warehouse fire and the deep loss for so many for those left behind, it comes with what a loved one is calling a miracle thanks to social media on facebook. >> this moved a lot of people. sya tomioka's boyfriend griffin mattis was among the victims. someone took a photograph in new york city's times square last year. she had no idea who took it. after the fire, she put her thoughts out on facebook and that post was shared more than 300 times until eventually the photographer got word. >> some of my police officer friends, they shared the story and said, hey arken, i think that was you. i went to my hard drive and i found it. >> that is when they went to see "the book of mormon." in her first post she said finding this photographer will allow her to keep a treasured memory. yesterday she issued a new post

thanking everyone saying it would bring a glimpse of light back into her life. there's concerns about whooping cough in the bay area after more than a dozen cases were reported in palo alto. >> "today in the bay's" kris sanchez outside jordan middle school, one of several palo alto schools where students have reportedly come down with a cough. good morning, kris. >> reporter: good morning, sam and laura. this time of year we watch for signs of the flu or cold for our kids. this is whooping cough. i want to show you what it sounds like so you know what to watch for. take a listen. [ cough ]. >> reporter: the video isn't very impressive. that's the sound you want to listen forebecause there seems to be a cluster in santa clara county. at least 17 families have kids homesick or have had kids homesick. the cases center on jordan middle school where i am now,

also gunn and pally high schools. we've interviewed a doctor before and learned it is normal to see a spike in whooping cough cases though children are vaccinated starting in infancy. >> pertussis or whooping cough cycles every few years so we expect every few years there will be an increase in cases of pertussis. >> babies and children are vaccinated several times throughout their childhood, but that dtap vaccine wears off. you need to ask about a booster, particularly after age 7. though since july of this year it has been the law that all public and private schoolchildren have to be vaccinated. infants are particularly vulnerable as are pregnant women because they are not fully protected. watch for a cold with a cough. don't return to your kids to school for five days if they have that. contact your doctor, and you will likely have to go through a five-day course of antibiotics before you're allowed back at school.

remind your kids, too, it is cold and flu season, they should definitely wash their hands. if they have a cough, they should cover their cough like dracula so they can limit the spread of the germs. in palo alto, kris sanchez for "today in the bay." 6:39 right now. one of the two inmates who escaped from the santa clara county main jail will be in court today. chavez will be in for a plea hearing. he and leron campbell sawed through the bars of a second floor jail window and lowered themselves to the ground by tieing sheets together. both were captured several days later. chavez was originally booked on charges of robbery, false imprisonment and criminal threat. the man accused of killing a richmond musician will be in court. investigators believe the murder was inspired by hatred. the suspect is white, the victim african-american. investigators say daniel porter kelly of richmond beat, robbed

and shot and killed william simms. it happened near the capri club in el sob bron they. investigators are still looking for ray simons and daniel ortega. people around the world are remembering former astronaut and u.s. senator john glenn. he died yesterday afternoon at a hospital in ohio where he had been hospitalized for more than a week. in 1962 glenn became the first american to orbit the earth. he returned to space in 1998 at age 77 aboard space shuttle "discovery." glenn served as the democratic senator from ohio for 24 years. e leaves behind a wife and two children. he was 95 years old. john glenn's impact was felt far and wide including here in the bay area. his historic space flight inspired an entire generation. >> he was a marine and he was just a tremendous guy. he just seemed to be the ep pit

many of what we all thought astronauts were like. >> i agree. i got to interview him once. a great man. his local connections include his son who lives in berkeley and his grandchildren who attended school in oakland. good friday morning. the time is 6:41. as you head out, we have a lot of clouds overhead, but not as much rain as yesterday. and we will start to see spotty light showers moving in as this storm system connects all the way to the west of hawaii with moisture that will be moving in. we do still have the clouds associated with that, but not as much rain. we get the next batch of heavy rain moving in late tonight. in the meantime, just be prepared for that possibility of some showers moving through and some milder temperatures as you head out the door. we have mostly some upper 50s to low 60s to start out the day. we'll take a look at this weekend's forecast coming up as we head over to mike and update what's happening on the bay bridge. >> the crash on the approach to

the toll plaza has completely cleared. the bad news is we still have the backup because it ooh es the bay bridge. the rest of the bay has a smooth flow of traffic. bottom of the screen, a gentle build northbound through san jose. no drama for the tri-valley or east bay. a little slowing across westbound which is your commute direction. we're looking at a slower drive down the eastshore freeway. the big concern is southbound 101 at spencer where we have one lane blocked by an overturned vehicle. jammed up as you head towards the golden gate bridge. there are still so many questions regarding san francisco's sinking millennium tower. presidential transition in full swing. there are new numbers out that reveal how americans think president-elect trump is doing. a look at those results just ahead.

smooth drive toward the bay bridge, 47 minutes off highway 4. no major problems there. the south bay mild slowing for both 101 and 87 coming into downtown. we had a problem in san francisco this morning. breaking news we've been covering since we came on air at 4:30. this is a live look at the scene at howard anti 4th this morning where there was a water main break posing a big problem there. water was gushing out. >> as you mentioned, right by the moscone center, right by the metreon. the water spread to a couple of blocks. there are closures right now, mission to fulsome on 4th shut down until noon as is howard from 3rd to 4th. something to keep in mind this morning. >> ancient pipes under the ground. the latest in the millennium tower debacle continues. a uc berkeley engineer has been subpoenaed. jack moehle is one of two engineers who reviewed the

foundation design of the 58-story building in san francisco. the millennium tower is sinking and leaning. supervisors want to know who is responsible. moehle has repeatedly dodged interviews prompting the unusual decision to subpoena him. the vote was by the board of supervisors government oversight committee. our investigative unit initially triggered city hearings on the tower. if you want to see our previous stories, search millennium tower on our home page. the latest at which time now. san francisco mayor ed lee vetoed the most recent law passed by the board of supervisors that would have restricted short-term rentals, it would have applied to companies like airbnb. lee vetoed the law yet, it would have limited the number of days per year people can represent out the rooms of their homes down to 60 days. issuing his veto the mayor noted voters rejected prop f that would have, among other restrictions, placed a 75-day annual cap on short-term

rentless. south korean lawmakers voted to impeach president park geun hye. the vote followed revelations of a corporation scandal. opponents say park kol concluded with a long-time friend to extort money and give that confidant extraordinary sway over government decisions. opponents had far more than the necessary votes for her impeachment. the country's constitutional court has 180 days to determine whether to formally end park's presidency. president-elect donald trump continuing today on his thank you tour and victory lap, heading to louisiana. new numbers are out about how americans think he's doing so far as president-elect. a survey by pew research shows just 41% of americans approve of the job trump is doing in making his policies and plans clear. that's a significantly lower figure than past presidents. in the meantime trump is

the next botch of heavier rain moves in early saturday morning, and on sunday it will be cooler with a mix of sun and clouds. so a lot of changes here. here's the storm ranger and the radar being that we have extending out from san bruno mountain. and as it moves around the bay area, we'll be able to change it if we need to. as of right now, a lot of the low clouds and the mist is over the san francisco area toward the north bay. it once again gives us a view of what's happening as we head out this friday morning. and we have a lot of mice tower moving in. here is the storm system that has been over us, connecting that moisture all the way to the west of hawaii. as of right now. the next batch of energy brings in heavier rain by late tonight and early in the morning. it also feels warmer. temperatures in the upper 50s to lower 60s, the hour-by-hour

forecast shows a break today. that's great news. the next round of rain will bring in heavier downpour, so we get a chance for a little time to clear out those storm drains and get ready for the showers moving in by early tomorrow morning. 7:00 the rain moves from north to south and at times gusty winds in that forecast. rainfall totals may reach an additional .3 for the north bay and the temperatures staying the staem with the storm system still with us early next week. mike is still tracking those issues for sausalito and the city. >> in sausalito we had the crash, the city with the water main break. we'll talk about both of those. the map overall very light, it's friday, it's december. we expect light volume of traffic. with the rain easing off from yesterday, maybe slicker conditions because some mist continues in parts through the north bay. i want to call out a couple issues right there. let's start with southbound 101 coming toward the golden gate

>> this broke out at 2:40 this morning, not quite as messy now. there are multiple street closures on 3rd and 4th street to be aware of. a san jose english teacher is behind bars this morning, accused of having a sexual relationship with a male student. police say 32-year-old trudy hill used her position to exploit a 17-year-old student at santa theresa high school. that relationship took place between august and november of this year. the superintendent sent a letter to parents and staff saying the district is shocked and disturbed by the allegations. it's been a week since the deadly warehouse fire. now all 36 victims have been identified. as the grieving deepeninedeepen special forensic mapping team is expected later today. last night the oakland city council approved.

allowing state funds to help in recovery efforts. new this morning, kris sanchez has been reporting on a surge of reported whooping cough cases in palo alto. according to the "mercury news," at least 17 cases of pertussis confirmed in santa clara county since october. at least three cases involve jordan middle school, gunn and palo alto high schools. palo alto school leaders tell the newspaper that the district alerted families earlier this week about, quote, numerous cases of students who tested positive. health experts recommend getting the vaccine especially families with infants. we're watching bay area weather. a live look from san francisco this morning. an interesting screen. >> a split screen. an interesting metaphor. we had a juxtaposition of rain, but very different from yesterday. >> even as you travel around the
