>> it's over and we got beneficial rain for much of the bay area. we are caught up as far as the water year and what we should have for average. as we get a live look outside san francisco, still clouds left behind. we're getting a chance to dry out, still breezy, but not as windy as it was yesterday, the winds coming in from the northwest at around 25 miles an hour near novato and much lower farther to the south. great news there, we'll take a look at some of those rainfall totals. that's coming up in a few minutes. the wind is still causing issues. >> there's a crash on the peninsula, we'll talk about that. chp has warnings across the san mateo bridge and many other bridges. we want to show you the little slowing. this is north 101 heading towards candlestick point. activity off to the shoulder. it sounds like an overturned vehicle is there. there's a light volume. this may be a lot of flashing lights that just arrived on scene. we'll track that.

talking about the san mateo bridge, the bay bridge, the golden gate bridge and even the benicia bridge. we'll show you or shot from emeryville. it does shake the camera. there's the bay bridge with no problems reported. watch for gusty winds. scary moments along our coast. that's a man clinging to a cliff who was rescued overnight. >> "today in the bay's" bob redell with the details. the windy, cold conditions made it a very risky rescue. >> reporter: it did. good morning, laura and sam. it's very lucky this man was rescued when he was. the fact he was found is based on luck. it happened to be a person who lived in a mansion along el camino delmar in the sea cliff neighborhood who happened to hear this man screaming late last night from the cliff below his home, and this is what that man looked like. you can see he is spread eagle

trying to bear hug a rock ability 30 to 40 feet above the water below. we understand he did go to baker beach. what's possible is he was trying to make it to a private beach between baker beach and china beach where we're at right here and got trapped by the high tide and then tried to escape by scaling the cliff. firefighters were trained in cliff rescue. they assemble a rope system, climbed down and successfully made the rescue about 1:00 this morning, in spite of the poor conditions. >> very, very cold. >> we would say probably 15-mile gust winds. it's dark out, wet out, and the cliff is pretty steep. it gets to a point where it gets really steep. so my concern is for my crew, to make sure they're secure in order to rescue this person.

>> the man appeared to be in good condition, was able to walk to the balance on his own to be checked out by the paramedics. reporting live in china beach, bob redell, "today in the bay." >> pretty amazing rescue. 4:34 this morning. san francisco police investigating a spectacular multicar crash that ended up stretching an entire city block, took out a fire hydrant in the process. it happened at 19th and lincoln. it sent two people to the hospital. police say it includes a driver who actually caused that crash. they believe he was traveling at a high rate of speed since his car ended up a full block away on 20th avenue. at least six cars were hit. >> everyone was chilling. next thing i know, this car, this white one gets smacked, bounces and hits that one. this truck takes it in the back end, smacks into the back of me. he hits another gentleman, took out that fire hydrant.

>> police are still trying to determine if drugs or alcohol played a factor in the crash. so far no update on the victim's injuries. now to some of the damage from the wind. an ugly scene in east palo alto. a large tree comes crashing down last night on two cars. those cars were on private property. as you can see, the branches are laying on top of them, they suffered major damage. today in the. >> storm crews busy in areas susceptible to slides, especially the burn area devastated by the loma wildfire. because thousands of acres are unstable, fire crews and nervous homeowners are keeping an eye on troubled spots. >> normally it would absorb nightly. here it's not absorbing nicely

some puddles left on the road. in evergreen, we'll start with a cool morning, in the upper 40s, only reaching 52 degrees today, well below average of 58. we'll talk about that and on colder temperatures in the forecast coming up. that wind coming through so chp issues an advisory for traveling across all these bridges, the richmond-san rafael bridge, bay and san mateo bridge, no problems reported, no delays. no problems for 580 towards the tri-valley. >> there were problems when it came to violent conditions along the coast. city officials are declaring the apartment building at 310 esplen nad a public safety hazard. it was red-tagged and evacuated last winter because the cliff it sits on is just eroding. the city says the building's owner has failed to shore up the crumbling cliff.

now taxpayer money will be used to tear the building down. >> because of mr. conk's failure to take responsibility for his property and the serious threat to public safety, we are stepping in to demolish that structure. >> about 100 feet away from a massive sinkhole that opened up. crews continue to work to repair that hole and expect it to be completed next week. menlo park launched a new parking permit problem, but no the "mercury news" reports there's a problem. downtown businesses want to use shareable placards unstead of non-transferable stickers. the city is saying hold on. permits have been sold and issued. the leaders are looking into the cost of changing the policy immediately or instead offering shared permits down the road. "rogue one" is out in theaters. we'll take a look at the opening night excitement.

south of lake tahoe icy rain. what a nice weekend if you're headed to tahoe. >> a question for brian hickey, is he going to have the measuring stick? >> we didn't get that much in the sierra. it started out as rain, temperatures way too warm. it was kind of a bad situation, but some of the higher elevations did see snow. some of the lower elevations, didn't help out much . we will get the sunshine. a few thin clouds this morning, that weather system moving out of the bay area as we take a look at how much rain we had. ben low man, over five inches of rain, we did have over an inch of rain for most of us.

in oakland 1.5, san francisco, 1.3. san jose a whole .50 inch of rain. we will have another chance later next week, but once again that weather system moving out and you see that snow really getting cranking in the sierra, a lot of that moisture is starting to leave. this is the tail end of that storm system. it's 52 degrees now in san francisco, 50 in palo alto. enjoy this weather, even though it feels cool, this will be closer to high temperatures over the next couple days. yes, about to get chilly out there. hasn't arrived yet. a high today of 53 degrees. we won't see much of those temperatures rising throughout the day, holding steady as those winds kick in and the skies clearing as well. it stays windy, winds rushing in from the north at about 30 miles with the higher gusts and the winds calm down later tonight. it won't be until we start seeing quieter weather moving

in. it will be chilly for today, 51 degrees for san francisco. look at morning temperatures. that will be the big headline, the big story we'll be talking about over the next couple days, very cold morning, even frost an freezing conditions especially for the inland valleys. more on that as we go into the next couple minutes, let's head over to mike updating us on a crash. >> watching the peninsula over by candlestick park. looking at the rest of the bay, nice easy drive. we should see a lighter commute like we did yesterday. looking towards 101 northbound where i saw a lot of slowing at sierra point parkway for about five minutes. this crash was in the center divide. chp has not given us the update. i think they've been able to move a lot of equipment over to the shoulder. concerns about injuries because there was an overturned vehicle there. i know an ambulance did show up on the scene. i'll let you know if i have more details. a minor impact slowing just as you're passing by candlestick.

because of flooding. this is just north of bear valley road. >> would you pay eight bucks to cross the bay bridge? a lot of people don't have a choice about this. a live look at the toll plaza with a toll hike of that magnitude could happen. the bay bridge isn't the only bay area bridge that would be impacted. this would be the first increase in about six years. the metropolitan transportation commission is considering asking the voters to approve that request like they did in the 19 80s and 2004, bridge tolls would increase by one to three bucks.
