we are in a microclimate weather alert right now. highway 17, another report of ice on the roadway. >> we had several inches of rain last week. now the cold air has really moved in causing some problems in spots. we'll be watching the bridgeadve bay area. 28 in morgan hill, livermore and concord at 30, while san francisco at 39. we'll talk about the frost and the freezing temperatures and how long it lasts coming up as we head over to mike.

>> we have jamming down. they want to keep folks to the middle of the roadway. sounds like ice on the outskirts of either direction. highway 17. we will track this. we had two crashes this morning. right in that same area. both reporting black ice through that stretch. the other big slowdown at 680 southbound. danville boulevard is your alternate.

>> we can confirm this truck is from the u.s. post office. they are starting to tow away this truck. we know that it drifted towards this shoulder area. apparently the driver lost control and that's where this crash took place. that driver was extricated about 1 1/2 hours ago and he had major injuries. i talked about what may have caused it. here what is chp had to say. >> right now, the officer is still investigating it. a lot of what we have is based on witness statements. >> just the week after that driver was taken away with major injuries, we don't know what his condition is at this time. as for traffic in this area, the two lanes closest to the exit are closed off or affected for the time being. last time i checked with chp

they said that should clear up around 7:00 a.m. we'll continue to monitor those conditions. live in danville, pete suratos for today in the bay. >> difficult morning for the driver's families, commuters and folks waiting for packages. in the south bay, san jose police are investigating what is a deadly shooting. this is a live look from the scene. you see the police cones still up there as the investigators are gathering more information. police say someone shot a man right there a little before midnight. he later died at a nearby hospital. it was at williamsburg and south winchester boulevard. a few miles away from santana road. police are still looking for the gunman. the city's homicide is unprecedented, the 46th homicide of the year. this is the most in ten years. bob redell is there gathering

more information and will have a live report in our next half hour. >> san francisco police are investigating a deadly double shooting that happened in the mission district. investigators say someone shot a man and woman about 9:00 last night at 16th and south van ness. the woman in her 20s or 30s died at the scene. the man died later in the hospital. they were shot near a homeless encampment. we were told by a witness one of the victims may have lived there. police are trying to find out if that shooting was related to a shooting that happened two hours before. this was a scary scene yesterday but could have been much worse. flames engulf an apartment complex in east palo alto.

there were 60 residents who had to evacuate. it was started by an electrical malfunction in a clothing dryer. everyone was allowed back into their homes. medical examiners have not officially identified the woman who died yesterday in an east bay house fire. >> flames had to be 30 feet in the air. >> investigators have not yet determined what caused that fire. >> changes to santa clara county jails are taking shape. leaders will discuss the costs associated with some of those changes. the county's finance and government operations committee will meet today and look more closely at some of the changes being recommended and the potential impact.

today the full electoral college is set to meet. thatthey are going to meet at state houses to confirm donald trump as next president. there are protests. yesterday some people were holding up signs, denouncing donald trump as the so-casualty alt-right movement. yesterday the goal of an event was to plan ways to make sure the immigrant population and people of color are treated with respect. >> we have a president-elect who has made some serious threats to people of color. he said he's going to start rounding people up and deporting them. that would be a civil rights violation. i'm here to make sure that the public knows that the naacp is here, we're involved. >> organizers and speakers at both events are very concerned by the plans of president-elect

to your morning commute. >>. >> san francisco is expected to make a major announcement in the case against the academy of art today. san francisco sued the for-profit art school for dozens of land use violations. one of the alleged violations is unlawfully converting hundreds of residential housing units into student dorms. the university says it wants the matter resolved, but adds thought is disappointed that the city attorney is acting as the planning commission. the city's attorney office shot back saying the school ballooned into one of san francisco's largest real estate empires. we'll track this one. volkswagen faces a deadline in the still unresolved portion of its emissions scandal. that centers around 80,000 diesel cars that skirted emissions tests that the company believes it can still fix without affecting the car's performance. vw was tying to reach a deal with federal regulators and attorneys for car owners. the car maker already reached a deal with nearly half a million other cars and owners involved

in that scandal. chrysler just delivered more miniv minivans to google so the company could turn them into self-driving minivans. >> where do soccer moms go? >> i think minivans have been cool since i got my blue dodge caravan. i since sold it. google's new name for the self-driving cars is waymo. there are a lot of names to keep track of. google is now called alphabet. so waymo are chrysler pacifica minivans. look for them on the roads in mountain view very soon. uber friday held a conference with reporters to announce it would continue to run its self-driving cars on san francisco streets despite the state of california told it not to. uber does not have a proper license to drive autonomous

cars. uber, which h says they aren't self-driving cars thus the company doesn't need a license. over the weekend elon musk announced he would start a new company dedicated to making tunnels. he said he was tired of the traffic. he would create a company to bore tunnels and call it the boring company. he added an extra tweet saying, "no, i'm really going to do this." wall street started date in posterity. dow comes off a six-day winning streak. this was a disappointing ipo. it's a tricky stock. expedia will keep most of the control. investors were not impressed with the ipo and it came in underpriced about 7% in its debut. we think it's the last ipo and we say meh. >> what does that mean?

on the windshield. coating those open areas and also very cold for anyone left outside or your pets. that's the reason why we are exercising extra caution today. it's 32 in san jose. 28 in morgan hill and livermore. 27 now in santa rosa. not only do we have the cold air, but no wood burning today. the first spare the air alert issued for the bay area today for the winter season. it will be unhealthy, that air quality for the north bay. moderate for east bay peninsula and south bay. looking nationwide how cold it is as we call that polar vortex rolls in across the country and much of the country in the teens right now. we are once again below freezing here. one of the few spots where it is above freezing. south florida, 82 there. in parts of southwest around

st. anthony's in san francisco is in the middle of its annual christmas curbside drive and the group makes it easy for anyone who wants to donate. hand everything off to volunteers. they are looking for food in particular including christmas hams and pantry items with clothing andç toiletries. raiders' fans may still be celebrating right now. their team clinching a postseason spot for the first time since 2002. >> raiders got off on the right foot against the chargers with a great catch from receiver michael crabtree as replays confirmed he had both feet down in the end zone. raiders had to battle back in the fourth quarter. janikowski's kick gave them a three-point lead. they held off chargers to win 19-16. raiders are the number two seed in the afc. >> group of men come together, how we did and continue to stay the course and everyone believes in what we believe in, we can do

mid 30s for parts p of the inner bay, oakland at 34. let's head over to mike reporting ice on the road. >> highway 17. as we look at your commute, traffic flow light. two key spots. the other in danville talking about that crash. north 17 slows quite a bit from the summit up to lexington reservoir. they may be blocking off a lane with some flares. there is water dripping down across the roadway and froze and continues to build. offer here south out of concord and toward danville, this is where we have a big jam here. danville boulevard may be an option for you. southbound 680. this involves a postal truck. a lot of packages.

for more, pete suratos is out there. >> we are near the exit heading 680 south. that's where that big rig overturned. some investigators are on the scene. chip is still on the scene. you see several boxes of packages here. it looks like it is with the u.s. post office. here is what we know according to chp. the driver in this truck were heading to the shoulder here heading southbound around 3:30 a.m. that driver loses control. we don't know what caused it. the driver hit an abandoned white van in route to this accident. the driver was taken out of this big rig around about 1 1/2 hours ago with major injuries. we did speak to chp earlier. here is what they had to say what may have caused this driver to swerve off the road.

san jose marks 45 murders. last night just before midnight this city surpassed that number for the year 2016. if you look like historical data, this is the deadliest year on record in at least 10 years. this crime happening around 11:50 last night. you can see what looks like evidence at the crime scene investigators have been collecting throughout the night. police tell us they received a call. there was a young adult man suffering from at least one gun shot wound. he was transported to the hospital where he was later declared dead. police are still trying to identify whoever it was. they are looking into whether or not this might have been gang related. >> we are looking for witnesses, surveillance video. anything to help us identify the

another countries too, still under investigation, still under inquiry, this electoral college vote is being watched very closely. this afternoon, 538 electors gather in state capitals across america to cast official votes for president. donald trump's chief of staff claim some have been intimidated and harassed. >> we've got electors receiving 200,000 e-mails. >> director of national intelligence denied a request from some electors for a briefing on russian hacking before they vote. there's been no evidence connecting hacking to trump but hillary clinton's campaign chair is still raising questions. >> what did trump inc know and were they in touch with the russians? >> top democrats say republicans want a special senate committee to investigate. >> we need to get to the bottom of this. >> the investigation should be tough, strong and bipartisan and should have access to all materials classified and not.

a very cold morning. frost and freeze advisories and warnings in effect as we deal with the cold weather this morning. it warms up quickly by 10:00. we'll be up to 45 and still staying below average, reaching 54 by 3:00 this afternoon. a look at the complete microclimate forecast is coming up in about five minutes. very cold. highway 17, patches of ice reported. not here. this is 680 where this big crash blocks two lanes of southbound 680 through danville. tracking the impact where these packages were headed. right now we have folks trying to clear two lanes. >> thank you very much. 6:45 on your monday. a water main break turned a san jose neighborhood into a make-shift lake this weekend. a 12 inch water main gave way. crews shut down the water line but repairs are not expected to be finished until some time later this morning.

the cold weather might have contributed to that break with just old ange of the infrastructure. some pipes are 150 years old. traffic is not impacted and only two businesses are affected. a woman killed in the east bay. a man is facing homicide charges. police say someone reported suspicious activity at a home on myrtle wood court in vallejo late saturday night. when officers arrived, they found the body of a 35-year-old woman inside. she had been shot. didn't take long for police to acatch an alleged suspect. details on his relationship to that victim have not been released. very tense moments at the port of oakland when a worker became trapped between two shipping containers. happened on a boat docked on middle harbor road. the containers shifted an a leg was caught in the middle. a small container was able to

lift that long shoreman off the boat and he was rushed to the hospital where a trauma team started care ing for him. after her husband did not come home, the pacifica woman used a find my phone app to locate him, but she found him dead in his car in a field below the connector ramp that connects highway 92 to 101. police believe he crashed his car into a concrete barrier on the ramp then was propelled over the top. that car landed 30 feet into a patch of dirt below late friday. the man's wife found the car saturday morning. >> 6:47. san francisco sinking millennium tower might not be losing as much value. our investigative unit has been following this story since the beginning, bringing new evidence to life. the penthouse sold for a record price of $13 million. according to "wall street journal," it went to tech

industry veteran craig ramsey. that's the most expensive condo sale in san francisco in five years. other tower homeowners slashed their prices, taking their listings down or sold at a loss in light of the building's faulty foundation. >> we are waiting to see what the state of california might do to uber after uber said it was going to keep driving those driver loaf cars on the roads in san francisco. will the state impound the cars? uber held a phone conference with reporters to say those cars are staying on the streets of san francisco. although uber does not have a license to operate self-driving cars, it says its cars are more like teslas than robot cars. teslas don't need special permission to be on the road. california disagrees. taking a look at the markets, dow industrials are up 43 points. we'll talk about mortgages.

we have no blanky to track in that heat. >> you need it this morning. it is cold out there. the third morning in a row we had to deal with freezing temperatures and this will be the last. here is a live look outside in san francisco. all clear as you head out the door. temperature only at 39 degrees heading up to 54 later today. we have some widespread freezing temperatures from palo alto over toward livermore, concord down to 30 and 27 in santa rosa. half moon bay 41. morgan hill 28. it is very cold for much of the country except for miami, florida, right now at 82. you probably can't see that. 42 in phoenix.

it's very cold. this cold air will start to loosen its grip through the rest of the week. it is going to reach into the mid 50s today which will feel very nice. you don't want to spend a lot of time outdoors if you have breathing problems. the air quality will be unhealthy. especially in the north bay. no wood burning today. spare the air. it's the first one of the winter season. our air quality bad, but how about the rain we had so far? that is definitely a positive. we had more rainfall this year than we had last year for many spots even with nine fine goiel on. we had 8 inches of rain, 120% of average. santa rosa, 171% of average. right at about average in san jose with close to 4 inches of rain. there is more rain in the forecast. it takes until friday before it gets here. we'll have a couple of storm systems moving in on friday.

southbound lanes about 3:30 this morning. the driver had to be pulled out by rescue crews and rushed to the hospital. he suffered serious injuries at the time. tragically, did he not make it. they have not identified the driver yet. chp has not told us when the other lanes are expected to reopen. the cause of that crash is under investigation. more breakinging news in th south bay. police are still on the scene. police say that someone shot a man late last night a little before midnight. he died at a nearby hospital. this was at williamsburg in south winchester boulevard a few blocks south or few miles south of santana road. police are looking for the gunman. it is the 46th homicide of the year, the most in ten years for san jose. back to your weather forecast this morning. as we have mentioned, there are
