before the storm tomorrow. >> today is dry. we'll have one last day to get in the shopping, do everything you need to do before this weekend and some wet weather moves in. right now it's still chilly. it's dropped down to 36 degrees in morgan hill, 35 in livermore. we are below freezing in napa and santa rosa. also some fog being reported. with temperatures below freezing, there may be freezing fog creating slick spots on the roadways. looking down toward l.a., if you're traveling that way, a lot of rain moving in. that will not be what we'll see as we go into true. i'll talk about that and the next storm system moving in in just a few minutes. now as we head over to mike, chp reports the foggy conditions. >> kari, you and i were talking about that. you say maybe freezing conditions from the fog. we'll call that frog. very light at the bay bridge toll plaza. up here around merritt island,

that's where chp found dense fog through the area. we'll track it through the area. so far it does not show up on our road weather index. mike, thank you very much. new this morning, a jaguar smashes through the front of a thrift store and wind up empty. this happened just after 1:00 in the morning on east 14th street in san leandro not far from the bayfair mall. chp says the person or people inside that car took off by the time police officers arrived. witnesses reported a group of young people running from the scene. right now investigators are trying to figure out if that was a joy ride or maybe a theft or something else. "today in the bay's" bob redell will have a live update coming at the top of the hour. to this developing story now, a taxi ride quickly turned into a terrifying experience for a local woman. police say the driver drove the woman to his home and sexually

assaulted her. >> kris sanchez is live in campbell where authorities believe there could be more victims. >> reporter: there are a couple of reasons why. one is that the suspect worked as a taxi driver and could have had countless women in his car. the other reason is that during the commission of this investigation into this case in campbell, an acquaintance of that suspect came forward and said that she had been sexually assaulted by the same suspect. that suspect is 30-year-old julio sanchez of san jose. he drove his cab around busy areas in the south bay. but it was the night of saturday, october 29th he allegedly picked up a woman in downtown campbell. police say she fell asleep in the back of his cab only to wake up at his home as he was sexually assaulted her. that woman did manage to escape. she did call police and they started investigating. sanchez was arrested last week in the central valley. now police say any woman who has taken a cab in the south bay should look closely at the picture of the suspect and his

car. >> while we hope there aren't any other victims of assault out there, we do believe that there's a likelihood that there are other people who have encountered mr. sanchez, and we're looking to speak with them. >> so take a close look at this picture again. sanchez there, his cab is a gray four-door sedan, it's branded, checkered flag taxi. when we called the number to ask questions, the person who answered the phone number associated with that cab hung up on us. we know it wasn't julio sanchez because he's still in jail and his bail is set at $600,000. in campbell, kris sanchez, "today in the bay." >> right now a new direction for san francisco's embattled police department. last night the police commission did give final approval to a new use of force policy. the new rule banned the carotid

artery restraint technique which many argue can turn into a choke hold. it also bans officers from firing at moving vehicles. the new policies come after more than a year of calls for change from a frustrated and concerned community. >> i think it has some common sense language ha the officers wanted to see to protect them in the event they want to do something to protect the public. i think ultimately there's something in there for everyone. >> we did reach out to police union officials after last night's vote. so far we have not heard back. >> 4:35 right now. paying big bucks for water in the rainy season. water and sewage bills are jumping from $800 to $150 0 in the tri-valley. last night neighbors pushed back claiming they are being penalized. four years of drought translates to rate hikes for residents.

that's the tune for weather and traffic together. i would imagine the morning commute kind of light right now. a good dry day ahead for us. >> it will be a good day forgetting anything done. >> what kind of things do you have to get done right now? >> last-minute shopping. i'm done but not everyone is done. i've got everything done, under the tree, wrapped. i'm ready for the weekend. if you haven't done that yet, well, you do still have a little bit of time left. of course, everyone is off this week. you've seen more crowds out there at the mall. a live look outside at san jose. it is a chilly start if you're trying to get to one of those stores that are open 24 hours.

it is going to be a great day for that and a lot of sunshine. it's now 35 degrees in livermore. so bundle up. 32 degrees in napa and santa rosa. in oakland now we're at 47 degrees and 43 in san francisco. as we take a look at the bigger picture, maybe you're up early getting ready to get on a flight, some travel delays may be rolling through parts of new mexico where there's some rain and wintery mix with some snow and over toward arizona there's also some raen, also for travel through l.a. where there's still some rain moving through. this storm system will continue to move off to the east. that will not affect the bay area. we're looking a little bit farther north with a storm system that will be moving from north to south and rolling through as we go through tomorrow. so it looks like it could be pretty wet, starting early in the morning in the north bay. we see an increase in clouds later this evening, and that rain starts to move into the north bay and san francisco by 4:30 in the morning. 6:30 we're already seeing that

rain in the south bay as well as the east bay and the peninsula. rain will be off and on all through out the day, even through the evening commute, still some showers possible. so this will be pretty much a day-long event before it moves out on christmas eve. also the winds picking up. we start out in the morning with the strongest winds in the north bay up to about 30 miles an hour. but then the rest of the bay area seeing those gusts up to about 25 to 30 miles an hour throughout the day. and then starting to relax later on that night. rainfall totals don't look all that impressive. most of us getting about a half an inch. there may be spots getting closer to an inch of rain. heading over to the sierra, lake tahoe, it will be in the upper 30s as this storm system starts to move in, possibly some whiteout conditions and starting to quiet down through the end of the weekend. heading down to monterey, wet tomorrow, but then a dry weekend ahead. we talked about that snow. here is a look at what one

computer model is putting down, up to two feet in spots like king dale. mike, starting off with a great commute? >> good idea if you're heading to the sierra, an early present, get some chains out there. a smooth drive. we expect the morning commute to continue light today. today is the last day of school for my kids so they're happy. tomorrow, a few schools left over that have one more day before winter break. it will be rainy so we'll watch for the effect there. a smooth flow at the dublin interchange. a little slowing cleared getting off the dumbarton bridge without any incidents reported. a good flow of traffic there. the north bay, no delays despite the patchy fog reported through napa. i want to get you a look at the bridge. we talked about the bridges. those commutes are looking good. here is the bay bridge toll plaza. we talked about fog in the north bay. this over here is a spider web across the lens. no problem with visibility.

can see the ferris wheel in the bottom corner. christmas in the park all set up. it is just now three days away from the holiday. >> another twist in a dramatic case involving b.a.r.t. police. san francisco's public defender unveiled new police body cam video of an arrest that some say went too far. the video shows b.a.r.t. police officers detaining michael schmitt. officers rs say they responded forcefully because they were told smith carried a gun. they also claim he kicked, spit and bit officers. critics have called it a case of excessive force. the public defender revealed michael smith's girlfriend told officers she was pregnant when she was taken to the ground and handcuffed. >> until my boyfriend said i was pregnant, he still had his knee in my back. i was just hurtful, hurtful about my pregnancy and stuff like that because i lost my baby afterwards. >> a jury akz quitted smith on

battery charges and deadlocked on three other misdemeanor charges. the public defender is asking for all charges to be dropped. now to a possible danger on the road. the lights turn red, but the buses keep going. >> an east bay man who has made repeated reports to ac transit about unsafe drivers turns to the investigative unit to get the agency's attention. he says he's constantly watching for red light runners like this bus operator. she runs a red, tossing passengers to the floor. he points to a problem intersection near a berkeley home where a camera spotted a bus entering on a red. they found hundreds of accusations that drivers are blowing through red lights. >> it's like the management knows they're doing it and they're looking the other way. >> does ac transit have a problem with buses running red lights? >> no, we do no. >> coming up tonight at 11:00, the investigator unit brings the complaints to the transit agency boss. what he's promising to do to
