search for a possible arsonist in the south bay. the clues investigators are following up on after several fires on the side of the freeway. plus, 49ers looking for a direction. general manager and coach chip kelley both fired. kelley only lasting one season. the new details we hope to learn today. the rain returns to the bay area. here's a look at downtown san jose after a dry weekend. it changed your forecast. "today in the bay" starts right now. >> good morning. thank you for joining us. ism scott mcgrew. >> i'm laura garcia-cannon. welcome to a brand new year. good to be back. a wet return to the bay area. >> oh, yeah, the rain is back.

it will hang around with us all week long. we're looking at off and on rain and it gets heavier through the week. right now we're just starting out with spotty light showers across parts of the bay area. the roads are wet as you head out and you have to turn on the windshield wipers as you drive. as we are seeing the rain move through san francisco and over toward the east bay. we are getting a little bit of some clearing now but there will be some more showers moving through heading down the peninsula around burlingame right now. also some rain in oakland as we are seeing some of those showers continuing to move through once again the east bay over towards the delta. we will continue to track this. i'll have another look at the radar coming up. wet roads also looking clear as far as traffic is concerned, mike. >> we expect another light day today, businesses are off. call it a bank holiday for lack of a better word. a light flow of traffic.

most commuters don't go through the area. farther north, no wet roadways. green across the east shore freeway. keep the slick roadways in mind. daly city and the b.a.r.t. system, first report of the morning. power issues going on for the bay point line. we'll find out what cities are effected and we'll see what friends are effected as well. at 4:32 this morning. happening now, the search is on for a possible serial arsonist in san jose. several fires are popping up near story road and highway juan. the most weekend this weekend. >> kris sanchez live in san jose with the search for the person responsible. >> good morning, scott. happy new year. there are a lot of eyes watching for this suspected serial arsonist to do the next move. we are here at the california highway patrol but the san jose police department is also investigating. and the san jose fire department is also on edge. the latest fire happened off of northbound 101 near the story road exit.

that's where the suspected arsonist set fire to a handful of palm trees along the freeway. san jose fire crews were already in the area, believe it or not, half mile away putting out a different fire. >> it's becoming a chronic fire in this same location. we've had over a couple dozen of these calls over the past few weeks in the same location, same area, freeway. >> reporter: now, in one of the two fires reported on saturday morning that one in the palm trees, that one spread to a storage shed. investigators want to try to put a stop to the arsonists before anybody gets hurt. if you know anything, if you've seen anything in the area of these fires you should call san jose police. you can sal the california highway patrol or the san jose fire department. in san jose, kris sanchez, "today in the bay." it's official. the 49ers fired head coach chill kelly and general manager trent baalke. and turn the page, 49ers ceo has

scheduled a news conference for 10:00 a.m. to formally announce this change of dleirection. the source tells us the team will hire a new general manager first before beginning the search for a coach. that makes sense. fans we spoke to yesterday say that change is badly needed. >> it's time for a change. we need something different. >> the firing of kelly the niners next year will have their fourth head coach in four seasons. our redell is following developments and will have a live report in the next hour. san jose man -- san jose, i should say, overall saw an alarming jump in crimes in the pastier. the findings from the mercury news contained hard numbers in 2016. homicides hit a 25-year high with a total of 47. other violent crimes spiked more than 10% including robbery and assault. at the same time, property crimes were slightly lower. according to the merc, 16 of the

nation's 20 largest cities reported more violent crimes than last year. laura, violence starts in the new year in san francisco. police investigating two homicides. the first in the mission on 26th and shotwell just after 2:00 yesterday. 2:00 in the morning. police say a man was found shot in the chest, later died at the hospital. the second deadly shooting happened in the bay view just after 11:00 yesterday morning. police say a man was shot in the area of third and oakdale streets. died at the hospital as well. so far police say they have no suspects in either case. in the east bay a man is dead, another in the hospital after shooting an apartment complex in antioch. several neighbors called police about 7:45 new year's eve night after shots happened at the delta pine apartments on sick more drive. when officers arrived they found a 20-year-old man injured and a 56-year-old man dead. a neighbor says they saw the aftermath firsthand. >> several gunshots going off. we opened the door to tell them

to get out of here because we have little kids inside. blood all over the floor. and we slammed the door and everybody hit the floor and called the police. >> it gas have not yet released the suspect description or the identity of the victim. the north bay man recovering after he was shot in the chest but with a flare gun. police say it happened yesterday afternoon in sausalito and near the laundromat on bridgeway. he and the shooter, 50-year-old brian hagan, got into a fight. hagan pulled out a flare gun and shot the victim. the victim said the fight started from an argument they had earlier that day. they found hagan at a marina nearby and he was arrested. coming up, the rain is coming down. but for how long? kari has a look at the forecast. >> we will see the rain off and on. it's chilly out there. temperatures only in the 40s. even some 30s. we'll continue to see these scattered showers moving through. we'll take a closer look at this and the forecast for the first week of 2017 coming up.

and we're looking over here. wet roads. damp roads maybe where you are. but we do have slick conditions for some of your drives near the bay bridge toll plaza and talk about what's going on delaying the b.a.r.t. rail. plus, a car break-in with possibly deadly consequences. the danger side on this thief made off with that has police concerned.

it is 4:40 as we look outside at san jose. we have light rain coming down and some chilly temperatures as you head out the door in evergreen today. our high only at about 50 degrees and mostly cloudy skies. some showers moving through, especially this afternoon. we'll take a look ahead to a soggy start to 2017. that's coming up in about five minutes. quick look we're getting more delay reported from the b.a.r.t. system. we're trying to sort what's going on. one report of a power issue, another saying there's no problem. 20 minute delays possible and modified schedule for other trans sit agencies. a dangerous and troubling theft in santa cruz. police looking for a man caught on this surveillance camera. he is stealing a bag of guns out of a car. it happened monday. police say the man broke the

window of this jeep parked on the side of the road, pulled out the duffel bag. that bag had four guns along with several different types of ammunition. apparently some airline passengers not getting the message when it comes to flying with guns. you're not supposed to do that. >> right. >> tsa confiscated a record number of gunsz in carry-on bags in 2016. but over the past year they've also had to take away really unusual items. >> pretty amazing people keep trying it. tsa put together a list of the weird estebaned items ats saw in 2016. like this. it's a jar of deaden dangered sea horses that a passenger tried to board with in detroit. or how about this? a replica of a bobbed wire wrapped used in the show "the walking dead." this was found in the atlanta airport. >> strangest of all and beyond a sea horse, the tsa had to take away a mannequin corpse. it was a prop for a movie. you're not allowed to take pretend dead things or apparently sea horses. >> yeah.

onner's holiday. it was a good one? >> it was. >> no complaints? >> no. >> except being back at work today. >> we like work. >> it's. different when you have something to do. >> i have a lot to do this week. we're going to be tracking rain and sierra snow all week long and it's cold, too. as you head out you not only have to bundle up but you have to grab the umbrella. packing a lot of stuff around today. here's a live look at the golden gate bridge. it's still wet. there's one car rolling across. it's not that busy out there. it's 45 degrees and a high today, 50 degrees. so, yes, pretty wet as we start out the new year. 44 degrees right now in the peninsula. and the south bay in the tri-valley also chilly. we're right above freezing in the north bay. we're watching for the potential of snow below -- above 2,000 feet. seeing a couple of spotty light rain and snow showers in parts of the north bay and around some of the hilltops in the higher elevations. as we head down the peninsula in

san mateo some light rain on the roads there. also extending over toward oakland and berkeley and emeryville. and then as you go toward concord we have heavier rain pouring at this point. it looks like right now it's snowing on mt. diablo as well. so of those peaks once again seeing some rain and then snow again on mt. hamilton as we head over toward the east bay and south bay. we will continue to see a lot more rain today. kind of concentrated over the north bay. and it will be cool with temperatures only reaching the 40s and 50s today. once again, those snow levels dropping to near 2,000 feet. mostly in the north bay but that will also be the case on mt. hamilton and possibly mt. diablo as well. as we go into this evening, the rain gets a little bit heavier for the north bay. it will be a chilly rain once again. we will all have a chance of some of those scattered showers moving through both today and tomorrow. and then as we go through the week the rain becomes quite heavy and we have the potential of at least getting two inches

of rain throughout this week. now, as we get rain, the sierra will be getting snow. look at how much we could get as we go through this week. up to possibly a few feet of snow within the next several days. so something we'll be watching with several storm systems moving through. here in san francisco we are up to 50 degrees today. some scattered showers. also some off and on rain. we will see our only break between late thursday and friday when we get sunshine and the rain gets heavier with the stronger storm system this weekend. looking at those temperatures to stay mild and close to average for this time of year. now as we head over to mike looks like some flooded roadways in redwood city. >> it's not because of the rain we're talking about. it's right behind me. we have our photographer matt on scene. presumably clearing a drain. this is called roosevelt avenue. el camino itself is open. show you what's going on.

water main break presumably broke. clearly on scene there. roosevelt avenue just off of el camino is the roadway effected in redwood city. let's get you to the map and show you what we're talking about. overall trk, groo ten, pink and white. ice and snow over mt. hamilton like kari is talking about, don't try to go to the top of that to see the snow. they will usually close it there, meaning law enforcement, chp and local law enforcement. water main break off of el cami camino. it is open and that's north of woodside. major roadways are okay through redwood city. that's a good drive along the peninsula. no major delays. over here we do have a 20-minute delay reported by the b.a.r.t. system. at least one saying possible 20-minute delay at of daly city because of power issues but pg&e says there's no delays from them. the b.a.r.t. police don't know about any problems as well. look at your travel times, approaching the bay bridge is great. the bay bridge is a little bit

boring but we do have slick roadways. i did not know this. up until today you can actually handle your cellphone while driving. today don't think about touching it. new laws in effect. that includes going completely hands free behind the wheel. >> just put it in the trunk. mike has a look at what along with what other changes you can expect. >> reporter: the california highway patrol is keeping a close eye on what you're doing behind the wheel. to make sure no one handles their cellphone while driving. it's the new law. basically says one tap, one swipe. >> reporter: starting today cellphones must be mounted to the car windshield or dashboard to prevent distracted driving. >> it is more prevalent than we like. distracted driving kills people. >> reporter: there were 1.6 million crashes on u.s. roads last year caused by drivers using cellphones or texting while behind the wheel. according to the national safety counsel. driving with a phone in your

hands is something that many people say they see frequently. >> all the time. >> yeah? >> i actually just saw last night on the way home from work at like around 3:00 in the morning. >> reporter: the new law means that $20 fine the first time you're caught with a cellphone in your hands. $50 for the second offense. >> it's a good idea to keep people from crashing. >> reporter: in other laws minimum wage workers are getting a 50 cent raise starting today to $10.50 an hour with businesses with 26 or more employees. gun laws are changing, too. anyone owning magazines that hold more than ten rounds are required to give them up and ammunition buyers must pass a background check before they can reload on new supplies. and epipens are now more widely available for people experiencing life-threatening allergic reactions. colleges and private businesses can now stock them if they have a plan in place for using them.

and some new protections for children involved in human trafficking. young kids under 18 can no longer be charged with prostitution. instead, they are considered victims instead of criminals. >> more changes this morning starting this week violators will have to dig deeper for illegally parking in b.a.r.t. parking lots. the fine jumps to 55 bucks. for anybody who parks in a daily spot without paying, $20 increase. if you're caught parking in a space that requires a permit, now that's 75 bucks for repeat ander, five or more citations in the same year will cost you an additional $100. b.a.r.t. trains today still operating on a holiday schedule. the first baby of 2017 in the bay area will not be in the bay area for very long. >> no, wrapping up that baby and going because the home is camp pendleton in san diego. leslie anded win moreno were in san jose for the holiday visiting families so about two

hours into their drive back homelessly started having contractions so they turned around. grace emily moreno was born at 12 seconds after midnight in san jose. her parents couldn't be happier. >> we wanted to actually have her before the new year's, you know, but it actually feels amazing to have her on new year's. it was a great surprise. well, for me, everybody was cheering at the end and i was like, oh, my gosh, it's finally over with. >> she looks great for a new mom. turns out the doctor who delivered grace delivered her father at the very same hospital 22 years ago. grace is the family's third child. she came into the world at 20 inches long, 6 pounds, 11 ounces. rosy cheeks and all. coming up, a slow speed chase in southern california. the reason police are following a driver who was barely going over the speed limit, crawling. >> first, happening now, the san diego twins, twins in san diego that were born minutes within each other will have a unique difference. one born in the final minutes of

welcome back. the search continues for a plane that disappeared over the great lakes. that plane vanished late thursday near cleveland over lake erie. authorities say debris has been washing ashore near where the plane took off. one of the items is a bag that may have belonged to the pilot. a fellow named john fleming. there were six people onboard, the fleming family and two of their neighbors. it's 4:55. father and son among the dead

after dramatic midair crash in texas saturday. >> man, a plane crashed. holy smokes. >> the ntsb says both pilots were flying under what is called visual flight rules and were not in contact with any control tower. after leafing the arrow county airport. it happened in mckinney, texas, just 30 minutes north of dallas. >> one of them came pretty much straight down. the other one had a little control but he was coming down. there was no stopping it. >> a third victim has not been identified. 4:56. a driver tried to out run a chp officer in southern california new year's day. didn't go very fast or very far. you're looking at a slow speed chase. happened south of los angeles. this was yesterday. top speed is about 35 miles an hour. so officers used spike strips to stop the driver who pulled over on the freeway and gave himself up. now, reportedly sheriff's deputies were trying to arrest him for assaulting a police officer about a week ago. 4:56 right now.

kari. >> good morning and happy new year. enjoying the rain coming down. it's also very chilly out there. so we're dealing with cold weather, some rain, and it's been pretty scattered to start out. but you may walk out the door you see everything is wet. so we will see several rounds of this rain moving in. we are seeing some of the rain moving across san francisco over towards the east bay and parts of the peninsula as well. let's look at the north bay, too. some low snow, even some high elevation snow. here's mount st. helena and mt. diablo and hamiltohamilton. we'll take a look at all of this coming up. mike has a delay for the b.a.r.t. riders. >> and the rails. photographer matt is live with this shot. this is a fire high drabt. apparently there's a water main near that fire hydrant in redwood city. live video -- real live shot from
