area. parts of the south bay in the rain shadow. that will fill in the rest of the day with the next round of heavier rain moving in. we get a closer look at parts of the peninsula toward the east bay. we have seen rainfall right now a tenth of an inch as far as rain accumulation so far this morning. there may be standing water on the roadways. let's head over to multiple ways of getting to work. >> we still have is the road weather index indicating they are on the surface. a little bit of a break drying

roads are still wet but not coming down as hard as it was. workers trying to get on the morning commute on 101, which has been heavy for a regular tuesday morning. 30 minutes ago the rain was much heavier as kari hall has been forecasting. make sure your windshield wipers are fresh and they are working. you are going to need thofrpis morning. i was just talking to go a lady gassing up at a gas station behind the camera position here. she tells us she will drive more carefully. i said how are you going to do that? she had she will watch her speeds and other drivers as well. in millbrae, bob redell, today in the bay.

still a lot of snow. traffic i-80 was bumper to bumper most of the day yesterday. this is 80 at soda. chains, a probably don't have to tell you. it's required right now. coming up at 6:15 this morning, a live report to show you some of the current conditions there and all the great snow that has been falling. another great source is our nbc bay area app. it is free for iphone and android devices. >> 6:04. new this morning. new video out of san francisco. fire investigators trying to figure out who set fire to a homeless encampment. burn marks can be seen on the wall of that church on south van ness and 18th street. a homeless vet tells nbc bay area he believes he was targeted overnight. he said some of his possessions were lit on fire on purpose. nobody was hurt.

a flight from sydney, australia takes a turn as he starts making homophobic remarks. a san francisco couple shooting video on their phones. it ended with a stop in new zealand and 24-hour delay. united airlines says the captain decided to ultimately turn the plane around because the pattern refused to follow instructions. they arrested the 42-year-old man. they say they are not filing criminal charges. the other 250 plus passengers on board that flight were put up in hotels and finally land at is sfo. an international manhunt continues for the man responsible for an attack in

will discuss traffic closures for the next round of improvement. >> nearly two years after it happened, the couple at the center of a kidnapping once called a hoax by police have something to do about the ordeal. matthew muller pleaded guilty to kidnapping denise huskins. the couple says it is continuing to be harassed despite a guilty plea. huskins are showing some of the nasty messages they are continue to go receive on social media. we blurred out this particular post because of crude language. she said all i did was survive and i was criminalized for it. >> the search is on for a man accused of burglarizing a santa rosa elementary school. police released it of the man they are looking for. they say friday night the man walked into an unlocked

>> brian hickey showing us the current conditions. we can see behind you that it is snowing right now. >> yeah. the snow survey next week. it will be far different in the sierra. the alta exit. it is is getting ready to break down. they have moved it back to colfax. 2,500 feet. it will give you an idea how the snow is falling along 280. it was a very rough drive for holiday travelers i should say trying to get home last night. in some cases hours it took to get from trucky to the roseville area with the storm that continued to bear down. this morning more snow. we are expecting it throughout the day. we're at about 3,500 feet. a foot and a half of snow on the

ground here. great news for the sierra. great news for the water situation. now we are weird about the next storm over the weekend, which promises to be the next. for now, it is all about drivers trying to get of the pass on 80. >> a lot of patience out there. thank you very much. i have a girlfriend who came from trucky to roseville, seven hours. >> seven hours. seven hours. >> hopefully not too many kids in the back seat or a podcast to get you through that. rain mixed with plunging temperatures created this rare sight. snow. it created slick roads on top of

the mountains. >> it will be really great to see. also great to see the rain in the bay area. there's going to be a lot of it. let me talk about what to expect as we go into the next couple of days. the snow starting to move up in elevation. 41 degrees with the rain coming down. we will see warmer temperatures throughout the day. and now some of that rain take thing a break in some spots, especially along the coast. still light showers coming down. and we see this rain how widespread it is. around south lake tahoe, some of the heavier snow coming down. only about a 10th of an inch for spots in the north bay. 0.3 around san rafael.

anywhere from and .01 and a quarter inch. for the east bay, about a quarter inch of rain in spots like lafayette. now with the next round of rain moving, we see the bright reds and yellows here. here's heavier rain moving through. it will be off and on. even tonight before early tomorrow morning. it still will be wet at times through tomorrow afternoon but not as heavy as the rain we will see today. then a break before the next round of rain moves in. so the next round will move in saturday. it looks like a pretty soggy

weekend with the potential of strong winds and heavy rain for both the bay area and the sierra as well. here's a look at how much rain we can see with this first round. two inches of rain. then a lot more this weekend. we'll keep you up to date on on that flooding potential all over the bay area. mike, how is it looking for the commute so far? >> remember, it's a tuesday. we do have a commute which is different than last tuesday where there was almost none. the backup is there. i want to show you that we are getting a little bit of a break. the green highlighting says it will be wet on the roadways. that is our traffic and weather data tied together. hayward, 880 as well. concord and walnut creek. same thing for the east shore freeway heading towards the bay bridge. no real drama. i want to show you the toll plaza camera.

>> good morning. back in the summer of 2015, cynthia danly said she paid $348 and signed up daughter courtney for a softball camp through college coaches skills camp. but a few weeks before camp started, courtney dislocated her shoulder. that meant she had to go to the doctor, and the doctor said she would be out four to six weeks. translation, no champ. cynthia contacted the camp, and it said it doesn't give refunds. sure enough, that is on the camp's website. but the camp said it would give her a credit for a future camp. so she circled back this fall but there weren't any camps in northern california. she said she tried again this past summer. again, nothing in the area. cynthia is thinking a refund is fair because the camp is not available and the camp still says number we reached out and it issued cynthia a refund. it says it was deciding to

morning and early afternoon. we are going to see quite a bit of rain in the next 24 to 36 hours. and looking now at some of the heavier rain shifting inland. light rain left behind and standing water on the roadways as a lot of people go back to work, kids going back to school in some spots. and we will have a soggy morning. at least temperatures are milder. a closer look at san francisco. mostly light rain. no major concerns here. a little bit of heavier rain 680 to san ramon. let's see what's happening in the tri-valley on the roads. we have commuters as opposed to yesterday. the patterns you do see on your typical ones. remember, this is tuesday. this is very is, very late for a tuesday. restoring traffic throw because some folks have come back to

school. it will kick in 7:30 in the south bay as well. we're looking to 680. the same thing through pleasanton. the rain kicking up. folks taking the off-ramp. it can be slow on the ramps. stopping may be a factor as well. i want to show you san mateo bridge, westbound. this is your commute. a lot more traffic. i saw a tow truck got into traffic, it went across the bridge. i was worried about a problem. it looked like they cleared any suspicion. eastbound bob redell. bob has been out there.

what's it been like? >> 88, oakland, is sf, 101, san mateo, now heading into hayward. most drivers doing a good job of watching their and the distance in front of them. a little bit of a lull. a heavy drizzle. we had seen it earlier where it was coming down a lot heavier. definitely heavy rain. wet out there this morning. you do want to watch your speeds. the speed limits as the conditions permit. it is not necessarily 65 all the time. we just want to keep your eyes out there on the road. of course make sure your windshield wipers are working. sit coming down quite heavily.

>> that's right. the court says it is is about jury selection. although the last time all these folks were together the judge told the attorneys to have their opening statements ready. and that's when things seemed to heat up in the courtroom. jury seating started back in october. they answered 178 questions ranging on their opinions about the death penalty and whether they have been victims of crime. >> everybody knows about the case but are they coming into it with the deck stacked against garcia-torres. >> nbc bay area is in the courtroom. the trial could lost up to six months. and there was an audible gasp. our cameras will not be allowed in for today's hearing. however, reporters will be

inside. kris sanchez, today in the bay. thank you very much. we'll continue to follow that. good news and bad news for muni riders. muni collisions occurred aft year 6.6 for every 100,000 miles, the highest rate in four years. however, on-time performance improved to just under 60%. in 2015, it was closer to 55%. muni targets 85% on-time performance. congress getting to work in washington with the gop in control of the house and senate and soon to be the white house. >> the gop says getting rid of the affordable care act is at the top of their agenda.

>> health care is the number one priority for the republican leadership here. just this morning president-elect donald trump tweeted that it is klausy health care. now they begin the process of repealing and replacing the affordable care act. >> regulations are coming off. we are getting rid of obama care. >> but how? republican leaders headed back to capitol hill still have no plan for how to replace obama care. >> he will replace it with something great and wonderful. that's the extent of his plan. >> president obama heads to capitol hill wednesday for a strategy session on how to keep the affordable care act, any change to the nation's health insurance program could take

years. >> republicans are torn as to how long to delay their appeal. >> new congress may investigate russian hacking influencing the election. >> president-elect trump promises to reveal new information week as the incoming press secretary says. >> it raises the questions whether actions are more political than diplomatic. house republicans voted to give themselves oversight of the ethics office that investigates misconduct. and that's where democrats say there is a problem. if there is a lawmaker accused of wrongdoing on capitol hill, it will be the politicians not the investigators whether or if any of that is released.

6:39. one of the main sources of water is being cut off two months. the pipeline out of the hetch hetchy will be cut off. a tunnel is at risk of collapsing. the closure will last 60 days, the longest shutdown since the 1980s. san francisco and palo alto get the majority of their water from that reservoir. it shows you how the one pipe connects with the rest of the bay. for the next two months, those areas will be pulling water from local reservoirs to keep up with demand. you may notice changes in the way your tap water tastes and smells. now back to storm coverage. we are in a micro climate weather alert. >> mostly light rain.

the toll plaza is filled and slowing for the east bay hot spots. they are kind of warm right now. 6:45 right now. airports across the country getting back to business as usual after a tough night. you can see the lines here at the miami international airport. they kept going on and on because of a computer outage at customs and border inspection. it caused backlogs. passengers had no chance but to wait while passengers were processed all by hand. >> it was a very long line. they were working like crazy trying to get them through. >> some people were delayed as much as five hours. in miami, more than 30 international flights were affected. at least two people actually passed out while waiting in

through. we will once again have slick roads and some rounds of this moving through not only this morning but the afternoon as well. if you're planning to head on over to the see air, look how much snow is coming down. yesterday we have low snow. it is very heavy. once we see it transition from rain to snow. some of the heaviest rain moving across the east bay to the tri-valley. our temperatures warm up, we're getting a boost in moisture. the heaviest rain moves in right after lunchtime especially in the north bay, san francisco, walnut creek. the south bay still may be missing out on a lot of rain throughout the day. this evening we'll have a better chance of getting measure rain. tonight we start to see some showers tapering off.

another round of rain between saturday and sunday. that's when we have the concern of flooding. here's the reason why. with the first round of rain rg the potential of two inches of rain all across the bay area. the next dose of showers, we could total nine inches of rain in the santa cruz mountains and seven inches in the south bay towards concord. looking at the seven-day forecast for this week, the only break will be friday with temperatures reaching the 50s for the inland areas. we have more computers on the road. the san rafael shot through the s curve. that's the portion of 101 i want to show you. we had the earlier crash around whipple avenue. we now see recovery for the

here are the top stories on nbc bay area. the trial of the man accused of murdering morgan hill teenager sierra lamar is due in court today. antonin garcia-torres is accused of murdering her and hiding her body, which has never been found. he was linked to her disappearance through dna tests. the 115th congress convenes officially today. the house will vote to elect the speaker of the house. it is expected of course paul ryan will be re-elected. nancy pelosi is expected to lead the democratic vote. members will be sworn in by the newly elected speaker. pamela harris will be sworn in as our new senator later this morning. >> investigators in san francisco are trying to figure out who set fire to a homeless encampment that denged an adjacent church in the mission
