with these duelling meetings on capitol hill. holding those morning sessions to rally their troops in different ways over the health care law. all of it happening on day two of the new session after day one was dominated by a flip flop on an ethics office, one that stole the spotlight. duelling meetings on capitol hill, setting up a show down politically. president obama and vice president-elect mike pence, one voting to protect the health care law the other trying to tear it down. >> we declared that health care in america is a privilege not for the few but a right to everybody. our uninsured rate is at the lowest levels on record. >> reporter: a strategy session to explain how a pr push of the popular parts of the law could put the public on democrats side. administration officials calling repeal and replace, bait and

trump fired off on tuesday. he also took on the u.s. intelligence community and the auto industry. nbc kristen welker is at trump tower with more on that. good morning. >> reporter: hi, katie. good morning to you. president-elect donald trump has been at odds with the intelligence community for weeks but his latest tweets may be inflaming the situation even more. and that's just one of the twitter battles he's picked this week. president-elect donald trump may be opening up an even larger rift with the very intelligence agencies he's about to lead tweeting overnight the intelligence briefing on so-called russian hacking was delayed until friday. perhaps more time needed to build a case. very strange. an intelligence official tells nbc news the meeting was always scheduled for friday and called trump's tweet dis turning. questioning that russia meddled in the election.

big day, the day they had the whole ball of wax, the house, the senate, soon to be the white house. instead of a victory lap, they're forced to reverse course on this ethics office. it's a big fumble. who's to blame? >> well, it's a stumble. i don't think it's a fumble. they can move on if they learn the lessons. they have to understand the biggest message of this election people don't want business as usual in washington. they don't want politicians getting special treatment. the decisions they made to change the rule was absurd. it was reversed for a range of reasons including constituents and donald trump teaming up to tell them no way. if they learn the lesson there won't be any lingering cost. >> paul ryan didn't like the idea but house members said yeah, okay, thanks but when donald trump said he didn't like it and basically everything changed. so is this a sign of things to come of the dynamics between paul ryan and president-elect trump? is he going to be saying to congress jump and they're going to be asking how high?

>> i mean t, it's interesting nothing gets anyone attention than winning an election everyone thought you would use. paul ryan was communicating in every way possible. he thought donald trump was a sure loser. so there is he telling house republicans my political instincts are telling you this is a bad thing to do. his political instincts were validated in the grandest way. his arguments was strategic. it was bad tolpolitics. >> obamacare is front and center today. president obama going to capitol hill. does he have anything to gain by doing this in a republican controlled congress in is this a pr move? is he speaking to the american people? >> this is a debate the country is going to have. on the one side democrats will say you may not like everything about the law but a lot of you have health care. >> 20 million people. >> keep it in place.

the republicans are going to say for six years in every election we've run against this law, we can do a better job. the debate today on capitol hill will get a lot of attention but it's going to play out over months as both sides try to make the other do you want the crept law or do you want something different? republicans are obligated to try something different because they've told voters -- >> they own the issue now. let's talk about donald trump and the intelligence community. here he goes. he tweets last night the intelligence briefing on so-called russian hacking was delayed until friday. perhaps more time needed to build a case. very strange. you don't have to read between the lines there. he's saying that the intelligence briefers are cooking the books, that they're part of some vast intelligence conspiracy, pardon the pun. what is possibly to gain by this 16 days before you take the oath of office? >> i think it's two things here. first of all this is donald trump. he clearly sees the coverage of this. he sees the persistence. he sees it as his opponents in

the democratic party trying to take something and play it up and saying trump didn't really win the election. in terms of what he's tapping into and why he may be getting away with this, donald trump campaigned capitalized on people not trusting major institutions. that includes the intelligence community. >> when he says these things like i know more than anybody else about something or i know more about isis than the generals or, does he understand how much scrutiny every word he says is going to receive once he takes that oath? >> or the impact the words has. >> he understands but he's never paid a real price for it because he won the white house. when he's president of the united states and he makes these types of claims, i think there will be a different standard and i think he will have to learn a different lesson. you can't make claims as president of the united states that don't holdup. >> maybe he'll step away from the twitter. >> oh, no, he won't do that. but he might think twice before he hits send. >> mark, steve, thanks very much.

>> let's move on. there's new information this morning on the deadly terror attack at an istanbul nightclub. officials in turkey have now identified the gunman who killed 39 people during a new year's celebration. he has not been publicly named and is still at large. meantime police have detained five alleged isis members in connection with that attack. isis has claimed responsibility for the shooting which also wounded nearly 70 people. >> meanwhile here at home a north carolina officer is on administrative leave today about video showed him slamming a female high school student to the ground. this morning we're hearing from that girl as well as her mom. kerry sanders has the latest on that. >> reporter: good morning. the video of a school resource officer body slamming a 15-year-old female student here is the talk of this small town as well as at the school. this 15-year-old's mother says that she's now hiring an attorney to bring charges she says against the police officer

as well as school officials. this morning 15-year-old jazz min darwin the high school student being slammed is speaking out. >> when i watched the voorkside get angry. you did not have to slam me like that. >> darwin was taken to the hospital tuesday night. her mother says she suffered a concussion, a bruised wrist and other injuries. >> i am upset, angry. he could have killed my daughter. >> reporter: but the nine-second cell phone video does not tell the where stale. she says the incident started when she saw her older sister fighting and tried to break it up. this video shows that fight. the officer involved has been at the school for four years. he could not be reached for comment but is now on paid administrative leave which is department policy. social media exploded when the

video was released. this is vile. this is not okay. no reason to body slam a girl. also people don't have the concepts of working in public schools. similar incidents have gone viral. this confrontation between a resource officer and a student in south carolina a year ago. that officer was fired but no charges against him. and last april in texas this 12-year-old girl body slammed to the ground by an officer. he was also fired. the principal of roseville high sent an audio message. >> i know many of you are deeply concerned about what you saw in the video. >> police chief is asking the community for patience. >> we will work to review any and all pertinent information so that we can provide an accurate account of the events. >> reporter: but harrison isn't sending either of her daughters back to that school. >> the school is supposed to

protect children when they go to school. my child was not protected. >> reporter: jasmine's other says her daughter has an appointment scheduled with a neurologist later today. >> sentence beginning today for the 22-year-old convicted of killing nine people at a h historic church. roof is representing himself. he said he plans to call no witnesses or introduce any evidence. >> seven crew members were hospitalized tuesday after complaining about toxic fumes on an american airlines flight from charlotte to orlando. they said they developed headaches after smelling an odor in the cabin. the airline inspected the plane but did not fine the source of the fumes. all the crew members have been released from the hospital. >> rocker has cozied up to us at

drizzle at this point and we'll continue to see the rain off and on throughout the day but not the intense rainfall we saw yesterday. still showers over towards san jose with light rain moving in that may cause standing water on the roadways. into the 9:00 hour, many more commuters get on the roadway, hit or miss rainfall throughout the day and picking up in the north bay throughout this afternoon. let's see what's happening on the roadway with vianey. >> the wet roadways are causing delays on the bridges. about 14 minutes westbound 92, san mateo bridge 30. there is a high wind advisory for the dunbarton bridge and southbound to 125 is 25 minutes. highway 101 about 26 minutes.

during a news conference the mayor said at least 76 people sustained injuries. >> and a scary moment at a utah ski resort. a young boy had to be rescued after he was left dangling from a chair lift. he was skiing with friends when the care lift stagged his backpack and pulled him into the area. they used a ladder to climb up and pull the boy to safety. this is actually the second time in the past two weeks that a skier's backpack has been caught on a chair lift at the sundance mountain resort. >> i ski all the time with my kids and i worry about things like that. there are report this is morning that charles manson is out of prison and in a california hospital. what can you tell us? >> reporter: good morning. there are reports this morning that 82-year-old charles manson

a toddler coming to his twin brother's rescue after dresser fell on top of him. miguel has more on that story. >> reporter: good morning. at first parents were apprehensive about releasing the video, especially for them it is so difficult to watch, but they hope other parents can take away a valuable lesson, one that could save a life. >> they were doing what toddlers do. the twins climbing a bedroom dresser when it comes crashing down. little brock pinned beneath the heavy furniture, his brother hearing the cry for help, but their parents who say they were upstairs had no idea what had just happened. >> we did have a really close call. >> trapped for nearly two minutes, bodey tries to lift the 155 found dresser off his brother somehow something to push it off his tiny body, brock shaken but incredibly not seriously hurt. >> that was crazy. we are lucky.

york, between now and friday. then out west we've got an atmospheric river coming on in from the pacific. already there are flash flood watches out. san francisco, they're reporting the 101 under water. big delays right now at san francisco airport so we'll be watching that. all this rain coming in, central and southern california. feet of snow for the sierra. the good news is, it is helping with their drough good morning, i'm meteorologist kari hall. some light showers moving through. we had the heavier rain earlier this morning and still tracking some steady showers for the north bay. as you head out, the roads are wet and also looking at some more of this light activity throughout the day and in san francisco expect a high of 52 degrees, 50 degrees tomorrow. a little bit of a break to prepare for the next system moving in, which is to arrive on saturday and stormy conditions on sunday.

first cooking segment i did on the "today" show. back on july 2nd, 1990. yikes. take a look. >> as a child, i enjoyed watching cooking shows. julia child was a great influence, inspired me to go on and do it later on in life. i went to cooking school. >> you don't try to talk like her though? >> not at all. >> no, you don't. >> the cheddar soup is something we do. to take a soup which is -- looks -- you might think it is heavy like a chowder, and make it a light dish, is a challenge. >> this is better than velveeta? >> we don't want to get into that. >> okay. >> i like velveeta. more than 26 years later, one of my favorite people, michael, is back with an updated recipe. he is the chef and owner of porterhouse bar and grill here in new york city. hi, michael. nice to see you. >> nice to see you. >> give me some sugar. i'm excited to cook with you today because that was 26 years ago. now, you have a version of the recipe but it is much lighter and healthier, correct? >> i would say -- >> a little bit.

>> yes to all those things but also natural. great, fresh ingredients. that's the most important thing. we learned that counting calories is important, but whole, natural ingredients are the best thing. so the corn chowder begins with corn. you may not find fresh ears of corn, but you can use frozen ears of corn. the reason why i like the whole corn is because the corn -- and we're going to grill them in a grill pan. >> right. so you don't have to steam them or do anything, you can grill them just right on the pan and they'll be cooked enough? >> they'll go in the chowder at the end and cook more. you can broil these. just to get the char, the flavor, the smoky flavor. the thing about the corn is that the cob, the cob is important to -- and just cutting the corn, the grilled corn off the cob. the cob itself adds great flavor and also adds a creaminess to the dish. we just love our corn chowder any time of year for that

reason. >> i love corn chowder, too. >> you can add chilies to this. >> a healthy dose of bacon, good for any healthy dish. i love bacon so much. it's an addiction. i have a problem. >> there are so many great bacons. there's a group for that now, you know. >> bacon anonymous. >> there is. the bacon adds great flavor. i just browned it, and i'm going to put vegetables in here. some onion, celery. actually, there is a little bit of butter to go in here. you know, even joy bauer would say, you know, that the fats are healthy in moderation. >> that's true. they've gotten a bad name, but studies have shown they leave you much more satisfied and you're not hungry between meals if you indulge and have a little fat here and there. >> this dish is a meal in itself. we have our vegetables that are wilted, celery and onion. i'll add cumin for great flavor.

>> yes. i asked her what was in the containers, and there was some gloppy stuff but she had steamed brown rice so together with the end, there's a lot of veggies in the lower shelf. i'm going to put together a one-pan healthy chicken fried rice. so first that lower drawer she had carrots which i chopped and onion i chopped and a little bit of snow peas. i melted one tablespoon of whipped butter for about five minutes and softened them up, moved them over the side, sprayed with a little oil side and this is three whole eggs and egg whites. so everything in one pan. >> three whole eggs and separately three egg whites on top of that. >> yes, because that drives down the calories and the satch rated fat. as the eggs cook up you're going to chop them into pieces and mix everything together. so that's what we did here. the eggs cooked. i mixed it all together.
