"freezing temperatures" for many folks around the bay this morning. a live look from livermore--- where the thermometer is freezing temperatures for many folks around the bay area this morning. there's just one example. a live look in livermore where where it is is hovering around freezing at 4:30. it is is expected to dip lower this morning. storm threats are kicking into high gear with heavy rain expected this weekend. sandbags, and in some cases evacuations are being set into motion. plus, a triple shooting that led to two deaths, and the person responsible reportedly walked in and just started firing, according to witnesses. now an urgent search is on to find him. today in the bay starts now. thank you for joining us at 4:30

on this friday. we will begin with breaking news from owing land where firefighters are on the scene of a three alarm fire. >> we are just getting information in on this right now. it is unfolding in the 3800 harrison street, near oakland avenue and 580 in chinatown. we hear there are rescues under way. pete will update us as soon as he arrives. >> we learned there were rescues under way. >> in the meantime, we're talking about the cold, frigid temperatures. and anim pending storm. >> we have a lot to talk about here. we start out with freezing temperatures in most of the bay area for the inland areas. clear skies and of course watching the storm that will be on the way. right now it is below freezing

all across the north bay. napa, 30. livermore, just above freezing. there's been spots in the tri-valley below freezing. morgan hill, 30 degrees. frosty conditions for some of the inner bay areas, including around san francisco. we have to deal with freezing temperatures below 32 degrees until 9:00 in the morning. we'll talk more about this. we'll talk about that storm can coming in. and it will bring in very heavy rain starting early tomorrow morning. >> let's give you a little more back ground. our top story is the upcoming rainstorm. >> two places dealing with very frosty temperatures this morning. that's nothing compared to what we're going to be dealing with really this weekend. rain, possible power outages,

even flooding. one local rv park evacuating ahead of the storm. the recent rain is filling up local reservoirs. that's the good news. for the ones that are full, the storms are creating new problems. campers at the thousand trails rv park are being evacuated due to potential flooding. >> it is better to be safe than sorry. >> better to be safe than sorry. >> they told us to be ready to leave. so i have been packing up all day long. >> better to be safe than sorry. we heard it there. the rv park set to close can at 5:00. the only area being forced to evacuate. everyone nearby also needs to be on alert. >> so that's the look for morgan hill. just about every part of the bay area there are flood concerns on out of the storm. there are many options available

is to you as you prepare yourself. contra costa are offering sandbags. in marin, more than a dozen of them. some put a limit on the number you can fill. generally the advice is to contact the city where you lives to find out where to go. you can access doppler radar and get a detailed forecast for your specific community. a deadly start to 2017. the search for a killer continues this morning after three people are shot inside a san jose restaurant. >> live from the tack ria where this all happened. witnesses describe this as a chaotic sequence of events. good morning. >> good morning, sam and laura. investigators were here until 3:00 checking out the scene. there is still an employee here. he was told by the boss to come on in and clean up the scene.

no word yet if they're going to reopen for today. he is cleaning up after the scene. police got the call about 8:00 last night. they were responding to shots fired. they found three men shot. two died at the scene. one is at a local hospital in stable condition. a source tells us one of the victims was sitting and eating when he was shot. another was shot while trying to run away. witnesses say it was a chaotic scene. >> all of a sudden the guy came in saying they're shooting outside. he was holding his baby. he was panicking. there was a body laying inside the store. >> the identities of the victims have not been released. the suspects fled in a vehicle. back here live, police are still

looking into a motive in this triple shooting. sharon katsuda, today in the bay. >> news out of oakland this morning. a neighbor of a three-alarm fire that is burning. >> that's the tweet in the middle of the screen. i just woke up to children saving. help save me. the house across the street is burning. help now. this is a three-alarm fire in oakland, the other side of 580 not far away from lake merritt. high concerns here. we are continuing to follow that with a crew on the way. >> in the face of the fire, we hear there are rescues right now. we are gathering information right now in our newsroom as well. we will bring you the very latest as it comes to us. also going on, freeze

good friday morning. it is 4:40. we are preparing for an incoming storm with freezing temperatures this morning. scattered rain moving in tonight and all day tomorrow. sunday, we expect the flooding threat to rise as the rain continues to fall and get heavier with winds gusting 40 to 50 miles per hour. our mobile doppler radar will be powering up and scanning around the bay area. we'll talk about this coming up in the microclimate forecast. and we continue to follow breaking news out of oakland. this is a location of what has been reported as an apartment

there. it is an ongoing maintenance situation. >> we don't want it all at once. we don't want the flooding threat. it would be nice if it was nice and steady throughout the winter. doesn't look to be that way with a big storm moving in. as you prepare this morning, as you head out, we are we are now in the low 30s for the tri-valley, peninsula, and south bay. frosty conditions. 39 in san francisco in the east bay. north bay below freezing at 28 degrees. once again, we have been keeping an eye on the incoming storm. mobile doppler radar giving us an hd view of what's happening around the bay area as far as the rain droplets coming out of the clouds. as of right now it is is all clear. it does give us a better detail and improves storm accuracy and fills in the radar coverage. wr the only ones with this. it can-can even pick up on the

type of precipitation, falling out of the clouds. we will put that in action this weekend. our temperatures step out the door. it is very chilly. 34 in livermore and san jose. here's a look at the clouds starting to reach a little bit closer into is the bay area. as that moves in, we will see an increase in cloud cover today. by 10:30, we will start to see some of the showers moving in. it will be raining all night long and tomorrow with pockets of heavier rain. we are expecting the brunt to hit us on sunday with stronger winds. even saturday night we see bright colors here. we start to see a little bit of energy moving in throughout the day on sunday. even on monday, we still see rainfalling down as the rain gets heavier, we will see some of the rain mixing with the snow in the sierra and quite a bit of that rain falling through the sky. seeing flooding conditions not

only here but farther east. here's a look at the current computer model and how much rain it shows for parts of the bay area. pretty good swath of four inches of rain. that will be true in the santa cruz mountains where the lift gives a little more amount of rain is and may add to the rainfall totals. and the wind speed and direction starting out tomorrow evening starts to pick up in the north bay with sustained wind at 30 miles per hour. and then by sunday morning, we'll all have a southerly gust with winds sustained at 45 miles per hour. maybe even higher in the hilltops. then it starts to calm as we go into early monday morning. here's the rivers and the creeks we'll be watching to reach near flood stage. the guadalupe, russian river, uvas and gilroy. it may be rising near flood stage.

but we do expect the russian river to reach flood stage by monday morning. it may be over flooding the banks. let's get an update on what's happening with the roads now with vianey. good morning, kari. san mateo bridge, no major accidents on the road. we do see we are currently on on the way to breaking news we have been following of a building fire near 3800 harrison street near oak land avenue. we do have crews on the way. we will have more details available as they become available to us. we will keep you posted. as of right now, we are looking into the situation. we aren't seeing any major traffic build up in that area. as we head over to the east bay, a quick glance of your drive times. about 10 minutes. it's not affecting anything.

a state senator is proposing a new law following the welcome back, everyone. it is 4:44. the tragedy in oakland might affect the entire state. the state senator is proposing a new law on the deadly warehouse fire. the proposal would ensure artist work spaces are preserved in a safe manner. she said the law would help more than just the artist community. >> it would affect everybody. you have low-income people independent of artists living in places that really are not up to code for habitation. the goal is to make the building upgrades affordable. 36 people were can killed in the "ghost ship" fire last month. it is 4:56 on your friday morning. a group representing landlords
