building fire in oakland. pete is just getting word on what might have caused this. he will bring us a live report. >> a possible officer-involved shooting in a san francisco neighborhood where several streets are closed. what activity our crew just arrived on the scene. we are getting you prepared for the major weekend storm heading right toward the bay area. but first we are talking about black ice on your roadways. vianey seeing some on 580. today in the bay continues right now. we begin with breaking news out of san francisco. police say they have a perimeter set up after a possible officer-involved shooting. we brought you this within our last half hour. our crew is there live to bring you these pictures. >> this is a live look from a command post. it happened at capital and lobos. that is near the ocean view

recreation center. the circumstances that led up to this incident are still unclear. but as you see, heavy police activity. as laura just mentioned a second ago, a perimeter being set up. we want to find out who police might be looking for. we have a reporter heading to the scene to bring us a live report. that's coming up at 6:30. >> breaking news out of the east bay as well we have been bringing you since 4:30. two people have been transported with minor injuries after this fire broke out at an apartment building in oakland. it started in the 3800 block of harrison street. >> we find pete suratos with updates on the investigation. pete, you're getting insight as to what might have caused this fire. good morning. >> reporter: yeah, good morning to you, sam and laura. this may be related to an electric blanket that caught fire on the first floor. i want to show new three-story

apartment complex. obviously there's fire crews here. maybe even residents leaving the building. i'll tell you what we know. they are telling us around 4:12 a.m. is when this fire took place. and also reports of smoke coming from the electric blanket on on the first floor. two people had minor injuries related to this. it is more than likely smoke inhalation. half were damaged as a result of this fire. and the process of determining how many people were inside is still under investigation here. now here is explaining the importance of keeping an eye on space heaters and electric blankets. >> we do let residents know about electric blankets, especially space heaters close to bedding. that's the reason we push for everyone to make sure their smoke detectors work. >> nine people were in the

complex are getting help from red cross. the early reports, at least what they are telling the us right now, this may have been caused by an electric blanket on the first floor. pete suratos for today in the bay. >> thanks for the very latest, pete. >> over to vianey who is monitoring the impact of that fire. are you seeing any fallout there? >> we haven't seen any backup. this is a residential area for the most part. aside from that area they had blocked off for the, we just may see heavy. police and fire on scene. for now it looks like no major delays. you may want to the drive around that area and avoid it if possible. black ice is affecting not one but two areas across the bay area. 580 westbound. we were reporting traffic collisions. it appears there may have been a car that spun on out due to

black ice reported along carroll road. also seeing black ice reported along southbound you and northbound 17 just south of lexington reservoir. and chp now is advising that you avoid that area. they are reporting pretty serious traffic conditions up near that area. you may want to avoid it and don't head up there. kari, we are tracking a big storm this beingend, so this could be a big concern. >> as you head, you can't see the ice on the roadway. make sure you do slow it down and allow extra time. we are dealing with freezing temperatures. san francisco seeing clear skies. we will have more of the freezing temperatures for the inland valleys. frost elsewhere. and scattered rain begins tonight. one last day to prep for the weekend storm. it will rain all day tomorrow and sunday with the flooding threat heightened as it

but when it does you want to be ready. >> if you have any questions about resources, that is a very good place to start. >> public works departments are getting a lot of work. today in san francisco, they are taking a proactive approach to the coming storm. san francisco public utilities commission is ordering the deep cleaning of a lot of the sewer catch basins. you can see crews around the city in high-powered vacuum trucks. >> we should know sometime this afternoon whether people will have to evacuate yosemite park. in 1996 and 1997, water flooded. i know. i was there. they are expected to announce their plans by 1:00 this

afternoon. our nbc bay area app is a great way to track the incoming storm. access our doppler radar and get a detailed forecast for your own community. 6:06, developing overnight, a deadly start to 2017. the search continues this morning after three people are shot inside ape san jose restaurant. they are searching for the killer. two of those people died. >> today in the bay sharon katsuda brings us up to speed on the investigation. as you mentioned, the person responsible still at large. >> reporter: investigators were on the scene until 3:00 this morning. an employee inside is cleaning up after the shooting. here's what happened. police responded at 8:00 last night to shots fired at the taqueria in the 2000 block of story road. a source tells us one of the victims who died was he sitting and eating when he was e shot. another victim was shot while trying to run away, or was shot and tried to get away afterward. the suspects are still on the

loose. >> when officers arrived, they located three victims. each suffering at least one gunshot wound. subsequently thereafter, shortly thereafter, two of the subjects were pronounced deceased at the scene. one victim was transported to a local hospital where he is currently in stable condition. >> the identities of the victims have not been released. the suspects fled in a vehicle. police are trying to determine the motive in this shooting. sharon katsuda, today in the bay. thank you very much for the very latest. bay area leaders will take a major step forward in reducing traffic and congestion in the area. several projects are aimed at improving transit safety. six pilot programs will be introduced. they each smart technology. a news conference is set for 9:00 this morning at the u.n. plaza in san francisco.

speaking of san francisco, leaders there are giving the green light to a transportation project on the busy geary street. this is animation video showing what the $300 million project will look like. a similar line is being built on van ness. the metropolitan transportation agency is expected to vote on on the plan by this summer. this good friday morning. it is 6:09 as you head out, very cold temperatures the. even well below freezing in spots. santa rosa, 27 degrees. livermore, 34. 30 at morgan hill. as go to the rest of the morning, freeze warnings in effect until 9:00. take care of people, pets, and plants as well as we see temperatures dipping below 32 degrees. we're tracking the incoming storm moving in for the weekend.

the rain starts late tonight and heavier in the weekend. the clouds just pointed right at the bay area. so headed our way. in advance of this storm, the national weather service issued a wind warning. winds may gust 50 to 60 miles per hour. rain totals may reach 6 to 10 inches. a lot of rain. we'll talk about the timeline coming. let's head of to vianey tracking black ice and what's happening on the roads and rails. with a number of warnings and watches, black ice already causing an issue on west bound 580. they spotted three accidents. a spinout causing major backup along that area. but black ice southbound and northbound. 17 south of lexington reservoir.

breaking news out of oakland. apartment fire that started at 4:00 this morning may have been started by a furnace instead of what was first reported as an electric blanket. we have reporters on the scene there. we know a couple of people are being treated. people were escorted out of the building as well. updates on both these stories coming up. >> good news now for folks planning on riding the rail transit train. free rides through july 4th. then half price through labor day. train service between airport and san rafael is set to the begin this spring. regular fares kick in september 5th. they voted for a quarter cent sales tax in 2008 to pay for the 72-mile long train. it was scaled back to santa rosa and san rafael because there weren't enough funds.

about avalanches in the sierra. two skiers and two german shepherds were rescued near mount rose yesterday afternoon. a man and woman were skiing near the summit when the avalanche was triggered. they were wearing beacons and properly equipment. they luckily did not suffer any major injuries. the avalanche danger remains high in that area. people are warning to be careful as they head out there. >> as the snow totals continue to pile up and pile up. the next storm system we could be looking at many more feet of snow. >> also up to a foot of rain as well in the sierra. a lot of moisture coming in. it has its targets set on the bay area. as we get a live look outside right now at san francisco. a nice, quiet start to this friday morning. but as you step out, it is very cold. looking at freezing temperatures

for the inland areas. scattered rain starts to move in tonight with rain all day tomorrow. the flooding threat increasing sunday as the heavy rain moves in. winds gusting 40 to 50 miles per hour. we are well below freezing in parts of the north bay, fairfield to santa rosa. patchy fog creating freezing fog and depositing ice on the roadways as you go through the altamonte pass and near the lexington reservoir. morgan hill, 30 degrees. 33 in san jose. the clouds stretching closer as we go into today. the rain moves in tonight. pretty good coverage rain. it will rain off and on all day with the heaviest moving in early sunday morning and continuing throughout the day. on monday, we still see scattered showers. the next storm system on tuesday. so we will not cut off this rain just yet.

and the rainfall totals look like we could see four inches of rain for the area. and the winds starting to increase as we go into afternoon. that's when we will see the winds sustained at 40 to 50 miles per hour. sunday night, all of these areas will be near flood stage. we will be closely watching the russian river, napa, san franciscoquito creek and gilroy. you are tracking some of the ice on the roadways. >> also seeing issues. roadways seeing black ice. that did cause a spinout. if we zoom out, we are seeing the backup. it seems to only get worse. this is the only way if you're driving into the east bay or san francisco area. an hour, hour and a half, two hours.

27 now in the north bay. chilly 38 in san francisco. low to mid 50s. once again, we are tracking a very heavy rainstorm in the forecast for the weekend. that starts later tonight. black ice has been developing on the roadways. >> a quick check of the metering lights. they are on. so you may want to head up now. we are starting to see early backup. a quick look at the traffic maps. freeze warnings and watches are affecting some roadways. especially 580, carroll road where there was black ice. it is recovering from three traffic collisions in that area. we are seeing backup toward 2:05. we are seeing reports of black on ice. chp was reporting dangerous driving conditions on northbound

think caused this. yes. good morning to you. they may have been related to an electric blanket. new information this past half hour that may have been a blanket next to a wall heater. of course it is still under investigation. three-story. the fire is fully contained. as you mentioned two people had minor injuries. we don't know if they were transported to a hospital. they were related to smoke inhalation. there were reports of smoke coming from the first floor. now they are telling us that it was a blanket next to a wall heater that may have caught on fire that led to this apartment fire. there are 12 units inside. half of them damaged as a result of the fire. they are still trying to determine how many people were inside. here's a firefighter explaining the importance of keeping

park are being evacuated ahead of a storm. the recent rain has filled up local reservoirs including uvas. thousand trails rv park will be closing at 5:00 as officials are preparing for potential flooding. right now this is the only area being forced to evacuate ahead of time. people nearby need to be on alert. >> there are flood concerns ahead of this weekend's storm. but there are many options available for free or low cost sandbags. a half a dozen in contra costa. and a dozen in marin. connecticut offices to find out where to go. tracie potts is live in washington this morning with more on that and details on the

it will last through the weekend. it first went off overnight wednesday. it still hasn't been restored. it was caused by a failing switch gear. thousands more people getting work. good news. >> the economy adding 156,000 jobs in the month of december. unemployment ticks up to 4.7%. this brings us to 2.2 million jobs added in the year 2016. tech did okay. health care grew fastest. this marks 75 straight months of gains, the longest string of gains since is 1939. while there have been a few blockbuster months, slow and steady growth. which means while it is the longest streak since fdr was president, presidents clinton and reagan added more jobs than president obama. president obama comes in third.

freeze warnings in effect until 9:00 this morning for all areas shaded in purple, including the inland valleys and most of the north bay where we have had freezing fog. then as we get a look at the atmospheric relative just off to the west of us. it will start to bring in clouds. a lot going on with this system as it continues to bring in the potential of gusty winds. for areas shaded in light orange, brownish color, we may have southerly winds gusting 25 to 30 miles per hour. gusts up to 60 miles per hour. and a flash flood watch for the santa cruz mountains and the north bay. that starts tomorrow. that's when the rain in. very early in the morning. we will see it off and on getting heavier for sunday morning. we will have some pouring rain throughout the day sunday along with the gusty winds. that's when the brunt of the storm hits us.

we will see more scattered activity on monday. then another storm system tuesday into wednesday. the not cut off just yet. looking at the first round of heavy rain and the potential of rain for the bay area, the winds start to pick up late tomorrow night. especially in the north bay. all of us seeing the gusty southerly wind. that continues through about monday morning when we see the temperatures tapering off. it will stay mild in san francisco. a mix of sun and clouds today. today will be the only dry day we have in this forecast before we have several days of some rain and threat of flooding. getting ready for that. how is it looking on the roadways? >> as we prepare for the arrival of the storm, it is a good time to remind folks about the road hazards associated with any freeze warnings and of course strong winds. chp is reporting dangerous
