mayeda we have team coverage this morning. rick boone in felton grove, fears of flooding have people scrambling to protect their homes. rob begins our coverage. >> right now seeing steady rain over the last couple hours coming through the bay area and really the big story of the storm is how sustained. looking at potential for heavy rain at times over the next 36 hours. right now, wet roadways in san jose and a little rinse cycle across san francisco, golden gate bridge, winds picking up, too. the other part of the story today. you can see here on this radar loop from our storm ranger mobile doppler radar, right there atop the mountain, heaviest rain, actually areas of yellow and orange showing up along the coastal hilltops. santa cruz mountains especially, seeing all of that tropical moisture in from hawaii across the bay area. flash flood watches in effect from now until sunday. hilltops with gusts about 50 miles per hour.

high today, upper 50s, low 60s. a more mild air mass coming in which will hold extra moisture, which could power's rainfall rates of a half inch or greater per hour. some of the santa cruz mountain locations may have a chance of a foot of rainfall this morning. a close are look at the timeline of the storm coming up in a few minutes. >> potentially talking about as many as 36 hours of wet weather? >> yes. the sustain heavy rain which is leading to the flooding threats you're seeing. >> thanks. people in the santa cruz mountains are also bracing for potential flooding. today in ben lomond, could get as much as eight inches of rain this weekend. >> reporter: that's right. good morning. we went from ben lomond, now in felton grove, all along here in the santa cruz mountains, where literally we're now on the edge of the san leandro river. lorenzo river, rather. and you probably can't see the shot that much, because it's so dark in this particular area. this is at the back of a

homeowner's house where the water, when it rains, it pours. this water will rise, and it will definitely do that over the next few days. this homeowner, david wenrick, has been preparing for the impeding rain coming to the area. stilts on his couch, raising up furniture, taking as much up off the floor as he possibly can to prepare for the storm. interesting thing, he said sandbags do them no good. the water rushing on into his home, but he says he does have majority of his belongings secure, as much as he woepossib can. what a lot of these homeowners are doing, especially those who live so close to the water. the river. this water expected to ride an inch throughout the day, evening and overnight. tomorrow it goes even higher. right now not really any major issues. where we're standing right now, i can tell you the mud here. at this exact point last night when i did a report for the

community. and you continue for updates on, in spanish on tele moonmund all weekend long. right now -- all roads leading answers moving on to a developing story. learning more about a suspected gunman who sent passengers running for their lives at the fort lauderdale airport. we apologize for the video. we're having problems obviously. a story that happened yesterday at the fort lauderdale airport. the attack happened in baggage claim leaving five dead and eight hurt. now, the suspect is in custody. the motive, though, at this point is unknown. details of his past point to some troubling times. "today in the bay" has more. >> reporter: after being stuck on the runway for hours, passengers reuniting with loved ones at the airport. >> a pop, pop, pop, pop-pop. and then a herd of people just

starting running down the way. >> reporter: the shooting started just after 1:00 p.m. the suspect firing inside the terminal, even stopping twice to reload. five people are dead. eight injured. >> threw his gun on the ground and laid on the ground spread eagle until the first officer came which was probably about a minute later. >> >> reporter: an eyewitness tells nbc news this is the gunman as he was taken into custody. suspect, 26-year-old esteban santiago who flew on a delta flight from anchorage to minneapolis and then fort lauderdale, his gun in checked luggage. >> overwhelming. you never expected it to happen here. >> reporter: authorities say santiago was previously in the national guard and deployed to iraq for ten months, but discharged last year. in november, he walked into the fbi's office in anchorage, complaining that the cia was forcing him to join isis. he was take ton a mental health facility and later released. >> we are looking at all avenues. we have not ruled out terrorism,

and we will be pursuing every angle to try to determine the motive. >> reporter: ian cole, nbc bay area news. now, guns on a plane are actually legal. a firearm can be checked in with your luggage. police at bay area airports are making themselves visible in the wake of the shshooting at bagga claim in fort lauderdale. most know you are allowed to put ammunition and unloaded firearms in locked, hard-sided containers in checked luggage. >> yes, unfortunately. i think a hunter, going on an expensive vacation to go hunting ought to be able to bring his guns with him. >> it is not illegal to put a gun in your carry-on. tsa finds thousands at checkpoints every year. in 2016, agents found more than 3,306 in 2016.

welcome back, everyone. here's a live look at san jose, the bay area already seeing wet weather this morning. and we're expecting a lot more of it this weekend. president-elect donald trump defiant at evidence russian hack hg absolutely no affect on the outcome of the election. he was briefed yesterday on the russian hacking scandal saying russia launched a massive disinformation campaign to hurt hillary clinton's chances of winning the presidency. officials including from the fbi and cia met with president-elect trump at trump tower.

democrats say this type of issue should be kept secret. >> the american people have a right to know what a foreign power did to disrupt our election. >> u.s. intelligence officials say the hacker showed a clear preference for donald trump. the president-elect told the "new york times" the investigation was a political witch-hunt. wikileaks is taking heat for saying it wants to publish the private information of hurns of thousands of verified twitter users. the group's account tweeted an online database including sensitive details about family relationships and finances. the tweet has since been delaeted and then later another tweet, "the idea is to look at the network of relationships that influence, not to publish addresses." and still much more ahead on "today in the bay." coming up -- a late-night b.a.r.t. ride take as dangerous turn for one local woman. details of the brutal attack. and a weekend of heavy rain just getting started right now

a. welcome back. you're taking a look at the wet golden gate bridge. the bay area already seeing a little bit of a downpour this morning with a lot more wet weather expected throughout the weekend. police are calling it one of the worst kinds of crimes. a man charged for allegedly forcing a woman off a b.a.r.t. train and then raping her. the 27-year-old woman, or the 27-year-old alleged victim, rather, seen here, forced the woman off the train, and as she was heading home from a holiday party. it happened at the powell street station about a week before christmas. documents say the woman was intoxicated, swayi ining back a

forth when the suspects approached her. after the attack managed to make her way to a nearby house and the homeowners called 911. dna on her matched the alleged assailant. well, france's tilting ma len yul tower spawned yet another lawsuit. the owners of 20 units in the high-rise luxury building file add lawsuit yesterday on city officials. specific lip, the building department. the city's attorneys office and publicly funded transit terminal now under introduction next door. the residents claim those city officials conspired with the developer to hide the tower's sinking problems from condo owners. the claims appear to be partly based on documents uncovered by the nbc bay area in august. the city's attorney denies involvement in any conspiracy and points out it is suing the developers in part for hiding from perspective buyers. and a first for san

francisco. openly hiv positive and just began his first term serving on the board of supervisors. the mayor announced the amoment yet. sheehey is sdried about a longtime hiv and aids activist with a history of community service and fighting inequality. talking to the crowd, he reflected on being a voice for long-term survivors. >> i'd like to talk about the hiv community. this is historic. we never had somebody openly living with hiv on the board of supervisors. 30 years ago if you told me i could live to 40 -- i would have said -- i don't think so. >> businesses and residents say they like what they've heard from sheehey so far and hope he digs into big issues like safety, housy and affordability. all right. let's check back in with meteorologist rob mayeda on the forecast. obviously a lot of wet weather for a while? >> yes. a lot of the pictures like we're

seeing behind us now. sticking around a while. heaviest rain setting up likely tonight into tomorrow morning and microclimate weather alert this saturday morning begins in san jose. 51 degrees. gusts up to 37 miles per hour. wind is the other part of the weather story. you see the flag in blowing around the golden gate bridge. 48 degrees in san francisco. livermore, a bit chillier in inland valleys. 42 degrees now. right rain into palo alto. camera bouncing around due to gusty winds pup see wind speeds down around san jose almost 40 miles per hour. around the hilltops could see gusts later this afternoon into tomorrow morning getting above 50 miles per hour. saturated ground, gusty winds, high likelihood of downed trees and possible power outages going through the weekend. now, the radar loop last three hours, storm ranger mobile doppler radar picking up steadier rain at times from san francisco over towards the east bay. like the steady rain in san jose

and pockets of rain around fremont and notice the intensity of showers through the day, around the santa cruz mountains. steady fly of moisture down from hawaii. this is going to be a nonstop, tropical connection. we'll see it probably through early tomorrow afternoon, which means flash flood watches in effect through the day area, where creeks and streams see likely flooding, but the biggest areas for rainfall across the north bay hills and the santa cruz mountains, six to ten inches of rain is possible. now, the russian river at guerneville expected to reach flood stage heading into early monday. 36.3 feet. flood stage, 32. north bay hit the hardest in terms of rivers. napa river also expected to go above flood stage late tomorrow. downtown, perhaps a close call. close to flood stage late tomorrow. 24 feet, or just over that. flood stage is 25. watching that closely. in the south bay, guadeloupe

river current projections based on timing of the storm approaching flood stage, about two feet under, but stay tuned as this storm for whatever reason stalled out over the south bay. those numbers are subject to change. all of the creeks, streams and rivers on the ride over the weekend. notice rainfall projection between now and 9:00 tonight, close to about inch of rain in san jose, at least two in the santa cruz mountains just through this evening. highs today, upper 50s, low 60s. south winds bringing in more mild air. not at chilly, but warmer air does hold extra moisture. once it's forced to rise over the hilltops, you'll see the numbers rise. highness upper 50s to near 60. probably trending warmer into sunday. rain rates here going through the afternoon. hour by hour, 4:00 to 6:00, briefly things may throttle back a little bit, towards midnight, into tomorrow morning, when we expect heaviest rain to arrive, after midnight through the

morning sunday. 10:00, intense rainfall. by 5:00 tomorrow evening into tomorrow night, see the heavy rain leave the bay area monday, just expecting a few scattered showers. check out rain projections now through the end of the weekend. the color table here showing you areas of white and gold in the north bay hilltops, that's four to seven inches of rain, and possibly six to ten there in the santa cruz mountains. so this is storm number one. some of the rain totals here in the santa cruz mountains could be equal to a quarter to a third of the annual average we typically see, about 50 to 60 inches of rain. could see a foot of rain in the santa cruz mountains locations. tuesday into wednesday, round two. round three into thursday and heading towards friday, seven-day forecast does try to dry things out. stormy stretch of weather, take you through the end of the weekend. monday, passing showers. you see the next round tcoming n tuesday. wednesday afternoon a brief

difference. >> she taught me a huge lesson that day. >> reporter: the story begins in the fields and orchards of hollister, a few months ago people began spotting a stray dog. the hollis tr animal lost and found facebook page was quickly on the case. they learned the dog had escaped from a new home just two days after being adopted, and clearly had no interest in going back. >> she was in what we call fight or flight mode. >> reporter: deana barth and her experienced rescue team tried, and tried, and failed, for two months to catch the dog. >> i've done animal rescue for years. all of the typical things, cage traps, baiting with smelly foods, all of those things was not working. so our only way to get her to be able to hearn her trust, get someone she might remember. >> reporter: when megan comes in. you see, megan and her mom fostered and train rescue dogs

in their morgan hill home. 75 in just the past year alone. >> we've done some therapy dogs and trained some feeding dogs. she has retrained several from puppies. >> reporter: one of those dogs, it turns out, was daisy. the hollister stray, and though only in the home for a few weeks -- >> he bond with megan was uncanny. >> reporter: which is why in late december karen and megan drove to hollister to see what they could do, and saw daisy sitting in a field. >> daisy! >> reporter: karen started shooting video and wasn't the one who told megan what to do next. megan says that was daisy. >> she told me, because you can talk to dogs in your brain. and she told me, she would come to me, and i believed it. >> reporter: so out megan went. laid down right in the middle of the field, and waited. >> i -- i didn't have a plan.

i just started doing. and i used all of my experience with the dogs. >> reporter: daisy was cautious at first. but then -- this dog who had run from every well-meaning adult looking to help her -- >> ah! >> reporter: finally surrendered to the charm -- >> ah, good girl. >> reporter: of a 6-year-old dog whisperer. >> i am so proud of my kid. i was just -- amazed. i could not believe my eyes. >> there's no way to watch that and not cry. huh? >> this is the best foster dog that i've ever had. >> reporter: megan and daisy have catching up to do, but won't be staying together. the they want to keep rescuing other dogs so they found ra great, new home for daisy. they will be in touch, though. some bonds clearly are never meant to be broken. >> yes! let's go! >> a great story. much more ahead on "today in the bay."

moving in there on the radar. also deployed our storm ranger. a mobile radar that can give you a more accurate look at how much rain is coming down. good morning, everyone. i'm bigad shaban. begin with meteorologist rob mayeda with a look at your microclimate forecast. obviously already seeing some of that rain and should get used to it. >> yeah. just getting started. the legacy of this weekend's storm lingering for a while and heaviest rain sure to come going into tonight and tomorrow morning. now 51 degrees in san jose. winds picking up. times, you see in palo alto bounced around by gusts in the south bay including san jose. close to almost 40 miles per hour out of san jose airport and around the hilltops, high-wind warning for gusts above 50. a view of the storm ranger mobile doppler radar loop of the last three hours. you see the bands of heavier showers moved away from san francisco and oakland, now towards the tri-valley and eat bay. santa cruz mountains seeing steady rain and again, areas

through tomorrow, flash flood watches in effect. especially small streams and creeks where you'll see flooding likely six to ten inches of rain possible in the santa cruz mountains. highs today ummer 50s, low 60s. notice the highs starting to turn a little warmer. winds out of the south, and this is a super scooper of atmospheric moisture. known as an atmospheric riv irextending from hawaii directly connected to the bay area bringing rain rates per hour up and rain totals in some spots a quarter of the annual average coming down in the next 36 hours. a close are look at the timeline when we think the heaviest rain arrives and gets out of here coming up on the full forecast in 15 minutes. >> rob, thanks. people in the santa cruz mountains are bracing for potential flooding. put his furniture on stilts. >> just in case some water comes in here, more than a foot. i don't want it to wreck the couch. >> reporter: his house is directly on the san lorenzo river which has a history of flooding. by monday he expects the river could wash him out. towns throughout the santa cruz mountains are prepping for the predicted nonstop rain. >> going to be well aware of what's happening throughout the valley, and scotts valley. >> reporter: ben loamened residents racing against's clock bagging sand for themselves and neighbors while paying it forward. >> five years ago i got divorced and valley churches united fed my children and gave them christmas gifts, the year that i had no money and couldn't do it. so i thought, let's go help. >> reporter: most residents here can consider themselves storm pro, but they admit depending how much rain they get, this storm could teach them new lessons on defense. >> that was rick boone reporting for us. a lot of people spent the last few days getting ready for the weekend's storm. sandbags lined you along main

street in downtown martinez. the area used to have a huge problem with flooding. not so much anymore. still, a lot of people aren't taking any chances. >> the entire place was pretty much flooded. so he had to -- do a lot -- all the carpets had to be replaced. >> all the building owners realize that storms come and go and you have to be prepared. >> a local hardware stores there are fully stocked with items ho help homeowners and businesses keep the rain out. for about a month or so people have been buying up tarps, pumps and rain boots all in preparation for the coming storms. all roads leading into the yosemite valley are closed now. the visitors centers shut down as well. there are flood concerns over the merced river. this was the scene back in '96 and '97 when the river overflowed, because of heavy rainfall. flooding the valley floor. and in addition to our storm ranger, we also have our nbc bay

point, shoot, point, shoot. anyone in his path. >> people are running over children. >> reporter: bags scattered, crowds evacuated to the tarmac. s.w.a.t. teams, deputies, the fbi responding within minutes. >> looks like we've got at least five or six victims so part. >> reporter: santiago flew fra anchorage, believed to have retrieved a gun from baggage claim, loaded it in a nearby bathroom, exited and then began shooting. >> then he basically ran out of ammunition, but his gun down by his side. dropped down, dropped the gun. laid spread eagle in the deputy came. >> we have the shooter in custody. he's -- unharmed. no law enforcement fired any shots. >> reporter: when it was over, five dead, eight others shot. dozens injured in the chaos. then around 2:30, passengers in

a different terminal fearing a second gunman. and reports of a suspicious person in a parking garage nearby. both false alarms. >> there's been no shooting in any place else. >> reporter: this morning santiago is in federal custody. the question of why, still unanswered. >> i think we all live way fear something like this could happen to any of us at any time. >> kerry sanders recording from fort lauderdale. santiago's initial appearance in court is monday. and a firearm can be checked in with your luggage. police are making themselves visible in the wake of the shooting at the fort lauderdale baggage claim and this has passengers thinking about guns on planes. many know they are allowed to put ammunition and unloaded firearms in locked, hard-sided containers in their checked luggage. >> yes. unfortunately. i think a hunter going on a, an

expensive vacation to go hunting ought to be able to bring his guns with him. >> it is not legal to put a gun in your carry-on luggage. yet the tsa says it finds thousands of firearms at checkpoints every year. in 2016 the agency says agents found more than 3,300 guns in carry-ones. some even loaded. that number is up from nearly 2,700 in 2015 and 2,200 in 2014. a police shooting in san francisco is renewing the battle over arming police officers with tasers. it happened early friday morning in the city's oceanview neighborhood. police were called out after they say the suspect violate add restraining order fileed by his neighbor. at some point the man began fighting with police and ultimately got his hands on the officer's baton. that's when the officer opened fire. both the suspect and an officer were taken to the hospital with non-life threatening injuries. the san francisco police union

released a sharply worded statement blaming the city's police commission for the shooting. the parents of kate steinle will be allowed to sue the federal government, but not the city of san francisco. this morning, about exclusive response from their legal team. the deadly shooting spark add national conversation about sanctuary cities and gun safety. the 32-year-old was killed walking along pier 14 with her father back in 2015. juan francisco lopez sanchez, an undocumented immigrant, with numerous deportations, said he mistakenly shot a gun that was stolen from a federal agent's unlocked car. that agent worked for the bureau of land management. now a magistrate judge says the feds can be sued. however, the match state dismissed the steinle's claims against the city of san francisco. the steinle family attorney tells us, we fully expect to hold the bureau of land

management responsible for this gun being on the streets. michelle obama fought back tears making her final remarks as first lady. >> know that this country belongs to you. to all of you. from every background and walk of life. being your first lady has been the greatest honor of my life, and i hope i've made you proud. >> thank you. and at 7:46 this morning, san jose waking up to a soggy start as we see some moderate rain showers pushing through. 51 degrees this morning and across the golden gate bridge, lots of drops there on the camera lens. 48 degrees. similar pictures around livermore now, but chillier in the tri-valley. temperatures in the 40s, light rain falling into palo alto. camera blanking out due to gusty winds. 51 degrees, light rain falling, and wind speeds around parts of the south bay at the airport gusting close to 40 miles per

hour in san jose. wind speeds across the lower elevations 20 to 30 miles per hour and in the hilltops above 1,000 feet could get gusts above 50 miles per hour laters this afternoon into sunday where we have the high-wind warning in effect as we go through the weekend. in terms of the rain, had our storm ranger mobile doppler radar positioned atop san bruno mountain. a closer screw what the radar is picking up. north of san francisco, little isolated downpours closer to tiburon and moving towards berkeley and richmond there heading off towards the east bay. further south around san jose, lighter rain now. and more steady rain here, as moisture is forced to rise up and over the santa cruz mountains. an issue likely seeing two to for inches of rain into the afternoon here in the mountains. san jose probably seeing less initially. flash flood watches in effect going through the weekend. starting up this afternoon, smaller creeks and streams could see some likely flooding, especially around mid-day sunday and in terms of the river levels, highest, we think, up around the north bay.

russian river at guerneville expected to go over flood stage, sunday into monday, and napa river, too, could see flooding up around saint helena, cresting around 18.7 feet. flood stage at 16. downtown napa, watching this closely as well. approaching flood stage perhaps late sunday into monday. at 24 feet. into the south bay, guadeloupe river at monitor stage, but if the storm for whatever reason slows down, that, too, can be on the rise. something we'll watch closely around san jose during the afternoon tomorrow. here's the rain projection between now and 9:45 tonight. you can see almost an inch of rain in san jose and more than two inches of rain in the santa cruz mountains and gradually temperatures will be on the rise today as we get those warmer air lofts moving in pushing temperatures into the upper 50s and low 60s as we make our way into the afternoon. so hour-by-hour you see rain rates temporarily decreasing around mid-afternoon. then increasing again overnight

into sunday morning. this is going to be the window of the heaviest rain from 4:00 a.m. sunday to 10:00 a.m. there you see very heavy rain across some of the coastal hilltops and then towards tomorrow evening and tomorrow night, we begin to see the rain move out, leading over to scattered showers, as we get into monday. rain projections here especially for the north bay, the areas in white, and some gold you see that there. the color table at the top of the screen we've had to adjust to account for all of the rain. four to seven inches plus we think around the coastal hilltops. tuesday into wednesday, storm two comes in. one more for thursday and then we should begin to catch a bit of a break approaches friday. between now and tomorrow evening, heavy rain at times. temperatures come up sunday for san francisco as that mild air sweeps in from the subtropics. you can see temperatures through the weekend upper 50s to low 60s. a break sunday night into monday. scattered showers. round two tuesday into early wednesday. thursday's round three and into

heavy rain is epe welcome back, everyone. as we've been telling you throughout the newscast, heavy rain is expected to hit the bay area this weekend. let's get one last look at the forecast with rob, ye. >> yeah. increasing rain especially later tonight into tomorrow morning. san jose, probably strong echt winds seeing around the bay area. 52 degrees currently. 48 in san francisco and we've had a few gusts up to 40 briefly this morning around san jose. highs trending a bit more mild, southerly winds bringing in milder air. upper 50s, low 60s high temperatures toyed and look at wi7bd speeds. san jose airport close to 40 miles per hour. could get gusts to 50. hilltops, the loop, mobile radar position aid top the mountain, show you rain just on the north
