stage".. and the north bay gets ready for even more water. scott/vo "highways closed" all over - from 17 to niles canyon. and trains.. idle in their stations. they're not moving.. but we had the russian river hits flood stage. highways closed all over. and trains idle in their stations this morning. not moving, but we are. today in the bay starts right now. all right. good morning to you. thanks so much for joining us. i'm laura garcia-cannon. >> i'm scott mcgrew in for sam brock. we have so much to tell you. communities remain under water. things could get worse with rain headed our way. >> let's check in with meteorologist kari hall right away. she has another system for us. kari. >> we are going to see many more

breaks in the rain as we go through the next 24 hours. there could be a chance we could have scattered showers moving again. as we look out there right now and what you are seeing as we head out the door, very soggy. standing water on the roadways. scattered light rain moving in. there will be pockets of heavy rain as we go into some spots like we are seeing now around the santa cruz mountains. still a pocket of heavy rain. recalling falling in the north bay. it's been very hit or miss. this is a little bit of a break compared to what we have seen. still heavy rain for the santa cruz mountains. we have been hit so hard by this storm from the rain the last several days. and looking over towards parts of the bay area, we're still dealing with flood warnings.

kari, your usual stuff. we still have that going on right now. water continues to drop onto the lens. wet roadways. a light commute because traffic is so light at this time of day. let's look at your map. lots to report. vine hill, we have another mudslide. we have a tree down. basically traffic flowing in both directions but only one side of the freeway. you will s delay on the south side of the summit.

highway 84 is again closed because of a mudslide affecting the roadway as it did a few days ago. >> highway 84 is closed. really going to affect the morning commute. one a train is an example. more trains could be canceled this morning. we'll keep an eye on that for you. today in the bay kris sanchez will bring us a live report at 5:00 this morning. the constant pounding rain causing the biggest problems in guerneville. the river is in moderate flood stage. 36 feet. could rise another foot. people in the area have been dealing with floods the past couple of days. pete suratos is on his way this morning. he will bring you a live update in about an hour. an update on the ongoing weather problems along highway 17. this is video from last night of

a backup that was being called by the closure of northbound 17. it will be single lanes in alternate directions through the trouble spots in the valley. they are trying to keep people through. that is until crews can-can clear the big problem, which we're told is a fall especially tree. compounding that problem this morning, highway 9 is closed in both directions south of santa cruz due to a mudslide. the crews are not even expected to start removing that debris until later this morning. >> the past couple of days has been rough for commuters much. people jumping up over the platform. bart getting back on track after a tree caused a major system wide delay. this is the scene at 24th and mission. i think we have seen this. service delay because of that tree near balboa park, passengers eventually evacuate.

>> there was a jolt. and there was a number of sounds that almost sounded like something was hitting multiple cars. and the train kind of stopped. nobody was knocked out of their seat or anything like that. >> nobody hurt, but there were plenty of delays and frustrated riders. people trying to get to higher ground there. but that is also happening in communities across the bay area. people are really scramble to go try to get away from the floodwaters. overnight, a city declared a state of emergency because of all the rain this rain is having. bob, you have the king tides on top of all of this. >> that was the concern for the city at 1:00, high tide. it is is not clear the impact. the storm drains have had is a chance to catch up.

the city has declared a local state of emergency for this jurisdiction. they have activated or their emergency operations center and shut down roughly 11 roads. they saw a lot of flooding as you can see here what used to be flooding. they had trees down. a lot of vegetation in the area. this lake was filling so quickly the city could not keep up with it. they were trying to let some -- release some of the water, but it kept going over the spillway. it is more of an industry area. so benicia had to declare a local emergency. reporting live in b he benicia, bob redell, today in the bay.

what we could really use, kari, is a break from the rain. >> this is the reason why we have had so many area floodings. we have had 2 to 11, possibly up to 15 inches of rain the past several days. we just missed it. we had a set of flashing lights slowly cruising westbound across the san mateo bridge. i'm scanning for any problems reported. so far the rain is is obvious. i'll let you know if any lanes are blocked coming up. plus, precious cargo taken from a bay area mother. she goes out to find her car and her child missing.

good wednesday morning. time is 4:40. we recover from all of the scattered showers we have had. and there's still some rain in the forecast as we go through the day. times of heavy rain possible but many more breaks than we have seen recently. we'll talk more about this and more on the sierra coming up in five minutes. a reminder, we continue to follow highway 84 which is closed at 10.

highway 29 suspect. a man stole a woman's car with a 4-year-old inside. the 44-year-old man now facing kidnapping charges. the mother, who was dropping awe her other child, a 2-year-old about 7:30 yesterday morning left the car running with her 4-year-old son inside. officers tracked down the car, abandoned. the child was safe and healthy. a string of home burglaries prompted a meeting in menlo park. 12 of the 15 home burglaries occurred in the willows between is september and december.

heavy snow has been slamming that area all day. this is south lake tahoe. a blizzard warning in effect through wednesday. white-out conditions have i-80 completely shut down between colfax and nevada. the resorts, you can't even make them out because it is a complete whiteout. >> as long as we get that road opened up once again and start to clear. >> bring your snow shoes. have a workout. >> it will be warming up. there is definitely major changes in the forecast. as we get a look at some of the scattered showers that continue to move through this morning. still wet roads every now and then. the snow is still coming down. we have that blizzard warning in

effect. it will continue to create whiteout conditions. we have measured it in feet. we will have the potential of a foot and a half in tahoe city. 23 inches in kirkwood. as we bring it back home, a live look at oakland. the driver is making it okay. 55 degrees in the peninsula tri-valley 52 degrees. still light showers. 49 in the north bay. 42 in san francisco. as we get a look at the radar and where some of the rain is is still coming down in the north bay, mainly petaluma and farther south, seeing light rain at this point. also pockets of heavy rain will still be possible. a few of those scattered showers moving through the peninsula right now will make the roads wet once again.

we keep an eye on our area rivers and creeks. flash flood warnings continue for the san lorenzo river. napa river has crested. it will be below flood stage there. the russian river will be above flood stage throughout the day and not going below until early tomorrow morning. it will be rising up to 37.6 feet. a lot of concerns there. as we go hour by hour, off and on spotty showers. many more breaks. a chance for sun to dry out. it will be enough to create wet roadways into this evening and early tomorrow. so we're not completely done until this system winds down and moves off to the east. that will happen tomorrow

morning. as we head over to mike now, he has fallen cable reports. >> i wanted to clarify. fallen cables, not power lines from what we understand. i take you to traffic control. both are able to get through the area. vine hill down as well. that will affect your traffic flow and the speed with which you can get through the rest of the bay area. allow extra time. traffic control for the time being is a tree from the roadway is down. this is the fallen cables at la honda road. the cable lines are not unusual as well. be careful.
