good morning. thanks for swroeupjoining us. i'm laura garcia-cannon. >> a lot of heavy rain. it's been hard to the start out our mornings with clear conditions because the weather system continues to spend more rain in the area today. it should be the last day we have to the deal with this. a look at 101. the roads are wet. we are seeing the heaviest rain moving through san jose and parts of the peninsula. moving to the south and east fremont starting with a wet drive as well. once again, bright reds and yellows on the radar indicating intense rainfall and low

visibility as you start out for that drive. as we head over to mike, still flooding in the north bay. >> we're still watching for slippery conditions. the closure, highway 101 to eastbound 37. what i understand is it is only eastbound. over to 101. there is a closure over here. not the tri-valley for the east bay but it is coming through hayward. 880, mission boulevard. a barrel repair is going on. that is the yellow barrels designed to slow folks down before they might hit a barrier. of course there was a crash here.

>> we have that northbound mission boulevard exit from interstate 80. hazmat crews are on the scene. here are the pictures from that solo pickup truck crash. the primary link to 680. the driver not hurt. he has been booked on dui charges. he was carrying pool cleaning supplies. so the crews have been cleaning up fluids, including sulfuric acid. the ramp, as you mentioned, expected to open at 7:00. we'll have a reporter on on scene here shortly. we have a team coverage of the rough commute this morning and the rainy weather that is continuing. the russian river finally slowly receding. still expected to stay at flood stage through tonight. >> good morning, pete. yeah. good morning to you, scott and laura. the folks in guerneville not out of the way yet.

five feet above flood stages. i want to show you where we are at. you can see it started to recede. the water was halfway up to the windows. it looks like it has dropped down about a foot. let's cue up this image of a woman actually kayaking inside her home. we have seen folks kayaking to get to their destinations. 37 feet. it crested at 37.8 feet. it is is the most rain they have seen in years. >> well, my basement and my garage got flooded so i thought i would take the kayak for a little run. don't get to do this very often.

come out and help each other out. we just cope. also seeing flooding extending west of old casadero road. according to the sheriff's department, at least 600 homes along this area. we are expecting it to stay above 32 feet until 8:00 p.m. today. pete suratos, today in the bay. thanks for the latest, pete. the nonstop rain led to this massive collapse in the east bay. this is a look at alhambra road near pinole. fortunately no one was on the road at the time. but it is a pretty popular route. public works says there's no

timeline when that road will repair. crews yesterday caused roads yesterday in camino near sleepy hollow. it is is above two ruptured sewer mains. the road will be closed to through traffic for at least several weeks. 6:05 on your thursday morning. a travel nightmare. this is the grid lock on highway 17 near downtown los gatos last night. a down tree was the culprit. caltrans worked to remove the mud, dirt, debris from the roadway. everything was cleared up around midnight. check this out. this is the lexington reservoir. all four south bay reservoirs are at capacity.

rain moving in. fremont towards the nole. showers moving through, creating wet conditions. and the burst of heaviest rain approaching san jose, moving through los gatos and saratoga. we have had up to 15 inches of rain with the past several storms moving in throughout the last week. our rainfall rate is 0.4 an hour. so that is really heavy and creates once again some low visibility for everyone heading out the door. windshield wipers up on high. expect the rain to be there within the next 20 minutes and spotty light rain for the north bay. you're tracking a crash in livermore. >> you showed the system where we had initial slowing. the crash in livermore, west 580. it is the second the last 45

minutes. it is quickly moving to the shoulder. the may have one lane blocked. we do see slowing towards north livermore. that is the tri-valley slower drive. not a major concern. wet roadways are more of an i. we cleared this up. westbound 37 is indeed open heading towards 101. it is only the connector from 101 to east 37 toward vallejo. in the south bay, a live camera shows you 1 northbound. that water starting to hit the roadway. the big band of rain coming through this area. 101 through san jose will be wet by the time we leave the house. relief could be on the way for people worried about thieves

our microclimate weather alert continues. heavy rain moving through the south bay as you head out the door. also, quite a bit of snow falling in the sierra. we have had epic amounts of snow falling there. 14 feet of new snow just this month at squaw valley and alpine meadows. i'm sure everyone will want to head there this weekend. it will be lots of sun and temperatures reaching into the lower 30s. i'll have a look at the microclimate forecast coming up in a few minutes. >> that is epic snow. easier commute to the bay bridge. highway 4 to the bay bridge. metering lights are on. slick roads all along the bay. >> thank you very much, kari and mike. we continue to follow breaking news out of baltimore. six missing children are now thought to be dead.

firefighters say a woman and three children were injured after a house fire. this is new video from the scene coming into our news in the northwest part of the city. the fire broke out at a three-story home. firefighters say the third floor of the home just collapsed. and the second floor partially collapsed. investigators have not been able to get into the building because it is deemed up safe. tragic news to report out of baltimore. it is is 6:13 right now. concerns in the east bay after a 13-year-old boy was robbed at gunpoint in fremont. it happened not far from mission boulevard. a boy had gotten off the bus and counting his money when a man came up and grabbed all the cash. then he turned out a handgun and he and the thief ran away. officers don't have a detailed description of the two. san francisco police will

update on a recent police shooting in the ocean view neighborhood. last friday they shot a man in his home. he suffered nonlife threatening injuries. family members say he suffers from mental illness. >> new rules in oakland geared to prevent tragedies like the "ghost ship" fire. the mayor is asking for reinspections of the property every 60 days. the mayor said buildings should be safe place to live but she wants to avoid displacing vulnerable communities, many of which has been using these warehouses as their homes. in business and tech news, wall street starts in the red.

the nasdaq ended a record high for the seventh straight day. nasdaq the 11. dow rose 98. sharp swings after president-elect donald trump held the news conference. trump said big phrma was getting away with murder. jet blue is making good on its promise to provide free wi-fi on every flight. every jet is now equipped with its fly fi. you can use it before you reach cruising altitude. they are adding more entertainment to its video on demand system, including amazon prime, streaming video and music. >> you can't just look out the window, right? >> i guess not. i love catching up on movies. walgreen's is teaming up with fedex for package pickup and dropoff. it will allow customers to drop off prepackaged, prelabeled

interstate dealing with some very heavy rain, windshield on on. we have been tracking scattered showers elsewhere. we saw once again the rain that just passed through palo alto. also very heavy rain approaching fremont right now. that's where we will see this moving off towards the and east. moving through pinole. very heavy rain moving through san jose, los gatos and through the santa cruz mountains. morgan hill rain early. now you're getting a chance to dry out. rainfall rates close to an inch per hour. it is really coming down and creating more standing water on the roadways, moving through alum rock, and farther north to piedmont and approaching the tri-valley area within the next 20 minutes. still scattered showers in the forecast throughout the day. and it will be rolling through as we get on the back edge of this weather system and finally winding down later this evening. we have a chance of rain that

will be falling before dryer air and cooler air moves in later on on tonight. the last drought update was just last thursday. we're getting ready for the new one to come out today. it looks like we are still abnormally try for parts of the south bay, into the east bay. and we are still in a severe drought. but all our reservoirs are near or at capacity. we have had such high amounts of rain in santa rosa, 177% of normal. for livermore, 11 inches for the water year. so a lot of rain. we're also about the coastal flooding with king tides come canning today. for more on that, let's head over live to san francisco. how is it looking as we approach high tide? >> reporter: well, kari, i know you and i were sitting in the weather center yesterday looking at the models and the potential

for king tides. we measured waves of seven feet yesterday at 9:40. we are not seeing the water come up up on the abatement. it is expected to come up 9:40 with a potential to 6.9 feet. we begin to see the threat for coastal flooding, which means there is still a coastal flooding advisory that is expected to remain in effect until noon for all coastal areas, including this area right here. we will keep a close eye on that. it looks calm compared to what we have seen. i will keep you updated. mike, how is it looking on the roads? >> vianey has done the weather report, traffic report. so she knows how it can impact the weather. i want to show you those conditions in a bit.

a couple of issues for 880. northbound 880, mission boulevard, the connector still closed because of the crash and cleanup. we told you about that earlier in the show. that will remain chosed possibly until 7:00. auto mall parkway is a well-known alternate. a crash approaching thornton. i think that's where the crash is, in the middle of the free right now. prepare for slowing if you get on the freeway at thornton. this is the dunbar ton bridge going west. 84 west. san mateo as well. picks up the volume of traffic in livermore. they have all moved to the shoulder from what i understand. again, the rain came through the area as well. no major delays. no problem for bart. sometimes it slows down during wet weather. right now it is not as much of a

miami heat-- after their plane slid on a runway. ==vo== the n-b-a team's charter plane slid during its landing just after nine last night. scary moments for the miami heat. the charter plain slid during its landing. they were headed to milwaukee after playing the golden state the warriors. nobody was injured. they are scheduled to play the milwaukee bucks tomorrow. it may be the world's worst watch talking. it happened at a home in arizona last month. the banditing pulling up to the house, they knock on the door. the other one actually goes over and hops the fence, reaches into his pocket. you'll see it here. he's going over the fence. then gives a little treat to the dog. here you go. after that, he actually crawls through the talkingy door into the house. then he let hit partner through the front door. they got away with several items.

morgan hill and gilroy with a bout of heavy rain. standing water on the roadways toward the east foothills, and farther north through pinole and the tri-valley. low visibility. windshield wipers on. the south bay commute is starting to kick in. ? the problem with the rain is it is kicking in right now. we are starting to the see a rise in traffic. that's where it starts to build. the tri-valley, we will see more storms. traffic relatively light for the tri-valley at this time. it is the south bay, which is a problem right now. this rain will turn from green to blue. that means ponding and puddling because of the rapid rain. the live look shows you the conditions 10 # at 680.

and damage continues today in holster after massive flooding sent a hundred people fleeing from their homes. you can see the damage left behind. they had to lock their animals out of the area along highway 152 south of gilroy. views of the wide scope of all of this flooding. >> bob redell is live this morning with what emergency crews plan to do in these recovery efforts. >> reporter: good morning to you. now that the floodwaters have receded, you can see the damage and mess left behind here on lovers lane. the fence is down. there is a lot of debris strewn about. the next three to four hours, the san ben neto county office of emergency services surrounding lovers lane to assess where the properties are safe and inhabiting. just over 24 hours ago, these homes flooded when the nearby

creek could no longer contain the heavy rainfall. it overflowed and sent water surging into is the surrounding fields and homes creating a large lake that in some places was waste deep. more than 100 residents fled. 50 had to be rescued by the fire department. the others got out on their own after they woke up to realize the mess they were in. >> i was woken up in my house. i turned of in my bed, i was soaked. the doors were blocked because of the giant current. when i opened them, all it did is let more n. once it got higher, my refrigerator tipped over and started floating around my house. it was just a disaster. >> more than 100 people who fled just under 40 of them evacuated in downtown holster where the red cross set up an emergency shelter. we know all of them want to get back home. it will be up to the office of emergency services to determine

whether it is safe to be inha t inhabited again. people who live in bear creek in the santa cruz mountains having a tough time this week. monday's storm washed away bear creek road. they have also been dealing with toppled trees. they removed a tree that fell at bear creek country club. >> if the tree had fallen another few degrees this way, the bulk of the top of the tree would have caught our roots. >> tree experts say the problem is oversaturated soil, leaving trees more vulnerable because the root systems can't hold into the ground. 6:35. the budget measure allowing them to repeal obamacare with a simple majority vote. it goes to the house of representatives. even if this budget measure passes the house, the project of

85 where it intersects with 101. san jose, some of the heavier rain moving through to the east towards evergreen and alum rock. heavy downpours there. and milpitis. the dry valley, approaching livermore, heavy rain. for the north bay, some of the showers moving through sonoma, napa and fairfield. so a lot of rain this morning as the system starts to wind down. and mike is checking in on three crashes in fremont. >> not able to handle the conditions or not concentrating as much. should be thinking about a lot in the morning. focus on the roadway. look at the ponding and puddling on highway 17, 85. we have a smooth flow of traffic this morning. north 880, it is closed.

an issue. you should slow down. >> a major raid in east oakland led to illegal gambling. alameda county sheriff's office arrested 20 people in the raid. a 5-year-old was taken into protective custody. they said that was no place for a child. >> we pulled out eight slot machines, plus ava right of other gambling operations going on, drugs, word of prostitution activity, and weapons, and then illegal dwellings. it is is all a big recipe for disaster. >> the building has been red tagged. nobody is allowed in. the 20 people vasted face a variety of charges. going over new guidelines

addressing on campus sexual harassment. the department the of education ordered the policy changes following complaints lodged against the former principal of palo alto high school. 6:46, the city of san jose taking the public's input as it draws on closing mobile home parks. the department of planning and the housing department are holding several public hearings. today's meeting starts at 10:00 a.m. at the library on north burk. city leaders looking to update the mobile home park closure ordinance. leaders want to protect people living in those parks. this comes as the owners of the winchester ranch mobile home park want to close the park to build new homes. that case is headed to court. talking more about our weather. this is water being diverted

from lake hennessey. this is 15 miles north of napa. extraordinary video. thanks for sharing it with us. you can find your own pictures and whatnot on tv. send them to us. nbc bay area on facebook, instagram or tweet us. >> that is speck lack tar to see there. we were really not looking for this. last winter we were talking about el nino and all of that stuff. we expected this rain last winter. it looks like we are getting massive amounts of rain and putting a big dent in the drought for the bay area. what you are dealing with as you head out the door now, it is much cooler. 45 degrees. spotty rain in parts of the peninsula and south bay. we see the roads are wet. 33 in the north bay. still lingering showers. we are seeing some of the heavier rain in san jose,

continuing into the east bay and the tri-valley as the temperatures drop. and the heaviest rain has just moved out of san jose approaching morgan hill. another round of heavy rain there. also pigging up on some showers once again. we're just starting to clear out. as you head farther north, catching a little bit of a break around milpitis as well. some of the heavier rain is moving in and for the north bay, sonoma to napa, steady the showers still the pouring. even the evening commute may be affected as we get the last bit of weather moving off to the east and the rain wrapping around that. still bringing in scattered showers before dryer air moves in and cooler temperatures. our reservoirs are at capacity for many around the bay area.

hetch hetchy up to 86%. across the state, from 33% to 86% capacity. then we look at what's happening in the sierra. still a lot of snow coming down at this point. another bout of heavy snow falling at this point. and the state wide average of the sierra snowpack now at 158%. remember just a couple of weeks ago, or less than a couple of weeks ago with that last measurement, we were at 64% of average snowpack for the sierra and dividing it into the different regions. northern sierra, 131%. the central and southern sierra is doing the best at 187% of average with these recent storms moving through. we still have an exceptional drought happening just north of l.a. but then as we get a closer look at what's happening in the bay area, abnormally dry conditions.

we have been downgraded from severe drought from east bay and south bay to abnormally dry. a major improvement here. no drought for fairfield, santa rosa, san francisco, and the santa cruz mountains. they have been removed from the drought. as we look farther down, more wet weather system moving in. possibly more heavy rain from tuesday into thursday. so enjoy this break while it lasts. temperatures reaching into the low 50s. cooler air moving in. then it warms up into early next week. sunday and monday. the next storm system moving in on tuesday into wednesday. we'll be keeping tabs on all of this. also mike is getting a view of what's happening on the roadways. >> allow yourself a little extra stopping distance in front of you. look at that. the south bay.
