pete suratos for today in the bay. thank you, pete. now to developing news on capitol hill. an investigation about to get under way in how director james comey handled the case involving hillary clinton's e-mails. in a last minute letter that may have changed the election. tracie potts live in washington. the fbi director is welcoming this investigation. >> reporter: well, he is. and we'll see what happens with it. you know, the clinton people and some democrats on capitol hill have long worried he may have had an impact on the election. republicans were also pushing the inspector general to take a look at this. the justice department inspector general says he'll look at public disclosures by fbi director james comey, including last summer's news conference. his letter to congress just is before the election announcing a

shot by a san francisco police officer speaking out saying officers did not have the right to shoot the mentally ill man. at a community meeting last night, shawn moore's family described him as bipolar, schizophrenic but not violent. he was agitated when two officers showed up at his home on capital avenue. body camera footage shows officers tried to talk to moore but things soon escalated. that's when moore kicked an officer in the face forcing police to pepper spray and eventually shoot him. but moore's family insists police didn't have to go that far. >> he's not an animal. he is a person with a mental condition. and i don't think that he deserved to have been shot. >> the police department said it is is not releasing the body camera video because it is part of an active investigation. moore is in the hospital recovering.

he is facing felony charges for assaulting the officers. two men arrested in connection with recent purse snatch issing at a palo alto shopping center. one suspect drove the get-away car in a pair of robberies in the mall parking lot. they are still trying to figure out how the other suspect is linked. a robbery attempt after the victim's mother screamed for help. there are still more suspects at large. peninsula authorities credit an observant neighbor with help to go nab a burglary suspect. here's the san mateo county deputy's picture of the man. roger pena is accused of burglarizing a home in san carlos. a neighbor saw two suspicious people leaving the home. their vehicle description led to that arrest. 5:07. an east bay refinely is being

looked at at the possible source for the rotten egg smell in december. it may have come from flaring incidents at the richland refinery. they have ruled out an oil or fuel spill in the bay. it will be days before people in holster can use tap water again after potential contamination from this week's storm. the office of emergency services are still testing the water to make sure they are not contaminated with raw sewage or pesticides. residents say they have had no chance but to use those. >> when i wash clothes. the water is here, so we're drinking it. >> right now customers are being advised that may not be safe for any purpose, even bathing or laundry because of the

school. they were walking around the house, guitars in hand. anyone with information is asked to call police. years of division appear to be at an end in san jose after new tentative contracts agreement. they have agreed to a three and a half year contract. it includes wage increases and an agreement to recruit and hire more officers. the city has seen a number of police officers drop dramatically the past decade. officers still must ratify the deal. >> how quickly things change thanks to backlash. activists suppressed concern on on social media after suhr's

check this out. you can see the low clouds there. and at times we have clear skies. this is so beautiful as we start out this friday morning. that's what we need. after all of that rain. we still have a lot of moisture left over. patchy dense fog in the north bay. santa rosa, visibility down to a quarter mile. allow extra time to get to work. livermore down to a quarter mile. we do have clearer spots. it's also very chilly. so it is cold temperatures and fog and a lot of moisture and rain left over on the ground. we may have some icy spots, especially on the bridges and overpasses. palo alto, 45 degrees. fairfield, 37. napa, 35 degrees. after this cold morning we will see things warming up nicely. 57 in san jose. 56 in milpitas. oakland, 55.

fremont, 56 degrees. the peninsula up to 55 in san mateo. marina, 54. santa rosa, 56. it will still be cooler than where we should be. the storm system we had has moved of to l.a. the next storm system, we're watching this to see if it will bring us light showers. that will happen as we head through early sunday morning. as of now, not looking at a lot there. and the forecast brings us more rain next week. in the meantime, enjoy this nice weather. it's going to be cold for some of those riding at the stations. there are major delays reported. system wide. that means 20 minutes or more for trains. it sounds like they had a problem with some of the vehicles overnight. west oakland a major hub. that is a problem for all trains traveling through the area.

stpwhrp yeah. dense fog in spots. trading one thing for another. we have gotten rid of the rain. low visibility in some areas. tri-valley, 39 degrees. 42 in the peninsula and the south bay. and it is 43 in san francisco. there may be some patchy ice especially on the bridges and overpasses. something we'll be concerned about within the next couple of hours. highs today 55 degrees in the peninsula. a lot of sunshine. this will be so nice. and definitely a welcomed sight across the bay area. coming up in my next forecast in about minutes, we'll take a look ahead to the weekend as you make plans. is is getting you out the door with an update about bart. >> the roadways are moving with the caveat, fog and low visibility.

here in the oakland area, an issue on the bart tracks. we are recovering from a major delay. there is a possibility up to 20-minute delays. there was a problem with an overnight maintenance vehicle. it required a safety perimeter. all trains to and from the base. the reduced area means trains will through the issue and without any problems on the tracks. more details from bart. there are delays for riders still because of that system wide problem. >> thanks for the update there. 5:32. a developing story we have been following overnight. a train hit two members of the popular band tower of power. >> the band was supposed to perform at yoshi's. how are they doing, bob? >> the band did release a statement saying both members are responsive, are being treated a local hospital here in

oakland. tower of power was supposed to perform at yoshi's last night in jack london square. two of them were hit 7:40 last night. according to witnesses, drummer david garibaldi and basist marc van wageningen were crossing the street. >> the two gentlemen were two feet in front of us when someone yelled train. paul and i backed up. and the two gentlemen in front of us had no time to react, so they got hit. we were maybe two feet from a train that was flying by. we could feel the rush of it,

which is why we leaned back and moved away from the train. but the other two gentlemen were not so fortunate. >> both men were hit head on. both conscious afterwards. one did need surgery. both pedestrians were trespassing on the tracks but did not address before it was a malfunction with the crossing gate or lights. we did see people out last night inspecting the track. the trains are back up and running in jack london square. the band was founded in oakland back in 1968 and became popular for its blend of funk and rock. bob redell, today in the bay. 5:34 right now. now to some scary moments on a flight to san jose international from seattle is.

several flight attendants became ill on board. this morning we may know why. kris sanchez is live with details on what might have been the cause. >> it was alaska airlines? they think it was some sort of deicing that made its way into the cabin to make them sick enough to be transported to the hospital. it is now out of commission. we have seen in the video one person wiping down the cockpit. as the flight arrived, airport officials were ready for a hazardous materials response. here's how passengers tell us what the captain told them. >> there was an announcement. they were kind of like, oh, don't panic but there might be some antifreeze in the air.

we're going to bring on paramedics to come check it out and see if everything was okay. >> so one of those flight attendants -- there were three that were sick. one did have to go to the hospital. 181 passengers on board were kept on the plane 10 minutes while the team tested the material on board and cleared them to deboard. alaska airlines hired a response team to investigate what went wrong, what the material was. but the plane is out of commission until that is figured out. kris sanchez, today in the bay . the search is on for two men who robbed a wells fargo in the south bay. it happened on big basin way in saratoga. two men wearing dark clothing, gloves and masks, ordered everyone on the ground while

they demanded cash. nobody was injured. vallejo police need your help in identifying suspects in the deadly vallejo robbery. they killed the dog and the owner and wounded an employee. that we have shown you before. we now have a sketch. the suspect is described as a man 18 to 20 years old, tall with thin build, blonde hair, blue eyes. a $25,000 reward is offered. if you have information, call vallejo p.d. the sinking tower has until today to lay out a plan to deal with the program. the city of san francisco wants to know specifics about the extent of tilting and sinking, the building's total weight and other critical information. an attorney who lives in the

suicide. he facing 15 months in prison stphraofplt firefighters could get hefty raises. it comes as california faces widespread vacantries. they are slated for raises as high as 13.8% this year. the details of a four-year contract week. top raises will go to paramedics. they will get sizable raises. state firefighters received one-third less in pay and benefits than local firefighters. the university of california is tackling sexual violence across its 10 campuses by creating a new position. the new title ix coordinator will change the culture around issues of sexual violence and harassment, including sanctioning of faculty, students, and staff involved in misconduct. it comes after a series of sexual harassment scandals.

the san diego area. we are watching this cluster of clouds moving closer for the weekend. it looks like this could bring in a very slight chance of rain early sunday morning. once again, things are drying out for us. then as we ahead farther down the line, we will see more rain in the forecast. maybe a lot more rain in the forecast. starting on tuesday into wednesday and very heavy rain on thursday. so enjoy this break while it lasts. we have another round of several days of rain moving in. just looking ahead, this gives us an idea how much rain we could see as we two into next week. it shows the potential of at least another inch to possibly an inch and a half or, especially for the santa cruz mountains. with all of that snow, many people excited to head to lake tahoe. it will be a little bit of light snow coming down in spots. 31 degrees today. a lot of sunshine tomorrow. scattered snow showers.

a very good friday morning to you. thanks so much for joining us. i'm laura garcia-cannon. i'm scott mcgrew. a lot to get into, including delays on bart. >> system wide delay. delay for bart riders. there was a problem with one overnight maintenance vehicles. oakland side just outside of the trance bay. they are moving the vehicle as quickly as they can. single track through a short portion. that's why the early riders may have a 30 to 45 minute delay. to the rest of the bay, no delays. no problems there as far as your speed sensors go. the right side of the screen. the live cam shows you we're talking about fog. this is definitely a lot of moisture. >> low visibility.
