drop heavy rain at times. thursday, we catch a bit of a break. thursday, another round of rain coming on in. if we extend this out to next weekend, late sunday, another storm drops in. so rainfall expectations now that the ground is saturated, we have to out for totals. between now and next saturday the area of bull's eye in orange could be 3 to 4 inches of rain lining up from the santa cruz mountains, probably will eventually see similar totals there, but right now, it does look like the north will see the most out of the first two systems as we get into the first half of the weekend. change is coming up. in the seven-day forecast, mainly dry conditions, patchy fog. the really big concern for the morning drive tomorrow morning. then wednesday, wind and rain for san francisco, and we'll see similar conditions in the inland valleys for friday. more rain tapering off to shower on saturday, then we do think the thirdm coming in as we approach next sunday on into monday of the following week.

cheerleader in the name of eric holder -- the same eric holr that until recently was california has a new paid cheerleader in the name of eric holder. the same eric holder that until recently was the u.s. attorney general for democratic president barack obama. larry gerston joins us now to break down the event. larry, what does someone like eric holder and his skill set bring to the state of california? >> that's a good question. you're not only asking but lots of other people are asking it too. you know, the state already has a small permanent lobbying staff in washington, d.c. and in addition, california's public university local government, water and power agencies, various business sectors, unions, all have lobbyists protecting their
7:47 am
california interests in washington, d.c. so we can say the state is well represented already. >> and yet, the state legislature has hired eric holder, i'm reading it, $25,000 per month for at least three months. that breaks down to an hourly rate that exceeds $600 an hour. what is it that holder can do for the state that all of these other groups. organizations, lobbyists cannot do? >> that depends on who you ask. you know, with our huge majorities in the legislature, democrats hired holder to help the state protect their interests in women's rights, health care, to mention just a fewing interests, and in fact, state democrats have reason to be concerned. the federal government sends california a whopping $230 billion each year to cover about 80% of the cost of the state's health and welfare programs as well as other expenditures. beyond the policy areas, the incoming trump administration is
7:48 am
also as odds with the state on issues including the foreign employee hiring program critical here in silicon valley, and public education. remember, this state voted for hillary clinton over donald trump by a margin of nearly two to one, the second highest ratio for clinton in the country. so we can see why democrats might be a little concerned. >> we know state republicans have a lot to stay about this. talk to us about how they're reacting. >> they do. legislative republicans view the holder hire as a boondoggle, let's use that word. not only do they point to the variety of groups already representing california, but republicans also argue that the state's attorney general is more equipped to take executive branch issues as well as on any other judicial issues such as lawsuits claiming unconstitutional practice. we saw kamala harris do that as attorney general, and legislative republicans also maintain that the state's
7:49 am
congressional delegation is the largest, by the way, in the country, and as such, should be able to make itself heard in congress. nevertheless, in a sense, the holder is almost a replay of the lines drawn in the 2016 presidential election. >> two more questions. who pays for all of this, and what can we expect down the road? >> you pay for this, i pay for this. all of this comes out of money allocated by the state legislature. as far as what happens down the road, the democrats hired holder because of his expertise in national policy making. if he provides strategies that protect california interests, maybe he'll earn his fees and then some. but if little benefit emerges from holder's employment, legislato legislators, republicans, may have a field day. they may be able to use this as an example of gump waste by state democrats, at your and mine and the people's expense. so in a strange way, while
7:50 am
holder's employment may be the result of the 2016 election, it may become the first fight for next year's legislative election. so stay tuned. >> and an expensive one. larry, thank you. and great to have you back. >> stay tuned. still to come, military members rappelling from the ceiling of s.a.p. center in a special honor for a world war ii veteran. >> dueling sunrises from the bay area. sunol, clear skies. check out the view at heavenly. lake tahoe, clouds across the lake, and big time snow numbers. the latest on the snow pack and the latest snow and rain to arrive when we come right back.
